A Study on the Measurement Method of Personal Information Protection Investment Performance (개인정보보호투자의 성과측정방안에 관한 연구)

  • Personal information protection has become one of the most impending business issues because leakage of personal information can cause tremendous financial losses and image degradation. Consequently, personal information protection initiatives have been recognized widely in business. To invigorate personal information protection investments, performance measurement method such as cost benefits analysis or qualitative analyses are needed, which have not been studied enough in the previous studies. This study proposes a performance measurement model which can include quantitative and qualitative analyses in the context of personal information protection investments. A comparative analysis has been performed on security investment and IT investment performance measurements, which leads to choose the WiBe method (developed by the German Interior Ministry), considering the privacy characteristics and the method's applicability. In particular, the quantitative effect measured how proactive threat assessment based on the way according to the nature of the businesses and organizations of privacy and possible investment decisions. This study proposes the 16 performance indicators, which turn out to be meaningful in terms of their materiality and feasibility by conducting focus group interviews of 25 experts on personal information protection.

A Study for Reducing Traffic Accident at Signalized Intersection - Focus on Left-turn Phase Sequence - (교차로 교통사고 감소방안에 관한 연구 - 좌회전 현시 순서를 중심으로 -)

  • The main purpose of this study is to search a method for reducing traffic accident at signalized intersections. One of the important factors for this is the Left-turn phase sequence. In 1985, the operational principle of Left-turn phase Sequence was changed from Lagging left-turn to Leading left-turn in Korea. Then there was a resonable motive-no exclusive left turn-lane and narrow intersection. So, it is necessary to evaluate the performance difference between Leading and Lagging left -turn phase Sequence. The process of this study is as follows: $\cdot$ First, all the intersection was divided three parts for analysis the traffic safety: Inside part of an Intersection, Crosswalk, Intersection approach and exit. $\cdot$ Second, a safety analysis was performed by using the concepts of 'Effective interphase Period(EIP)' and 'Conflict method' The Study result is that the benefit of of phase Sequence changes from Leading to Lagging phase were significant. For an example the Accident cost will reduced about 41.8 billion won per year in korea.

  • This Article attempts to analyse the enlarger phenomenon of 'temporary work-integration social enterprise' in 80's and 90's years in Germany. For this analysis were considered concepts and development of the 'secondary labour market' with respect of the 'temporary work-integration social enterprise'. At the same time were observed the background of the settlement of the 'secondary labour market' as local infrastructure for job creation in 80's and 90's years. Next was analyzed the contribution of the 'temporary work-integration social enterprise' on the fiscal consolidation through the method of cost-benefit analysis in fall of the community Gie${\ss}$en. Finally was limits and potential of the 'temporary work-integration social enterprise' analyzed, which as strategy for the fiscal consolidation was expanded in 80's and 90's years.

  • This paper presents an integrated analysis of production and financing decisions. We assume that a cash storage unit is installed to manage the cash flows related with production activities such as raw material procurement, process operating setup, Inventory holding cost and finished product sales. Temporarily financial investments are allowed for more profit. The production plant is modeled by the Batch-Storage Network with Recycle Streams in Yi and Reklaitis (2003). The objective function of the optimization is minimizing the opportunity costs of annualized capital investment and cash/material inventory while maximizing stockholder's benefit. No depletion of all the material and cash storage units is major constraints of the optimization. A novel production and inventory analysis formulation, the PSW(Periodic Square Wave) model, provides useful expressions for the upper/lower bounds and average level of the cash and material inventory holdups. The expressions for the Kuhn-Tucker conditions of the optimization problem can be reduced to two subproblems and analytical lot sizing equations under a mild assumption about the cash flow pattern of stockholder's dividend. The first subproblem is a separable concave minimization network flow problem whose solution yields the average material flow rates through the networks. The second subproblem determines the decisions about financial Investment. Finally, production and financial transaction lot sizes and startup times can be determined by analytical expressions as far as the average flow rates are calculated. The optimal production lot and storage sizes considering financial factors are smaller than those without such consideration. An illustrative example is presented to demonstrate the results obtainable using this approach.

A Theoretical Analysis of International Civil Aviation Organization (국제민간항공기구의 이론적 고찰)

  • Theories of international organization have explained the creation, maintenance, and decline of international organization. However, their explanations on changes of international organization have been much more different one another. For example, the theory of hegemonic stability argues that international organization can be created and maintained only by a hegemonic state and will be declined if the hegemonic state decline. On the other hand, the functional approach believes that the positive functions and effects that international organization provides motivate states to create and maintain the organization, while the game-theoretical approach explains international organization based on cost-benefit calculation of rational states. Thus, the empirical evaluation of the arguments of the theories of international organization and defining the major factors that determine international organization are necessary not only for the development of theories of international organization but also for making desirable policies toward international organization. For the purpose, this paper compares and contrasts the three major theories of international organization and applies the approaches to the case of the International Civil Aviation Organization (ICAO) to test their arguments. Since the ICAO has been rarely examined by the theories of international organization, the case study could be desirable case to evaluate theories of international organization. In this sense, this paper attempts to define the major factors that determine the creation, maintenance, and decline of the ICAO. In particular, since the Korean government has changed its policy for air transport security system recently, it will investigate the role of ICAO on the policy change to define the limits and strength of ICAO. In conclusion, this paper will assess the relative explanatory power of each approach based on the analysis of the creation and changes of ICAO

