  • This study analyzed a correlation between South China Sea summer (June to September) monsoon (SCSSM) and the ENSO for the last 32 years (1979 to 2010). There was a correlation that the higher (lower) the SST in the $Ni{\tilde{n}}o-3.4$ region was, the weaker (stronger) the SCSSM intensity was. To identify the reason for this correlation, a difference of means between 8 El $Ni{\tilde{n}}o$ years and 8 La $Ni{\tilde{n}}a$ years (June to September). The analysis on the difference between two groups with respect to the 850 hPa stream flows showed that there were anomalous huge cyclones in the subtropical Pacific in the both hemispheres so that cold and dry anomalous northerlies were strengthened in the South China Sea relatively while anomalous westerlies were strengthened from the Maritime Continent to the off the coast of Chile. The analysis on the difference between two groups with respect to the 200 hPa stream flows showed that the opposite anomalous pressure system pattern to that in the 850 hPa stream flows were shown. In the subtropical Pacific of the both hemispheres, anomalous anticyclones existed so that anomalous easterlies were strengthened from the Maritime Continent to the equatorial central Pacific. Considering the anomalous atmospheric circulations in the upper and lower layers of the troposphere, upward airflows from the equatorial central and eastern Pacific were downward in the South China Sea and the Maritime Continent, which was a structure of anomalous atmospheric circulations. This means that the Walker Circulation was weakened and it was a typical structure of atmospheric circulations revealed in El $Ni{\tilde{n}}o$ years.

So, this paper introduce to compare with coefficient's of correlation on the time series of the education and the qualification in our country. For this reason, the decision making to qualifications' foresight which will be change to the education category-prospective on the time series. The qualification has claasified 5 degrees-master craftsman, professional engineer, engineer, technician(or industrial engineer), craftsman - and 516 qualification items. Education has classified to 4 degrees(7 degrees) - elementary, middle, high, high scholastic level school(college, university, graduation). This paper has matched to educational classification and qualification classification through the following method. We defined the same level between education and qualification after analysed correlation under the time series, so the craftsman equals high school graduation people, technician equals college graduation people, engineer quals university graduation people, now we could not analyse master and professional levels. This paper will suggest to the qualification's future policy direction and improve the education policy direction.

  • The purpose of this study is to grasp the understanding of smart cities and to review whether the common perception of smart cities, as people understand it, is changing over time. This study analyzes keywords related to smart cities used in social network services (SNSs) in 2011, 2016, and 2020 respectively through semantic network analysis. Smart city discussions appearing on SNS in 2011 mainly focused on technology, and the results of 2016 were generally similar to those of 2011. We can also find policy or business-oriented characteristics in emerging countries in 2020. We highlight that all the results of 2011, 2016, and 2020 have some correlation with each other through QAP(Quadratic Assignment Procedure) correlation analysis, and among them, the correlation between 2011 and 2016 is analyzed the most. The results of the frequency analysis, centrality analysis, and CONCOR(CONvergence of interaction CORrelation) analysis support these results. The results of this study help establish policies that reflect the needs and opinions of citizens in planning smart cities by identifying trends and paradigm transitions expressed by people in SNS. Furthermore, it is expected to help emerging countries by enhancing the understanding of the essence and trend of smart cities and to contribute by suggesting the direction of more sustainable technology development in future smart city policies for leading countries.

  • This The purpose of this study is to find policy implications through the analysis of the operational cases and establishment performance of the Leading University for startups. The method of the study was statistical analysis using the data generated during the operation of the Leading University for startups. The results of the study show that there is a difference between short-term performance by gender and age. Second, there was no correlation of the short-term performance with the evaluation, but a negative correlation was observed with the detailed document evaluation part. Third, there is no difference in short-term performance depending on the mentor. Strategic utilization is to reduce the reflection of the founder's short-term performance in the appraisal of the Leading Universities. And there is a need to improve the evaluation method for the applicant. The limitations of this study are that it is inadequate to be an empirical study through statistical analysis. And statistical analysis shows that there are not enough cases. Therefore, I will make an empirical study which will expand the number of cases by including cases of several universities in the future.

  • Background: The long-term care (LTC) group has higher rates of chronic disease and disability registration compared to the general older people population. There is a need to provide integrated medical services and care for LTC group. Consequently, this study aimed to identify medical usage patterns based on the ratings of LTC and the characteristics of benefits usage in the LTC group. Methods: This study employed the National Health Insurance Service Database to analyze the effects of demographic and LTC-related characteristics on medical usage from 2015 to 2019 using a repeated measures analysis. A longitudinal logit model was applied to binary data, while a linear mixed model was utilized for continuous data. Results: In the case of LTC ratings, a positive correlation was observed with overall medical usage. In terms of LTC benefit usage characteristics, a higher overall level of medical usage was found in the group using home care benefits. Detailed analysis by medical institution classification revealed a maintained correlation between care ratings and the volume of medical usage. However, medical usage by classification varied based on the characteristics of LTC benefit usage. Conclusion: This study identified a complex interaction between LTC characteristics and medical usage. Predicting the requisite medical services based on the LTC rating presented a challenge. Consequently, it becomes essential for the LTC group to continuously monitor medical and care needs, even after admission into the LTC system. To facilitate this, it is crucial to devise an LTC rating system that accurately reflects medical needs and to broaden the implementation of integrated medical-care policies.

  • This study is to find some clues about background or causes of the mass supply of apartments in Korea in terms of correlation analysis using 30 indices extracted from the representative housing statistics data. Some findings include that the supply ratio of apartments is deeply related to 'average floor area ratio' and 'the construction amount of Dagagu housing and Dasedae housing' from the perspective of housing flow. Instead, from the perspective of housing stock, the supply amount of apartments is strongly related to 'housing redevelopment construction' and 'housing construction by public sector'. These indices are involved deeply in the spread of apartments, however, because the indices that used in the analysis are mutually highly related and the indices related to housing policy or system are absent, a critical index for the spread of apartments was not found.

  • The purpose of this study is to determine the direction and significance of variables influencing small and medium enterprises (SMEs) decisions regarding accounting policy in Vietnam. Research data was collected through a survey of 296 subjects, including chief accountants, accountants, managers, and lecturers with practical experience in accounting work at enterprises. With the help of specialized software SPSS, determining the impact of factors on the choice of accounting policy of enterprises is done through a multivariate regression model with control tools Cronbach's alpha determination, EFA factor analysis, and Pearson correlation analysis. Research results show that there are seven factors affecting the choice of accounting policy in Vietnamese SMEs; in which, the factors information technology, legal environment, information demand, manager's awareness, and accounting qualification have a positive impact; and two factors are tax pressure, and financial leverage have a negative impact on accounting policy choice. These results are consistent with most of the previously published studies. However, in contrast to many previous studies, our research shows that accounting's psychological factor does not affect the accounting policy choice. This is consistent with the characteristics of SMEs in Vietnam because the role of accountants is not appreciated in the business.
