Study on the Informatization Policy Evaluations and Directions for Small and Medium Enterprises(SMEs) (중소기업 정보화 지원정책 평가 및 지원방향 연구)

  • Considering the importance of SMEs, which account for 88% of employment and 99% of domestic businesses, the government has implemented informatization policy support. On the other hand, due to budget limitations and the ability of the private market, it is time to transition to the new policy of the informatization support paradigm. This study evaluated the informatization policy support of SMBA by a comparison with the stage model to determine the future direction. The informatization development model is a step model divided into five levels ranging from the informatization initiation level to the strategic innovation level. The informatization policy of SMBA was focused on the development of automation and in-house integration, and business-to-business integration and strategic innovation step was found to be lacking. Based on these results, there are three implications for the informatization policy of the next SMEs. First, there is a need for a movement of the center of the support in the informatization step to the strategic innovative step. Second, by establishing an informatization road map, it is necessary to develop their own informatization capabilities according to the road map. Finally, it is important to improve the effectiveness of informatization support based on performance rather than policy providers.

A Study of Inter-Korean Cooperation in Science and Technology (남북한 과학기술협력에 대한 연구: 통합적 시각에서)

  • Inter-Korean Cooperation in Science and Technology will contribute to building the trust between S.K and N.K as a leading factor and cut down the cost of unification by diminishing the technology lag and the gap of economic level. This study has shown that we can increase the productivity of unified Korea Innovation system if we systematically analyse the present condition of the Inter-Korean Cooperation and promote Inter-Korean Cooperation. In this study, the author analyses the present condition of the Inter-Korean Cooperation with integrated framework of three aspects to clear up the policy of Inter-Korean Cooperation. First, in the national aspect, we make use of the notion of international cooperation and multilateral mechanism of an international organization. Thereafter, we make out the alternatives in the aspects of international relationship and legal and institutional view Second, in the unification aspect, we consider the Inter-Korean Cooperation by the notion of national innovation system. Thereafter, we make out the alternative in the aspect of a phase-dependent approach. Finally, in technology aspect, we consider the Inter-Korean Cooperation by the notion of technology gap, the framework of technology transfer, and technology dependency theory. As a conclusion, through this study, the author have tried to integrate the various theoretical backgrounds. As a result, the author could analyse the present condition of ter-Korean Cooperation in Science and Technology and team a good lesson from it; Therefore, we can use it as a means of evaluation on a cooperation program and prediction for the future status of cooperation.

Human Resource Management Policy for University Faculty enhancing University-Industry Cooperation (산업현장친화형 대학교원 인사제도의 방향)

  • The practices and processes of HRM (Human Resource Management) for university faculty in Korea depend heavily on assessment of research and teaching rather than the UIC (University-Industry Cooperation) performance. In this regard, HRM of Korean universities is said to be far distant from UIC. Although policy initiatives by the Korean government, notably the MoE (Ministry of Education) have implemented in most universities, the desirable level of UIC could not be achieved yet. Moreover, the very notion of 'university' in Korea is much more to do with 'pure' education and research institution than with 'applied' and 'vocational' purpose. Considering upon HRM practices and organizational culture, for enhancing UIC in Korea, the government's policy should be linked to alter deep-rooted university culture. So the aims of the research are to describe the current state of HRM in Korean and foreign universities; to find out the critical factors of UIC in Korean universities; to analyze the gaps between university research and industrial commercialization based on a conceptual framework, the 'valley of the death'; and to recommend HRM policies fostering UIC for the MoE. For achieving these objectives, we deploy multiple methodologies, namely, in-depth interview, literature survey, and statistical data analysis with regard to UIC. Analyzing the data we have collected, the present research sheds light on all aspects of HRM processes and UICs. And the main policy implication is restricted to the Korean universities, even if we have collected and analyzed foreign universities, notably universities in the USA. The research findings are mainly two folds. Firstly, the HRM practices among Korean universities are very similar due to the legally institutionalized framework and the government's regulations. Secondly, the difficulties of UIC can be explained by notion of the 'valley of death' ways in which both parties of university and industry are looking for different purposes and directions. In order to overcome the gap in the valley of death, the HRM policy is better to be considered as leverage. Finally, the policy recommendations are as follows. Firstly, various kinds of UIC programs are able to enhance the performances of not only UIC, but also education and research outcome. Secondly, fostering organizational climate and culture for UIC, employing various UIC programs, and hiring industry-experienced faculty are all very important for enhancing the high performance of university. We recommend the HRM policies fostering UIC by means of indirect way rather than funding directly for university. The HRM policy of indirect support is more likely to have long-term effectiveness while the government's direct intervention to UIC will have likely short-term effectiveness as the previous policy initiatives have shown. The MEST's policy means of indirect support might vary from financial incentives to the universities practicing HRM for UIC voluntarily, to information disclosure for UIC. The benefits of the present research can be found in suggesting HRM policy for UIC, highlighting the significance of industry-experienced faculty for UIC, and providing statistical analysis and evidences of UIC in Korean universities.

