A Study on the Improvement Policy of the Localization Parts of the Defense Sector (국방분야 부품국산화개발 정책개선 방안)

  • The development of local defense parts has played a role a pure function such as maintenance of stable procurement source of military goods, provision of timely supply, establishment of self-defense base, creation of import substitution effect considering the whole life-cycle cost, reduction of foreign currency and protection of domestic defense industry. However, as the development success rate is deteriorating, it is time to analyze the related policies and improve the system. In order to improve the success rate of development of parts for the defense sector, it is necessary to unify the separated policies by the development-related departments and strengthen the policy support for the development companies to actively participate in the development. In addition, it is necessary to improve the paradigm for the selection of development items and change the authority of selecting development items and to delegate authority to create synergies. Parts localization development policy improvement is military support side it will contribute to strengthening defense power management by organically combining with technological development aspect and economical aspect. Development items will be linked to defense exports, which will have a remarkable effect on sales growth and job creation effects. The development of local defense parts is spreading.

Chinese Policy to Stimulate University-Industry Linkages in Nanjing

  • Rapid changes in the economic, social and academic environments often provide opportunities to develop new and advanced technologies. In China, recent literature on the role of universities suggests that university-industry linkages (UILs) play a substantial role in the development of high-tech industries. Since 1979 when the country became more open and underwent economic reform, Chinese central authorities, local governments, and universities have continued to set up various science and technology (S&T) policies to stimulate UILs, contributing to China's technological progress and economic growth. This study examines the role of S&T policies on UILs such as transfer of technology, joint research, and spin-off creation with a particular focus on Nanjing University (NJU) in Jiangsu Province. Nanjing has over 53 universities, ranking it behind Beijing and Shanghai in terms of S&T and higher education opportunities. By adopting "institutional methodology," this study contends that UILs not only benefit universities and industry but also society in terms of job training, consulting activities, joint research, R&D results commercialization, patent licensing, new business creation, and other aspects. Finally, we suggest that the Chinese experience, though with some problems, might enhance our understanding of how to stimulate UILs through the arrangement of various S&T policies.

Factors Affecting the Performance of National Human Resource Development Projects: Focusing Energy HRD Projects (국가 인력양성사업 성과에 영향을 미치는 요인 분석: 에너지인력양성사업을 대상으로)

  • The purpose of this research is to analyze the performance of national R&D projects and to find out measures to improve the performance indicators, focusing on energy HRD projects. The main analysis target is 86 energy manpower projects supported since 2010. The performance indicators of the energy HRD projects are related to the research capacity, the number of emission workers, industry-university linkage, job creation and so on, and analyzed by using the 11 indicators of human resource performance index called KPI index. As a result of analyzing the attainment level of the proposed target by task, the index with the highest achievement level is the corporation linkage rate, and the index with the lowest achievement level is the participating company employment. As a result of examining the effects of job creation in company - linked activities, it was found that the greater the number of participating companies in the business, the greater the employment creation effect of the number of internships. As a result of the above analysis, the following policy alternatives are proposed. First, it is necessary to consider adding indicators that can express the quality performance of the business and performance indicators that can express actual business linkages. Second, it is necessary to strengthen the management of differentiated performance indicators according to policy performance targets and major target groups. Third, it is necessary to improve information input and accumulation system along with improvement of performance index.

Analyzing The Types of Policy Support Used by Venture-Backed Startups (벤처투자를 유치한 창업 기업의 정책지원 이용 유형 분석)

  • This study analyzes the types of linkages between major projects used by firms that attracted venture capital among firms that received government support in the field of SME startups. It identifies the types of linkages between support programs related to attracting venture investment and verifies the usefulness of integrated and cooperative support. The main findings of this study are as follows. First, Startup Success Packages, Startup Foundation Funds*, Youth Entrepreneurship Centers, and Training are the main programs used by startups and venture firms, and support-implementing agencies use these programs to provide support for each stage of growth. Second, the majority of startups and venture firms receiving policy support for job creation and manpower enhancement projects. Third, export-type growth companies receive continuous support from MSS, MOTIE, MSIT, and KIPO. Fourth, job creation programs drive the employment performance and creation of companies. Fifth, local government support projects tend to rely heavily on central government support programs. Sixth, growth companies in the startup and venture sector have a clear link to credit guarantee scheme by KIBO. These findings provide empirical evidence on the necessity and feasibility of integrated and collaborative support, and are expected to contribute to the direction of better support policies.

  • Korea's rapid urbanization caused problems, such as destruction of the rural environment, loss of traditional culture and dissolution of communities, as the continuous outflow of the population from rural areas, aging and consequent labor shortages and deterioration of the living environment were connected like a vicious cycle. In order to solve the problems of rural areas and overcome their vulnerabilities, the ultimate goal is to find a way to reintroduce the population to the rural areas. In order to be reborn as a space with rural characteristics and pluralistic functions and various potentials in a space under threat of underdevelopment and extinction, the pushing factor from rural areas is improved, and the population inflow factor to the rural areas is improved to enhance rural attractiveness, focusing on creativity among the 4Cs of New Ruralism: Conservation, Cultivation, Community, Creativity. A case study of 'Creative space in rural areas' was studied and considered. In-depth interviews were conducted with four key stakeholders, and the research results were analyzed focusing on the grounded theory method to draw implications from the background of Gurye Natural Dream Park, characteristics that can be viewed as creative spaces, and examples of creative space creation in rural areas. The 'Creative space in rural areas' is a space that can solve the current issues and problems of rural areas. In the case of Gurye Natural Dream Park, the young population of Gurye is increasing through job creation, provision of living and cultural service facilities, and improvement of the education and medical environment. In this study, the existing rural problem-solving process in this process was viewed as creativity in rural areas.

