A Valuation for Gas Hydrate R&D Project Using Fuzzy Real Options Model (퍼지실물옵션모형을 이용한 가스하이드레이트 R&D 사업의 가치평가)

  • As gas hydrate is recently emerging as a new energy source to solve environmental and exhaustion problems caused by fossil energy, Korea is working on a gas hydrate development project under a 10-year plan from 2005 to 2014. Gas hydrate is expected to have a big effect on the economy and society of Korea, which is largely depending on energy imports besides water energy and atomic energy. However, it is uncertain whether the project will produce successful results. Thus, it is very important to improve its validity and to propose effective execution strategies by evaluating the value of the project in advance. Thus, this study intended to include new information, which had not been evaluated in existing methods, and to reduce biases or errors in value evaluation results by applying a fuzzy risk analysis to the real option model in order to evaluate the value of a gas hydrate development project. It is advantageous that the real option model based on the fuzzy risk analysis modelizes the vagueness and inexactness of intangible element judgment into an appropriate language scale so as to evaluate these elements clearly and integrate them with estimated financial performance results. The application of the fuzzy risk analysis makes it possible to conduct an analysis by dissolving a decision-making issue with complicated and various attributes into several simplified problems. With the continuing high oil prices and today's demand of clean energy, the necessity of energy resources and technology development projects keeps growing. Amid this situation, it is expected that these study results will contribute to proposing a guideline not only for gas hydrate projects but also for policy decision-making related to future energy industries.

A Case Study on Quasi-Economic Integration in the Cheju Broiler Industry. (제주브로일러 산업의 유사경제 통합에 관한 사례연구)

  • The purpose of this presentation is to review the situation of the Cheju broiler industry peculiarized with the integrated production and marketing system to some degree, which is not prevailed in the whole broiler industry in Korea, so as to study the case of the Cheju industry from the viewpoint of an economic integration. The economic integration in the broiler industry is grouped into three patterns: non-integration, quasi-integration and complete integration, which generally exist under the different type of market competition. The quasi-integration tends to be formed at all phases where the complete integration is not fully implemented, but the non-integration has begun to change its nature into partially integrated structure. The Cheju broiler industry is characterized by the geographical location of isolated market so that factor supplies and broiler products are marketed in the different conditions from those of mainland Korea, somewhat in an oligopolistic pattern. It was since early 1980's that the industry successfully had three dressing plants merged into one by virtue of entire growers ownership, which opened an era of an integrated industry centered on the function of dressing birds. The case of Cheju broiler industry today is to be referred to as a typical quasi-integration which is coordinated the function between growing and dressing birds directly and extended the functional cooperation to distribution of products indirectly, while factor supplies are traded independently. As a result of a quasi-integration, the growers are able to receive a fixed price set by the dressing plant of growers that has the power to adjust the supply of and demand for broilers produced and consumed in the Island. There are some problems, however, in the integration of the Cheju broiler industry, stemming mainly from the process of the structure change, : 1) the difficulty of controlling the production of broilers, 2) continuing pressure on the integration by non-integrated sectors, 3) the challenge on the stabilized broiler market from the mainland, 4) limited effectiveness of consumer education activities, and 5) lack of leadership for the industry development through integration. It is projected that the partially integrated Cheju broiler industry will be continually developed toward the direction of a complete integration in due course, as the currently independent supply sectors are to be backward integrated. The case of the Cheju broiler integration, therefore, could be used as a reference for making the whole broiler industry in Korea develop toward the integrated structure in the future.

