Forecasting the Environmental Change of Technological Innovation System in South Korea in the COVID-19 Era

  • Korean economy has experienced a very rapid growth largely due to the change of the innovation system since the last half century. The recent outbreak of COVID-19 impacts the global economy as well as Korea's innovation system. In order to understand the influence of the shock to the Korean technological system, we have forecast the future of the system combining qualitative and quantitative techniques such as expert panel, cross impact analysis, and scenario planning. According to the results, we have identified 39 driving forces influencing the change of Korea's technological innovation system. Four scenarios have been suggested based on the predetermined factors and core uncertainties. In other words, uncertainties of emergence of the regions and global value chains generate four scenarios: regional growth, unstable hope, returning to the past, and regional conflicts. The 'regional growth' scenario is regarded as the most preferable, whereas the 'regional conflicts' scenario is unavoidable. In conclusion, we put forward some policy implications to boost the regional innovation system by exploiting the weakened global value chains in order to move on to the most preferable scenario away from the return to the past regime.

  • Objectives : This paper analyzes the exam paper titled, 'Is Traditional Chinese Medicine Just an Art?' of the Yixuetongzong(醫学統宗) to provide basis for research on regional physicians' examination in the Ming period. Methods : Cross examination, interpretation and content analysis of the exam paper were carried out. Results : This document is the examination paper that He Jian(何柬) submitted past the age of 40 at a regional examination for physicians that took place at the Duxue Wenyuan which is presumed to have been a regional education institute for medicine in Nanjing. While he had experience in anatomy, having been an army doctor when he was young, and was an experienced doctor who was an expert in acupuncture, it seems his goal to become a medical official at the royal medical center failed. He accumulated knowledge and experience as a Confucian doctor for more than 25 years under his teacher Pan Xiquan. It is unclear whether he had been educated at the regional medical education institute. Conclusion : The regional physicians' examination during the Ming period promoted test takers to learn both medical and Confucian knowledge quite thoroughly.

Regional Health Disparities of Self-Rated Health Using Cluster Analysis in South Korea (군집분석을 활용한 지역별 건강격차 연구: 주관적 건강수준을 중심으로)

  • Background: Personal socio-economic abilities are crucial as it affects health inequalities. These multidimensional inequalities across the regions have been structured and fixed. This study aimed to analyze health vulnerabilities by regional cluster and identify regional health disparities of self-rated health, using nationally representative cross-sectional data. Methods: This study used personal and regional data. Data from the Community Health Survey 2021 were analyzed. K-means cluster analysis was applied to 250 si-gun-gu using administrative regional data. The clusters were based on three areas: physical environment, health-related behaviors and biological factors, and the psychosocial environment through the conceptual framework for action on the social determinants of health. And binary logistic regression analyses were conducted to examine the differences in self-rated health status by the regional clusters, controlling human biology, environment, lifestyle, and healthcare organization factors. Results: The most vulnerable group was group 3, the moderate vulnerable group was group 1, and the least vulnerable group was group 2. The group 2 was more likely to have high self-rated health status than the moderate vulnerable group (odds ratio [OR], 1.023; p<0.001). And the group 3 showed low self-rated health status than the moderate vulnerable group (OR, 0.775; p<0.001). However, the moderate vulnerable group had significantly higher self-rated health status than the most vulnerable group (group 2: OR, 1.023; p<0.001; group 3: OR, 0.775; p<0.001). Conclusion: These results demonstrate that community members' health status is influenced by regional determinants of health and individual levels. And these contribute to understanding the importance of specific and differentiated interventions like locally tailored support programs considering both individual and regional health determinants.

A Study on the Types of Public Hospitals in the Region by Cluster Analysis (군집분석을 통한 지역거점공공병원의 유형화)

  • This study selected indicators that can represent the characteristics of general hospitals, including local medical centers and Red Cross hospitals, which are representative public health institutions, and analyzed clusters. And we present to benchmark in each cluster. According to the analysis, 276 general hospitals were classified into 13 clusters, and local medical centers and Red Cross hospitals were classified into clusters between 1 and 7 of the total 13 clusters because of their small size. Local medical centers and Red Cross hospitals, selected as excellent hospitals in each cluster, showed significant differences in management performance despite similar regional environment and medical performance, and among them, surgical consultation and internal medical care rates, inpatient and outpatient rates. In order for local medical centers and Red Cross hospitals to play their role as secondary acute hospitals in the region, inpatient care services and surgical functions must be activated.

Initial Configuration Layout Design for 95-Seat Regional Turboprop Aircraft

  • The initial configuration for 95-seat passenger regional turboprop aircraft, the so called KC950, was designed to meet the market requirements. This paper prescribes the initial design based upon aircraft design guidelines and compared the competitive aircraft configurations after considering the related FAR 25 regulations. More specifically, results of design describe how to select the fuselage cross-sectional area, how to layout the cabin, and how to determine the overall shape and physical dimension of the fuselage. Sizing of wing and empennage areas is estimated using empirical equations and tail volume coefficients in this design. Some design guidelines to determine wing sweep angle, taper ratio, incidence angle and location are also introduced.

