A Case Study on Cost-Benefit Analysis of the Septic Tank and Exclusive Sewage Pipe Line in Designing the large Building at Combined Sewer District (합류식 하수도 지역에 대형 건축물 설계시 정화조 및 전용오수관로의 비용편익분석 사례연구)

  • The aim of this study is to examine the relative economic benefits between the septic tank and exclusive sewage pipe line in designing the large building at combined sewer districts. With the case study of Lotte World Tower Building, we analyze a cost-benefit between two alternatives. The research results showed 2 years of payback period, about ₩6.17 billion of NPV, and 1.93 of B/C ratio for installing the exclusive sewage pipe line in comparison with septic tank. This results provide useful guidelines for policy establishment of the septic tank closure and for plausibility of installing exclusive sewage pipe line when constructing a large building. In the future, it will be necessary to consider additional cost-benefit analysis including burden charge borne by causers, the burden of management responsibility with a exclusive sewage pipe line, and the economic benefits of reducing odor.

Systematic review for economic benefit of poison control center (중독관리센터의 경제적 효과에 대한 체계적 고찰)

  • Purpose: The purpose of this study was to conduct a systematic review to investigate the socio-economic benefits of the poison control center (PCC) and to assess whether telephone counseling at the poison control center affects the frequency of emergency room visits, hospitalization, and length of stay of patients with acute poisoning. Methods: The authors conducted a medical literature search of the PubMed, EMBASE, and Cochrane Library databases. Two reviewers evaluated the abstracts for eligibility, extracted the data, and assessed the study quality using a standardized tool. Key results such as the cost-benefit ratio, hospital stay days, unnecessary emergency room visits or hospitalizations, and reduced hospital charges were extracted from the studies. When meta-analysis was possible, it was performed using RevMan software (RevMan version 5.4). Results: Among 299 non-duplicated studies, 19 were relevant to the study questions. The cost-benefit ratios of PCC showed a wide range from 0.76 to 36 (average 6.8) according to the level of the medical expense of each country and whether the study included intentional poisoning. PCC reduced unnecessary visits to healthcare facilities. PCC consultation shortened the length of hospital stay by 1.82 (95% CI, 1.07-2.57) days. Conclusion: The systematic review and meta-analysis support the hypothesis that the PCC operation is cost-beneficial. However, when implementing the PCC concept in Korea in the future, it is necessary to prepare an institutional framework to ensure a costeffective model.

  • This paper presents a method to select optimal device for mitigating voltage sags. The method is based on economic evaluation and voltage sag assessment involving sag duration as well as magnitude. The economic evaluation is performed by using the operation cost and economic benefit of the mitigation devices. The optimal device can be determined from the values of NPV (net present value) which is widely accepted in cost-benefit analysis. The proposed method can help sensitive customers to select optimal mitigation device. In this paper, the case study considering two sensitive customers was performed by using the proposed method.

  • New transport technologies have been rapidly developed and various transport systems are ready to introduce. However, there no exists effective decision making tools for pre-feasibility studies on transport systems. The pre-feasibility studies should provide reliable solutions about whether a certain transport system is feasible or not by cost-benefit analysis and effectiveness test of enhancing regional economy. This study introduces the smart transport investment/information system (SMARTIS) for supporting decision making with ease, fast and reliable methods. The SMARTIS incorporates travel demand estimates into the process of feasibility studies with automatic data processing methods to give reliable solutions quickly. The SMARTIS is expected to be informative for transit agencies, planners, and operators.

  • An important purpose of DSM(Demand Side Management) program screening is to determine which program or technologies seem to be most worthy of future development, given the characteristics of the particular utility system. complication found in screening DSM technologies is the consideration of cost and benefit from several perspectives : the utility, society, participants, free rider and non participant. we also consideration of spillover participant, non participant. Cost-effectiveness on these factors can be respectively specified based on net benefit analysis, and it can provide a precise description on the customer effects.

  • It is widely recognised that the safety-belt is one of the most important and effective vehicle safety features. Nevertheless, actual safety-belt wearing rates are low in Korea, especially rear seats. In Korea, rear seat safety-belt use can be as low as 20%. Consolidating fitment of Safety Belt Reminder(SBR) is one of means to improve belt wearing rates. In this paper, we use the effect of wearing seat belt model as Evans(1991) model. As a key parameter, intial wearing seat belt rates is studied and final wearing seat belt rates is used as scenario related a human compliance variables. In this study, benefit analysis is performed when the effective SBR is made mandatory for all passenger car seat. According to study results, when the fitment of SBR is made mandatory for all passenger car seats in Korea, 119 lives are expected to be saved annually with a 90% observance rate of the SBR. In the same condition, benefit-cost ratio will be 1.84.

