Blood-Brain Barrier Interfaces and Brain Tumors

  • In the developing brain, capillaries are differentiated and matured into the blood-brain barrier (BBB), which is composed of cerebral endothelial cells, astrocyte end-feet, and pericytes. Since the BBB regulates the homeostasis of central nervous system (CNS), the maintenance of the BBB is important for CNS function. The disruption of the BBB may result in many brain disorders including brain tumors. However, the molecular mechanism of BBB formation and maintenance is poorly understood. Here, we summarize recent advances in the role of oxygen tension and growth factors on BBB development and maintenance, and in BBB dysfunction related with brain tumors.

  • The purpose of this paper is to find out the set of the factors influencing on the successful voluntary consolidation among local governments. This paper considers the voluntary consolidation as a kind of coordination mechanism and institutional collective action process between local governments, and identifies the configurations of the causal factors influencing the voluntary consolidations by applying the fuzzy-set analysis. It is found that the sets of the causal factors which include political and economic homogeneity factors in the region, and interlocal political, economic, and social homogeneity factors, and prior consolidation experience between regions have positive effects on the consolidations. Also, it turns out that interlocal homogeneity and conformity between regions should be considered significantly for institutionalization which supports the consolidation between local entities.

A Virtual Grouping Scheme for Improving the Performance of IEEE 802.11 Distributed Coordination Function (IEEE 802.11 DCF의 성능 향상을 위한 가상 그룹 방법)

  • The IEEE 802.11 Distributed Coordination Function(DCF) protocol provides a contention-based distribution channel access mechanism for stations to share the wireless medium. However, the performance of the DCF drops dramatically in terms of throughput, delay and delay jitter as the number of active stations becomes large. In this paper, we propose a simple and effective scheme, called DCF/VG(Distributed Coordination Function with Virtual Group), for improving the performance of the IEEE 802.11 DCF mechanism. In this scheme, each station independently decides the virtual group cycle using the information provided by the carrier sensing mechanism. The virtual group cycle consists of one or more virtual groups and a virtual group includes an idle period and a busy period. Each station operates in only one out of several virtual groups of the virtual group cycle and does not operate in the others. In other words, each station decreases its backoff counter and tries to transmit a packet only in its virtual group like the IEEE 802.11 DCF. Performance of the proposed scheme is investigated by numerical analysis and simulation. Numerical and simulation results show that the proposed scheme is very effective and has high throughput and low delay and jitter under a wide range of contention level.

Multi-sectoral Coordination Strategy for Policies and Programs on Nutrition Service and Obesity Prevention (국가 영양사업과 비만예방관리에서의 부문간 연계협력 방안 탐색)

  • Objectives: The purpose of this study was to explore coordination strategy through reviewing policies, action plans and acts related to diet, nutrition and obesity from many sectors in Korea, and to develop a possible multi-sectoral approach. Methods: Literature reviews and empirical findings for ongoing international and domestic policies/programs on diet, nutrition and obesity in Korea. Results: Central and local governments have various policies/programs and related acts to improve nutrition and to reduce obesity. Meanwhile, those governments' activities are frequently criticized to be more coordinated in order to achieve their aims. Activities on nutrition and obesity prevention have interdepartmental characteristics but are scattered through six Ministries (including the Ministry of Health and Welfare, Ministry of Education, Ministry of Agriculture, Ministry of Employment and Labor, Ministry of Culture and Sports, and Ministry of Food/Drug Safety) and 27 Acts such as 'Nutrition Management Act', 'Health Promotion Act', 'Diet Education Support Act'. As a result, a number of areas, especially dietary guidance, nationwide surveys, education programs seem to overlap. Conclusions: Inter-ministerial coordination mechanism should be established to enforce multi-sectoral engagement and cooperation in implementing policies/programs on nutrition and obesity prevention. Furthermore, functions of the Ministries should be reorganized and coordinated in reference to other countries' experiences.

A Study on Inter-Ministerial Policy Conflict and Coordination: Focusing on the Science and Technology Basic Law Making Process in Korea (부처간 정책갈등과 조정에 관한 연구 -과학기술기본법 제정과정을 중심으로-)

  • This paper aims to explore the cause and aspect of inter-ministerial policy conflict and its coordination in science and technology policy-making with the case of science and technology basic law-making process in Korea. This law-making processes are analysed through the three periods for the last 10 years starting 1992, such as law-formulation(1st) period, interim law-making (2nd) period, and final law-making(3rd) period. Based on these steps, it tries to concretely describe the phenomenon of policy conflict and the coordination mechanism among government departments and analyses the characteristics of dynamic interaction and mutual adjustment among the related agencies. The analysis is mainly focussed on the underlying causes and determinants of policy conflict, the development and coordination process of the conflict, the strategies and logics of the conflict participants, and eliciting some policy implications for effective policy coordination among government departments. Research results are summarized as follows. First, in science and technology policy-making the main causes of policy conflict among government departments are attributed to the difference of policy-orientation and jurisdiction-orientation of each agency. During the first period, the main aspect of policy conflict was policy-oriented, during the second, the main aspects of policy conflict were both policy-oriented and jurisdiction-oriented, and during the third, policy-oriented conflict was dominant. Second, the dominant typology and strategies of policy coordination which the participants used were vertical-political and horizontal-analytic approach. During the first period, horizontal and analytical approach were used, during the second, horizontal and political approach are mixedly used, and during the third, vertical and political approach were dominantly used. Third, The Korean National Assembly and the ruling party played a pivotal role in science and technology policy-making process(the basic law-making process) in particular during the final period.

