A Critical Review of the EU Smart Specialization and US Manufacturing Renaissance Policies and New Directions for Regional Industrial Policy in Korea (EU의 스마트 전문화 및 미국의 제조업 르네상스 정책에 대한 비판적 검토와 한국 지역산업정책 방향)

  • This paper discusses the European Union's smart specialization strategy and US manufacturing renaissance policy and then proposes new directions for regional industrial policy in Korea. The smart specialization strategy is summarized as the entrepreneurial self-discovery and strategic coordination; the manufacturing renaissance policy as the construction of industrial commons based on ecosystem; and Korea's regional industrial policy as the build-up of regional innovation system based upon industrial clusters. The policy cases of the EU and the United States demonstrate the fact that regional industrial policy should be geographically embedded. Also, they show the relevance of policy mix by linking industrial policy with innovation policy for cross-fertilization between different industry and technology. In addition, the state plays a role as a coordinator and mediator by embedding the democratic discipline into industrial ecosystems. Considering these points, regional industrial policy should be transformed into a platform system that can facilitate linkage between industry and technology.

Economic Spillover Effects of Airport Investment on Regional Production (공항투자의 지역경제 파급효과 분석)

  • This study analyzes the effect of airport investment on GRDP(Gross Regional Domestic Product) using Regional Production Function with public investment on social infrastructure. Particularly it includes the spillover effect of airport investment on the economies of neighbor regions beyond border. We estimate regional production function with the independent variable of airport investment stock using panel data with regional cross-section and time-series data. In the analysis with aggregate data of all industries, it shows the positive relationship between airport investment and GRDP which implies the affirmative effect of airport investment on regional economy in the aspects of direct and indirect spill-over effects. On the contrary, the research results of each industry do not appear to be the same. With the different characteristics of each industry, the direct and indirect effect may not be the same and the SOC investment contributes to the restructuring of regional economy by altering the industrial organizations of any specific region and its neighbors.

An Analysis of Non-linear Relationship between Local Government Size and Regional Economic Growth: Armey Curve Verification Using AMG Estimation Method (지방정부규모와 지역경제성장 간 비선형관계 분석: AMG 추정법을 이용한 Armey Curve 검증)

  • This study analyzed the relationship between local government size and regional economic growth using regional data from 2002 to 2020. By dividing local government expenditure into social development expenditure and economic development expenditure, economic growth and the inverted U-shaped Armey curve were verified, and the optimal size of local government expenditure was examined. In particular, the AMG estimation method considering the cross-sectional dependence and regional heterogeneity existing in the panel data was utilized. As a result of the analysis, it was found that there was an inverted U-shaped relationship between local fiscal expenditure and regional economic growth. When the proportion of total local fiscal expenditure is 7.63% of GRDP and social development expenditure is 3.45%, it is found that the optimal size of expenditure can maximize the regional economic growth rate. Local governments should increase the effectiveness of public expenditure policies by considering these points.

Burkholderia cepacia Complex Infection in a Cohort of Italian Patients with Cystic Fibrosis

  • The aims of this study were to detect Burkholderia cepacia complex (Bcc) strains in a cohort of Cystic Fibrosis patients (n=276) and to characterize Bcc isolates by molecular techniques. The results showed that 11.23% of patients were infected by Bcc. Burkholderia cenocepacia lineage III-A was the most prevalent species (64.3%) and, of these, 10% was cblA positive and 50% esmR positive. Less than half of the strains were sensitive to ceftazidime, meropenem, piperacillin-tazobactam, and trimethoprim-sulfamethoxazole. About half of the strains (41%) had homogeneous profiles, suggesting cross-transmission. The infection by B. cenocepacia was associated to a high rate of mortality (p=0.01).

Economic Impacts of Transportation Investment on Regional Growth: Evidence from a Computable General Equilibrium Model on Japan's Cross-Prefectural-Border Region

  • This paper proposes and examines the economic impact of infrastructure improvement on the San-En-Nanshin region in the Chubu area of Japan. We develop a single transportation computable general equilibrium (CGE) model for each subregion within the San-En-Nanshin region. The explicit modeling of the transportation infrastructure is defined based on interregional commuting flows and business trips, considering the spatial structure of the San-En-Nanshin economy. A CGE model is integrated with an interregional transportation network model to enhance the framework's potential for understanding the infrastructure's role in regional development. To evaluate the economic impact of transportation improvement, we analyze the interrelationship between travel time savings and regional output and income. The economic impact analysis under the CGE framework reveals how transportation facilities and systems affect firm and household behavior and therefore induce changes in the production and consumption of commodities and transportation services. The proposed theoretical model was tested by using data from the 2005 IO tables of each subregion and the 2006 transport flow dataset issued by the Ministry of Land, Infrastructure, Transport, and Tourism in Japan. As a result, the paper confirms the positive effect of transportation investment on the total output and income of the studied region. Specifically, we found that while economic benefits typically appear in urban areas, rural areas can still potentially benefit from transportation improvement projects.

