  • Library standards have been the source of considerable controversy, whereas many problems are involved in developing stardard for university library collections. For evaluation purposes, standards should be precise, quantifiable and measurable. In the United States, however, standards for academic libraries are limited to qualitative statements and principles. Quantitative standards, when given, are ususally related to the number of population in the institution being served, or the prescribed quantitative objectives are often arbitrarily formulated by value judgements. The study in this paper attempts to explain the problems involved in developing quantitative standard for academic library collections. Two problems facing in the formulation of the optimal size of collection are identified. One is the theoretically faulty concept of adequacy of collection to meet the situations of diversity of university libraies, and the other is the difficulties in quantification and measurement, along with the lack of concept of adequacy of collection. However, quantification of adequate size of collection is proved to be useful on the pratical level, even though not valid theoretically. ACRL, Clapp/Jordan and Voigt developed formulas or models for setting the optimal size of a library collection for any particular university library. The main purpose of this study is the analysis of the above formulas. ACRL standard was drawn from obervation and analysis of statistcs in leading library collections. In academic field, this judgement appears to have been based on the assumption that a high-grade institution would be apt to have a good library collection. This study criticizes ACRL standard for its failure to include some determinants of measurements, and points out the limitations of the standard. In contrast. Clapp/Jordan developed a formula rather scientifically based upon bibliographical sources. This is similarly empirical but has the advantage of bringing into play the elements which make universities diverse in nature. Both ACRL and Clapp/Jordan formulas share two major defects. (1) the specific subject needs of the collection are not indiacted directly, and (2) percentage rate of growth is an indicator in measuring the potential utility of a collection. Thus both formulas failed to provide a basis for meaningful evaluation. Voigt further developed a model for determining acquisition rates for currently published materials based on bibliographic technique. Voigt model encourages experimentation with different programs and different allocations of input resources, designed to meet the needs of the library's particular population. Standard for university library collections can be formulated in terms of input(traditional indicator), or additionally, in terms of output(cost-effectiveness). Cost effectiveness is expressed as user satisfaction, ability to provide wanted materials within a reasonable time period. Thus simple quantitative method does not cover all the situations of diversity of university library collections, nor measures the effectiveness of collections. Valid standard could not be established without further research.

  • Firing characteristics, transverse rupture strength, and heat capacity were studied of the heat-reservoir refractory materials made of red-firing clay, mill scale, and water glass. The firing shrinkage increased with increase of the clay proportion in samples. The volume of fired bodies showed shrinkage by drying up to $300^{\circ}C$, steady expansion in the 300-$700^{\circ}C$ range due to phase transition of iron oxides. and drastic expansion above $1200^{\circ}C$. Flexural strength decreased from 5.6 Mpa to 2.35 Mpa with the decrease of the ratio of clay to mill scale from 1:1 to 1:3 Heat capacities changed from 1.1 Joul/g$^{\circ}$C to 1.35 Joul/g$^{\circ}$C with the ratio of millscale to clay ratio from 1:1 to 1:3. Mill scale in the specimen appears to exist as liquid phase during firing. Firing the specimens in air leads to the eruption of the molten mill scale to the sample surfaces. Contrarily, firing samples in a refractory sagger with a cover suppressed the eruption of the molten mill scale to the surfaces. The addition of mill scale gave rise to porous sintered bodies which would delay cooling rates of heat-reservoir brick.

  • This experiment was conducted to find out the effects of pinching on shoot growth, flowering and covering of Lonicera sempervirens growth in containers. 180 cm high pinching of plants increased shoot length compared to 60 cm low pinching and decreased lateral shoot numbers, but there was no difference in branch numbers by the pinching methods. Covering rates of the pergola were 85% with 60 cm low pinching, 74% with 120 cm middle pinching, and 62% with 180 cm high pinching. The pinched plants continued to flower from the middle of May to the middle of September. The first flowering time was in the middle of May in low pinching and in the early of June in middle and high pinching. The lower pinching height and the earlier pinching time induced earlier flowering time, and the peak flowering of pinched plants was in mid-August. To cover over 85% of the pergola screen with 3.0 m wide and 2.2 m high, two plants per 1 m needed to grow and to pinch at 60 cm height.