A National Integrated Cooperation System for Invigorating the Digital Content Industry (디지털콘텐츠산업 활성화를 위한 국가적 통합협력 시스템)

  • For the domestic digital contents, it is particularly important that the planning and mediating functions should cover the whole industries so that in order for dividends and assistance to reach all the way back to the primary contents-creating level, where economic risks are especially high. A proactive cooperation system or framework between the government, the businesses and research institutions, which would allow for free flow of interaction among these players, can play that role. We can broadly define cooperation frameworks into two; one between the central and the local governments and one among private-sector groups, such as companies, associations and groups. These player sin the framework have differing, sometimes, conflicting views regarding the digital contents industry whether the digital contents should aim for skilled applicability or the abstract or whether the emphasis should rest on public interest or profitability. Immature competition and lack of trust among these players also give rise to such inefficiencies as overlap in investments, inexpertness and inefficient use of resources. We have proposed and realized the National Integrated Cooperation System to bridge these gaps among the major players in the industry. The National Integrated Cooperation System rests on the following major functions. The first major function of the NICS is to decipher any ambiguity that may be embedded in external inputs by stratified role and bias. The second function is to create cooperative groups that will deal with the ambiguities based on its consequent situation. The third is a feedback function that will draw out a new cooperative way by re-feeding the capacities and the conflicts that stem from the existing organizations and strategies into cooperation and adjustment process. Our NICS has compared and evaluated with England and Australia digital content industry models under AHP(Analytic Hierarchy Process) method. NICS has turned out to be well designed and have strong points based on OECD innovation and cooperation criteria.

  • In a study of the existing Collaboration, U-I Collaboration linkage(LINK) has a width of the various channels through continuous mutual cooperation by the path-dependency. U-I Collaboration linkage(LINK) through the various channels is more powerful, whereas this increase trade-related barriers. In other words, It has been discussed in many literatures about the U-I Collaboration linkage(LINK). However, relatively a study on the factor of the barrier about U-I Collaboration linkage(LINK) is a minority. Given the importance of policies to establish an association of industry-university cooperation and support system, the lack of research on the obstacles to U-I Collaboration linkage(LINK) will be a serious obstacle for designing effective policies. This paper examines the existing literature about the width of mutual cooperation and the barrier of U-I Collaboration, analyze to lower the barrier of U-I cooperation through POB(Positive Organization Behavior) of university administration. In conclusion, we would like to suggest the policy implications.

  • According to the rise of the 4th Industrial Revolution, the need for innovation networks through cooperation between participants is increasing to respond to rapidly changing technologies and corporate environments. Especially, cooperation is essential to solve and innovate problems faced SMEs lacking human and material resources. We conducted a study to revitalize the regional cooperation network by analyzing the current status and problems of the existing SME support network. As a result, We derived a strategy to create a foundation for a regional cooperation network through reorganization of existing cooperation networks, the establishment of customized policies for SMEs, and linkage of support projects. And we derived a strategy for establishing a specialized network for regional innovation as a result of research through Establishing a network for regional bases, strategies for fostering companies by growth stage, and utilizing local data. We expect that it will help establish a policy to support SMEs by preparing an organic cooperation system between local businesses and local networks.