  • Recently, wireless networking devices that depend on the limited Battery and power-saving of wireless hosts became important issue. Batteries can provide a finite amount of energy, therefore, to increase battery lifetime, it is important to design techniques to reduce energy consumption by wireless hosts. This paper improved power saying mechanism in Distributed Coordination Function(DCF) of IEEE 802.11. In the IEEE 802.11 power saving mechanism specified for DCF, time is divided into so-called beacon intervals. At the start of each beacon interval, each node in the power saving mode periodically wakes up during duration called the ATIM Window. The nodes are required to be synchronized to ensure that all nodes wake up at the same time. During the ATIM window, the nodes exchange control packets to determine whether they need to stay awake for the rest of the beacon interval. The size of the ATIM window has considerably affected power-saving. This paper can provide more power-saving than IEEE 802.11 power saving mode because ATIM window size is efficiently increased or decreased.

A Study of Noh Moo Hyun Government's Reform of Governance for Science and Technology (우리나라 과학기술 거버넌스 연구 : 참여정부의 개혁을 중심으로)

  • This is to review the reform of the governance for science and technology advanced by the Noh Moo Hyun government. The reform mainly included introducing the vice premiership for science and technology, strengthening the coordinative function of the National Science and Technology Committee over the public R&D budget and programs, and establishing the Office of Science and Technology Innovation under the vice premier for science and technology. The reform aims to improve not only the policy coordinative mechanism but policy discourse mechanism over the enhanced science and technology policy. This paper argues that Noh Moo Hyun Government's reform of the governance for science and technology was not successful. The reason is that the reform targeted mainly to improve the policy coordination among government departments concerning science and technology policy. But it was nearly neglected to make effective the policy discourse mechanism linking the state actors and societal actors.

A Firm's Environmental Determinants Impacting the Information Security Management and the Moderating Effects of Regulatory Influence (정보보안관리에 영향을 미치는 기업환경요소와 규제자 영향의 조절효과)

  • According to the higher dependence of contemporary firms on data digitalization and the information technology, the role and importance of Information Security Management (ISM) is getting higher. Thus, there is a need to arrange proper procedure and a series of device within the organization in order to reduce diverse security risks, which take place from the inside and the outside of firm. In other words, prior examination for reinforcing recognition of ISM, and of a systematic performance method in the refined form is important. This study investigate the key variables influencing the ISM. Thus, this study suggests firm environmental factors that include four exogenous variables, market volatility, task interdependence, perceived benefits, and coordination mechanism affecting awareness of ISM. In addition, it proposes a concept of the ISM process with awareness, development, and performance, and examines the moderating effects of regulatory influence. The research model was tested by using Structural Equation Modeling, via SmartPLS 2.0 analysis on a sample collected from 186 employees in various industries. The research results provide the evidence that supports the tested hypotheses except significance of coordination mechanism. The implications of the findings suggest a new theoretical framework of the ISM and offers important solutions for the practical application guidelines.

Enhancements of the Modified PCF in IEEE 802.11 WLANs

  • The success of the IEEE 802.11 standard has prompted research into efficiency of the different medium access methods and their support for different traffic types. A modified version of the point coordination function (PCF) called modified PCF has been introduced as a way to improve the efficiency over the standard method. It has been shown through a simulation study and a mathematical analysis that channel utilization can be much improved compared to the standard, in case there is no so-called hidden station problem. However, under the hidden station problem, the efficiency of the modified PCF would obviously decrease. In this paper, some enhancements of the modified PCF are introduced. Firstly, we propose a retransmission process to allow frames involved in collisions to be retransmitted. Then, we propose a collision resolution mechanism to reduce the frame collision probability due to the hidden station problem. In addition, we propose a priority scheme to support prioritization for different traffic types such as interactive voice and video, and real-time data traffic in the modified PCF. To prevent the starvation of one low priority traffic, minimum transmission period is also guaranteed to each traffic type via an admission control algorithm. We study the performance of the modified PCF under the hidden station problem and the performance of the modified PCF with priority scheme through simulations. To illustrate the efficiency of the priority scheme, we therefore compare its simulation results with those of some standardized protocols: The distributed coordination function (DCF), the enhanced distributed channel access (EDCA), the PCF, and our previously proposed protocol: The modified PCF without priority scheme. The simulation results show that the increment of delay in the network due to the hidden station problem can be reduced using the proposed collision resolution mechanism. In addition, in a given scenario the modified PCF with priority scheme can provide better quality of service (QoS) support to different traffic types and also support a higher number of data stations than the previous proposals.

A Modified DCF Protocol for Real-Time Multimedia Data (Real-Time MultiMedia Data 전송을 위한 새로운 방식의 DCF 프로토콜)

  • IEEE 802.11a Distributed Coordination Function(DCF) Protocol을 사용하여 Real-Time MultiMedia Data의 전송을 수행할 경우, DCF Protocol의 적합하지 못한 Mechanism에 의하여, Data 전송의 극대화를 이루지 못한다. Retransmission이 반복되는 경우, Binary Slotted Exponential Backoff Mechanism은 거대한 Packet Delay와 Jitter의 원인이 되며 Automatic Repeat Request(ARQ) 방식의 Ack Mechanism은 MultiMedia Data를 전송하기에 적합하지 못하다. 본 논문은 위와 같은 문제점을 해결하기 위하여 Real-Time MultiMedia Data을 주로 전송하는 STA에 따른 Real-Time/Non-Real-Time(RT/NRT) Station(STA)의 구분과 보내고자 하는 Real-Time MultiMedia Data의 Network Traffic Load(The Required Bandwidth)를 고려하여, Modified DCF(mDCF) Protocol의 Modified Backoff(mBackOff), Modified BlockAck(mBlockAck) Mechanism을 제시함으로서, Data 전송의 극대화를 제공하며, 또한 IEEE 802.11a와의 호환성을 제공한다.
