도시범죄 관리에 대한 새로운 전략으로써 사전예방적 범죄 통제전략 중의 하나로 추진하고 있는 것이 환경설계를 통한 범죄예방이다. 이에 본 연구에서는 도시범죄와 관련하여 현실적으로 범죄문제에 대응할 수 있는 범죄예방 전략을 모색하고자 하는데 연구의 목적을 두었다. 이를 위해 광주광역시에서 2004년도에 발생한 도시범죄 중 동구의 주거지역에서 발생한 범죄를 대상으로 범죄분포가 어떻게 이루어지고 있는지를 현지조사를 통하여 분석함으로써 CPTED의 입장에서 범죄예방전략을 모색하고자 하였다.

Flat or Multiple Dwelling Houses are relatively vulnerable to crime safety. Crime prevention measures are urgently needed because crime is 2.6 times higher than in real apartments. Through the analysis of domestic and foreign crime prevention design standards, field survey, and interviews with experts, 27 items of crime prevention design criteria for flat or multiple dwelling house were derived, and ten design criteria that should be considered first by the expert AHP were derived. As a result of the pilot evaluation of existing flat or multiple dwelling house, the houses completed after 2015 have relatively high level of crime prevention, but the houses constructed before that are very vulnerable. The policy and system improvement plan based on the analysis result is as follows. First, new housing should be promoted to meet minimum criteria by supplying and educating public officials, architects, and building owners in the short term to provide criteria for flat or multiple dwelling house crime prevention plans. Second, existing housing should be supported with basic crime prevention support projects such as security windows for flat or multiple dwelling house where security of residential environment such as urban renewal policy is poor. Third, the Enforcement Decree of the Building Act shall be revised to make the crime prevention environment design of flat or multiple dwelling house obligatory, and the criteria of flat or multiple dwelling house crime prevention plan should be reflected in the notice of crime prevention building standard.

유비쿼터스 컴퓨팅이라는 화두가 새로운 국가성장동력으로 부상하면서 이에 대한 이해를 바탕으로 범죄 예방분야의 참여와 대응이 시급한 실정이다. 유비쿼터스란 IT 네트워크가 일상화되는 개념으로 6A(Anytime, Anywhere, Anybody, Anynetwork, Anydevice, Anyservice)의 실현을 기반으로 한다. 이에 IT 기술과 범죄예방분야를 접목하여 ITS를 발전시키고 있듯이, 유비쿼터스 컴퓨팅과 범죄예방분야 기술의 접목을 통한 u-범죄예방 개념을 논의해야 할 시점이다.

There is a growing residential type to be one-person householes, but alternative and consideration for them is short. Especially, one-person households's crime prevention is not considered. So, In this study, one-person households resident's inside and surroundings of residential's fear of crime and a part of weakness for crime were investigated by types of houses and sex. For the result, One-room resident's fear of crime is the highest at inside, surroundings, fear of crime compare to other type of residents and more than 2 households and the apartment's resident has less fear of crime at inside and surroundings than other types residents. Also, female has more fear of crime than male at inside, but outside's is resemblance between them.

우리들 대부분은 어렸을 적 없었던 동화 가운데 “아기돼지 삼형제”이야기를 기억하고 있을 것이다. 늑대의 공격으로부터 아기돼지 삼형제를 구한 것은 막내 돼지의 벽돌집이었다는 것을 알 수 있다. 이 이야기가 경호 경비 관련자에게 시사하는 바는 "잘 설계된 물리적 환경이 범죄의 예방에 얼마나 중요한가"라는 것이다. 범죄 방지를 위한 지역 경찰의 능력은 치안수요에 비해 턱없이 부족하여 국민이 범죄에 대한 두려움을 해소시키지 못하였으며, 급기야는 공권력의 불신으로 이어져 심각한 사회위기 요인으로 작용하게 되었다. 사회에서 보는 것처럼 범죄대응체계와 방범체계를 비웃기라도 하듯이 순식간에 범행을 마치고 경찰이 출동하여 현장에 도착하기 전에 도주하는 경향이 보여 정부의 치안력 한계를 느끼게 하는 한다. 환경설계를 통한 범죄예방(CPTED: Crime Prevention Through Environmental Design)기법의 도입을 통해 범죄예방의 효율성의 기하는 한편 체계적인 범죄예방 프로그램과 가장 적합한 모델을 선정하여 활용하는데 과제를 안고 있으며, 지역 사회 범죄활동에 대해 경호활동의 중요성을 인식하고, 다양한 지역사회의 치안활동을 분석하여 이에 대한 전략으로 경호활동의 참여를 통한 접근에 초점을 맞추며, 현재까지 빈번하게 발생하고 있는 크고 작은 지역사회 범죄예방책으로 CPTED기법을 경찰과 민간경호경비업체에 적용하여 유효적절한 모델을 설정하고 지능화되고 흉포화 하는 범죄에 대응하고 예방하는 지표를 삼고자 하는 데에 이 연구의 궁극적인 목적이 있다.

