  • This paper represents a partial outcome of a doctoral research undertaken at the University of Tokyo, Japan. The doctoral research looked on the phenomenology of innovation and its implications for the construction industry in Japan. This paper focuses on the perception of innovation by major Japanese construction clients and major Japanese construction firms. Among construction researchers innovation is a popular topic and no conference will miss covering the issue. After a period of very critical judgment on the ability of the construction sector to innovate and partially even frustration on the inflexibility of the sector, a much more positive attitude was taken. At present, most construction researchers would agree that the construction sector clearly is very innovative. That stands in contrast with how construction practitioners perceive their own sector. This paper presents the results of and empirical research in how construction clients and contractors in Japan perceive the issue of innovation. In fact the perceptions differ largely and give interesting insights on particularities of the Japanese construction sector and on the mismatch of clients and contractors perceptions.

종합건설사 실행예산 편성 시 리스크 비용 산정에 관한 인식 및 실태에 관한 연구 - 건축공사를 중심으로 - (A Study on the Perceptions and Current Practices in Estimating Risk Cost of Contractor's Construction Budget - Focused on Building Projects -)

  • 건설공사는 다양한 리스크에 노출되어 있으며, 건설공사의 리스크는 더욱 증가하는 경향을 보이고 있다. 건설공사의 리스크 증가는 건설사의 리스크 예측 및 대응의 중요성을 더욱 증가시키고 있다. 건설사가 건설공사의 리스크를 대응하는 방법 중 하나는 리스크 비용을 사전에 예측 또는 산정하여 이를 실행예산에 반영하는 것이다. 리스크 비용과 관련하여 다양한 연구들이 수행되어 왔지만, 국내 건설사의 실행예산 편성 시 리스크 비용 산정에 관한 인식과 실태에 관한 분석은 미흡한 것으로 나타났다. 본 연구의 목적은 종합건설사의 실행예산 편성 시 리스크 비용 산정과 관련된 인식과 실태를 조사·분석하여 주요 특징 및 시사점을 도출하는데 있다. 본 연구의 주요 결과를 요약하면 실행예산 편성 시 리스크 비용 반영의 중요성에 대한 인식은 상당히 높았으나, 상대적으로 리스크 비용을 산정하는 수준은 상대적으로 미흡한 것으로 나타났다. 리스크 비용 산정을 효과적으로 수행하기 위해서는 실적 데이터, 가이드라인, 전사적 표준절차 등 실무기반이 구축되어야 하며, 충분한 견적기간도 할애될 필요가 있었다. 또한 리스크 비용 산정을 위해 빅데이터 분석기법을 포함한 정교한 분석기법의 활용에 대한 관심은 높지만 현재 준비 및 활용 수준은 낮은 것으로 나타나 이에 대한 실무 적용성을 높이기 위한 연구개발이 필요하다고 할 수 있다.

종합·전문건설사업자의 상호시장진출 의향 및 참여방식 분석을 통한 종합·전문간 업역철폐에 따른 건설시장 변화 예측 (Forecasting the Changes in Construction Market by Analyzing General·Specialty Contractors' Perception on Business Area Abolition)

  • 본 연구는 건설생산체계 개편에 따른 종합·전문건설사업자 간 상호참여 가능한 시장규모를 분석하고, 설문조사를 통하여 실제 시장 참여자의 시장진출 의향 및 방식을 분석하여, 향후 건설시장의 변화를 분석하고 예측하였다. 먼저, 종합·전문건설사업자의 업무 내용 연관성, 등록기준 유사성, 종합·전문 상호참여 가능한 시장을 분석을 통하여 종합공사업종과 전문공사업종 간 연계성 비율을 살펴보았다. 선행연구들의 통계자료에 의존한 추정의 한계를 극복하기 위해, 실제 시장 참여자의 시장진출 행태를 분석하고, 이를 토대로 건설 생산체계 개편이 건설시장에 미치는 영향을 보다 구체적으로 분석하기 위하여, 종합·전문건설사업자를 대상으로 상호시장 참여 의향, 참여방식 등에 관하여 설문조사를 실시하였다. 설문조사 결과, 종합건설사업자의 52%가 전문시장에 참여 의향이 있는 것으로 나타났으며, 전문건설사업자의 55.1%가 종합시장에 참여 의향이 있는 것으로 나타났다. 토공사, 철근콘크리트공사, 시설물유지관리, 상하수도설비공사, 실내건축공사업 시장에 참여 의향이 높은 것으로 분석되었으며, 공사 규모로는 5억~30억 미만 규모의 사업에 대한 경쟁이 예상된다. 본 연구를 통해 건설산업 생산체계 개편으로 인해 건설업체가 당면하게 되는 주요 환경변화를 이해하고, 이러한 변화에 효과적으로 대응할 수 있을 것으로 판단된다.