The New International Division of Labor:Re-evaluation (신국제노동분업의 재평가)

  • As an exit to solve the economic depression of the development countries in the early twentieth century, the 'old international division of labor' developed. The economic crisis(i.e., under-consumption crisis) was due to the absence of the mode of regulation compatible with the extensive regime of accumulation(i.e., "Fordist" regime). The crisis was solved by the state intervention through the creation on institutions in order to increase the level of consumption. Until the late 1960s when "high Fordism" reached(i.e., a harmonious relation between the monopoly mode of regulation and the intensive accumulation of capital), the developed core countries enjoyed a remarkable economic growth. The external market was not a necessity for the economic growth because there were increases in labor productivity and proportional increases in real wages and thus increases in consumption level. In the 1970s, however, the core faced with economic crisis again. Due to the breakdown of the postwar "Fordist" regime of capital accumulation and the post 1973 world depression, the core needed the Third World as a solution for their internal and international economic crisis. Thus the 'new international division of labor'(NIDL) arose. The "Fordist" method of production(i.e., the divisions of production process) led to the territorial division of labor and to the detailed division of labor. The aim of the NIDL is to exploit reserve armies of labor on a world scale and thus to reduce production costs. According to the NIDL model, the Third World countries have been developing by the core countries' investment on mainly labor-intensive industries and thus have been playing an important role in the global economy. And the NIDL theorists argue that multinational corporations have increasingly invested in the Third World nations and contributed to the economic growth in those regions. Tables presented in the paper show that the global trend since the 1970s does not follow the argument exactly as the NIDL theorists predicted. On the contrary, the core countries focus on developing technology, adopting the automation of production process, and trading within the core countries rather than on investing in the periopheral countries. The continuing investment of multinational corporations into the periphery is not because of cheap labor force but because of the market potentials in the regions. Majority of corporations of the core tries to reduce production costs by investing in technological development more intensively and also by changing regional strategies (i.E., investment from metropolitan areas to medium - or small - size cities, focusing on agglomeration economy, boosting regional diversification, etc.) within their own countries. Recommendations of the Korean Society for Health Education and Promotion for Developing the Korean Credentialing Policy of Health Education Specialist (보건교육사 제도정립의 방향)

  • Objectives: This research was conducted to suggest a recommendation for the Korean credentialing policy of health education specialist as the primary human resource in community health promotion activities from the special group perspective of the Korean Society for Health Education and Promotion. Methods: This research was conducted by the professional focus group discussion and descriptive literature review on health education and promotion. Results: This draft recommendation for Korean credentialing system development of health education specialist was based on the four background reasons for modifying health promotion related acts, for developing better policy of health education credentialing, for keeping the public and ethical responsibilities as the competitive professional society, and for improving health promotion activities in Korea. Theoretical background of the four reasons was Ottawa Charter. We classified three credentialing levels of health education specialist based on health education own competencies, coordiating competencies with environmental factors, and research competencies. Furthermore, we developed 10 major roles and categorized 53 sub-roles based on these competencies above. We recommended 10 classes required to take to become Health Education Specialist. These 10 classes were developed based on the credentialing systems in the United States and Japan. These 10 classes were about health education and promotion methods and strategies not health intervention topics. We also built the draft plan for continuing education to keep KCHES based on the NCHEC in the United States. Conclusions: Further research should be conducted to build better health education specialist credentialing systems modifing current communtiy-based health promotion activities in terms of modifying public regulation, developing KCHEC examination system, protecting job security both in public and private sectors, and creating professionalism in KCHEC.

Effects of Representation Forms on Analysts' Identification of Systems Development Problems - An Empirical Study -