  • Under consideration of construction waste recycling, candidate secondary products applicable for the civil and construction areas can be reliably employed based on the recycling cost analysis. For the validation purpose, probability-based cost analyses were performed to estimate recycling cost profit considering uncertainties. When recycling construction wastes, the costs at each stage are fully dependent on target products to be adopted. To achieve commercialization of each product, its quality has to be improved with economic efficiency through accurate evaluation of input costs. Based on the probabilistic recycling cost analysis, the cost benefit for target products was estimated with waste classification cost, transportation cost to recycling treatment facilities and production cost. All necessary information on the cost analysis were collected from literature, disclosure, and existing recycling companies. In addition, a cost difference between recycled and non-recycled events was made. As a result, a probability-based recycling cost estimate for candidate secondary products was herein presented.

  • As a part of the feasibility study of constructing the Maritime and Ocean Digital Library, we focused to examine the basic economic feasibility of the library in this study. In order to achieve the purpose, we analyzed related governmental policies, investigated the demand of the digital library, and tested the economic feasibility. As the tools of economic test, we calculated the size of benefit by Contingent Valuation Method, and estimated the Benefit/Cost Ratio, Net Present Value and Internal Rate of Return. As the result, we could get an assessment of positive economic feasibility mainly from the quite high level of WTP for the Maritime and Ocean Digital Library.

Emergy Cost-Benefit Evaluation of the Down Stream of Nakdong River Using Environmental-Ecological Concept (환경 생태학적 개념을 이용한 낙동강 하류의 에머지 비용-편익 평가)

  • The Nakdong River being used as drinking water sources for the Busan metropolitan city has the vulnerability of water management due to the fact that industrial areas are located in the upper Nakdong River. This study used emergy analysis method to evaluate ecological-economics of water treatment systems of D water treatment plant (WTP) where located in the downstream of the Nakdong River. The emergy methodology is a system evaluation tool that uses energy as the common currency to compare different resources on a common basis. Emergy yield ratio (EYR) and emergy sustainability index (EmSI) of D WTP were 1.16 and 0.18, respectively. It means not resources and sustainable system but consumer goods and not sustainable system. Ratio of emergy benefit to the purchaser (EBP) shows 2.7 times higher than economic costs. To change the weak water source and situations we need to diversity water intake.

Evaluation of Cost-Effectiveness of Medical Nutrition Therapy : Meta-Analysis (메타분석을 이용한 임상영양서비스의 비용-효과성 평가)

  • Objectives: A meta-analysis of the literatures was conducted to evaluate the cost-effectiveness of medical nutrition therapy by dietitians. Methods : The 30 studies were identified from a computerized search of published research on MEDLINE, Science-Direct and the PQD database until May, 2002 and a review of reference lists. The main search terms were“dietitian”,“dietary intervention”,“nutrition intervention”, “cost”,“cost-effectiveness”and“cost-benefit analysis”. The subgroup analysis was performed by publication year, study design, intervention provider, type of patient (in/out-patient) and type of cost (total cost/direct cost). Two reviewers independently selected trials for inclusion, assessed the quality and extracted the data. Results : The 30 studies were identified using the electric database search and bibliographies. The 17 trials were eligible for inclusion criteria, then the systematic review and a meta-analysis were conducted on effectiveness and cost-effectiveness of medical nutrition therapy. The quality of the studies was evaluated using the quality assessment tool for observational studies. The quality score was 0.515 $\pm$ 0.121 (range : 0.279-0.711, median : 0.466). The meta-analysis of 17 studies based on the random effect model showed that medical nutrition therapy was highly effective in treating the diseases (effect size 0.3092 : 95% confidence interval 0.2282-0.3303). The vote-counting method, one of meta-analysis methods, was applied to evaluate the cost-effectiveness of medical nutrition therapy conducted by dietitians. Two criteria (method 1, method 2) for voting were used. The calculated p-values for method 1 (more conservative method) and method 2 (less conservative method) were 0.1250 and 0.0106, respectively. Medical nutrition therapy by dietitians was significantly cost-effective in the method 2. Conclusion. This meta-analysis showed that the effectiveness of medical nutrition therapy was statistically significant in treating disease (effect size 0.3092), and that the cost-effectiveness of medical nutrition therapy was statistically significant in the method 2 (less conservative method) of vote counting.