Evaluating Effects of the Creation of Industrial Park on Employment and Regional Development (산업단지 조성이 고용에 미치는 영향)

  • This study investigates the way in which to what extent the creation of industrial park effects on regional economy, particularly in terms of employment. We carry out empirical research with the case of industrial parks being under construction in Gimhae, Yangsan, Haman and Geochang in Gyeongnam. First of all we analyze the number of jobs and the existing location of firms, which are currently confirmed to move to industrial parks. Then we attempt to evaluate employment effects given to its focus on the relevancy of employment, the possibility of employment retention and the quality of jobs. The findings are as follows. It is estimated that the relevancy of employment is higher in Haman and Geochang than in Gimhae and Yangsan. On the contrary, when it comes to the possibility of employment retention, it seems to be that Gimhae and Yangsan are more favourable than Haman and Gimhae. Regarding the quality of jobs, jobs created in the period of constructing industrial park tend to be by and large temporary, but regular jobs tend to be more and more increased during the period that full-scale production activities are operated.

The Role of Venture Capital in the Creation of New Venture Firms: Time-series Analysis in the Context of South Korean Industries (창업투자회사의 벤처 기업 창출 기여에 관한 시계열 분석)

  • The creation of new venture firm has been regarded as a key of creating more job opportunities and discovering new value engines for various industries. It is positively expected that venture capitals play an important role of supporting the process. Nevertheless, there is a scant of research efforts to analyze empirical data for understanding cross-correlations between investment of venture capital and new venture foundation. To fill the gap, this study investigated sets of time-series data from 1998 to 2014 in the context of South Korean economy. The results reveal that venture capitals have contributed significantly to the quantitative increase of venture firms. In addition, the findings show that the creation of new venture fails to yield a direct impact on resolving young unemployment problems in short term. The paper contributes to the research community on new venture foundation by providing insightful views.

A Study on Working Poor in Korea After the Financial Crisis (외환위기 이후 한국의 근로빈곤 설태에 관한 연구)

  • Using 1998~2003 data of the Korea Labor and Income Panel Survey, we analyze the scale, characteristics, and dynamic transition of working poors. The result shows that more than half of the poor families are working poors and that a considerable portion of economically active households is in poverty. However, compare to other kinds of poor families, working poors can easily escape from poverty once after they entered into poverty. When household head is elderly and less educated, the risk of working poor is relatively high. Also, self-employed households have high risk of working poor compare to households having wage worker(s). To ease the problem of working poor, creation of decent jobs and human resource development for vulnerable groups are important. Especially, the creation of decent jobs will do critical roles not only in solving employment issues but also in moderating income inequality among families. Policy development for self-employed in the brink of poverty and establishment of a solid social security system for working poors are also recommended.

  • Value Engineering(VE) is an organized effort to create the most value through a functional analysis and creation of alternatives. Depending on the VE job plan, a VE Workshop must be performed in a certain place within a certain period of time. A VE Workshop, which is an organized activity that aims to create the best value through functional analysis and creation of alternatives, should be held in a certain place and at a scheduled time according to the VE job plan. In the Pre-Study, VE Study and Post-Study phases of VE, functional assessments, performance evaluations and idea evaluations are driven by variable management techniques and analysis methods, respectively. Generally, VE is executed for about 3 to 5 days in a particular place to create value. However, there are many problems associated with limiting all VE processes to a specific place and schedule. Moreover, in Korea, VE teams are required to finish all VE processes in a limited time because of the short duration of VE workshops, the necessity of which has been overlooked. Therefore, an efficient VE support system is required to resolve the problem of time and space limitations. In this study, a VE support system based on the Mobile environment was developed to support the VE Workshop process. This VE support system enables participants to review design documents, drawing sheets and all VE-related documents using mobile devices. After the Workshop, participants can conveniently rearrange the result(evaluation of function and ideas) at the workshop. Not only can the members of VE team can review the design documents, drawing sheet and all VE-related documents in the step before the workshop, but also the result(evaluation of function and ideas) of the workshop can be easily rearranged in the phase after the workshop under the developed supporting system using mobile devices.

  • The importance of science and technology as the root of exceptional regional economic development has been extolled since the time of Schumpeter. Today emerging technologies are signaling the start of a new economic cycle where regions that are effective in technology translation will gain advantage. The will of policymakers to translate technology into regional job and wealth creation seems to be at an all-time high. Yet an improved process for translating technical development into regional prosperity has proved elusive. If there are no processes other than applying techniques that have worked in the past for other regions to a new region then there is cause for concern. Here the authors seek to add to this field of knowledge by applying elements of the varied cluster theories to provide a basis for policy for regional economic development by turning science and technology into commercial innovation. We provide a review of current cluster theories and discuss the positive and negative issues associated with each. We propose a model that allows interested professionals to utilize aspects of each cluster perspective geared to the realities of their specific area.