Clinico-Epidemiologic Patterns of Laryngeal Cancer: 5-year Results from a Regional Cancer Centre in Northeastern India

  • Purpose: To determine the risk factors, clinical symptoms and patterns of spread in laryngeal cancer. Materials and Methods: A cross sectional study was carried out in the Regional Cancer Centre, Imphal, Manipur, India. One hundred and sixteen patients with laryngeal cancer were retrospectively reviewed for epidemiological data and descriptive statistics were reported for various variables. Results: Median age at presentation was 65 years and 32.8% were undernourished at presentation. The male to female ratio was 5.4:1. Heavy smoking and tobacco chewing was associated in 91.4% and 33.6% of patients respectively. Tracheostomy was required in 21.5% leading to diagnosis of laryngeal cancer. Almost all were squamous cell carcinoma with neuroendocrine and verrucous carcinoma accounting for less than 2%. Supraglottic, glottic and trans-glottic tumors were 56.9%, 36.3% and 6.9% respectively. Nodal metastases were seen in 81.8% of supraglottic cancers and 31.6% of glottic cancers with supraglottic involvement. Level II neck nodes were the commonest site followed by level III. Distant metastases (only liver) were apparent in 1.7% at presentation. Including these liver metastases, unresectable cases were limited to 6% of the patients. Conclusions: Tobacco use is implicated in almost all of the cases and the sex ratio has also decreased due to increased female smokers. The supraglottis remains the commonest site and incidence of nodal metastases is higher than in other countries. There is also a higher requirement for tracheostomy at presentation in this region.

Variations and Factors Associated with the Supply and Utilization of Nursing Home Services in Japan and South Korea (한국과 일본 장기요양시설 공급과 이용의 지역 간 변이)

  • Background: Few studies have examined the performance of the public long-term care insurance (LTCI) from the perspective of geographic equity. This study investigated regional variations and associated factors in the supply and utilization of nursing home care within and also between Japan and Korea. Methods: A comparative dataset was developed by extracting data from 2013-2015 LTCI statistics yearbooks and Organization for Economic Cooperation and Development regional statistics, as well as other comparable data in Japan and Korea. The unit of analysis was the prefecture in Japan and the province in Korea. We computed variation indices and conducted regression analyses for regional variations within each country and decomposition analyses to examine the variations between the countries. Results: The overall regional supply and use of nursing home care were higher in Japan, but the regional variations in Korea were larger than in Japan. In both countries, the nursing home supply was negatively associated with the proportion of older people with independent living. Nursing home use was also negatively associated with the supply of hospital beds and home care agencies in Korea; the relationship was the opposite in Japan, however. The country-based differences were more likely to be explained by differences in the distributions of the variables included in the analytical model than country-specific characteristics. Conclusion: Regional-level nursing home supply and use were unequal in both countries, and the contributing factors were not the same. Policy efforts are needed to advance regional equality in long-term care (LTC) and collaboration between health and LTC institutions for frail older people, especially in Korea.

Derivation of Relationship between Cross-site Correlation among data and among Estimators of L-moments for Generalize Extreme value distribution (Generalized Extreme Value 분포 자료의 교차상관과 L-모멘트 추정값의 교차상관의 관계 유도)

  • Generalized Extreme Value (GEV) distribution is recommended for flood frequency and extreme rainfall distribution in many country. L-moment method is the most common estimation procedure for the GEV distribution. In this study, the relationships between the cross-site correlations between extreme events and the cross-correlation of estimators of L-moment ratios (L-moment Coefficient of Variation (L-CV) and L-moment Coefficient of Skewness (L-CS)) for data generated from GEV distribution were derived by Monte Carlo simulation. Those relationships were fit to the simple power function. In this Monte Carlo simulation, GEV+ distribution were employed wherein unrealistic negative values were excluded. The simple power models provide accurate description of the relationships between cross-correlation of data and cross-correlation of L-moment ratios. Estimated parameters and accuracies of the power functions were reported for different GEV distribution parameters combinations. Moreover, this study provided a description about regional regression approach using Generalized Least Square (GLS) regression method which require the cross-site correlation among L-moment estimators. The relationships derived in this study allow regional GLS regression analyses of both L-CV and L-CS estimators that correctly incorporate the cross-correlation among GEV L-moment estimators.

  • We aim to propose the prediction modeling method of ship's position with extracting ship's trajectory model through pattern recognition based on the data that are being collected in VTS centers at real time. Support Vector Machine algorithm was used for data modeling. The optimal parameters are calculated with k-fold cross validation and grid search. We expect that the proposed modeling method could support VTS operators' decision making in case of complex encountering traffic situations.

A Critical Review of the EU Smart Specialization and US Manufacturing Renaissance Policies and New Directions for Regional Industrial Policy in Korea (EU의 스마트 전문화 및 미국의 제조업 르네상스 정책에 대한 비판적 검토와 한국 지역산업정책 방향)

  • This paper discusses the European Union's smart specialization strategy and US manufacturing renaissance policy and then proposes new directions for regional industrial policy in Korea. The smart specialization strategy is summarized as the entrepreneurial self-discovery and strategic coordination; the manufacturing renaissance policy as the construction of industrial commons based on ecosystem; and Korea's regional industrial policy as the build-up of regional innovation system based upon industrial clusters. The policy cases of the EU and the United States demonstrate the fact that regional industrial policy should be geographically embedded. Also, they show the relevance of policy mix by linking industrial policy with innovation policy for cross-fertilization between different industry and technology. In addition, the state plays a role as a coordinator and mediator by embedding the democratic discipline into industrial ecosystems. Considering these points, regional industrial policy should be transformed into a platform system that can facilitate linkage between industry and technology.
