신 협력 강화에 따른 동유럽 방위산업의 국제유통방향 (The Global Distribution Direction of Defense Industry in Eastern Europe under the New Cooperation Strengthened)

  • Purpose - After the transition, the development of defense industry in Eastern Europe has been regressed. Recently, they have internationally recognized that new products have been exported and contributed to the Innovation-Based Manufacturing of national economy such as unmanned reconnaissance aircraft, water purification technology, and mobile chemical laboratory, etc. The military forces in Eastern Europe are re-armed by the localization of self-produced munitions in their own defense industry, and then emphasize fostering their own defense industry. Thus, if they make a collaboration with other nations as a industrial cluster, it will gain a competitive edge on the defense industry. Research design, data, and methodology - The study was designed with the data of each national defense department. The research of the subject was reviewed before and after the transition. Thousands of workers have worked in defense industries before the transition, however, the defense industry and experts left after the transition. The Hungarian defense spending on GDP also dropped sharply from 1.72% in 2000 to 0.85% in 2013. But, due to the crisis in Ukraine and the crisis of Syrian refugees, the Viségrad Group (V4) member countries have also increased their interest in a defense and industries as well as the confidence in the EU and NATO. Results - On the whole, the joint of military training and purchase of defense materials were found in order to form the EU cooperative combat troops in CEE. There are the implementation of a joint manual plan for strengthening V4 security policy and the joint military exercises for V4 every year, and the others are electronic warfare and innovation of V4 national forces. Through such a performance analysis methodology, we found that the defense industry is developed through the national cluster cooperation among CEEs and spreading global distribution. Conclusions - Eastern Europe and Balkan countries have been looking forward to cooperating with the non-EU countries such as Korea and other defense industries. There are a lot of potential development into a new civilian cooperation defense industry for global-distribution. Thus, Korea should develop electronic commercial applications, not just as a weapon exporting region.

21 세기 한국 농촌지도사업의 비전과 발전과제 (Vision and Developmental Tasks for Korea Agricultural Extension Services for the 21 st Century)

  • Agricultural Extension Services in Korea have accomplished a significant role in self- sufficiency of rice, a national staple food, through green revolution in 1970's; supplying green vegetables even during the winter season through white revolution in 1980's; and establishing technical agriculture by organizing rural leaders and 4-H members. In 1990s changes were made in international situations under the Uruguay Round multilateral trade negotiations and inauguration of the World Trade Organization. This was followed by localization of the extension staffs and the functions of extension services in Korea changed dramatically from national government to local governments. Thus, a weakened national function resulted in loosening of the linkages of research and extension in central government and local extension offices. Difficulties were reported in diffusion of new agricultural technology and efficient management of extension personnel. Developmental tasks for better extension services for the 21st century in Korea would include recovering national functions of agricultural extension, and developing a new paradigm for extension service. This should include the following measures; 1) Cooperative extension service should be adapted to involve national as well as local governments and non-government organization. 2) The target groups for extension services should be expanded to include farmers, noel residents as well as urban consumers. 3) The role of the extension service should cover agricultural technological diffusion of innovations as well as managerial skills and leadership development for rural organizations. 4) Extension services should be introduced to small farmers as well as consultation services for advanced farms. Diversified approaches should be employed for mama effective services. 5) Pre-service as well as in-service education should be offered to secure better extension educators equipped with knowledge, understanding and abilities on agricultural technology, information, agricultural philosophy, instructional methods and communication skills.

서울시 제화산업의 집적 특성 및 혁신환경 분석 (An Analysis of the Agglomeration Characteristics and Innovative Milieu of the Shoemaking Industry in Seoul)

  • 본 연구는 서울의 경제 환경 변화와 이로 인한 어려움 속에서 전통적인 도시형 제조업이 어떠한 이유와 방식으로 위기에 대응 해가고 있는지를 밝히기 위해, 서울시 제화산업을 사례로 공간적 집적 특성과 혁신환경의 속성을 분석하였다. 분석 결과, 성수동을 중심으로 한 집적지가 성장 중에 있으며, 이 지역을 중심으로 기획 및 디자인, 생산기술, 창업 및 인력수급, 경영 등의 부문에서 국지화된 투입${\cdot}$산출관계와 관련한 정적인 효율성을 넘어 동적 집적경제가 발생할 수 있는 잠재적 요인들이 내재되어 있음을 확인하였다. 이는 최근의 동적 집적경제 접근방식이 전통적인 제조업 집적의 발생과 집적경제의 속성을 설명하는 효과적인 틀이 될 수 있다는 것을 보여주는 것이며, 바로 이러한 분석을 통해 위기에 대응해가는 현 상황에 대한 설명이 가능하다. 그러나 아직 산업을 둘러싼 외적 지원환경과 제도적 플랫폼이 체계적으로 구축되어 있지 못하여, 제화산업집적지가 보다 높은 단계의 산업집적지구로 성장${\cdot}$발전해나가기 위한 전략적 접근이 요구되고 있다.