본 연구는 범죄예방을 강조하는 환경범죄학의 입장에서 특정 지역의 범죄발생의 원인에 대한 접근보다는 해당 지역의 공간적 범위의 범죄발생을 분석하였다. 그리고 범죄분포가 어떻게 이루어지고 있는지를 관찰함으로써 현실적으로 범죄문제에 대응할 수 있는 범죄예방전략을 모색하고자 하였다. 이를 위해 광주광역시에서 2004년도에 발생한 도시범죄를 대상으로 도시를 6개 구역으로 세분화하여, 범죄발생 현황별, 범죄유형별, 범죄발생 위치별, 건물용도별, 침입자 유형별, 침입형태별로 구분하여 범죄빈도에 대한 기본자료를 분석하였다. 연구결과 지역범죄예방을 위한 지역사회 경찰활동의 활성화방안의 필요성을 제시하였다.

국내외 대표적인 범죄예방수단으로 CCTV가 활용되고 있지만, CCTV의 범죄예방효과에 관한 검증은 부족한 상황이다. 이에 본 연구에서는 도시공간 내에서 CCTV가 방범에 유효한 위치에 설치되었는지, 범죄예방효과를 나타내고 있는지 S시를 사례로 분석해 보았다. 먼저 CCTV 위치 적절성 분석결과, 범죄발생이 없는 곳에 CCTV가 설치된 경우가 많은 것으로 나타났다. 또한 주거·상업지역 등을 포함한 275개 케이스를 구성하여 CCTV의 범죄예방효과를 검증하였다. WDQ 지수를 적용하여 CCTV 감시면적과 주변지역에 미친 영향을 종합적으로 분석하여, 최종적인 범죄예방효과를 판단하였다. 분석결과 사례지역의 CCTV 설치는 주변지역에 범죄통제이익 '확산효과'가 나타난 케이스가 53.09%로, 전이효과가 나타난 경우보다 4배 가량 많게 나타났다. CCTV 설치로 인해 범죄발생이 다른 장소로 전이되는 것보다, 도시공간적으로 범죄예방효과가 확산된 것이다. 범죄예방효과를 확대하기 위해 CCTV 설치를 위한 가이드라인 마련이 요구되며, 실시간으로 축적되는 빅데이터를 적극적으로 활용하고, 범죄정보의 DB화, 분석을 통해 방범장비 설치 및 운영체계가 마련되어야 할 것이다.

I study the actual condition and the problem of the crime prevention system of two seoul police station. that is operated on the unit of police box, and present the new improvement. Stragic and active is the new crime prevention system that introduces a concept of community oriented policing, the tendency of a developed country police. I present a medium - sized police station where 250${\sim}$300 policemen work. It consist of a patrol division, a community division and a administration support division. The chief of police bears the responsibility only for crime prevention service by concentrating on pure Patrol - centered crime prevention activity and community relation activity. Next I present a police inspector system. The most important on this paper is the community policing officer system that a policeman bears responsibility on district apart from a patrol division and support a police service related community. To be operated these systems effectively, these need to be regulated according to a police distinct, a police purpose and it's demand. Also a scale, function, authority of a existing. Police station must be regulated and the police training must be carried out.

근래 범죄예방이 무엇보다 중요한 형사정책의 한 축으로 자리매김 하면서 경찰활동도 기존과 다른 변화를 추구하고 있다. 근세 이후 범죄통제경향의 변화에서도 알 수 있듯, 종국적으로는 범죄예방이 범죄통제의 최선이라는 경험을 바탕으로 경찰의 역할에 대한 새로운 시각의 등장과 더불어 나타난 것이 지역사회 경찰활동이다. 또한 경찰활동에서 강조되는 것은 경찰활동의 다양화 지역사회의 적극적 참여라고 할 수 있다. 우리는 이와 관련하여 국내에서 발간된 "범죄예방론" 등 관련 서적을 통하여 미국의 범죄예방활동과 지역사회경찰활동에서 운용되는 프로그램을 접하고 있다. 그런데 관련 서적에 소개된 프로그램들이 마치 미국 전 지역에서 동일하게 이루어지는 것으로 오해될 소지가 있다. 본 연구에서는 미국 캘리포니아주산마테오 카운티에 속한 도시 가운데 비교 연구가 용이한 두 도시를 선정, 이들 도시에서 발생한 주요 범죄현황을 살펴보고 실제 이루어지고 있는 지역사회경찰활동프로그램 또는 범죄예방프로그램 운용 사례를 살펴보고자 한다.

This research aims to securement of crime prevention for school violence and invasion from outside etc. For crime prevention efficiency secure, It has purpose for school current state comprehension and prevention essential elements deduction autonomously etc. Furthermore, school facility crime dangerousness evaluation checklist is looked for autonomous monitoring tools. This checklist made from analysis of frequency, importance and check availability of 6 native and foreign existing CPTED evaluation's 360 indexes. Then, 81 indexes was derived from analysis, and that indexs verified through focus group interview. Finally, total 47 articles checklist emerged with general details, external school, internal school, and school administrative managements. Through this checklist, school can select essential elements of the preferential crime prevention autonomously, and so it is expected to prompt improvement of crime dangerousness elements, school violence and reduction of crime rate.