조경공사 하자에 관한 전문가 집단간 인식분석을 통한 개선방안 연구 (A Study on the Improvement Plan through Analyzing the Perception of Expert Group about Landscape Construction Defects)

  • 본 연구는 조경공사 관련 분야에 종사하는 전문가집단을 대상으로 조경공사 하자실태 및 하자에 대한 인식을 알아보고자 전문가들의 조경하자에 대한 하자경험, 하자책임, 하자기간, 하자보수이행 등을 조사분석하였다. 주요 결과는 다음과 같다. 1. 하자경험에 관한 사항으로 하자이행에 따른 문제에 대해서 발주기관은 하자문제를 보통정도로 인식하는 반면, 조경건설업체는 하자문제를 심각하게 받아들이고 있었다. 또한 하자보수 시 최우선 고려사항에 대해 발주기관은 하자발생의 원인규명을 중요시 하는 반면 조경건설업체는 하자보수 공사비용을 가장 우선시하고 있었다. 2. 하자책임에 관한 사항으로 먼저 하자책임에 대한 이견의 이유에 대해 발주기관은 하자원인에 대한 정확한 분석 및 처리기준의 부재를 이유로 들었으며, 조경건설업체는 발주자(사용자)의 유지관리 책임의식의 부재를 이유로 보고 있었다. 하자이행을 위한 적합한 방법에 대한 의견으로 발주기관은 객관적인 하자판정 및 처리기준을 따른다고 하였으며, 조경건설업체는 하자 원인을 파악하고 원인자 부담원칙에 의해 분담처리를 해야 한다는 의견을 보였다. 3. 하자기간에 관한 사항으로 먼저 하자담보책임기간 2년에 대한 의견은 발주기관의 경우, 2년을 적정하다고 보는 반면 조경건설업체는 길다고 인식하고 있었다. 또한 하자담보책임기간 시점으로 적합한 시기에 대해서 발주기관은 공사의 전체 준공시점으로 보고 있는 반면, 조경건설업체는 공종별 종료시점을 적당하다고 보고 있어 의견차를 보이고 있었다. 4. 하자이행에 관한 사항으로 먼저 하자담보책임의 제도개선 방안으로 발주기관은 객관적인 하자 판정 및 처리기준수립을, 조경건설업체는 조경공사 유지관리비 반영을 최우선으로 선택하였다. 또한 하자이행을 위해 하자 판정 및 처리기준 제정 시 중요사항으로 발주기관은 객관적인 하자 여부 판정기준을, 조경건설업체는 발주처 및 사용자의 유지관리 방법 및 책임 명시를 각각 중요사항으로 꼽아 의견 차이를 보이고 있었다. 본 연구 결과, 조경공사 하자처리전문기관이 없고 하자판정 및 처리기준과 하자이행체계가 미비하므로 합리적인 하자 처리전문기관을 만들고, 객관적인 판정 및 처리기준의 수립이 필요하다.

CONSTRUCTION FINANCING AND INDUSTRY DEVELOPMENT

  • The market of building construction has been competitive in Hong Kong, perhaps as anywhere else in the world. The barrier to entry is low because there are relatively low requirements on the three factors of production - technology, manpower and finance. The prevailing building technology is traditional and labour-intensive. There is also not much need of capital because clients' periodic payments have been the main source of project finance. Further, capitalizing on trade sub-contracting, contractors have been able to keep their direct labour-force small and to transfer much of their business risk to the sub-contractors. Based on interviews to solicit the perception of a sample of building contractors on the particular issues of construction finance, we present the findings in this paper and discuss the various implications. We believe that the current practice of construction financing is both the cause and effect of the competition within, and the competitiveness of, the building construction sector in Hong Kong. We conclude that the building construction sector is "locked or stuck" in this "equilibrium" of traditional technology, reliance on clients' finance and exploitation of sub-contracting. In this "equilibrium" state, there is hardly any motivation for contractors to engage themselves in product or process innovation. Consequently, any talk of industry reform or innovation could only remain just that. We believe that this problem is not unique in Hong Kong. The building construction sector in many other developed and developing economies is posed with similar if not the same problems and constraints. We conclude that there has to be some "external forces" to bring this "equilibrium" state to a higher level "equilibrium" one where higher value-added building construction services are supplied and demanded. This is a state where building contractors possessing innovative technology, better financial and manpower resources could thrive to build better buildings with innovative building methods and processes.

