퍼지실물옵션모형을 이용한 가스하이드레이트 R&D 사업의 가치평가 (A Valuation for Gas Hydrate R&D Project Using Fuzzy Real Options Model)

  • 최근 화석에너지가 가진 환경 및 고갈 문제들을 경감시킬 수 있는 에너지 자원으로서 가스하이드레이트가 주목을 받으며, 우리나라에서는 2005년부터 2014년까지 10개년 계획 하에 가스하이드레이트 개발사업을 진행하고 있다. 가스하이드레이트 개발사업은 수력원자력을 제외하면 사용 에너지의 대부분을 수입에 의존하고 있는 우리나라의 경제사회에 미치는 파급효과가 상당히 클 것으로 예상되지만, 성공여부는 불확실하다. 그러므로 사업의 가치평가를 사전에 수행하여 타당성을 제고하고, 효과적인 수행 전략을 제시하는 것이 매우 중요하다고 할 수 있다. 본 논문에서는 가스하이드레이트 개발사업의 가치평가를 수행하기 위해 퍼지위험분석을 실물옵션모형에 적용시킴으로써 기존의 방법론에서 측정하지 않았던 정보들을 포함시키고, 가치평가 결과에 나타나는 편의나 오류를 감소시키고자 하였다. 퍼지위험분석을 적용한 실물옵션모형은 무형요인들에 대한 판단의 모호성과 부정확성을 적당한 언어척도로 모형화함으로써 이 요인들을 명시적으로 평가하고, 재무적 성과측정치와 함께 통합될 수 있도록 해주는 장점을 가진다. 이는 의사결정자의 직관에 의해서도 부분적으로 평가가 가능하겠으나, 직관에 따른 판단은 여러 가지 요인들을 동시에 고려하여 일관성 있는 평가를 내리는 데 한계가 있을 것이다. 하지만 퍼지위험분석을 적용하면 복합적인 여러 가지 속성의 의사결정 문제가 단순화된 부분적 문제들로 분해되어 분석이 가능하게 된다. 고유가의 지속과 함께 청정에너지에 대한 시대적 요구로 인하여 에너지 자원 또는 기술 개발 사업의 필요성이 더욱더 증대되고 있다. 이 가운데 본 연구의 결과가 가스하이드레이트 개발 사업뿐 아니라, 향후 에너지 산업과 관련된 정책의사결정에 하나의 가이드라인을 제시할 수 있으리라 기대된다.

제주브로일러 산업의 유사경제 통합에 관한 사례연구 (A Case Study on Quasi-Economic Integration in the Cheju Broiler Industry.)

  • The purpose of this presentation is to review the situation of the Cheju broiler industry peculiarized with the integrated production and marketing system to some degree, which is not prevailed in the whole broiler industry in Korea, so as to study the case of the Cheju industry from the viewpoint of an economic integration. The economic integration in the broiler industry is grouped into three patterns: non-integration, quasi-integration and complete integration, which generally exist under the different type of market competition. The quasi-integration tends to be formed at all phases where the complete integration is not fully implemented, but the non-integration has begun to change its nature into partially integrated structure. The Cheju broiler industry is characterized by the geographical location of isolated market so that factor supplies and broiler products are marketed in the different conditions from those of mainland Korea, somewhat in an oligopolistic pattern. It was since early 1980's that the industry successfully had three dressing plants merged into one by virtue of entire growers ownership, which opened an era of an integrated industry centered on the function of dressing birds. The case of Cheju broiler industry today is to be referred to as a typical quasi-integration which is coordinated the function between growing and dressing birds directly and extended the functional cooperation to distribution of products indirectly, while factor supplies are traded independently. As a result of a quasi-integration, the growers are able to receive a fixed price set by the dressing plant of growers that has the power to adjust the supply of and demand for broilers produced and consumed in the Island. There are some problems, however, in the integration of the Cheju broiler industry, stemming mainly from the process of the structure change, : 1) the difficulty of controlling the production of broilers, 2) continuing pressure on the integration by non-integrated sectors, 3) the challenge on the stabilized broiler market from the mainland, 4) limited effectiveness of consumer education activities, and 5) lack of leadership for the industry development through integration. It is projected that the partially integrated Cheju broiler industry will be continually developed toward the direction of a complete integration in due course, as the currently independent supply sectors are to be backward integrated. The case of the Cheju broiler integration, therefore, could be used as a reference for making the whole broiler industry in Korea develop toward the integrated structure in the future.

