A Study on Practical Method of Utility Curve for Deciding Priority Order of the Improvements in Traffic Safety Audit (교통안전진단 개선방안들의 우선순위 산정 연구)

  • Recently, a massive loss of life and property is occurring in Korea due to traffic accidents, with the rapid increase in cars. For improvement of traffic safety, the Korea Transportation Safety Authority intensively analyzes accident data in local governments with low traffic safety index, performs a field investigation to extract problems and offers local governments improvements for problems, by conducting the 'Special Survey of Actual Conditions of Traffic Safety' each year, starting 2008. But local governments cannot strongly push forward the improvement projects due to the limited budget and the uncertainty of the improvement plan effects. Therefore, this study suggested a model which applied the Utility concept to the AHP theory, in order to efficiently decide a priority of the improvement plans in accident black spots in consideration of the limited budget of local governments. The number of accidents in each spot for improvement and accident severity, traffic volume, pedestrian volume, the improvement project cost and the accident reduction effect were chosen as evaluation factors for deciding a priority, and data about the improvement plan costs and the accident reduction effects, traffic accidents and traffic volume in the spots to undergo the special research on the real condition of traffic accident in the past were collected from the existing studies. Then, regression analysis was carried out and the Utility Curve of each evaluation factor was computed. Based on the AHP analysis findings, this study devised a priority decision method which calculated the weight and the utility function of each evaluation factor and compared the total utility values. The AHP analysis findings showed that among the evaluation factors, accident severity had the biggest importance and it was followed by the improvement plan cost, the number of accidents, the improvement effect, traffic volume and pedestrian volume. The calculated utility function shows a rise in utility, as the variables of the 5 evaluation factors; the number of accidents, accident severity, the improvement plan effect, traffic volume and pedestrian volume increase and a fall in utility, as the variables of the improvement plan cost increase, since the improvement plan cost is included in the budget spent by a local government.

Improvement of the Calculation Standard for Prolongation cost of Domestic Public Construction Project (국내 공공 공사 공기연장 간접비 산정 기준 개선방안 - 국가계약법 및 지방계약법 산정기준의 비교 고찰 -)

  • Recently, a research regarding calculation of construction time extension-oriented incidental costs has been intensively suggested in quantitative aspect and recent studies on system improvement has been made continuously. In the case of Domestic Public Construction Works, State Contract Act is applied when the client is government whereas Local Government Contract Act is done when the client is local government, but more meticulous study is required because improvement plan is not proposed even there is a clear demand for improvement of these problems on calculation standard. Thus this study suggested appropriate standard by comparing each the calculation standards followed by 'State Contract Act' and 'Local Government Contract Act', considering the problems accorded, and analyzing field cases. Calculation method of other expenses was differently regulated as the revision of each regulation, and this demonstrates that there is a difference of actual cost from 12.37% to 24.95%. It is shown that less cost of construction time were calculated than actual cost according to a problem of calculation method by State Contract Act as the rate at the time of contract to be applied in other expense rate. This study suggested the rate against incidental cost and the rate of other expense per day against total construction cost as an appropriate rate calculation for other expense based on field database.

Apply a Model of CQI to the Hospital

  • The paper aims to apply a model of continuous quality improvement (CQI) to Taiwan provincial Pin Ton hospital. Tools of quality control were used both total quality management (TQM) and quality control circle (QCC) in order to approach the objective of ${\ulcorner}$higher quality, higher efficiency, lower cost${\lrcorner}$. During two years, this hospital has organized thirteen QC circles that were classified three categories according to that objective: four circles work for higher quality; the other four circles work for higher efficiency; five circles for lower cost. After implementation, several results were found from two viewpoints. From viewpoint of tangibility, one of the most outcomes is to reduce labor cost from 56 persons to 28 persons of temporary employees. From viewpoint of intangibility, the result was evaluated using radar chart to compare the difference after improvement. This paper is going to report the process of CQI for the hospital management because it is a new issue in Taiwan since 1997

  • This study was performed to apply the preventive management technique that is known for more economic and preventive for disaster than corrective technique to Repair & Improvement(R&I) Project policy of irrigational facilities. The appropriate periods of R&I Project had been driven to 40yrs, 24yrs, 27yrs, and 29yrs for reservoir, Pumping and drainage pumping station, Diversion weir and Irrigation & drainage canal respectively. The cost of R&I Project for 10 years had been estimated as 616.9 billion won per year including the 85 billion won for the project of 'Disaster prevention and Function continuity'. After the period of 'Improvement all at once', about 30yrs, 421.8 billion won was requested for 'Function continuity'.

  • The material industry is an important infrastructure industry that uses process technology in order to produce parts applied to the final product and determine the quality of the finished product. However, the market environment, which has been recognized as a 3D industry, has deteriorated recently and lost competitiveness compared to other material industry countries. This study analyzed the characteristics of forging companies and The study found that three characteristics of the forging industry, facility-oriented, order-based, and field-centered, and internal failure cost and external failure costs were set as the range of quality cost. A total of eight quality tasks were selected by applying the quality cost management system and continuous quality improvement process developed for large-scale A forging company, and improvement activity proved its effectiveness reducing quality costs by 63.3% compared to the previous year. The research helps forging companies establish a quality management strategy by systematically managing and analyzing quality costs.

