Paradigm Shift in GNSS Education for Asia Pacific Nations

  • This paper identifies GNSS education and training program under Geomatic field of study. GNSS education programs is evaluated $vis-{\grave{a}}-vis$ new-products. Data on Geomatic knowledge generation in the era of the GNSS derivatives over the 1975 - 2003 period are examined. The emerging trends and patterns; in particular for selected Asian nations will be dissected in detail. The knowledge indicator used in this study is the patent ownership against the background of emergence of new core technologies and innovations in the field of GNSS. Looking at the dismal performance of Geomatic professionals in terms of innovative activities in most part of Asian and Malaysia in particular, is it there is something that holding up these professionals from doing so? With our universities and numerous polytechnics offering Geomatic program, more is expected from them. Is it a problem of lack or inadequacy of skills? Or is it these professionals are too busy and being narrowly focused on doing something else?

  • The capability of net shaping for complex 3-D geometry, powder injection molding(PIM) is widely used for parts in the field of automotives, electronics and medical industry. Powder injection mold design for dental scaler tip, a component of medical appliance, was presented. In comparison with conventional machining process, powder injection molding has many advantages, specially in price and dimensional stability, for molding dental scaler tip. Product design and mold design for dental scaler tip was presented. Short shot experiment with scaler tip PIM mold and several defect (flash etc.) during injection molding process was discussed.

Innovation Strategy for the Korean Shipbuilding Industry Based on Analysis of the Shift in Industrial Leadership (산업주도권 변천과정 분석을 통한 산업주도기업의 혁신전략 도출: 한국 조선산업의 사례)

  • The purpose of this paper is to provide an innovation strategy for a leading industrial company. We analyze the process of a shift in industrial leadership using the shipbuilding industry as a case study. This paper explains that the three core factors of decline are immobilization, lack of innovation for major products, and organizational inertia. This study presents that the leader of a market is not decided by strong competitiveness, but by quick reaction to major customers' needs, and that out-of-date strategies do not contribute to maintaining leadership. As a result of this study, it shows that the leading Korean industrial companies shall establish a new innovation-oriented and customer-oriented management system that is flexible enough to anticipate and respond to the changes in new competitive environments. These findings contribute to the formulation of new strategies for other manufacturing industries in Korea.

A small-area implementation of cryptographic processor for 233-bit elliptic curves over binary field (233-비트 이진체 타원곡선을 지원하는 암호 프로세서의 저면적 구현)

  • This paper describes a design of cryptographic processor supporting 233-bit elliptic curves over binary field defined by NIST. Scalar point multiplication that is core arithmetic in elliptic curve cryptography(ECC) was implemented by adopting modified Montgomery ladder algorithm, making it robust against simple power analysis attack. Point addition and point doubling operations on elliptic curve were implemented by finite field multiplication, squaring, and division operations over $GF(2^{233})$, which is based on affine coordinates. Finite field multiplier and divider were implemented by applying shift-and-add algorithm and extended Euclidean algorithm, respectively, resulting in reduced gate counts. The ECC processor was verified by FPGA implementation using Virtex5 device. The ECC processor synthesized using a 0.18 um CMOS cell library occupies 49,271 gate equivalents (GEs), and the estimated maximum clock frequency is 345 MHz. One scalar point multiplication takes 490,699 clock cycles, and the computation time is 1.4 msec at the maximum clock frequency.

Radiation Effects on Fiber Bragg Grating Sensors by Irradiation Conditions of UV Laser (UV 레이저 노출조건에 따른 FBG 센서의 방사선 영향)

  • We studied the effect of $Co^{60}$ gamma-radiation on the fiber Bragg gratings (FBGs) by irradiation time of UV Krypton fluoride (KrF) excimer laser among grating processing parameters. The FBGs were fabricated in a different UV laser irradiation time at 30, 60, 90, and 120 seconds using the same commercial Ge-doped silica core fiber (SMF-28e). It was exposed to gamma-radiation up to a high dose of 34.3 kGy at the dose rate of 106 Gy/min, and then it was analyzed radiation effects by measuring the radiation-induced change in the temperature sensitivity coefficient and Bragg wavelength shift. According to the experimental results, We confirmed that the UV laser irradiation period for grating inscription has a highly effect on the radiation sensitivity of the FBGs. The radiation-induced Bragg wavelength shift by the change of laser irradiation conditions showed a difference more than about 50 %.

Emerging Digital Technology as a Window of Opportunity and Technological Leapfrogging: Catch-up in Digital TV by the Korean Firms

  • This paper has examined the leapfrogging thesis with the case of catch-up in digital TV by the Korean firms. Despite the disadvantages implied by the technological regime of digital TV and the risks facing early entrants in trajectory choice and initial market formation, the Korean firms had achieved a 'path-creating catch-up' in the sense they chose a different path from the Japanese forerunning firms. As they have been closely watching the technological trends and the standard setting process, there was less risk of choosing the right or wrong technological trajectory. Also, despite the lack of sufficient capability and core knowledge base, the Korean firms had some complementary asset, such as the experience of producing analogue TV, and were able to develop the prototype digital TV and the ASIC chips, given the accesses to the foreign knowledge via overseas R&D posts and acquisition of a foreign company. To secure the initial market size, the Korean targeted the US market from the beginning, and their sources for competitive advantages were the speedy setting up the production system for mass production of products at the initial stage. The initial failure of the Japanese firms and the success of the Korean firms do suggest that the period of paradigm shift, like this toward digital technology, can serve as a window of opportunity for late-comers while penalizing the forerunner.