신국제노동분업의 재평가 (The New International Division of Labor:Re-evaluation)

  • As an exit to solve the economic depression of the development countries in the early twentieth century, the 'old international division of labor' developed. The economic crisis(i.e., under-consumption crisis) was due to the absence of the mode of regulation compatible with the extensive regime of accumulation(i.e., "Fordist" regime). The crisis was solved by the state intervention through the creation on institutions in order to increase the level of consumption. Until the late 1960s when "high Fordism" reached(i.e., a harmonious relation between the monopoly mode of regulation and the intensive accumulation of capital), the developed core countries enjoyed a remarkable economic growth. The external market was not a necessity for the economic growth because there were increases in labor productivity and proportional increases in real wages and thus increases in consumption level. In the 1970s, however, the core faced with economic crisis again. Due to the breakdown of the postwar "Fordist" regime of capital accumulation and the post 1973 world depression, the core needed the Third World as a solution for their internal and international economic crisis. Thus the 'new international division of labor'(NIDL) arose. The "Fordist" method of production(i.e., the divisions of production process) led to the territorial division of labor and to the detailed division of labor. The aim of the NIDL is to exploit reserve armies of labor on a world scale and thus to reduce production costs. According to the NIDL model, the Third World countries have been developing by the core countries' investment on mainly labor-intensive industries and thus have been playing an important role in the global economy. And the NIDL theorists argue that multinational corporations have increasingly invested in the Third World nations and contributed to the economic growth in those regions. Tables presented in the paper show that the global trend since the 1970s does not follow the argument exactly as the NIDL theorists predicted. On the contrary, the core countries focus on developing technology, adopting the automation of production process, and trading within the core countries rather than on investing in the periopheral countries. The continuing investment of multinational corporations into the periphery is not because of cheap labor force but because of the market potentials in the regions. Majority of corporations of the core tries to reduce production costs by investing in technological development more intensively and also by changing regional strategies (i.E., investment from metropolitan areas to medium - or small - size cities, focusing on agglomeration economy, boosting regional diversification, etc.) within their own countries. 보건교육사 제도정립의 방향 (Recommendations of the Korean Society for Health Education and Promotion for Developing the Korean Credentialing Policy of Health Education Specialist)

  • Objectives: This research was conducted to suggest a recommendation for the Korean credentialing policy of health education specialist as the primary human resource in community health promotion activities from the special group perspective of the Korean Society for Health Education and Promotion. Methods: This research was conducted by the professional focus group discussion and descriptive literature review on health education and promotion. Results: This draft recommendation for Korean credentialing system development of health education specialist was based on the four background reasons for modifying health promotion related acts, for developing better policy of health education credentialing, for keeping the public and ethical responsibilities as the competitive professional society, and for improving health promotion activities in Korea. Theoretical background of the four reasons was Ottawa Charter. We classified three credentialing levels of health education specialist based on health education own competencies, coordiating competencies with environmental factors, and research competencies. Furthermore, we developed 10 major roles and categorized 53 sub-roles based on these competencies above. We recommended 10 classes required to take to become Health Education Specialist. These 10 classes were developed based on the credentialing systems in the United States and Japan. These 10 classes were about health education and promotion methods and strategies not health intervention topics. We also built the draft plan for continuing education to keep KCHES based on the NCHEC in the United States. Conclusions: Further research should be conducted to build better health education specialist credentialing systems modifing current communtiy-based health promotion activities in terms of modifying public regulation, developing KCHEC examination system, protecting job security both in public and private sectors, and creating professionalism in KCHEC.

Effects of Representation Forms on Analysts' Identification of Systems Development Problems - An Empirical Study -

  • Despite repeated exhortation about the importance of social and human dimensions of systems development, socio-organizational issues continue to be neglected and ignored in the current information systems practice. A review of the human information processing literature suggests that the reasons for this continuing lack of attention to social issues may be found in the limitations of human cognition and information processing capacities. Bostrom and Heinen(1978) and Kumar and Bjorn-Anderson(1990) also suggest that the inadequate attention to social problems and issues by the analyst could originate from the analysts limited problem perception. This research explores how the representation forms of information systems(IS) methodology used in understanding and modeling the problem situation affect such systems development problem perception. Typically, a system development methodology prescribes the use of system models(i.e., system representations) to understand, analyze, evaluate, and design the information system. Given the size and complexity of information systems, and the abstraction and simplification underlying the modeling process, system representations usually depict only a limited set of aspects of the system. Thus, a methodology whose representations are limited to technical aspects will tend to limit the analyst's perspective to a technical one only(Kumar & Welke, 1990). Following the same line of argument, in contrast, it is the conjecture of this study that a methodology which specifies both social and technical aspects of IS development will help the analyst develop a more comprehensive view of the IS problem domain. Based on the above concept, a theoretical model was first developed which explained the systems analysts cognitive process. Drawing on this model, a research model was developed hypothesizing the impacts of representation forms on problem identification. The model was tested using a laboratory experiment with 70 individual subjects. A special computer software was developed with a hypermedia authoring tool to conduct the experiments in order to avoid experimenter biases and to maintain consistency in administrating repeated experiments. The program, designed to replace the experimenter, consisted of functions such as presenting the subjects with problem material, asking the subjects questions, and saving the typed answers of the subjects. The results indicate that representation forms strongly influence problem identification. It was found that the use of the socio-technical representation form led to the findings of more social problems than the use of technical representation form. The results imply significant effects of representation forms on problem findings and also suggest that the use of adequate representation forms may help overcome dysfunctional effects of our limited information processing capacity.