  • Despite repeated exhortation about the importance of social and human dimensions of systems development, socio-organizational issues continue to be neglected and ignored in the current information systems practice. A review of the human information processing literature suggests that the reasons for this continuing lack of attention to social issues may be found in the limitations of human cognition and information processing capacities. Bostrom and Heinen(1978) and Kumar and Bjorn-Anderson(1990) also suggest that the inadequate attention to social problems and issues by the analyst could originate from the analysts limited problem perception. This research explores how the representation forms of information systems(IS) methodology used in understanding and modeling the problem situation affect such systems development problem perception. Typically, a system development methodology prescribes the use of system models(i.e., system representations) to understand, analyze, evaluate, and design the information system. Given the size and complexity of information systems, and the abstraction and simplification underlying the modeling process, system representations usually depict only a limited set of aspects of the system. Thus, a methodology whose representations are limited to technical aspects will tend to limit the analyst's perspective to a technical one only(Kumar & Welke, 1990). Following the same line of argument, in contrast, it is the conjecture of this study that a methodology which specifies both social and technical aspects of IS development will help the analyst develop a more comprehensive view of the IS problem domain. Based on the above concept, a theoretical model was first developed which explained the systems analysts cognitive process. Drawing on this model, a research model was developed hypothesizing the impacts of representation forms on problem identification. The model was tested using a laboratory experiment with 70 individual subjects. A special computer software was developed with a hypermedia authoring tool to conduct the experiments in order to avoid experimenter biases and to maintain consistency in administrating repeated experiments. The program, designed to replace the experimenter, consisted of functions such as presenting the subjects with problem material, asking the subjects questions, and saving the typed answers of the subjects. The results indicate that representation forms strongly influence problem identification. It was found that the use of the socio-technical representation form led to the findings of more social problems than the use of technical representation form. The results imply significant effects of representation forms on problem findings and also suggest that the use of adequate representation forms may help overcome dysfunctional effects of our limited information processing capacity.

  • Since diplomatic relations with China in 1992, many Korean companies have entered into China and that expansion is currently continuing. But now, many of Korean enterprises tend to withdraw and return to the domestic, this is because that major factors are too much fast increasing in labor costs and the difficulty of local workforce management. In this study, it is researched that the type of human resource management of Korean firms entering into Heilongjiang Province, Harbin and the similarities and differences were investigated by comparing the form of personnel management of existing areas and Harbin area, and then this study was conducted the survey and interview of domestic companies operating in Harbin, to pursuit the efficient way to manage the workforce development and management strategies. The result of researches and workforce development strategies of entering firms are as follows; First, it is required to establish a human resource discovery system for entering companies in focusing on managerial work ability and on blue-collar which is separated by professional and technical experts and a simple blue-collar people. Second, it is required to entering companies that they have to grow up the promotion and exchange of the Department of Korean Studies in Harbin and have to build the industry and universities training programs to promote needed experts, and have to establish the expert pool systems to support the flexible labor supply.

  • This study has investigated shipping finance systems in Korea and China, and extracted negative factors based on it to propose a way to develop the shipping financial system in Korea for shipbuilding industry and marine transportation. From after the global financial crisis in 2008 to right before the Lehman Brothers Holdings bankruptcy, shipping finance has been dominated by the major industrialized countries in Europe. However, the weight point is moving to the countries in Asia region such as Korea, Japan, and China based on relatively strong banking system and low interests rate. This study focused on the alternatives the current situation that the starter of shipping finance among three countries in Northeast Asia, South Korea is facing China's challenges. In the paper, shipping finance in Korea presented its defectives such as the limits of ship financing, lack of professional workforces, ever-present foreign exchange risks, and lack of understandings of the parties. As the countermeasures of them, it proposed establishing professional institute for ship financing, training professionals in financial industry, raising foreign credentials of won, and continuing associations between the parties. Even though we are the first Asian country introduced ship funds, the ship funds growth in China shall be under our eyes while we keep systemic networks between shipping, ship building, and ship financing.