The Impact of Trade Facilitation on China's Cross-border E-Commerce Exports: A Focus on the Trade Facilitation Index in RCEP Member Countries

  • Purpose - Based on the relevant panel data for China and 13 of the RCEP countries from 2008-2019, this paper conducts an in-depth study on the impact of trade facilitation levels on China's cross-border e-commerce exports using the expanded trade gravity model. Design/methodology - This study constructs a trade facilitation index (TFI) system, and uses the principal component analysis method to measure the trade facilitation levels of RCEP countries in 2008-2019. This result is then introduced into the extended gravity model to explore the effect of trade facilitation in RCEP countries on China's cross-border e-commerce export. Findings - It is found that the overall trade facilitation level has a significant effect on China's cross-border e-commerce exports. Among the primary indicators, with the exception of infrastructure, the other four indicators demonstrate a significant impact. The findings show that China should strengthen its cooperation with RCEP countries in trade facilitation and cross-border e-commerce to better achieve complementary regional economic development. Originality/value - This paper has three contributions: first, this paper builds a TFI system that includes five primary indicators based on the characteristics of cross-border e-commerce. Second, we explore the impact of trade facilitation levels of RCEP countries on China's cross-border e-commerce exports, which helps to fill the gap in existing studies of the impact of cross-border e-commerce exports. Third, this paper further analyzes the impact of five primary indicators on cross-border e-commerce exports; this thus provides more targeted measures to improve trade facilitation levels.

  • Ships' tracking data are being monitored and collected by vessel traffic service center in real time. In this paper, we intend to contribute to vessel traffic service operators' decision making through extracting ships' tracking patterns and models based on these data. Support Vector Machine algorithm was used for vessel track modeling to handle and process the data sets and k-fold cross validation was used to select the proper parameters. Proposed data processing methods could support vessel traffic service operators' decision making on case of anomaly detection, calculation ships' dead reckoning positions and etc.

Effect of Regional Navigation Signals upon an Interference Cancellation Capable GNSS Receiver Performance (지역항법 신호에 의한 위성항법수신기 간섭상쇄 성능영향)

  • This paper analyzed GNSS signal acquisition performance of a regional navigation receiver when an interference cancellation capability is applied. Intereference between the regional navigation and GNSS signal can be mitigated by the interference cancellation technique such as the successive interference cancellation (SIC) algorithm. However signal acquisition performance will be degraded when jamming-to-signal ratio (J/S) is large due to a cross-correlation properties of residual signals. In this paper we analyzed signal acquisition performance degradation due to the interference between the Kasami and GNSS Gold code signal. Monte Carlo simulation is used for the analysis and compared results with those of GNSS Gold code only condition.

Estimation of Flood Quantile in Ungauged Watersheds for Flood Damage Analysis Based on Flood Index of Natural Flow (미계측 유역의 홍수피해분석을 위한 자연유량의 홍수지표 기반 확률홍수량 산정)

  • In this study, flood quantiles were estimated at ungauged watersheds by adjusting the flood quantiles from the design rainfall - runoff analysis (DRRA) method based on regional frequency analysis. Comparing the flood frequency analysis (FFA) and DRRA, it was found that the flood quantiles estimated by the DRRA method were overestimated by 52%. In addition, a practical method was suggested to make an flood index using natural flows to apply the regional frequency analysis (RFA) to ungauged watersheds. Considering the relationships among DRRA, FFA, and RFA, we derived an adjusting formula that can be applied to estimate flood quantiles at ungauged watersheds. We also employed Leave-One-Out Cross-Validation scheme and skill score to verify the method proposed in this study. As a result, the proposed model increased the accuracy by 23.2% compared to the existing DRRA method.

Determinants of Regional Poverty in Korea (지역 빈곤의 격차와 요인에 관한 연구)

  • The main purpose of this paper is to examine the structural determinants of regional variations of poverty in Korea. Poverty rates and independent variables in Seoul, 6 other metropolitan areas, and 8 provinces except Jejudo from the year of 1998 through 2006 were pooled as unit of analysis. The pooled cross-sectional time-series regression(TSCSREG) using SAS program was adapted for the analysis. As a result of the analysis, absolute poverty and relative poverty of Gangwondo and Chungcheongnamdo were relatively higher, and that of Seoul and Ulsan metropolitan area were lower than other areas. And, the increase of financial self-reliance, social welfare expenditure, rate of standard workers, and rate of workers in manufacturing sector were associated with lower poverty rates. Therefore, place-based policies should be considered as another poverty-fighting tool in conjunction with people-based policies.
