The study aims to identify the design character of libraries today into outwardness which enhances publicity in the library buildings. This design trend tends to be emphasized in contemporary civic libraries. In these days, the libraries become not only to be the traditional places of information but also to be the multi-purpose places to provide community services and cultural spaces. Thus the contemporary libraries, especially big civic libraries, are willing to open to the public of diverse purposes and to accelerate social communication among them through outward design in the buildings. This study surveys literatures and identify accessibility, symbolism, openness, amenity, connection, as the characters of publicity in the libraries. The study also examines the outward design strategies of the libraries which enhance publicity in the ways of design to connect surrounding environment, to symbolize buildings, to wrap transparent external surfaces and to build interior spaces. The study finds in the case studies of ten outstanding civic libraries abroad which were built in relatively recent years that the outward design is achieved mainly through four ways. First, the libraries have connection with surrounding urban environment, thus have continuities from the surrounding. Second, the libraries have the shapes of landmarks which expose themselves and their roles to the outside. Third, the libraries have transparent surfaces through which outdoor environment penetrates into the buildings. Fourth, the libraries have corridors and halls which look like traditional urban public streets and plazas. The study concludes that outward design strategies which employ in contemporary libraries enhance publicity in the libraries. Thus the libraries can perform as multi-functional cultural and open places which accelerate social interactions among the public of cities. This study has the value as a research which emphasizes outwardness as the design strategies which enhance publicity in contemporary libraries.

Dr. S. R. Ranganathan's Five Laws of Library Science were published in 1931 which is a classic work. This article describes in detail the Five Laws of Library Science and their implications on library activities. These laws have provided a scientific approach to library science. They constitute the philosophical basis for work and services of all types of libraries. These also provide guidance in the practice of Library and Information Science. He author emphasises that these will provide source of inspiration and guidance in the years to come. Every student and teacher of library Science and librarian must give a thought to the implications of these laws. In the changing environment of libraries in the emerging society has to fall with in the purview of these laws. The imperatives motivated by these five laws at the time of Ranganathan and in the present days have been identified. The new interpretations of the five laws with the various current nomenclature of Library and Information Science and other allied subjects have been enumerated. These new interpretations of these Laws shows that in today's international world of librarianship, Ranganathan's Five laws are much important and relevant what was before and even it is increasing. These Laws became the cornerstones of the philosophy of the techniques of Western society's library experts. The author concludes that the vision and legacy of Ranganathan will continue to be an inspiration and guiding spirit for the emergence of the new library and information profession. These will serve as source of inspiration and guidance in the years to come. It is not whether Ranganathan is by himself relevant to-day, but it is we who can make him relevant by studying and applying his principles and practices in different areas of library management.
The spatial property of contemporary library is now rapidly changing through the spatial expansion of knowledge and information, the reduction of information storing facility, the variation of approaching methods by digital shift and the transition of social recognition as a cultural facility. Also the spatial characteristics with referring characters have developed such as, decentralization, de-construction, de-boundary, individual space, erasing of boundary, flow of space which extends infinitely. The main process of library origination, the systematic classification, and the storage system concluding with the demand and value of the information by changing social demands and the role of the widest ranged facility. And 5 themes, such as, hierarchy, center, storage, boundary, and symbol, as a changed spatial concept and analyzed in the case of library plans and libraries which are actually built. The significant purpose of this research is to propose that rhizomatous intellectuality and hypertext could be a theoretical background of the contemporary architecture and could be a viewpoint of the transition of spatial structure in libraries. A future library should have spatial property embracing various social changes and needs and for this respect, it is necessary to approach and analyze through the architectural explication from diverging points of view.
The contemporary concept of publicness is reinterpreted from the point of view of contemporary publicness. Contemporary perception of public space has now branched and grown into a multitude of non-traditional sites with a variety of programs in mind. In this study, the aim is to discuss how contemporary public library has been evolved as public space and how to create User-centered interaction. In the case of developed countries, the Public Libraries have showed the expected effects because they have more systematic and efficient plan. Also, these libraries are placed with each facility, not distributed separately. It promotes the accumulation of profit on the space and Increases the efficiency. They support more effectively users' activities through the linkages between each facility and create the active interaction between users. Methods of the study are to analyze the concept and role of the users with the concept of modern publicity, to examine the concept of multi-complexity of public libraries for the user-oriented publicness, to learn about the characteristics of public spaces in the public libraries that appear in the advanced countries, to examine how to affect these characteristics in the public libraries, and to suggest the possibility and the various application methods on the characteristics of a public space. In the end, the public libraries for the realization of the publicity, support program complexity such as education and culture, welfare facilities, and public service facilities. In the 21st century, these complexity to improve the quality of service in public libraries. These spaces can be an alternative to be kept comfortable in a more vibrant area, and can affect the social, natural, cultural, and environmental aspects of the physical environment and the objects and relationships, as well as expand.
As the digital information infrastructure is established for the public library system in the contemporary age, expectations and demands surrounding the public library system are growing rapidly as the place of exchange and enjoyment of information and culture, and as the place of life-long learning. In addition, a new kind of information & culture services are needed to meet the demands of contemporary men and women, who are exploring information as the information environment undergoes rapid changes - from increase in the volume of digital publications, to increase in the usefulness of online information resources, to strides made in the media industry. The public library will continue to play its role and function by providing to all users all available information, whether it's available online or offline, whether it's in a physical format or in a digital format. As such, design and management of a space appropriate as a new information environment are needed. It is deemed that an information infrastructure for Daegu that can improve the quality of life in the region and can increase user accessibility to information in this information age is needed, as well as reorganization of the pertinent environment. Therefore more public libraries have to be built in Daegu as a necessity, and it is urgently needed that the information services be expanded through an organic linkage between local libraries such as between the central library and the branch libraries. This paper aims to provide basic data for building of public libraries in Daegu. To establish an information infrastructure for Daegu, a direction is given for the establishment of a local network of public libraries and ways for improvement are explored. This paper is significant in that, first, it helps in the planning of a local network of public libraries, which plays a crucial role in improving accessibility to information as well as the level of their use; and second, it helps in setting up guidelines for spatial configuration of the user space. As for the method, quantitative review of the information environment is to be done by analyzing the present situation of the public library network in Daegu from the perspectives of region, facility, and space, in order to present a method of user-centered spatial configuration that meets the changes in social roles and forms of information in the contemporary society.