Development of a real-time crop recognition system using a stereo camera

  • In this study, a real-time crop recognition system was developed for an unmanned farm machine for upland farming. The crop recognition system was developed based on a stereo camera, and an image processing framework was proposed that consists of disparity matching, localization of crop area, and estimation of crop height with coordinate transformations. The performance was evaluated by attaching the crop recognition system to a tractor for five representative crops (cabbage, potato, sesame, radish, and soybean). The test condition was set at 3 levels of distances to the crop (100, 150, and 200 cm) and 5 levels of camera height (42, 44, 46, 48, and 50 cm). The mean relative error (MRE) was used to compare the height between the measured and estimated results. As a result, the MRE of Chinese cabbage was the lowest at 1.70%, and the MRE of soybean was the highest at 4.97%. It is considered that the MRE of the crop which has more similar distribution lower. the results showed that all crop height was estimated with less than 5% MRE. The developed crop recognition system can be applied to various agricultural machinery which enhances the accuracy of crop detection and its performance in various illumination conditions.

내생적 농촌지역발전 수단으로서의 적정기술 적용 가능성 탐색 - 전남 영광군을 사례로 - (Exploring the Applicability of the Appropriate Technology as a Means Endogenous Development of Rural Areas - Focused on Yeonggwang-gun in Jeollanam-do -)

  • This study aims to explore the policy directions to apply and activate the appropriate technology in rural areas from the perspective of the endogenous and sustainable regional development theories. To this end, according to the analysis framework based on ideas, values, and strategies that are common to both endogenous regional development strategic theories and sustainable regional development theories, in this paper, various surveys and reviews were conducted on the study areas to explore the possibility of localization of the appropriate technology. The policy implications derived from research results are as follows; first, rural areas have high potential and scalability to apply and activate the appropriate technology, particularly in the field of renewable energy, due to their nature based on local resources. Second, for the practical application of the appropriate technology, first of all, together with the establishment of the role of public sector, it is necessary to plan the projects based on the cooperation network of the relevant innovation entities within and outside the regions and to build the implementation systems. Third, the training system for high skilled manpower and indigenous entrepreneurs should be stably built in order to create independent conditions, which are key elements for growth of the appropriate technology. Fourth, there is a need to find the market and establish policies that can solve the typical economic problems of rural areas such as aging population, depopulation and decline in youth, economic unrest. Fifth, in order for the appropriate technology to contribute to socio-economic innovations and the revitalization of the virtuous circle economy in the region, technical items and various business items suitable for the industrial infrastructures and autonomous conditions of rural areas are essential.

어린 아동의 하치조신경 전달마취 시 발생한 주사바늘 파절 : 증례보고 (Fracture of a Dental Needle during Inferior Alveolar Nerve Block in a Young Child: A Case Report)

  • 국소마취 중 갑작스러운 움직임은 주사바늘 파절을 야기할 수 있으며, 특히 예기치 못한 움직임을 보이기 쉬운 아동에게서는 더욱 신중한 접근이 필요하다. 주사바늘 파절이 발생한 경우 합병증을 최소로 하기 위하여 의료진의 신속한 대처가 중요하며, 환자 및 보호자에게 충분한 상황 설명과 진심 어린 유감표명을 하는 등의 의사소통을 위한 노력이 필요하다. 하지만 무엇보다 중요한 것은 이러한 사고가 일어나지 않도록 하는 것이며, 이를 위하여 의료진은 사고 예방에 필요한 주의사항을 충분히 인지하고 있어야 한다. 본 증례는 의식하 진정하에 하치조신경 전달마취 시 갑작스러운 움직임으로 인해 주사바늘이 파절된 어린 아동에 대한 내용이다. 구강 내 존재하는 주사바늘 파절편의 위치를 방사선 사진을 통하여 확인하였고, 전신마취 하에 파절편을 성공적으로 제거하였기에 이를 보고하며, 주사바늘 파절 원인에 대한 고찰과 이를 예방하기 위한 방법을 논의하여 주사바늘 파절 예방에 대한 관심을 증대시키고자 한다.

