This study aims to identify the methods of implementation for the 'National Research Foundation of Korea Open Access 2021(Plan)'. This study covers the methods of implementation in the three following core items: 1) developing the details on the amount, method, and procedures of APC support; 2) proposing methods for facilitating the transition of domestic Korean academic journals to open access journals; and 3) developing methods of entrusting papers to open access repositories. APC support should be guaranteed at a reasonable level. The average or median of APC values for the previous three years will be applied to set the upper limit for support each year. APC support will be provided when the paper is published to open access journals or transitioning journals to open access. Hybrid journals or dual access journals are not included. Support for open access publishing of academic journals in Korea during the transition period will be available for open access journals that have registered for CCL in KJCI or journals that have submitted their application for transitioning to open access. Publishing in hybrid, dual access or subscription-based journals must be accompanied by items related to copyright such as embargo. Research results will be used for the detailed implementation plan of 'NRF OA2021 (Plan)'. They will serve as the base data for the rapid, stable, and sustainable implementation of open access policy in NRF, addressing the Korean domestic academic journal publishing environment and the field of international academic communication.

Due to the expiration of the 3D printer's patent, the articles covering the market activation and bright prospects for the future industry are being released. What are the requirements for the 3D printer to become popular like a general printer? To get the answer, on-line survey was performed for the activation of 3D printer. As a result, tit is observed that he public prefers creative printer and figure, and prefers to use through pay or free download rather than designing digital blueprint, which is output data. For the activation and popularization of 3D printer, figure is familiar to the public who are frequently exposed to image media contents, and it also has motivation factor to use and purchase 3D printer. For distribution of digital blueprint of figure content, the preparation of related law and regulation and activation of online market would be of help for activation of 3D printer.

Mechanization is the characteristic of the industrial era and computerization is the characteristic of the Information Era. Now we are facing on the transition from Industrial Era to information Era. Established the National Geo-spatial Data Infrastructures is the fundamental base for information society and is one part of the national basic economic development plan. From 1980's China started his successful transition from traditional methods to high-tech based mapping. China has laid out a high accuracy national GPS (global Positioning System) network, and completed the geographic information databases for scale of 1:1million and 1:250,000. Now it is working on the databases for scales of 1:50,000 and 1:10,000, the world highest level. The massive national programmed has been dubbed "Digital China," since it involves massive quantities of digitized geographical information. Simultaneity, GIS technology and the geo-spatial data have been used widely in electronic government affair, environmental protection, disaster control, ITS and etc. The users have realized the benefits more and more widely. Internet is an efficient way to distribute the geo-information, the State Bureau of Surveying and Mapping has give great effort to settle down the rules and standards to establish the clearing house. Some National Geo-standards have issued, and some of them are on the way. The GIS software is another important factor in the GIS industry. Chinese government working-out some good policy to supports the GIS software developer to have their own copyright. This paper is based on the above to introduce the status and development of Geomatics in China. in China.

This study deals with the technical approach related to the protection of digital video contents copyright, which has currently become a major issue in the digital contents market. With the production and distribution of digital video contents rapidly increasing, various policies and technical approaches are being made in relation to the protection of intellectual property rights. The technical approach from a DRM (Digital Rights Management) perspective was made from various angles, but its limitations have also been exposed in terms of convenience and quality. In this study, rather than the existing encoding certification and watermark technologies, it introduces technical approaches from a content-based copy detection method, while suggesting a copy detection method using the representative color sequence. In particular, this study takes into consideration the distribution environment of the domestic video market and deals with the technical approach in a direction that can control the illegal distribution of high quality videos.

The MPAA(Motion Picture Association of America) warned about serious problems of piracy due to nearly a quarter of all Internet traffic around the globe was related to Internet piracy. Thus, strong legal action is enforced for piracy over nationally through strengthen the copyright law. We in this paper conducted a survey to see whether netizens prefer to download just for the matter of their convenience. Our study becomes a motivation to consider about seriousness of piracy by comparing between Korea and foreign cases. To our surprise, the survey reveals that Korean netizens conspicuously aware of their downloading behaviors outpaces Canadian netizens. Canada lacks the basic protections for the digital environment and is a safe haven for Internet pirates.

