Coproducing Quality Performance Information Through Institutional Design: Proposal for a Data Exchange Structure

  • Quality performance information has been regarded as a significant step toward managing public performance. Although a correlation between the quality of information and its actual usage among managers in high-accountability policy areas has been found, quality performance information has not been properly provided to practitioners. This study takes an Institutional Analysis and Development approach to assess an appropriate institutional framework that facilitates state agencies and academics to coproduce this information. Based on a conceptual framework, we analyze a public information system of the Workforce Data Quality Initiative in Ohio and carry out a content analysis with NVIVO. It is found that arrangements that can manage the incentive dynamic in this process may help to align heterogeneous stakeholders in a mutually supportive fashion. Also, the research agenda and information resulted from being coproduced for management and academic purposes, simultaneously. This use of administrative data sheds light on how quality performance information can be coproduced under an appropriate institutional arrangement between administration and research communities. It is suggested that accessibility to the information system among various stakeholders should be improved.

An Analysis of Relationship between Unsafe Acts and Human Errors of Workers for Construction Accident Prevention (건설사고 예방을 위한 근로자의 불안전한 행동과 휴먼에러와의 관계 분석)

  • Construction industry is becoming more advanced, but safety accidents are not decreasing and unsafe act (UA) and human errors (HE) are the main causes of safety accidents. Therefore, this study aims to analyze the relationships between unsafe acts and human errors for construction accident prevents. Specifically, the Correlation Analysis is used to quantify 24 combinations of the relationship between the UA and HE. Then, the Kano Model, and Timko Satisfied Coefficient was utilized to find 6 combinations for construction accident prevention plans. As the result of Timko Satisfied Coefficient, an interview was conducted with three safety managers and 6 safety prevention plan is proposed. Through these results, it is expected that the combination of 24 accidents will be basic data of safety management. Especially, the proposed safety prevention plans considering the characteristics of 6 combinations with high correlation can contribute to prevention of safety accidents at the construction site.

Correlation analysis between climate indices and Korean precipitation and temperature using empirical mode decomposition : II. Correlation analysis (경험적 모드분해법을 이용한 기상인자와 우리나라 강수 및 기온의 상관관계 분석 : II. 상관관계 분석)

  • In this study, it is analyzed how large scale climate variation has an effect on climate systems over Korea using correlation analysis between climate indices and Intrinsic Mode Functions (IMFs) of precipitation and temperature. For this purpose, the estimated IMFs of precipitation and temperature from the accompanying paper were used. Furthermore, cross correlation coefficients and lag time between climate indices and IMFs were calculated considering periodicities and tendencies. As results, more accurate correlation coefficients were obtained compared with those between climate indices and raw precipitation and temperature data. We found that the Korean climate is closely related with climate variations of $El-Ni{\tilde{n}}o$ in terms of periodicity and its tendency is followed with increasing sea surface temperature due to climate change.

  • Background: The purpose of this study is comparison of the results between regression and multi-level analysis to find out factors influencing outcome indicators (in-hospital death, length of stay, and medical charges) of stroke patients. Methods: By using patient sample data of Health Insurance Review & Assessment Service, patients admitted with stroke were selected as survey target and 15,864 patients and 762 hospitals were surveyed. Results: For the results of existing regression analysis and multi-level analysis, models were assessed through model suitability index value and as a result, the value of results of multi-level analysis decreased compared to the results of regression, showing it is a better model. Conclusion: Factors influencing in-hospital death of stroke patients were analyzed and as a result, intra-class correlation (ICC) was 13.6%. In factors influencing length of stay, ICC was 11.4%, and medical charges, ICC was 17.7%. It was found that factors influencing the outcome indicators of stroke patients may vary in every hospital. This study could carry out more accurate analysis than existing research findings through analysis of reflecting structure at patient level and hospital level factors and analysis on random effect.

  • In this study aims is water supply criteria relations for evaluating the possible performance of water resources systems. These measures describe how likely a systems is to fail(reliability), how quickly it recovers from failure(resiliency), and how severe the consequences of failure may be(vulnerability). The performance of a criteria evaluating with a variety of operating policies illustrates their use. As a result study frequency reliability and quantitative reliability is linear relations and quantitative reliability is high reliability for equality water supply policy. As reliability and vulnerability are in inverse proportion to each other. Therefore these criteria relation analysis can be for Imha dam to variety water supply policy.

  • Public and private sectors are experiencing a worldwide economic depression originated from the failure of U.S. financial system. At a harsh time like this, policy-makers need to understand more about the effects of the creative leadership in the digital era. However, there haven't been enough studies performed on this field in Korea. This study aims to fill the blank and learn more about the correlation between creative leadership and organizational effectiveness. To achieve this goal, various previous leadership studies have been reviewed in terms of organizational behaviors, comparative culture studies, and etc. In the end, this study argues previous qualitative studies' weaknesses and limitations, and tries to suggest new aspect of qualitative research method of creative leadership.