A Comparison Study on Curriculum Contents between FAO Technical Guidelines and Korean Fisheries Management (FAO 수산 가이드라인과 국내 수산경영학 교과와 내용 구성의 비교 연구)

  • Most of the changes that make paradigm shift have been involved international level problems related to environment, resource and structure problems in these days. Resolving those common issues the United Nations Food and Agriculture Organization(UN FAO) has played most important role in fisheries with publishing the series of the technical guidelines for responsible fisheries papers. The guidelines for responsible fisheries have introduced for applying the concept of sustainable development with considering overall changes in fisheries domains. And also have objectives that establishing the discipline of fisheries worlds. Although these papers are remarkable, there is still few research or education contents of them in Korea. Fisheries business administration is a kind of social science that influenced by environmental, social changes so called paradigm shift. So one of the most important thing that has the education of sustainable development is accommodation or adaptation of them with grasping the phenomenon continuously. The aims of this study are exploring the FAO's the technical guidelines for responsible fisheries documents and contents of college's fisheries business administration and finding out the overall systematic topics and themes of fisheries business administration education. The result of this study shows that the contents of fisheries business administration did not including the concept of responsible fisheries even were out of date in using statistical data. And there is some missing issues that including fisheries policy, resource management, and related law should be enhanced. This study suggests the framework of fisheries business administration with comparing analysis on FAO's document and college's course of study in Korea. The proposed framework of major topics of fisheries business administration that still needed to be improved should be a milestone of understanding and debating the core factors of fisheries business administration education and research.

The Study of Radiation Sensitivity on Fiber Bragg Grating Written in Photo-sensitive Optical Fibers (광민감 광섬유로 제작한 광섬유 브래그 격자 센서의 방사선 민감도에 대한 연구)

  • In this study, we studied the effect of $Co^{60}$ gamma-radiation on the FBGs written in photo-sensitive and commercial Ge-doped single-mode optical fibers. The FBGs were exposed to gamma-radiation up to a dose of 17.8 kGy at the dose rate of 300 Gy/min. According to the experimental data and analysis results, the lowest Bragg wavelength shift (18 pm) was obtained by a grating written in photosensitive fiber without $H_2$-loading. Also, we confirmed that the H2 loading process has considerably more influence on the Bragg wavelength shift change under gamma radiation than $GeO_2$ contents in the fiber core.

Development process and limitations of science and technology manpower policy, and suggestions for future direction (과학기술인력정책의 발전과정과 한계, 미래 방향에 대한 제언)

  • The purpose of this paper is to summarize the development process of major science and technology manpower policies and to derive desirable future policy directions in the policy environment of a paradigm shift in supply and demand. To this end, first, the development process of the science and technology manpower policy, which was promoted in earnest from the 2000s, with the topic of resolving the phenomenon of avoidance of science and engineering majors, was examined, focusing on the basic plan for supporting science and engineering majors. Next, we summarized the main contents and implications of the change in demand for science and technology personnel caused by digital transformation and the supply shock of demographic decline, that is, the paradigm shift in the supply and demand of science and technology talents. Based on this, the core direction of the future science and technology manpower policy was suggested to create a human-centered science and technology research ecosystem that promotes the continued growth and inflow of human resources, so that can be the foundation for the training and utilization of excellent science and technology talents.

THE MILLIMETER-RADIO EMISSION OF BL LACERTAE DURING TWO γ-RAY OUTBURSTS

  • We present a study of the inexplicit connection between radio jet activity and ${\gamma}$-ray emission of BL Lacertae (BL Lac; 2200+420). We analyze the long-term millimeter activity of BL Lac via interferometric observations with the Korean VLBI Network (KVN) obtained at 22, 43, 86, and 129 GHz simultaneously over three years (from January 2013 to March 2016); during this time, two ${\gamma}$-ray outbursts (in November 2013 and March 2015) can be seen in ${\gamma}$-ray light curves obtained from Fermi observations. The KVN radio core is optically thick at least up to 86 GHz; there is indication that it might be optically thin at higher frequencies. To first order, the radio light curves decay exponentially over the time span covered by our observations, with decay timescales of $411{\pm}85$ days, $352{\pm}79$ days, $310{\pm}57$ days, and $283{\pm}55$ days at 22, 43, 86, and 129 GHz, respectively. Assuming synchrotron cooling, a cooling time of around one year is consistent with magnetic field strengths $B{\sim}2{\mu}T$ and electron Lorentz factors ${\gamma}$ ~ 10 000. Taking into account that our formal measurement errors include intrinsic variability and thus over-estimate the statistical uncertainties, we find that the decay timescale ${\tau}$ scales with frequency ${\nu}$ like ${\tau}{\propto}{\nu}^{-0.2}$. This relation is much shallower than the one expected from opacity effects (core shift), but in agreement with the (sub-)mm radio core being a standing recollimation shock. We do not find convincing radio flux counterparts to the ${\gamma}$-ray outbursts. The spectral evolution is consistent with the 'generalized shock model' of Valtaoja et al. (1992). A temporary increase in the core opacity and the emergence of a knot around the time of the second ${\gamma}$-ray event indicate that this ${\gamma}$-ray outburst might be an 'orphan' flare powered by the 'ring of fire' mechanism.
