The Comparative Study of Public Library Valuation Using CVM: Case of the Payment Vehicles (조건부가치측정법(Contingent Valuation Methods)을 적용한 공공도서관 가치의 비교 연구: 지불수단을 중심으로)

  • CVM (Contingent Valuation Method) has been most widely used for valuation of public libraries. However, there have been a debate on the validity of CVM in that many kind of biases could exist due to its hypothetical nature, the type of questions, payment vehicles and so on. To ensure the validity and reliability of public library valuation, this study analyzed the effects of payment vehicles to valuation using CVM. Three types of payment vehicle, tax, donation, fee were used to pay in hypothetical market. As a result, these payment vehicles estimated the different WTP and donation produced 14,542 won, which is the highest WTP.

  • In Korea, a proton linear accelerator complex is being built as a part of the 21st Century Frontier Projects. Contingent valuation method (CVM) is a main evaluation method of nonmarket goods for which markets either do not exist at all or do exist only incompletely. This study shows the method can be applied to the benefit assessment of the proton accelerator complex. Using the discrete choice CVM method, this study estimates the willingness-to-pay (WTP) of a would-be user for the proton accelerator complex as 20,133 won per month.

  • With the increasing concern about natural resources that is being devastated and lost its reproductivity, Non-use value of resources for future use is considered more important than the present use value in the resource valuation. This study aims to measure Total Non-use value in Namsan Park, Kwanak and Paldal Mountain with CVM(Contingent Valuation Method). CVM is the method which can evaluate Non-use value of tourism resource to find the future value of the given resource. This study is carried on the assumption that respondents give answers not to real situation but to imaginary circumstances. After analysing benefit value by estimating conservation value and separate use value, we can conclude that conservation value of tourism resource is given much weight.

Estimating the Economic Valuation of Rural Environmental Improvement Using Contingent Valuation Method (CVM에 의한 농촌환경개선사업의 경제적 가치평가)

  • The purpose of this study is to estimate the economic valuation of rural waste disposal facilities that are one of the rural environmental improvement projects using contingent valuation method(CVM) in Gyongsangbuk-do, Korea. This study surveyed 1,089 households about the WTP(Willing To Pay) of rural waste disposal facilities policy in Gyongsangbuk-do and it was composed with city level and town level. The overall results show that the respondents well accepted the contingent market and would be willing to pay(WTP) a significant amount for the proposed policy program of rural waste disposal facilities. The values estimated for the rural waste disposal facilities are as follows : 1. The maximum WTP was \10,466 in City level and it was \9,104 in town level by per year. 2. The mean WTP was \9,257 in City revel and it was \8,636 in town lever by per year. 3. Total economic benefits for the household amounted to \7,989,046,270 per year. This result can be used to useful base data fir the policy programs of rural waste disposal facilities.

The Residents' Perception and the Application of Contingent Valuation Method for Green Areas in Apartment Housing Blocks (아파트 단지의 녹지조성에 대한 주민의식과 가상평가법 적용에 관한 연구)

  • This study is designed to derive a cost estimation method for the management of green areas in apartment housing blocks. For this purpose, quantity of green areas, their usages, management techniques were analyzed through a survey of residents. In this process, contingent valuation method(CVM) is utilized to evaluate the cost of green areas. The survey was conducted for about two weeks in June of 2002. The amount of willingness to pay(WTP) for green area management is calculated by the CVM program. The findings are as follows; First, the residents want more green areas in their apartment blocks, as well as in the surrounding urban areas, due to the shortage of green areas in their living environments. Second, the residents' opinion on green area is summarized as that of natural environment protectionist - it helps living environment to be more amenable and contributes the preservation of urban and global environments. This fact can be interpreted as the peoples profound recognition toward green areas. Third, the contingent valuation method(CVM) is suitable to evaluate WTP for management costs of green areas. Fourth, more than half of the residents(61.6%) agreed upon the costs of green area supply and management. calculated by the CVM. Estimated WTP is ₩ 1,900~2,400 per month per household.

