본 연구는 시대의 변화에 적극적으로 대응하는 차원에서, 국방 분야에 민간자원 활용을 확대하기 위한 연구로 효과적인 적용과 실현 가능한 방법을 찾고자하여 연구를 하게 되었다. 민간자원의 활용은 군대에 적용되기 이전 정부기관에서 먼저 도입하였는데, 우리나라의 경우 1948년 쓰레기 수거 위탁으로 민간자원의 활용이 시작되었다. 특히 1990년대 말 IMF 경제위기를 극복하는 과정에서 정부는 민간의 요소를 공공부문에 도입하면서 공공서비스분야에 민간자원 활용을 대폭 증가시켰다. 반면에 국방부는 국방운영의 선진화 측면에서 "국방개혁법"에 국방 분야의 민간위탁을 추진하여 반영하는 정책을 추진하게 되었다. 연구결과 민간자원 활용에 대한 업무수행체계의 정립, 제도적으로 보호 받을 수 있는 국방 분야 민간자원 활용에 대한 법률 보완, 사업추진을 위한 전담 조직의 구성이 필요한 것으로 판단된다.

The concept causing all the fuss is "the utility computing or the usage-based IT service", which now represents the future for IT asset in all aspects of the way they work in business, the commercial and public sector. The core of "utility computing or usage-based IT service" is changing the IT assert from "ownership" to "borrowing", which enables managers to get greater utilization of data-centre resources at lower operating costs. This trend is spreaded in public sector centering the Governmental Internet data Center of Korea(NCIA). So, it has need to make an usage-based IT service model that is suitable for public sector. In this paper, we propose the usage-based IT service model that is composed of IT service framework, service pricing model and IT service architecture.

In this paper we would like to provide a help to implementing KMS(Knowledge Management System) in public sector. For this purpose, we set up five contingency environmental factors and three process factors of knowledge management. And then investigates affecting factors effect on the performance of KMS in public sector by empirical study, A field survey of public officers in Korea local government was conducted. Complete data for 333 KMS users was analyzed to determine relationship of the research constructs. The system of evaluation and compensation is the most important factor effects on the process of KM and the performance of KMS. These results provide empirical evidence that supports the necessity of rational motivation systems does lead to effective implementation of KMS in public sector.

In the present study, buckling and free vibration analyses of annular thin sector plate made of functionally graded materials (FGMs) resting on visco-elastic Pasternak foundation, subjected to external radial, circumferential and shear in-plane loads is investigated. Material properties are assumed to vary along the thickness according to an power law with Poisson's ratio held constant. First, based on the classical plate theory (CPT), the governing equation of motion is derived using Hamilton's principle and then is solved using the generalized differential quadrature method (GDQM). Numerical results are compared to those available in the literature to validate the convergence and accuracy of the present approach. Finally, the effects of power-law exponent, ratio of radii, thickness of the plate, sector angle, and coefficients of foundation on the fundamental and higher natural frequencies of transverse vibration and critical buckling loads are considered for various boundary conditions. Also, vibration and buckling mode shapes of functionally graded (FG) sector plate have been shown in this research. One of the important obtained results from this work show that ratio of the frequency of FG annular sector plate to the corresponding values of homogeneous plate are independent from boundary conditions and frequency number.

In this study, we collected and analyzed domestic and international studies related to watersheds in the forest sector. Keyword co-occurrence analysis was conducted using the VOSviewer program to identify the research areas of domestic and international studies and the network structure to compare research trends. As a result, the number of research articles in international watershed-related studies showed an overall increasing trend, and the research areas were diverse and located close to each other, indicating that many convergence studies were conducted. On the other hand, the number of papers in domestic watershed-related studies seems to have stagnated overall from the past to the present, and the research areas are mainly focused on forest disasters and hydrology, with limited interdisciplinary convergence studies. In addition, in both domestic and international studies, watersheds are currently mentioned as research sites rather than management or analysis units in the forest sector. It is important to actively promote interdisciplinary research in Korea to provide a scientific and balanced basis for watershed-level forest management planning.