ASEAN 주요국의 해운 물류 기업 설립을 위한 제도분석에 관한 연구 (A study on institutional analysis for the establishment of shipping and logistics companies in major ASEAN countries)

  • ASEAN은 BRICs에 이어 차세대 시장으로 부상하고 있다. 우리나라에 있어서도 ASEAN은 제2의 교역 파트너이자 세 번째 해외투자 대상으로서, 중요한 경제협력 파트너이다. ASEAN은 앞으로의 미래 투자지역으로 많은 기업에게 매력적인 사업지로 주목받고 있다. 이에 따라, 한국 정부는 ASEAN과 협력관계를 발전시켜나가기 위해 "신(新) 남방 정책"을 강력하게 추진하여 상호 관계를 강화하고 있다. ASEAN이 최근 해운물류 개발의 중심지역으로 떠오르면서 주변국들 또한 ASEAN 지역의 국가들에 대한 해운 물류 분야의 개발협력과 지원을 집중적으로 하게 되었다. 우리나라 기업 또한 신남방 지역으로의 진출에 적극적이고 이러한 진출을 정부가 지원하고 있다. ASEAN 국가에 진출하기 위해서는 진출 대상국에 대한 투자 및 유치 제도와 외국 법인에 대한 법적인 지원 범위 등을 파악하여야 사업 진입 및 진출 전략을 위한 해당 시장에 대해 정확히 반영할 수 있다. 이러한 해외 진출 리스크를 회피하기 위해서는 각 국의 해외 직접 투자 및 외국 법인 설립 등 현지에 맞는 사업 방법의 선정과 회사 설립 방법에 대한 기초적인 이해는 필수적이라 할 수 있다. 해양 ASEAN 국가에 진입하고자 하는 해운 물류 유관 기업들의 해외투자법 및 기업설립법의 이해를 도모하여 이러한 규정이 진입 장벽이 되지 않도록 하기 위해 제도를 분석하고, 해운 물류 기업의 해외 투자를 위한 방안을 제시하고자 한다.

시스템 설계전제의 변화와 공공부문 과학기술발전관리시스템 구조의 개혁 (The Changes of System Design Premises and the Structural Reforms of Korean Government S&T Development Management System)

  • The objective of this paper is to think about what structural reforms of the Korean government S&T development management system might be. Korean society is currently experiencing a drastic socio-economic transformation. The results of this transformation should be reflected on the determining process of the directions and breadths of structural reforms of government S&T development management system. Because the government system design will be based on the premises of socio-economic conditions under which administrative activities perform and also this socio-economic changes can influence on changes of the premises of government management system design. Moreover, S&T development management system is a subsystem of government system so that the directions of structural reform of those subsystems should be considered in the broad framework changes in the development management system of the government. For the last forty years, the Korean government S&T development management system has been based on the premises including transformation from an agrarian society to an industrial society, authoritarianism and centrally controlled institutions, and exteremely small portions of private investments for science and thechonology R & D of the total. Recently, however, the premises of Korean government S&T development management system have rapidly changed. the characteristics of these changes are including tranformation from an industrial society to a knowledge and information intensive society, globalization, localization, and relatively large portion of private investments for science and technology R & C of the total. The basis of government reforms in Korea was the realization of the performances and values through the enhancement of national competitive capacity, attainment of lean government, decentralization and autonomy. However, the Korean government has attached a symbolic value of strategic organizations representing strong policy intentions of government for the science and technology based development. Most problems associated with the Korean government S&T development management system have grown worse during 1990s. Many people perceive that considerable part of this problem was generated because the government could not properly adapt itself to new administrative environment and the paradigm shift in its role. First of all, the Korean government S&T development management system as a whole failed to develop an integrated vision under which processes in formulating science and thechology development goals and developing consistent government plans concerning science and technology development are guided. Second, most of the local governments have little organizational capacity and manpowers to handle localized activities to promote science and technology in their regions. Third, the measure to coordinate and set priorities to invest resources for the development of science and technology was not effective. Fourth, the Most has been losing its reputation as the symbol of ideological commitment of the top policy maker to promote science and technology. Various ideas to reform government S&T development management system have been suggested recently. Most frequently cited ideas are as follow : (ⅰ)strengthen the functions of MoST by supplementing the strong incentive and regulatory measures; (ⅱ)create a new Ministry of Education, Science & Technology and Research by merging the Ministry of Education and the MoST; (ⅲ)create a new Ministry of Science & Technology and Industry ; and(ⅳ)create a National Science and Technology Policy Council under the chairmanship of the President. Four alternatives suggested have been widely discussed among the interested parties and they each have merits as well as weaknesses. The first alternative could be seen as an alternative which cannot resolve current conflicts among various ministries concerning priority setting and resource allocation. However, this alternatives can be seen as a way of showing the top policymaker's strong intention to emphasize science and technology based development. Second alternative is giving a strategic to emphasize on the training and supplying qualified manpower to meet knowledge and information intensive future society. This alternative is considered to be consistent with the new administrative paradigm emphasizing lean government and decentralization. However, opponents are worrying about the linkages and cooperative research between university and industry could be weakening. The third alternative has been adopted mostly in nations which have strong basic science research but weak industrial innovation traditions. Main weakness of this alternative for Korea is that Korean science and technology development system has no strong basic science and technology research traditions. The fourth alternative is consistent with new administrative paradigms and government reform bases. However, opponents to this alternative are worried that the intensive development of science and technology because of Korea's low potential research capabilities in science and technology development. Considerning the present Korean socio-economic situation which demands highly qualified human resources and development strategies which emphasizes the accumulations of knowledge-based stocks, I would like to suggest the route of creating a new Ministry of Education, Science & Technology and Research by intergrating education administration functions and science & technology development function into one ministry.