Determinants of Contingent Workers' Ratio in Public Health Centers (보건소 비정규직 고용 비율에 영향을 미치는 요인)

  • Objectives : This study investigates the determinants of contingent workers' ratio in public health centers. Since the economic crisis in 1997, there have been many studies on contingent workers in Korea. But, previous studies have been not conducted focusing on public health center. Methods : This study used 253 public health centers, installed and operated since December 31, 2008. in Korea as units of analysis. To examine the determinants of contingent workers' ratio, this study uses Pearson correlation and multiple regression analysis. Results : The following appeared as significant variable affecting contingent workers' ratio in public health centers; degree of the local government's financial independence(p<0.001), rate of increase/decrease in ages 65 and over(p<0.001), rate of increase/decrease in basic livelihood security recipients(p<0.01) and rate of increase/decrease in registered disabled persons(p<0.01). In contrast, internal organizational environment characteristics related variables were not statistically significant. Conclusions : Contingent workers' ratio in public health center is significantly affected by financial vulnerability of the local government and increase in demand of health care services.

  • Purpose : This study attempted to find out the relationship between leadership style, knowledge transfer in nursing officers' job, considering the task characteristics. Methods : The data were collected from the military hospital during November 1st to November 17th, 2008 using a structured questionnaire and analyzed with the statistical method of frequency, correlation, and regression analysis, in SPSS 12.0 program package. Results/Conclusion : The results of empirical analysis shows that the levels of job tension and job focused task domain affect the job characteristics of the nursing officers' organization. The job characteristics have a moderating effect on the relationship between leadership style and knowledge transfer. The research is very useful in finding out the job characteristics which well depict military nursing organizations. This research suggests that a desirable leadership styles affect the knowledge transfer in the job characteristics type.

Topic Modeling of News Article Related to Franchise Regulation Using LDA (LDA 를 이용한 '프랜차이즈 규제' 관련 뉴스기사 토픽모델링)

  • Purpose: In 2020, the franchise industry accomplished a significant growth compared to the previous year, as the number of franchise companies increased by 9.0% while the number of franchise brands increased by 12.5%. Despite growth in size, the Korean franchise industry underwent many negative incidents, such as franchise ownership sales to private equity funds, that led to deterioration of businesses. From this point of view, this study aims to make various proposals to help policy makers develop franchise industry policies by analyzing trends of the current and previous presidential administrations' franchise policies and regulations using newspaper articles. Research design, data and methodology: A total of 7,439 articles registered in Naver API from February 25, 2013 to November 29, 2021 were extracted. Among them, 34 unrelated video articles were deleted, and a total of 7,405 articles from both administrations were used for analysis. The R package was used for word frequency analysis, word clouding, word correlation analysis, and LDA (Latent Dirichlet Allocation) topic modeling. Results: The keyword frequency analysis shows that the most frequently mentioned keywords during the previous administration include 'no-brand', 'major company', 'bill', 'business field', and 'SMEs', and those mentioned during the current administration include 'industry' and 'policy'. As a result of LDA topic modeling, 9 topics such as 'global startups' and 'job creation' from the previous administration, and 10 topics such as 'franchise business' and 'distribution industry' from the current administration were derived. The results of LDAvis showed that the previous administration operated a policy based on mutual growth of large and small businesses rather than hostile regulations in the franchise business, whereas the current administration extended the regulation related to franchise business to the employment sector. Conclusions: The analysis of past two administrations' franchise policy, it can be suggested that franchisors and franchisees may complement each other in developing the Fair Transactions in Franchise Business Act and achieving balanced growth. Moreover, political support is needed for sound development of franchisors. Limitations and future research suggestions are presented at the end of this study.

The Influence of Violence Experience on the Job Stress among Hospital Employees Working at Administration and Discharging Department (병원 원무행정근무자의 폭력경험이 직무스트레스에 미치는 영향)

  • Background: Workplace violence was recognized to be social problems that might impact the health status and the job satisfaction of employee in hospitals. This study investigated the current status of violence and job stress among hospital employees working at administration and discharging department. Methods: The study subjects were 213 administrative employees working at 20 general hospitals. Data were collected by self-administered questionnaire that included information such as demographics, job-related characteristics, experience of violence, and job stress. The violence was classified as verbal violence, physical threat, and physical violence occurred by patients and caregivers. Analysis of variance, t-tests, correlation analysis, and multiple linear regression analysis were performed to examine the associated factors with job stress. Results: The levels of verbal violence, physical threat, and physical violence were $1.64{\pm}1.08$, $0.54{\pm}0.67$, and $0.04{\pm}0.17$, respectively. The score of job stress was $2.74{\pm}0.50$ and it was associated with age, existence of spouse, drinking frequency, subjective health status, disease history, night-time treatment, and public health administration career in simple analysis. In multiple linear regression analysis, the level of verbal violence experience was significantly associated with job stress (B=0.09, p=0.001). Also physical threats (B=0.18, p<0.001) and physical violence (B=0.48, p=0.008) showed positive association with job stress. Conclusion: This study attempted to examine the association between experience of violence and job stress in administrative employees at medical institutions. Levels of violence showed positive correlation with the job stress. Environment improvement to protect employee from violence and management of employees who experienced workplace violence are needed to reduce the job stress.