패션유통경로내의 하청공장 갈등에 관한 질적 연구 (The Qualitative Study on Conflict between Apparel Manufacturers and Contractors in Distribution Channel of Fashion Industry)

  • Fashion marketing channels experience conflicts inevitably because of constant interaction among fabric producers, apparel manufacturers, contractors, and retailers. However, it is rarely that attempts has been made to identify causes of conflicts in distribution channel of fashion industry. The purpose of this study was to explore causes of conflicts from the standpoint of a contractor. For this study, data were collected from the owner or the manager represented with a contractor in fashion maketing channels. By means of in-depth interviews with multiple informants, their statement was analyzed qualitatively. From analysis of the resulting data, the causes of conflict were associated with two broad sets, attitudinal and structural differences between apparel manufacturers and contractors. First, attitudinal sources of conflict were identified as perception of subordinated relationships between channel members, delayed announcement on order changes, difficulties in communication by using different terms, different expectations between channel members in controlling product quality, and lack of credit in inspecting products. Second, structural sources of conflict involved unilateral decision on wages for contracting, lengthy payment period derived from a bill of credit, deficient autonomy in selecting auxiliary suppliers, unreasonable issues on lead time, and unfair transaction in selecting a contractor or inspecting finished products. There are limitations on generalization due to the results based on interviews, but this study will be a useful exploratory step before designing a large scale survey.

  • Recently, the Ministry of Labour, published clause 2 of Article 41 (Risk Assessment) of the Act "Industrial Safety and Health" dated 12 June 2013 in connection with continuous increase of accidents at construction sites in order to prevent accidents in industrial safety and health in new construction in accordance with the risk assessment on construction projects are realized after March 13, 2014. In this paper, positive method of calculating risk discussed by performing research the awareness of general contractors and sub-contractors with presenting risky situation is considered. The purpose will be a positive method of calculating risk and would be a sufficient base and give a positive direction in the development of new systems currently working in the construction and risk assessment which consider the characteristics of sufficient risk assessment system for future research.

  • Every construction project expects a success. In order to attain success for every project involved, issues that are related to the success of a construction project must be identified. This paper identifies those key factors, which contribute to the success of construction projects. The main factors crucial to project success were identified from a literature review and through a questionnaire survey administered to local contractors. A follow-up interview was conducted to validate the first survey and to evaluate the perception of the local contractors. An Analytical Hierarchy Model was used to obtain the final Critical Success Factors. The identification of the critical factors related to the success of construction projects will contribute to the achievement of a particular objective which will accomplish the success of the project. Aspects that affect the success of the project are the project characteristic, contractual arrangement, parties involved in a construction project and finally, and the aspect of the project interactive processes.

  • This study was conducted a survey for suggesting direction of improvement of on­site inspections in Korean construction industry. The survey is limited perspective of owners, contractors and construction managers (including supervisors) about existing 'construction field inspection manual' with field inspections (eg. central inspection, central quality safety unit inspection etc.): focusing on stakeholder's perception and actual state of inspections.

Improving the Contractor-subcontractor Relationship Through Partnering on Construction Projects in Zambia

  • With the increased dependence on subcontracting in the construction industry, the operational relationship between main contractors and subcontractor plays an imperative role in successful project delivery. Consequently, improving this relationship increases the probability of project success and enhancing project performance. A wide range of research has confirmed that partnering improves the main contractor-subcontractor relationship. Though the positive impact of partnering on project performance is supported by a plethora of evidence, the guiding theory on practical partnering process steps is limited. The study aimed at improving subcontracting in the construction industry through a partnering process relevant to Zambia guided by factors obtained from industry expects. Questionnaire surveys and Semi-structured interview were adopted to investigate the perception of construction industry professionals and academics towards the main contractor-subcontractor relationship along with improvement factors. The findings showed that the relationship between main contractors and subcontractors on most projects in Zambia is unsatisfactory therefore justifying attention. Top factors that can enhance the main contractor-subcontractor relationship were identified. From the factors deduced and guidelines on partnering best practices, a project partnering model was developed.