Learning Behavior Analysis of Bayesian Algorithm Under Class Imbalance Problems (클래스 불균형 문제에서 베이지안 알고리즘의 학습 행위 분석)

  • In this paper we analyse the effects of Bayesian algorithm in teaming class imbalance problems and compare the performance evaluation methods. The teaming performance of the Bayesian algorithm is evaluated over the class imbalance problems generated by priori data distribution, imbalance data rate and discrimination complexity. The experimental results are calculated by the AUC(Area Under the Curve) values of both ROC(Receiver Operator Characteristic) and PR(Precision-Recall) evaluation measures and compared according to imbalance data rate and discrimination complexity. In comparison and analysis, the Bayesian algorithm suffers from the imbalance rate, as the same result in the reported researches, and the data overlapping caused by discrimination complexity is the another factor that hampers the learning performance. As the discrimination complexity and class imbalance rate of the problems increase, the learning performance of the AUC of a PR measure is much more variant than that of the AUC of a ROC measure. But the performances of both measures are similar with the low discrimination complexity and class imbalance rate of the problems. The experimental results show 4hat the AUC of a PR measure is more proper in evaluating the learning of class imbalance problem and furthermore gets the benefit in designing the optimal learning model considering a misclassification cost.

Understanding and Reducing Performance Variation in New Product Development Using Paper Helicopter Experiment (종이 헬리콥터 실험을 통한 개발단계 성능변동의 이해와 개선)

  • Purpose: In developing new products, reducing performance variation is important for competitiveness factors such as quality, cost, and delivery. This paper aims at evaluating three performance variations; measurement, performance evaluation, and manufacturing variations, and then improving product and process design, focused on paper helicopter making case study. Methods: For measurement system analysis, gage R&R (repeatability and reproducibility), linearity, stability are evaluated. Since gage R&R are not satisfactory, the measurement system is improved by adopting voice memos application of iPhone and providing standard measurement procedure. To evaluate performance variation, product deterioration and environment factor (wind speed) is considered. Since the existing design is sensitive to these noise factors, a new product design is developed, which is proven to be robust to the noise factors. Finally, manufacturing variations are evaluated with five factors which can cause variation in flight time. To reduce the impact of three significant factors, three improvement methods are applied. Results: Three performance variations are evaluated and robust paper helicopter design is presented. Conclusion: To reduce measurement and process variations, improved measurement method and paper helicopter making procedure are proposed. A new product design is also presented which is robust to deterioration and environmental variation. This paper is expected to benefit students and practitioners who want to have hands-on knowledge on new product quality improvement.

A Study on the Construction of Eco-Industrial Park and Recycling Network Using GIS Approach (GIS를 활용한 생태산업단지 및 재활용 네트워크 구축에 관한 연구)

  • Korean government has promoted nationwide Eco Industrial Park (EIP) project to recycle by-products and wastes in industrial park since 2010. However, the corresponding management is insufficient to support the project. Considering the efficiency and effectiveness, GIS-based management can be an alternative of the current status. This study has focused on the construction of recycling network based on EIP using GIS approach. Two industrial parks located in Gyeonggi province were selected as study sites. GIS-based spatial location analysis was performed to determine the optimal location of recycling company, and to identify linkage of one manufacture to the other manufacturers based on the types of waste. Also, the optimal network for recycling of waste heat was established. Finally, the feasibility of the current GIS-based recycling network was established by performing benefit-cost analysis.

A Choice Experiment Approach to the Value of a Statistical Life (선택실험법을 활용한 통계적 생명가치의 추정)

  • The value of a statistical life (VSL) plays a very important role in estimating the benefits of environmental policy. It is used, for example, as a unit of monetization of health benefits resulting from the reduction of air pollutants, which is the basis of cost-benefit analysis of policies. The VSL can be defined as the value that people of each society are willing to pay to reduce the risk of death, so the value should reflect the characteristics of its members. In this study, we apply a choice experiment with 3,081 respondents collected through a web survey were divided into two samples according to the type of questions. Among the various estimates, the most appropriate estimate of the VSL is about 1.3 billion won from 1,528 sample, which is similar to the results of the meta-analysis using estimates from prior studies conducted in Korea. In addition, this study shows that a private prevention program is preferred to reduce the risk of death from cancer rather than a public program.

Real Option Study on Sustainable DMZ Management under Biodiversity Uncertainty (생물다양성 불확실성하에서 지속가능한 DMZ 관리 실물옵션 분석)

  • The Demilitarized Zone(DMZ) is a buffer zone set between the southern and northern limit lines established after the 1953 Armistice Agreement. It is an important natural environment conservation area where wild species of animals and plants live. On the other hand, the development pressure on the DMZ will increase when the inter-Korean economic cooperation is activated in the future. As a result, DMZ development should consider not only the economic cost-benefit aspects, but also how to assess and conserve the biodiversity of the DMZ, as well as the recovery costs and budget. This paper develope a sustainable DMZ management model under biodiversity uncertainly by using real option approach. The model is also designed to reflect the political risk and regional specificity of the DMZ. Through empirical analysis, I derive the biodiversity threshold (b*) that can secure the DMZ investment economy under uncertainty. In addition, through the sensitivity analysis, I derive the factors influencing the biodiversity threshold, and suggest the policy implications for sustainable management of DMZ.
