The Status and Future Challenges of Tobacco Control Policy in Korea

  • Tobacco use is the most important preventable risk factor for premature death. The World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC), the first international public health treaty, came into force in 2005. This paper reviews the present status of tobacco control policies in Korea according to the WHO FCTC recommendations. In Korea, cigarette use is high among adult males (48.2% in 2010), and cigarette prices are the lowest among the Organization for Economic Cooperation and Development countries with no tax increases since 2004. Smoke-free policies have shown incremental progress since 1995, but smoking is still permitted in many indoor public places. More than 30% of non-smoking adults and adolescents are exposed to second-hand smoke. Public education on the harmful effects of tobacco is currently insufficient and the current policies have not been adequately evaluated. There is no comprehensive ban on tobacco advertising, promotion, or sponsorship in Korea. Cigarette packages have text health warnings on only 30% of the main packaging area, and misleading terms such as "mild" and "light" are permitted. There are nationwide smoking cessation clinics and a Quitline service, but cessation services are not covered by public insurance schemes and there are no national treatment guidelines. The sale of tobacco to minors is prohibited by law, but is poorly enforced. The socioeconomic inequality of smoking prevalence has widened, although the government considers inequality reduction to be a national goal. The tobacco control policies in Korea have faltered recently and priority should be given to the development of comprehensive tobacco control policies.

Evaluation of neutronics parameters during RSG-GAS commissioning by using Monte Carlo code

  • Several reactor physics commissioning experiments were conducted to obtain the neutronic parameters at the beginning of the G.A. Siwabessy Multi-purpose Reactor (RSG-GAS) operation. These parameters are essential for the reactor to safety operate. Leveraging the experimental data, this study evaluated the calculated core reactivity, control rod reactivity worth, integral control rod reactivity curve, and fuel reactivity. Calculations were carried out with Serpent 2 code using the latest neutron cross-section data ENDF/B-VIII.0. The criticality calculations were carried out for the RSG-GAS first core up to the third core configuration, which has been done experimentally during these commissioning periods. The excess reactivity for the second and third cores showed a difference of 510.97 pcm and 253.23 pcm to the experiment data. The calculated integral reactivity of the control rod has an error of less than 1.0% compared to the experimental data. The calculated fuel reactivity value is consistent with the measured data, with a maximum error of 2.12%. Therefore, it can be concluded that the RSG-GAS reactor core model is in good agreement to reproduce excess reactivity, control rod worth, and fuel element reactivity.

  • Privacy enforcement has been one of the most important problems in IT area. Privacy protection can be achieved by enforcing privacy policies within an organization's data processing systems. Traditional security models are more or less inappropriate for enforcing basic privacy requirements, such as privacy binding. This paper proposes an extended role-based access control (RBAC) model for enforcing privacy policies within an organization. For providing privacy protection and context based access control, this model combines RBAC, Domain-Type Enforcement, and privacy policies Privacy policies are to assign privacy levels to user roles according to their tasks and to assign data privacy levels to data according to consented consumer privacy preferences recorded as data usage policies. For application of this model, small hospital model is considered.

A Study on the Correlation between Perception of Family Environment and Mental Health of Boy's High School Students (청소년의 가족환경지각과 정신건강과의 관계)

  • The purpose of this study was to investigate the relation between perception of family environment and mental health of boy's high school students. In order to obtain the appropriate data, a questionnaire was administered to 240 boy's high school 2nd-grade students in Pohang city from March 19 to March 28, 1992. The instruments used for this study were Moos's Family Environment Scale Form R and Kim's Symptom Check List-90. The conclusions were as follows : The level of perception of family environment was lower than mean score. Cohesion, achievement orientation, independence, organization, expressiveness were percepted high but active-recreational orientation, intellectual-cultural orientation were percepted low. Mental health of most respondents was well. The scores of obsessive-compulsive reaction and interpersonal sensitivity were high, the scores of somatization and phobia were low. General characteristic variables significantly related to the level of perception about family environment were father's occupation and mother's education level. There were no significant differences between general characteristic variables and mental health. There were mostly negative correlations between perception of family environment and mental health. Cohesion, expressiveness, independence, intellectual-cultural orientation, active-recerational orientation, moral-religious emphasis, organization were negatively correlated but conflict, achivement orientation, control were positively correlated. Cohesion, expressiveness, conflict, achivement orientation, active-recretional orientation, organization, control were significantly related, but independence intellectual-cultural orientation, moral-religious emphasis were no significant correlation.

  • This study is concerned how to construct a model of life as physical/ mathematical representation. This model is called here a bionic model and vibrating potential field is introduced as fundamental world background of the model. Namely, required information creating/ processing/ controlling are done on this field. Especially this paper reports how to realize the simulation of a bionic self organization and its functional expression based on the mutual actions among a set of life units.

  • Wide variety of the architectural complexity of parallel computer often makes it difficult to develop efficient programs for them. One of approaches to improve this difficulty is to program in familiar sequential languages such as Fortran or C and to parallelize sequential programs into equivalent parallel programs automatically. This paper presents an organization of parallelizing compiler which transforms sequential programs into equivalent parallel programs. The parallelizer consists mainly of syntax analysis, control and data flow analysis, program transformation, and parallel code generation. In particular, the program restructuring in this parallelizer maximizes loop parallelism.

  • In this paper, we present forecasting ozone concentration with decision support system. Since the mechanism of ozone concentration is highly complex, nonlinear, and nonstationary, modeling of ozone prediction system has many problems and results of prediction are not good performance so far. Forecasting ozone concentration with decision support system is acquired to information from human knowledge and experiment data. Fuzzy clustering method uses the acquisition and dynamic polynomial neural network gives us a good performance for ozone prediction with ability of superior data approximation and self-organization.

A Study on Job Stress of Workers at Distribution Industry (유통업 종사자의 직무 스트레스에 관한 연구)

  • The purpose of this study was to investigate the job stress factors that were related to the general characteristics, work characteristics, and health characteristics of the workers at distribution industry. The survey of job stress measurement scale for Korean employee which was developed by KOSHA and OSHRI in 2003 was used for this study. Three hundred and fifty workers at distribution industry participated in this study, and among them 326 responses were analyzed for this study due to the unreliability and insincerity of responses. Eight job stress factors like physical environment, self-control for the job, job unsecure, organization system, workplace culture, compensation for the job, relationship to the superior, and job requirement were analyzed. The results showed that the stress because of self control for the job was relatively higher than that of other industry workers. However, the stress because of physical environment, job requirement, job unsecure, organization system and compensation for the job was relatively lower than that of other industry workers. The female workers felt more stress than male workers in compensation for the job and workplace culture factors at distribution industry. The delivery and carrying job workers were more stressful than those of other jobs at distribution industry because of physical environments and self-control for the job. The non-regular job workers were more stressful than regular job workers in many stress factors like self-control for the job, job unsecure, organization system and compensation for the job.

  • This study analyzes the necessity and situation of the improvement of housing quality control system for the consumer. we find several defeats of the Housing Quality Control System in Korea. Especially there is no any organization that manange the total housing quality control. So this study suggest the home warranty system should be established as soon as possible for protectings home-buyers and improving housing quality.