사용자 중심의 유산소 운동기구 디자인 개발에 관한 연구 -Elliptical Cross Trainer를 중심으로- (A Study on the Development of Aerobic Exercise Equipment Design for User-Centered -Focusing on Elliptical Cross Trainer-)

  • 오늘날 가계소득의 향상과 근로시간 단축으로 인해 삶의 질이 향상되어감에 따라 보다 풍요롭고 여유있는 생활문화로의 변화가 예상되고 있다. 반면 생활이 윤택해지면서 영양섭취 과다와 노동여건의 변화(육체적 노동$\rightarrow$정신적 노동)로 인해 비만과 운동부족을 야기하여 많은 신체적 부작용을 유발시키고 있다. 이로 인해 오늘날 대다수 국민의 관심은 건강에 집중되고 있으며 운동에 대한 인식이 날로 증대되고 있다. 이러한 현상은 매년 20%이상의 높은 헬스기구 시장의 성장률로 대변된다. 최근 주목받고 있는 Elliptical Cross Trainer(이하, ECT) 스키의 상체운동과 달리기의 하체운동을 결합한 논임팩트 운동기구로써, 토탈 전신 유산소 운동을목적으로 개발된 크로스 트레이닝 운동기구이다. 이미 유럽과 미주 등의 해외 시장에서 트레드밀과 대등한 시장을 형성하고 있고 근래 한국을 비롯한 동북아시아 시장에서 그 성장이 급격히 확대되고 있다. 이러한 수요확대에도 불구하고 대부분의 고가 ECT는 몇몇 선진국이 독점하고 있어 한국기업의 시장 경쟁력 제고와 시장 확대 측면에서 ECT의 국산화는 시급히 요구되고 있다. ECT 디자인 개발은 세계 일류 상품만이 시장경쟁력을 가질 수 있다는 배경아래 디자인을 전략적으로 특화하여 사용자 관찰과 인간공학에 입각한 사용자 중심 디자인, 첨단 공학기술과 디자인 융합을 중점적으로 실행하였다. 이를 위해 참여 디자이너들은 개념설계, 기본설계, 상세설계에 이르는 전 과정에서 엔지니어들과 협력하며 연구하였다. 본 논문은 ECT개발을 위한 디자인과 공학의 협업적 연구개발과정과 결과를 소개하였다.$-37.83%{\sim}44.36%$로 큰 차이를 보였다._d)$의 비$(L_d/D)$에 따른 전면교각에서의 수류변화의 영향이 후면교각에 작용하여 상호 복합적인 흐름 및 세굴특성을 나타내므로 이와 같은 복렬형 원주군의 세굴특성을 파상형 원주교각에 적용하여 국부세굴의 크기 변화를 해석하였다. 따라서, 교각주위에서의 수류특성 및 세굴의 변동은 원주군 및 교각파상의 크기와 간격 등과 같은 구조물의 배열조건과 Froude 수, 수심 등의 수리학적 조건에 따라 달라지므로 이의 조건을 체계적으로 변화시켜 가면서 교각주위에서의 국부세굴 및 세굴 감소특성을 검토하였다. 실험결과 오목 및 볼록 파상형 원주 주위에서의 세굴크기는 원형원주와 비교하여 전체적으로 감소하는 것으로 확인되었으며 특히 오목형 $B/\acute{h}=3$에서는 세굴경감효과가 탁월하여 70%이상 감소하는 것으로 확인되었으나 볼록형 $B/\acute{h}=5$에서는 세굴촉진특성이 나타나고 있는 것으로 나타났다. 따라서, 파상형 원주에서는 하강류나 와류를 파상형의 내부로 유도하여 세굴의 크기를 조절할 수 있는 최적의 파상이 존재하고 있는 것으로 예측되었다.원 분야 소프트웨어의 개발에 기본 토대를 제공할 것으로 판단된다.았다. 또한 저자들의 임상병리학적 연구결과가 다른 문헌에서 보고된 소아 신증후군의 연구결과와 큰 차이를 보이지 않음을 알 수 있었다. 자극에 차이가 있지 않나 추측되며 이에 관한 추후 연구가 요망된다. 총대장통과시간의 단축은 결장 분절 모두에서 줄어들어 나타났으나 좌측결장 통과시간의 감소 및 이로 인한
