With the rapid development of radio technologies, there have been actively researching the convergence between radio technology and other industry as well as wireless communications itself. In this paper, we investigate the paradigm shift of radio policy as radio technologies such as small cells and cognitive radio advance, and analyze the directions of spectrum policy and radio technology to promote the creative use of radio waves. In particular, we propose the spectrum policy for the expansion of open spectrum policy, technology development of interference management, and restructuring of the Korean radio law.

In this study, there are many difficulties in defining and judging creative people because there is no systematic analysis method using accurate standards or numerical values. Analyze and judge whether In the previous study, A study on the application of rule success cases through machine learning algorithm extraction, a case study was conducted to help verify or confirm the psychological personality test and aptitude test. We proposed a solution to a research problem in psychology using machine learning algorithms, Data Mining's Cross Industry Standard Process for Data Mining, and CRISP-DM, which were used in previous studies. After that, this study proposes a solution that helps to judge creative people by applying the feature selection algorithm. In this study, the accuracy was found by using seven feature selection algorithms, and by selecting the feature group classified by the feature selection algorithms, and the result of deriving the classification result with the highest feature obtained through the support vector machine algorithm was obtained.

The potential competency from the animation industry, as known as a foundation which spawned a variety contents from the piece of work, has a high importance in the content development field. The pivotal role of the domestic animation industry has produced the term of convergence content which composed by both educational elements and entertainment features especially from the domestic kids TV animation industry. This study analysis the ideal indicator of the preferred characteristic design being broadcasted on EBS, not only presenting the status of the character proportion rates but also proposing the creative aesthetic indication where the substantial leverage would be available as the purpose of this research.

The COVID-19 outbreak had a substantial impact on our lives. Social distancing policies are especially causing severe concern for the cultural and creative industries across the globe. Most performing arts festivals and other venues are being canceled due to COVID-19 fears and social distancing measures. Instead, many individual artists and organizations attempt to deliver their arts online using ICT and live streaming. The actions of the Government in responding to the COVID-19 crisis also provide financial support toward freelance artists and creators, and company. Finally, future directions and areas that need further support are described.

In the 4th Industrial Revolution, the healthcare industry is undergoing a paradigm shift from post-care and management systems based on diagnosis and treatment to disease prevention and management based on personal precision medicine. To optimize medical services for individual patients, an open ecosystem for the healthcare industry that allows the exchange and utilization of personal health records (PHRs) is required. However, under the current system of hospital-centered data management, it is difficult to implement the linking and sharing of PHRs in practice. To address this problem, in this study, we present the design and implementation of a patient-centered PHR platform using blockchain technology. This platform achieved transparency and reliability in information management by eliminating the risk of leakage and tampering/altering personal information, which could occur when using a PHR. In addition, the patient-consent system was applied to a PHR; thus, the patient acted as the user with ownership. The proposed blockchain-based PHR platform enables the integration of personal medical information with scattered distribution across multiple hospitals, and allows patients to freely use their health records in their daily lives and emergencies. The proposed platform is expected to serve as a stepping stone for patient-centered healthcare data management and utilization.

The purpose of this study is to develop a teaching-learning model of convergence project based on team teaching. Based on development research methodology which explored a university case, the teaching-learning model was developed including three phases such as preparation, planning, and implementation & evaluation. The preparation phase has three steps as follows: to organize team teaching faculty; to develop convergence projects cooperated by industry and university; and to design instructions based on supporting convergence projects. The last step of preparation phase consists of five design activities of: (1) instructions and teaching contents; (2) communication channel among faculty members; (3) feedback system on students' performance; (4) tools to support learners' activity; and (5) evaluation system. The planning phase has two steps to analyze learners and to introduce and modify instruction and themes of convergence projects. The implementation & evaluation phase includes five steps as bellow: (1) to organize project teams and match teams with faculty members; (2) to do team building and assign duties to students of a team; (3) to provide instruction and consulting to teams; (4) to help teams to conduct projects through creative problem solving; and (5) to design mid-term/final presentation and evaluation. Lastly, the research implications and limitations were discussed for future studies.

In addition, as the rapidly growing and digitalized decorative beauty nail industry has become a major industry in the world, it is expressed as a formative beauty art that requires creative and original decorative expression. This study investigated the perception of beauty-agriculture convergence industry for businesses in senary industries in Jeju Special Self-governing Province. Currently this area is in the stage right before the suggestion of a convergence-based win-win industrial development model. The ultimate goal is to provide basic data to beauty-agriculture convergence industries. Agricultural products are used as main ingredients in the cosmetics industry and recently, farmers have been focusing on certain areas of the beauty industry, such as the internal production of beauty products and the attraction of customers. According to a comparative analysis on the beauty-agriculture convergence industry between employees and non-employees, a statistically significant difference was found in the following: Possibility of creating high profits, personal interest in the beauty industry and the possibility of utilizing natural resources. In terms of the reasons for beauty-agriculture convergence industry development potential such as added value, leading industry, product competitiveness, aesthetic lifestyle and market size, as well, a significant difference was found. In the perception of the necessity of government supports such as financing, facilities, technology, education and PR marketing, no significant difference was observed. Since creative and diverse contents are needed for beauty-agriculture convergence, high-quality technical support and continuous education are essential. Therefore, diverse government supports including funds and facilities are needed.

The smart convergence environment, in which all industries are converged around ICT infrastructure -- with the eventual inclusion of both industry and culture -- looms. With the emergence of new convergence industries such as smart medicine, smart cities, and smart automobiles, the ICT infrastructure is recognized as the foundation of the overall economy. As such, the importance of the next generation of information and communication construction businesses, which constructs the ICT infrastructure, is highlighted under the smart convergence paradigm environment; various multilateral policies to foster the information and communication construction business -- led by the Ministry of Science, ICT, and Future Planning -- are being implemented. Like other infrastructure industries, however, the estimation of the demand function of the information and communication construction business overall is essential for effectively establishing promotional policies for information and communication construction businesses. However, there has been no study which theoretically estimates the market demand function in the information and communication construction business thus far. The pursuit of a creative economy is a national agenda, as the significance of accelerating the ICT infrastructure is emphasized. Therefore, this paper seeks to estimate quantitatively the demand function in the information and communication construction business using empirical data and a statistical model and then to present policy implications which will aid the development of the information and communication construction business.

Beyond the mid-2010s, there has been increasing cases of using 'Reminiscence' as a trigger for recalling 'Past' in pre-production process of creative contents. In previous researches on this phenomenon, it has been recognized that retro, recall, compassion, and memory are similar. In order to look closely to grasp the psychological tendency of the contents user in detail, the study about 'Reminiscence' was conducted. The researcher analyzed 'Reminiscence' as a process of restructuration based on the experience and desire of the person individual which were derived from the past and further analyzed it as a lack of desire due to the time can never return. The study hopefully can make a balance against the cutting edge content distribution technology biased production tendency.