세계적으로, IT 기술의 발전 및 급격한 정보화 사회로의 변화는 정보의 디지털화를 가속시켜 왔으며, 전자상거래 등의 활성화로 여러 유형의 민감 정보가 수집, 보관, 운용되는 경우가 급격히 증가하고 있다. 현재, 공공부문 및 금융뿐만이 아니라 민간부분에서도 다수의 개인정보들을 활용하고 있으며, 정보의 유출로 인한 사고도 나날이 증가하는 추세이다. 이러한 민감 정보에 대한 보안상의 문제점들의 검토와 방지를 위해, 보다 쉬운 평가관리체계 지원도구의 필요성이 제기되고 있다. 본 논문에서는 민간부문에서 효과적으로 적용 가능한, 기업을 위한 개인정보영향평가 관리 시스템인 E-PIAMS (Enterprise- Privacy Impact Assessment Management System)를 제안하고자 한다.

본 논문에서는 섹터의 트래픽 부하를 균일하게 유지시킴으로써 기지국 시스템의 전체 용량을 효과적으로 활용하기 위한 적응섹터 씬 시스템의 성능을 실제 이동통신 채널환경에서 측정한 채널 데이터를 이용하여 분석하였다. 측정은 채널 환경이 다른 여러 지점에서 1.95GHz의 QPSK 신호를 전송하였고, 높은 건물이 많은 대도시 환경의 건물옥상에 $8{\times}4$ 배열 안테나를 설치하여 전송된 신호를 수신하였다. 또한 수신된 데이터를 분석하여 각 사용자 신호의 도달각 분산 및 시간지연 분산과 전체 사용자에 대한 공간 분포 확률을 추정하였으며, 이를 결합하여 실제의 전파 환경과 유사한 벡터 채널 모델링을 제안하였다. 우리는 제안한 공간 분포 모델링을 이용하여 적응 섹터 셀 시스템 사용 시의 호 차단율의 개선정도를 분석하였으며, 컴퓨터 모의실험 결과 적응 섹터 셀 시스템의 호 차단율이 고정 섹터 셀 시스템의 비해 크게 낮음을 알 수 있었다. 그리고 고정 섹터 셀 시스템의 경우에는 사용자 신호의 공간 분포 밀집도가 높을수록 호 차단율이 크게 증가하는데 비해, 적응 섹터 셀 시스템의 경우 호 차단율의 변화는 크지 않음을 알 수 있었다.

The purpose of this paper is to analyze the present condition and business convergence of TV home shopping markets. This study is focused on the current situation and promotion plans of TV home shopping markets to make it better. This thesis shows the distribution characteristic and circumstances of korean distribution market and share of market. Using analysis data, the conclusion of thesis is that TV home shopping company will increase their business sector by appling T-commerce under the Ubiqutious era.

A total of 94 taxa were identified from the Southern Ocean, 140-148 $^{\circ}E$ and 40-53 $^{\circ}S$, as an early austral summer phytoplankton. They were 53 diatoms, 37 dinoflagellates, 2 silicoflagellates, 1 prymnesiophyte, and 1 coccolithophorid. Integrated cell numbers of nanoplankton dominated microphytoplankton from 8 stations, especially from Subantarctic zone, but integrated biomass was lower than microphytoplankton. Integrated cell numbers of diatoms dominated dinoflagellates, coccolithophorids, and prymnesiophyte, but integrated biomass of microphytoplankton were dependent to the biomass of dinoflagellates except north of the Subtropical convergence zone and south of the Antractic convergence zone. Phytoplankton community changed across the fronts and 3 different communities were observed. Fronts seem to influence on the phytoplankton community from the west Pacific Sector of the Southern Ocean.

Recently there are many attempts that IT convergence has been studied together with very different sector like art and music. If it is possible to make a formal model with combination of engineering with strong creative sector like music, there will be some advantages to analyze its contents easily. In this study, the model has been provided to utilize music analysis and compose algorithm through the formal model research of Sonata. To this end, this study has been provided a formal model of Sonata with the Petri net model being widely used and verify the effectiveness of the proposed model on the case of Piano Sonata K. 332.