  • Ergonomic techniques have been required to analyze the effectiveness of functional clothing design improvement in a systematic and analytic manner. The goals of the present study are to: (1) comprehensively and analytically examine the effectiveness of clothing improvement by using the relationship analysis between clothing design components (D) and ergonomic evaluation measures (E) and (2) prove the usefulness of cost-effectiveness analysis for clothing design optimization. The cost effectiveness analysis is comprised of the preliminary evaluation based on expertise and the in-depth evaluation where the D-E relationship analysis is applied. As a result of the cost effectiveness analysis applied to flame-proof clothing, an optimal design was identified by analyzing costs and qualitative/quantitative effects. In the preliminary evaluation, the expected effectiveness of each design alternative on wear efficiency and wear comfort was estimated. In the in-depth evaluation, however, the effectiveness of each design alternative was analyzed by quantitative evaluation in a wearing test using a questionnaire prepared based on the D-E relationship analysis. It was concluded that the D-E relationship analysis and the cost-effectiveness analysis are useful for comprehensive evaluation and optimization of functional clothing design.

A study on the evaluation for variation of revenue water ratio considering water supply area conditions and the development of proper cost estimation model of project for improvement of revenue water ratio (급수지역 여건을 고려한 유수율 변동 분석 및 적정 유수율 제고 사업비 산정 모델 개발)

  • In this study, we analyzed how the revenue water ratio(RWR) is affected by changes in conditions of the water supply area, such as the ratio of aging pipes, maintenance conditions, and revenue water. As a result of analyzing the impact of pipe aging and maintenance conditions on the RWR, it was confirmed that the RWR could be decreased if the pipe replacement project to improve the aging pipe ratio was not carried out and proper maintenance costs were not secured. It was also confirmed that an increase in the revenue water could be operated to facilitate the achievement of the project's target RWR. In contrast, a decrease in the revenue water due to a population reduction could affect the failure of the target RWR. In addition to analyzing the causes of variation in the RWR, the calculation of estimated project costs was considered by using leakage reduction instead of RWR from recent RWR improvement project cost data. From this analysis, it was reviewed whether the project costs planned to achieve the target RWR of the RWR improvement project in A city were appropriate. In conclusion, the RWR could be affected by variations in the ratio of aging pipes, maintenance conditions, and revenue water, and it was reasonable to consider not only the construction input but also the input related to RWR improvement, such as leakage reduction, when calculating the project cost.

Improvement of a Low Cost MEMS Inertial-GPS Integrated System Using Wavelet Denoising Techniques

  • In this paper, the wavelet denoising techniques using thresholding method are applied to the low cost micro electromechanical system (MEMS)-global positioning system(GPS) integrated system. This was done to improve the navigation performance. The low cost MEMS signals can be distorted with conventional pre-filtering method such as low-pass filtering method. However, wavelet denoising techniques using thresholding method do not distort the rapidly-changing signals. They can reduce the signal noise. This paper verified the improvement of the navigation performance compared to the conventional pre-filtering by simulation and experiment.

A Study on the Effect of the Inventory Policy on Military Supply Chain Performance - Focused on System Dynamics - (재고정책에 따른 군 공급체인 성과에 관한 연구 - 시스템 다이나믹스를 중심으로 -)

  • This study shows the effect of inventory policy change from supplier-based to customer-based. We focus on the service level, cost, and information distortion of the Military Supply Chain(MSC) with System Dynamics. We design MSC model according to field practician interviews by using Vensim. The simulation makes a comparison between supply-based inventory policy performances and order-based inventory policy performances. In order to evaluate the MSC performances, we measure the accumulation of backlog(service level), supply chain cost, and order percentage overshoot(information distortion). The results show that 1) changing inventory policy from supplier-based to end customer order-based gets a good customer service, reduces MSC cost, and prevents information distortion, 2) changing inventory policy from supplier-based to immediate customer order-based reduces a small amount of MSC cost and deteriorates customer service, and 3) supply level is main factor for MSC performances improvement. This study implicates the policy change makes a improvement of MSC performance without introducing information system.

A Study for the Improvement on Use Transparency of the Occupational Safety and Health Management Cost in Construction (건설업 산업안전보건관리비 사용 투명성 강화 방안 연구)

  • The purpose of this study is to suggest ways to improve the transparency of occupational safety and health management cost (OSHMC) in order to create a safe working environment that can guarantee the health of construction workers. It was performed in the following procedures and methods. (1) collecting and analyzing resources related to the OSHMC in construction, (2) gathering stakeholder opinions for interviewing actual conditions, (3) deriving the improvement plans based on survey results and (4) suggesting direction for improvement of related laws based on the results of the research. As a result of this study, the following ways were found to be effective for enhancing transparency of the OSHMC in construction. (1) disclosure of usage details in sites, (2) Expansion of the standard for the OSHMC in construction, (3) Increase in fines for false use, (4) Establishment of the plan to improve the OSHMC ratio of small-scale construction sites, (5) Strengthen the role of supervisory and support organizations such as the Ministry of Employment and Labor and the Korea Occupational Safety & Health Agency. The result of this study is expected to be used as a basic data for future improvement of the occupational safety and health acts in Korea.