Recent dramatical development of computer technology related to internet technology intensifies the dispute over software of computer or smart device. Research on software has been flourished with political issuing of fierce competition among nations for software development. Particularly industrial growth in ethernet based big data and IoT (Internet of Things) has promoted to build and develop open source programs based on java, xcode and C. On these circumstances, issue on software piracy has been confronted despite the basic security policy protecting intellectual property rights of software and thus it is of substantial importance to protect the rights of originality of source program license. However, the other issue on source technology protection of developer is the possibility of hindrance to advancement in industry and culture by developing programs. This study discuss the way of enhancing legal stability of IoT application program development and reinforcing precision in inspection of program plagiarism by analyzing the source programs with newly introducing text mining technique, thus suggests an alternative protective way of infringement of personal information due to duplicating program.

The libraries of local councils contribute to realize democracy and promote national interests and the welfare of the people, by supporting democratic legislation activities and congressional politics of the local councilors. This study analyzes the libraries of local councils at 17 regional local governments, and it confirms that there are various deviations in their library services such as material acquisitions and legislative information services by regional groups. On the basis of that analysis, the study summarizes the ways for improving the service qualities of the libraries of local councils as follows. First, it is necessary to organize the institute for national council materials. Second, the cooperative network systems should be constructed to share council publications. Third, the provisions related the copyright law and the national assembly library act have to be modified. Fourth, the libraries of local councils share their own materials focusing on digital publications. Fifth, the National Assembly Library expands their legislative information services to the libraries of local councils.

In modern society, the economic and cultural influence of characters is increasing day by day. However, there is no comprehensive records management system for characters in Korea. The purpose of this study is to identify the necessity of comprehensive character records management system and requirements for records producers and users, and suggest a construction plan for archives that reflects this idea. Related cases in domestic and overseas were identified and analyzed, survey was conducted of character designers and users participating in the '2017 Character Licensing Fair' in order to understand their needs on character archives, and it was followed by interviews of two character designers. From the implications of the related cases and the analysis results of the questionnaire survey and the interviews, plans for records collection, management, and services were suggested for constructing character archives. Specifically, preparation of collection policy, insertion of watermark to prevent pirating, online sales of characters, and one-stop service that can provide licensing for copyright protection and record utilization were suggested.

A great number of institutions around the world have been building digital repositories to communicate scholarly information. Meanwhile, digital repositories have been struggling with how to preserve increased volume of digital contents for the long term and how to build a sustainable information environment. The HathiTrust partnership was established to meet the need of a sustainable collaborative model of digital repositories in research libraries, mainly in North America, and has been expanded globally by signing with other libraries around the world. This paper is dealt with the establishment, operation and policy, construction status, and user service of the HathiTrust. The results presented in this paper include the benefits and potential opportunities of the HathiTrust as a participating member. Partnership in HathiTrust would allow each member institution to provide more cost-effective operations, shared management and long-term preservation of digital content, ease of copyright management, and increased accessibility. In the future it is expected to provide a shared storage of printed materials and to facilitate a big data research center.

There are lots of limits on preventing illegal transaction of digital contents by existing DRM(Digital Right Management) methods because of illegal download and share of contents, which is resulted from advanced information technologies, development of cloud services, and smart instruments. In the other hand, the number of creators based on one person, in the area of music, webtoon, digital magazine and video, is increasing. As a result, it is needed that the necessities of digital contents transaction under the condition of convenience and efficiency through licence and management of contents to protect copyright of contents and to increase the transaction of digital contents. Therefore how to promote the transaction of digital contents should be studied by way of research analysis of contents market through interviewing experts in business.