The Empirical Research on Tax Effect with the Cooperate Conversion of Private Company (개인기업의 법인전환에 따른 세무효익 연구)

  • The form of company divides private and coporate companies. In general. private company has direct connection with owner's fortunes. On the contrary, cooperate company is established by a group of people who invest capital funds on their company and has an independent character. In the case of private company, their are many merits that owner can obtain all the benefits without divisions. However, the owner can mix up the control of accounting between public and private matters. As a result confusing, it is difficult to estimate financial situation of company and is limited to fund supply. Futhermore, owner has unlimited liabilities with law credit as a social cognition. Especially, the government tries to induce conversion of private company into cooperation one on the basis of benefits of tax and so on. In those situations, the purpose of this thesis is to study the management benefits with the conversion of private company into cooperate one focucing on the related tax reduction effect. To do this, I have reviewed all of the related textual achievements and tested the real significancy of tax reduction effect of conversion empirically. Finally, I have concluded that the conversion of private company into coporate one has many benefits including significant tax reduction effect. In other side, I have considered and reviewed many difficulties related conversion privated company into cooperate one and suggested some improvements as results. This thesis is comprises 5 chapters as follows; The first chapter explains purposes and methodologies and extents of this study. The second chapter deals the theoretical basis of conversion of private company into cooperate one and cooperates diverse benefits and types and processes of conversion. The preceding research achievements are also reviewed in this chapter. The third chapter deals empirical testing on the real tax reduction effect of the conversion. The analysis is proceeded through t-test of difference of tax between pre and after conversion. The result is presented so positively that I can conclude that cooperate conversion of private company has real benefit of tax reduction. The forth chapter deals the difficulties and improvements related with conversion. They are considered and reviewed at various aspects such as practical, financial and tax aspect. In fifth chapter, I summarise all of the significant points of this study and have conclusions in various aspects at last. In final point, this study is not enough in sample numbers and sample collecting area for empirical testing of significant tax reduction effect of cooperate conversion and research of more foreign achievements. Those are remained as continuing future studies.

  • Today's professional sports teams are in a highly competitive environment with no prospects in sight. A that was considered the favorite to win a championship can suffer from a severe slump, a team that was expected to be at the bottom can achieve victory. This unexpected situation is continuing to repeat. It is also a sign of the need to look at the use of human resources and strategies in the sports industry. Accordingly, this study looks at Daegu FC soccer team, Korea's first team for citizens. A case study on human resources innovation was done. This study introduces an argument for ordinary resources (AOR) from Frey et al. (2015) for a theoretical review and a case analysis of domestic professional football. This study determines the direction of how Daegu FC should proceed. The results of the research are as follows: first, the success of harmonizing strategic and mundane resources, and second, belief in coaches. The main contribution of this research is that it presents the importance of human resources, which is one of basic tactics that sports teams should utilize. In the sports industry, where the temporality is underlined for its clear beginning and ending, teams are more likely to use diverse sports tactics to obtain superior grades, which enriches the basis of their tactics.

Korean Guideline for the Prevention and Treatment of Glucocorticoid-induced Osteoporosis

  • Background: To develop guidelines and recommendations to prevent and treat glucocorticoid (GC)-induced osteoporosis (GIOP) in Korea. Methods: The Korean Society for Bone and Mineral Research and the Korean College of Rheumatology have developed this guideline based on Guidance for the Development of Clinical Practice Guidelines ver. 1.0 established by the National Evidence-Based Healthcare Collaborating Agency. This guideline was developed by adapting previously published guidelines, and a systematic review and quality assessment were performed. Results: This guideline applies to adults aged ${\geq}19years$ who are using or plan to use GCs. It does not include children and adolescents. An initial assessment of fracture risk should be performed within 6 months of initial GC use. Fracture risk should be estimated using the fracture-risk assessment tool (FRAX) after adjustments for GC dose, history of osteoporotic fractures, and bone mineral density (BMD) results. All patients administered with prednisolone or an equivalent medication at a dose ${\geq}2.5mg/day$ for ${\geq}3months$ are recommended to use adequate calcium and vitamin D during treatment. Patients showing a moderate-to-high fracture risk should be treated with additional medication for osteoporosis. All patients continuing GC therapy should undergo annual BMD testing, vertebral X-ray, and fracture risk assessment using FRAX. When treatment failure is suspected, switching to another drug should be considered. Conclusions: This guideline is intended to guide clinicians in the prevention and treatment of GIOP.