  • This study investigates the export behavior of Busan, Gwangyang and Incheon Port. The monthly data cover the period from January 2000 to December 2015. We employ six export functions composed of various exchange rates and industrial production index. This paper finds that the nominal effective exchange rate is more appropriate for explaining the export behaviors of the three ports, regardless of the narrow and wide indices which comprise 26 and 61 economies for the nominal and real indices respectively. This paper tests whether exchange rate and industrial production are stationary or not, rejecting the null hypothesis of a unit root in each of the level variables and of a unit root for the residuals from the cointegration at the 5 percent significance level. The error-correction model is estimated to find that both Gwangyang and Incheon ports are much slower than Busan port in adjusting the short-run disequilibrium and Gwangyang port is a little slower than Incheon port. The rolling regressions show that the influence of exchange rate as well as industrial production tends to decrease in all of three ports. The variance decomposition, however, shows that the export variables are very exogenous and the export of Busan Port is the least exogenous and that of Gwangyang Port the most. This result indicates that the economic variables such as exchange rate and economic activity affect the export of Busan Port more strongly than that of Gwangyang and Incheon Port.

  • The national family planning program in Korea, which was instituted as an integral part of the nation's economic development plans since 1962, has contributed greatly to a reduction in the fertility and population growth rate. The total fertility rate dipped from 6.0 births per women in 1960 to 2.0 in 1985, and the population growth rate rom 2.84 percent per year to 1.25 percent during the same period, while the contraceptive practice rate for the 15-44 married women increased from 9 percent in 1965 to 70 percent in 1985. Study findings indicate that the fertility reduction in the past 26 years is largely attributed to the virgorous implementation of the national family planning program, rising age at marriage, wide-spread use of induced abortion, and the changes in attitude regarding the value of children that came into being in the wake of the rapid socio-economic development over the period. Among the strengths of the national family planning program are the following : 1) a pluralistic system of program manageent with active participation of various government and voluntary organizations, 2) utilization of a large corps of family planning field workers to conduct face-to-face communication and motivation activities, 3) use of private physicians with government support to provide contraceptive services, 4) a systematic program management system including program planning of traget allocation, evaluation, and supervision with a broad MIS and award system, 5) numerous incentive and disincentive schemes for stimulating the small family norm and contraceptive use, and 6) strong commitments to the family planning program by political leaders. The new demographic targets during the Sixth Five-Year Economic and Social Development plan period(1987-91) have been set for a further reduction in the population growth rate to 1.0 percent by 1993, assuming that the TFR will decline to 1.75 level in 1995. This target is, however, not easy to achieve due to anticipated unfavorable factors like the strong boy preference, high discontinuation rates of reversible contraceptive methods, fertility termination-oriented contraceptive use, a plateau level of contraceptive practice rate that has mostly accounted for a sterilization, shortened length of birth intervals, and the changing patterns of contraceptive mix. The recent changes in contraceptive and fertility behaviors clearly indicate that the past quantity-oriented management system of the national program should be redirected toward a quality-oriented approach. Particularly, program efforts should be expanded to recruit new contraceptive users in the 20s of younger age groups, both for birth spacing and controlling their fertility since the women aged 20 to 29 account for more than 80 percent of the total annual births in recent years. In addition, the current contraceptive fee system of the national family planning program should be gradually shifted from free contraceptive services to a acceptor's charge system, and the provision of contraceptive services through the medical insurance system, which will cover the entire population by 1989, should be accelerated as a means of integration of family planning program with other health programs.

  • Groundwater recharge rates vary widely by location and with time. They are difficult to measure directly and are thus often estimated using simulations. This study employed frequency and regression analysis and a classification and regression tree (CART) algorithm in a machine learning method to estimate groundwater recharge. CART algorithms are considered for the distribution of precipitation by subbasin (PCP), geomorphological data, indices of the relationship between vegetation and landuse, and soil type. The considered geomorphological data were digital elevaion model (DEM), surface slope (SLOP), surface aspect (ASPT), and indices were the perpendicular vegetation index (PVI), normalized difference vegetation index (NDVI), normalized difference tillage index (NDTI), normalized difference residue index (NDRI). The spatio-temperal distribution of groundwater recharge in the SWAT-MOD-FLOW program, was classified as group 4, run in R, sampled for random and a model trained its groundwater recharge was predicted by CART condidering modified PVI, NDVI, NDTI, NDRI, PCP, and geomorphological data. To assess inter-rater reliability for group 4 groundwater recharge, the Kappa coefficient and overall accuracy and confusion matrix using K-fold cross-validation were calculated. The model obtained a Kappa coefficient of 0.3-0.6 and an overall accuracy of 0.5-0.7, indicating that the proposed model for estimating groundwater recharge with respect to soil type and vegetation cover is quite reliable.