중국진출 한국기업의 현지인력 개발 전략에 관한 연구 - 중국 하얼빈지역 진출기업을 중심으로 - (A study on the Human Resources Development Strategy for Korean Companies in China)

  • 1992년부터 중국과 국교수교이래 수많은 국내기업이 중국에 진출하여 왔으며, 현재도 그 진출은 계속되고 있는 실정이다. 그러나 지금 상당부분의 국내기업이 중국에서 철수하여 국내로 돌아오는 경향도 있으며 이러한 이유의 주요 요인은 중국에서의 인건비 증가와 현지인력관리의 어려움이다. 따라서 본 연구에서는 중국 흑룡강성 하얼빈 지역에 진출한 국내기업의 현지인력관리 형태를 조사하여 기존의 중국 타 지역의 인력관리 형태와 어떠한 유사점과 차이점이 있는 가를 살펴보기 위하여 하얼빈에 진출한 국내기업을 대상으로 면접 설문조사를 하여 이 지역 진출기업들의 효율적인 현지인력개발 전략을 제시하였다. 향후 이 지역 진출기업들의 현지인력개발 전략으로는, 첫째, 기업체가 요구하는 인재 발굴 시스템을 마련하는 것으로 관리직에는 업무능력 중심으로 생산직의 경우 전문기술인력과 단순생산직으로 구분하여 인력개발을 해야 한다. 둘째, 기업체가 요구하는 인력개발 전략으로 한국학 개설대학과의 교류증진과 산학교류 활동을 통한 필요인력의 육성과 인재풀시스템을 통한 원활한 인력확보 시스템을 구축해야 한다.

조선산업의 글로벌 경쟁력 강화를 위한 한중 선박금융제도의 비교연구 (An Analysis on the North-Africa Entry Strategies of Korea Logistics Companies)

  • 본 연구는 조선산업과 해운 발전을 위해 한국과 중국의 선박금융제도에 대해 비교하고 이를 바탕으로 문제점을 도출하고, 우리나라 선박금융제도의 발전방안 제시하였다. 2008년 글로벌 금융위기 이후 리먼브라더스의 파산 이전까지만 하더라도 유럽의 주요선진국이 독점하던 선박금융이 한국, 일본, 중국 등 상대적으로 강력한 금융시스템과 저금리를 바탕으로 아시아 지역으로 중심이 변화되고 있는 실정이다. 본 연구는 동북아 3국 가운데 가장 먼저 선박금융을 도입한 한국이 오히려 중국의 도전에 직면하고 있는 현재의 상황을 극복할 수 있는 대안이 무엇인지 연구하였다. 본 연구에서 한국의 선박금융의 문제점을 선박금융 조달의 한계, 전문 인력의 부족, 환리스크 상존, 관계자의 이해 부족을 제시하였으며, 이러한 문제점을 해결하기 위한 대응방안으로 선박금융전문기관의 설립, 금융산업에서의 전문인력 양성, 원화의 대외신임도 상승, 이해당사자간의 지속적 협의 등을 제시하였다. 우리나라는 아시아 최초의 선박펀드 도입국가이지만, 해운과 조선 및 선박금융의 유기적인 연결 속에서 중국 선박펀드의 성장과정을 눈여겨봐야 할 것이다.

개인기업의 법인전환에 따른 세무효익 연구 (The Empirical Research on Tax Effect with the Cooperate Conversion of Private Company)