  • The purpose of this study is to estimate the utility value of boat fishing experience marine tourism activity in Jeju Island's Chagwido. The utility value is estimated by single bounded and double-bounded dichotomous choice contingent valuation method. The contingent valuation method is used to estimate economic values for all kinds of coastal ecosystem services. The method involves directly asking people, in a survey, how much they would be willing to pay for specific environmental services. So, the method has great flexibility, allowing valuation of a wider variety of non-market goods and services than is possible with any other non-market valuation technique. This study collects the effective 504 questionnaires from boat fishing experience tourists in Jeju Island's Chagwido. The results show that the average willingness to pay amount(WTP) is estimated to be about 17,000 Korea won by single bounded and double-bounded dichotomous choice contingent valuation method. This indicates that the utility value of boat fishing experience marine tourism activity is estimated to be about 17,000 Korea won in Jeju Island's Chagwido.

  • This study aims to estimate, in monetary figures, the environmental value of recreational theme park- Huis Ten Bosch (HTB), located in Nagasaki Prefecture, Japan, through the integration of both contingent valuation method (CVM) and remote sensing. In the analysis, we have estimated the environmental value of HTB through CVM. Then, we have compared this amount with the valuation made by using remote sensing. The results of the study would provide the interest groups some monetary base, to value the worth of environmental restoration activities undertaken by HTB.

Exploration of Economic Valuation Model for the UX Design using the Contingent Valuation Method - Focusing on the Screen Unlock Interfaces (조건부 가치측정법을 이용한 사용자 경험 디자인 가치평가 모델의 탐색 잠금해제 인터페이스를 중심으로)

  • This study aimed to assess the economic value of the UX design and applied contingent valuation method (CVM) to the three smartphone screen unlock interface types: touch, fingerprint, and iris recognition. The contingent valuation method was chosen from various economic valuation approaches because the interface components such as the screen unlock are important user experience values but non-market goods which are not traded independently. Using the double-bounded dichotomous choice approach of the contingent valuation method, the survey results of the logit model showed that the economic value of touch unlock interface was 529 won, fingerprint was 4,214 won, and iris recognition was 1,316 won. That is, the fingerprint interface had the highest economic value, followed by iris recognition and touch interface. The main contribution of this research is that we examined a method for economic valuation of the UX design and generated systematic and credible results.

  • The main purpose of this study is to estimate willingness to pay (WTP) by the general publics, assuming that they pay tax or charge for protecting marine living resources and environment through developing and supplying biodegradable fishing nets. This study employed a contingent valuation method (CVM) which is an econometric method. The survey was conducted by using both double-bounded dichotomous choice and open-ended survey. Tobit model was used for the analysis. The variables included concerns about marine environment and fishing net discarded, sex, age profile, number of family members, educational level and personal disposable income. Annual average WTP per family for the biodegradable fishing net development and supply was estimated at 5,294 won and national WTP amounted to some 84.2 billion won. This includes both of use and non-use value of biodegradable fishing nets.

Using the Contingent Valuation Method Based on Multi-attribute Utility Theory to Measure the Environmental Value of the Nakdong-river Estuary (다속성 효용이론에 근거한 조건부 가치측정법을 이용한 낙동강 하구의 환경가치 추정)

  • This paper attempts to measure the environmental value of the Nakdong-river estuary, which is ecologically important but confronted with the threat of development. Especially, in order to elicit the environmental values of its four attributes, contingent valuation method(CVM) based on multi-attribute utility theory is applied and the CVM survey was rigorously designed to comply with the guidelines for best-practiced CVM studies. We surveyed a randomly selected sample of 400 and 350 households in Busan and six large cities(Seoul, Incheon, Daegu, Daejeon, Gwangju, and Ulsan), respectively and asked respondents questions in person-to-person interviews about how they would willing to pay for the estuary conservation and management program. Respondents overall accepted the contingent market and were willing to contribute a significant amount(2,457 won in Busan and 3,560 won in six large cities), on average, per household per year, which implies that there exists a large difference between the two. The aggregate values of the Nakdong-river estuary in Busan and six large cities amount to 2.92 and 22.32 billion won, respectively, per year. In addition, expanding the values to Korea produces 51.34 billion won per year. The quantitative values can be utilized in planning and decision-making about development versus conservation of the estuary.