  • Elsholtzia byeonsanensis is a Korean native plant of the Lamiaceae family, and was first introduced in the Korean Journal of Plant Taxonomy. This plant has a short plant length of 20-35 cm, with leathery and glossy leaves. The purple flowers bloom in November, so they are highly useful as potted or ground cover ornamental plants. In this study, tray cell size (128, 162, and 200-cell trays), soil composition [horticultural soil (HS): decomposed granite (DG) 1:1, 1:2, and 1:4 (v:v)], seeding rate (1, 2, and 3 seeds per cell) and additional fertilizer concentrations (0, 250, 500, and 1000 mg/L Hyponex) were tested to find out the optimum seedling growth conditions. As a result of the study, E. byeonsanensis growth increased proportionally as the cell size of the tray increased. The growth was inhibited as the percentage of DG increased. As for the growth according to the seeding rate, plant height, plant width, leaf length, and leaf width decreased as the seeding rate increased, but there was no difference in the number of leaves, stem diameter, and root length. There was an increasing trend in seedling growth as the additional fertilizer concentration increased. Therefore, for producing E. byeonsanensis seedling, it is most effective to fill HS or HS:DG 1:1 in 128-cell trays, sow one seed per cell, and spray the seedling at 1000 mg/L for additional fertilizer.

  • It is important to determine optimum soil covering depths for tree survival and growth because soil covering depths for establishing tree planting bases in coastal reclaimed lands are related to the costs for soil collection, transportation and land reclamation. The objectives of this study were carried out to determine optimum soil covering depths for the normal growth of planted trees in a coastal reclaimed land. The study sites were located in Asan National Industrial Complex in Pyeongtaek City, Gyeonggi-do. Four tree species (Pinus thunbergii, Chamaecyparis pisifera, Zelkova serrata, Quercus acutissima) with one hundred eighty trees of each species were planted in various depths of soil covering (no soil covering, 0.5 m, 1.5 m, 2.0 m soil covering treatments) on April 1998, and the tree growth patterns were measured on September 2000. The change of soil properties, tree mortality rate, root collar diameter and height growth were measured from each soil covering depth treatment on September 2000. Soil pH, EC, exchangeable cations ($K^+$, $Na^+$, $Ca^{2+}$, $Mg^{2+}$), anion $Cl^-$, and base saturation increased with decreased soil covering depths. The mortality rates of tree species showed decreased with increased soil covering depths. The height growth of tree species increased with increased soil covering depths. Height growth of Pinus thunbergii was significantly different between the soil covering depth below 0.5m and other three covering depths, while the growth of other species (C. pisifera, Z. serrata, Q. acutissima) was significantly higher in soil covering depths below 1.5 m than in other soil covering depth treatments. The root collar diameter growth of all tree species showed increasing trends with increased soil covering depths. It is recommended to cover the soil depths above 1.5 m to decrease mortality and to stimulate the tree growth of C. pisifera, Z. serrata and Q. acutissima, while P. thunbergii which is a salt tolerate species could be planted in the 1.0 m soil covering depth.

  • This study was designed to identify the actual state of naturalized plants and invasive alien species that cause disturbances to the ecosystem, plants which are introduced after forest restoration, and explore the implications resulting from the project. Onsite examination included 29 sites which have been subjected to forest restoration by the Korea Forest Service. Once these were chosen, activity took place twice a year in the spring (May-June) and in the summer (August-September) in 2020 and 2021. Areas not relevant to the project sites were excluded from this activity so that we could identify the plants that could be understood to have been introduced or brought into the site after the actual forest restoration. And the correlation was analyzed, between the naturalized flora within the project sites and the working types applied to the site through confirmation of completion of the restoration project. The naturalized plants appearing on the entire site cover a total of 109 taxa, which includes 29 families, 80 genera, 108 species and 1 subspecies, while invasive plants included 3 families, 7 genera and 8 species. The number of classifications and the naturalization rate gradually decreased over time, after the project. While there was no significant difference between the number of classification groups and the naturalization rate for naturalized plants between project sites, given the number of taxa of naturalized plants, organized by type of damage, there were relatively more naturalized plants that appeared in the severed section of the Baekdudaegan Mountain Range, as well as at quarry and facility sites. Seeding apparently results in naturalization rates as high as 15.545%, on average, based on comparisons of naturalization rates by sowing, seeding, planting, herb planting, and sod pitching channels, all of these being methods of vegetation for planting/greening of bareland and slopes within the project areas. With no seeding, it was 9.167%, higher than the average. As for other vegetation, there was no significant difference depending on application of the working type. This means that unlike the plants subjected to planting, the working type of seed planting which makes it difficult to identify whether a certain plant is a naturalized plant greatly affects the introduction of naturalized plants to the restoration sites, even when using herb planting and sod pitching to control plants and results. Therefore the study suggests that there be inspection by experts of seeds when sowing within restoration sites. The results of this study suggest good practices that will help to direct effective vegetation restoration and follow-up management.