  • The form of company divides private and coporate companies. In general. private company has direct connection with owner's fortunes. On the contrary, cooperate company is established by a group of people who invest capital funds on their company and has an independent character. In the case of private company, their are many merits that owner can obtain all the benefits without divisions. However, the owner can mix up the control of accounting between public and private matters. As a result confusing, it is difficult to estimate financial situation of company and is limited to fund supply. Futhermore, owner has unlimited liabilities with law credit as a social cognition. Especially, the government tries to induce conversion of private company into cooperation one on the basis of benefits of tax and so on. In those situations, the purpose of this thesis is to study the management benefits with the conversion of private company into cooperate one focucing on the related tax reduction effect. To do this, I have reviewed all of the related textual achievements and tested the real significancy of tax reduction effect of conversion empirically. Finally, I have concluded that the conversion of private company into coporate one has many benefits including significant tax reduction effect. In other side, I have considered and reviewed many difficulties related conversion privated company into cooperate one and suggested some improvements as results. This thesis is comprises 5 chapters as follows; The first chapter explains purposes and methodologies and extents of this study. The second chapter deals the theoretical basis of conversion of private company into cooperate one and cooperates diverse benefits and types and processes of conversion. The preceding research achievements are also reviewed in this chapter. The third chapter deals empirical testing on the real tax reduction effect of the conversion. The analysis is proceeded through t-test of difference of tax between pre and after conversion. The result is presented so positively that I can conclude that cooperate conversion of private company has real benefit of tax reduction. The forth chapter deals the difficulties and improvements related with conversion. They are considered and reviewed at various aspects such as practical, financial and tax aspect. In fifth chapter, I summarise all of the significant points of this study and have conclusions in various aspects at last. In final point, this study is not enough in sample numbers and sample collecting area for empirical testing of significant tax reduction effect of cooperate conversion and research of more foreign achievements. Those are remained as continuing future studies.

대구FC 프로축구단의 인적자원혁신 - AOR 모델에 의한 사례분석 - (Human Resource Innovation of Daegu FC ProFootball Club - Case Study of AOR Model -)

  • 오늘날 프로스포츠 구단들은 한치 앞도 알 수 없는 극한의 경쟁 환경에 놓여있다. 우승 후보로 꼽히던 구단이 극심한 부진을 겪는 반면 하위권으로 예상되던 구단이 승승장구하는 등 예상하지 못한 상황들의 반복이 계속되고 있는 것이다. 이는 인적자원이 가장 중요한 요소인 스포츠 산업에서 인적자원활용과 전략에 대한 고뇌가 필요하다는 반증이기도 하다. 이에 본 연구는 우리나라 최초의 프로축구 시민구단인 대구FC 축구단을 연구대상으로 선정하여 인적자원혁신에 대한 사례분석을 실시 및 시민구단이 나아가야 할 방향성 제시를 목적으로 한다. 연구방법으로 국내 프로축구리그 성장과정 및 대구FC 성장과정을 알아보고 인적자원혁신 성공사례분석의 틀로써 Frey, et al.(2015)의 평범한 자원의 논의(the argument for ordinary resources, 이하 AOR)를 제시한다. 이후 대구FC 구단이 나아가야 할 방향에 대한 함의를 정리한다. 연구결과, 전략적인 자원(용병선수)과 평범한 자원(국내선수)의 조화와 대구FC 구단이 보여준 감독이하 코치진들에 대한 믿음을 성공요인으로 분석하였다. 본 연구의 기여로는 시작과 끝이 분명한 시간제(Time) 성격이 강한 스포츠 산업에서 구단들이 우수한 성적을 얻기 위해 구사해야 할 전략들의 방향 중 인적자원의 중요성을 언급함으로써 보다 다양한 스포츠 구단들의 전략전술 기초를 풍부히 하였다는 점이다.

Korean Guideline for the Prevention and Treatment of Glucocorticoid-induced Osteoporosis

  • Background: To develop guidelines and recommendations to prevent and treat glucocorticoid (GC)-induced osteoporosis (GIOP) in Korea. Methods: The Korean Society for Bone and Mineral Research and the Korean College of Rheumatology have developed this guideline based on Guidance for the Development of Clinical Practice Guidelines ver. 1.0 established by the National Evidence-Based Healthcare Collaborating Agency. This guideline was developed by adapting previously published guidelines, and a systematic review and quality assessment were performed. Results: This guideline applies to adults aged ${\geq}19years$ who are using or plan to use GCs. It does not include children and adolescents. An initial assessment of fracture risk should be performed within 6 months of initial GC use. Fracture risk should be estimated using the fracture-risk assessment tool (FRAX) after adjustments for GC dose, history of osteoporotic fractures, and bone mineral density (BMD) results. All patients administered with prednisolone or an equivalent medication at a dose ${\geq}2.5mg/day$ for ${\geq}3months$ are recommended to use adequate calcium and vitamin D during treatment. Patients showing a moderate-to-high fracture risk should be treated with additional medication for osteoporosis. All patients continuing GC therapy should undergo annual BMD testing, vertebral X-ray, and fracture risk assessment using FRAX. When treatment failure is suspected, switching to another drug should be considered. Conclusions: This guideline is intended to guide clinicians in the prevention and treatment of GIOP.