This research is to analyze the public cases of information facilities in terms of central circulations in multi level volumes such as atrium or court which provide visual intervention between different spaces and physical connections such as bridges. Hunt Library design balances the understood pre-existing needs with the University's emerging needs to create a forward-thinking learning environment. While clearly a contemporary structure within a traditional context of the NCSU campus, the Hunt Library provides a positive platform for influencing its surroundings. Both technical and programmatic innovations are celebrated as part of the learning experience and provide a versatile and stimulating environment for students. Public library as open spaces connecting to an interactive social domain over communities can provide variety of learning environments, or technology based labs. There are many cases of the public information spaces with dynamic networks where participants can play their roles in physical space as well as in the intellectual stimulation. In the research, new public projects provide typologies of information spaces with user oriented media. The research is to address a creative transition between the reading space and the experimental links of the integration of state-of-the-art technology is highly visible in the building's design. The user-friendly browsing system that replaces the traditional browsing with the virtual shelves classified and archived by their form, is to reduce the storage space of the public library and it is to allow more space for collaborative learning. In addition to the intelligent robot of information storages, innovative features is the large-scale visualization space that supports team experiments to carry out collaborative online works and therefore the public library's various programs is to provide visitors with more efficient participatory environment.

In contemporary education, a school library is considered and valued as a vital and integral component of a school's instructional program. Especially, school library materials should contribute to execution of school curriculums through wide provision of resources. The results of the study are as follows. 1. The term 'library materials' should be changed into 'library resources' with a broad meaning. And, the scope of school library materials should include printed materials, audio-visual materials, electronic materials, associated equipment and other library resources. 2. It is desirable that the minimal standards of total collection is 5 books and 3 AV for a student in elementary schools, 7 books and 5 AV for a student in middle schools, 10 books and 7 AV for a student in high schools. 3. Annual growth is 0.5 for a student in elementary schools, 1 for a student in middle schools and 1.5 copy for a student in high schools. And, the number of minimal serials is 20 titles in elementary schools, 30 titles in middle schools and 50 tides in high schools. 4. Besides, basic collection, with the advances of technology, the school library collection should include new formats and delivery systems such as CD, video discs, videotex, computer software, satellite transmission etc. 5. The recommendable annual ratio of withdrawl is 3 to 5% for update and functional materials.

The Bavarian town of Regensburg was a library travel destination during the European Enlightenment. With at least 26 collections, the number and variety of its private, governmental, school, and religious libraries rivaled that of much larger cities and figured in the bibliographic travel accounts of Johann Keyssler, Christoph Nicolai, Carl Oelrichs, Filippo Argellati, Georg Zapf, Friedrich Hirsching, Adalbert Blumenschein, and many others. The first-hand descriptions of these repositories are unique primary sources for the study of library history. Having been accessible to researchers largely in published forms, many were designed to serve as bibliographic aids for informing scholars about the locations of specialized subject collections and some individual works. The journals, letters, guidebooks, and texts also reflected the evolving scholarly and scientific nature of their cultural period. Overall, this case study of Regensburg’s libraries illustrates the particular value of contemporary travel literature.

Recent developments and integration of IT are expanding the possibility of various instructional learning methods in education environments. Contemporary learning theory such as open education, self-directed learning, student's centered learning describes the students as an active and engaged information user and underscores the importance of information literacy. Therefore, school library today focus on the process of learning-teaching process rather than dissemination information, and emphasized the focus of the school electronic library as information center. The purpose of this study is examined physical components of School Electronic Library, design a model of information system and suggests a strategy for implementing teaching-learning process support services based on school electronic library and information system.
The study aims to find out the changing aspects of contemporary Korean libraries so called public in terms of their spatial characteristics. In so doing, it analysed 16 recently built libraries by using the spatial depth defined in the Space Syntax theory. As the result, it could be said that the libraries were planned and designed well reflecting the world wide trend as a public institution such as an open plan, easy access, new functional spaces, and so on. It could be also said, however, that there was no difference between the previous libraries and the recent ones when the actual usage is considered. It means that the architectural attempts have been made to plan an 'open, public library', especially in terms of the spatial configuration, whereas the way of management has not been changed at all for some reasons such as the lack of staffs, security and so on. Therefore, it can be seen that the depth, one of the most important factors in the recognition of the spatial configuration, is more deepened as a form of the liner structure in the spatial configuration.
