  • A long-term water quality study has been initiated by the Korean Ministry of Environment(MOE) - The G-7 Project--in cooperation with two national research institutes, an University research tn and a consulting firm. This study includes the development of computer software for total water quality management system, so called ISWQM (Integrated System of Water Quality Management). ISWQM includes four major components: a GIS database; two artificial intelligence (AI) based expert systems to estimate pollutant loadings and to provide cost-effective wastewater treatment system for small and medium size urban areas; and computer programs to integrate the database and expert systems. ISWQM is to provide user-friendly Decision Support System (DSS) for water quality planners. A GIS was used to create spatial database which stores all the necessary data to n DSS. GIS was also used to integrate the four components of ISWQM from data creation to decision making through Graphic User Interface (GUI). The results from the first phase of this study showed that GIS would provide an effective tool to build DSS using expert system.

  • What the structure of knowledge management capability (KMC) to improve the organizational performance is an important issue for researchers and practitioners with growing interest in recent years. In this paper, we begin with a deep thinking about the resource-based view and knowledge-based view of the firm applying to knowledge management issues. By exploring the two underlying theories of knowledge management, together with an intensive review and interpretation of existing literatures, we obtain six major dimensions of KMC. We then propose an integrated conceptual model of KMC and its relationship with organizational performance. A PLS analysis of the gathered data from organizations in Korea which already have enterprise-wide knowledge management systems is conducted to validate the proposed model. We discuss several meaningful implications and draw several insightful conclusions surrounding the KMC.

  • In the service-oriented economy, knowledge and skills are considered core resources to secure competitive advantages and service innovation. Knowledge management capability, which facilitates to produce, share, accumulate and reuse knowledge, becomes as important as knowledge itself to create service value. Along with knowledge management capability, dynamic capability and operational capability are the key capabilities related to managing service delivery processes. Previous studies indicated that these three capabilities are related to service innovation. Although separately investigate the relationship between the three capabilities. The purpose of this study is 1) to define variables that have effects on service innovation including knowledge management capability, dynamic capability and operational capability, and 2) to empirically test to identify relationship among variables. In this study, knowledge management capability is defined as the capability to manage knowledge process. Dynamic capability is regarded as the firm's ability to integrate, build, and reconfigure internal and external competences to address rapidly changing environments. Operational capability refers to a high-level routine that, together with its implementing input flows, confers upon an organization's management a set of decision options for producing significant outputs of a particular type. The proposed research model was tested against the data collected through the survey method. The survey questionnaire was distributed to the managers who participated in an educational program for management consulting. Each individual who answered the questionnaire represented a knowledge based service firm. About 212 surveys questionnaires were sent via e-mail or directly delivered to respondents. The number of useable responses was 93. Measurement items were adapted from previous studies to reflect the characteristics of the industry each informant worked in. All measurement items were in, 5 point Likert scale with anchors ranging from strongly disagree (1) to strongly agree (5). Out of 93 respondents, about 81% were male, 82% of respondents were in their 30s. In terms of jobs, managers were 39.78%, professions/technicians were 24.73%, researchers were 12.90%, and sales people were 10.75%. Most of respondents worked for medium size enterprises (47,31%) in their, less than 30 employees (46.24%) in their number of employees, and less than 10 million USD (65.59%) in terms of sales volume. To test the proposed research model, structural equation modeling (SEM) technique (SPSS 16.0 and AMOS version 5) was used. We found that the three organizational capabilities have influence on service innovation directly or indirectly. Knowledge management capability directly affects dynamic capability and service innovation but indirectly affect operational capability through dynamic capability. Dynamic capability has no direct impact on service innovation, but influence service innovation indirectly through operational capability. Operational capability was found to positively affect service innovation. In sum, three organizational capabilities (knowledge management capability, dynamic capability and operational capability) need to be strategically managed at firm level, because organizational capabilities are significantly related to service innovation. An interesting result is that dynamic capability has a positive effect on service innovation only indirectly through operational capability. This result indicates that service innovation might have a characteristics similar to process innovation rather than product orientation. The results also show that organizational capabilities are inter-correlated to influence each other. Dynamic capability enables effective resource management, arrangement, and integration. Through these dynamic capability affected activities, strategic agility and responsibility get strength. Knowledge management capability intensify dynamic capability and service innovation. Knowledge management capability is the basis of dynamic capability as well. The theoretical and practical implications are discussed further in the conclusion section.

  • In an effort to discover new technologies and to forecast social changes of technologies, a number of technology life-cycle models have been developed and employed. The hype cycle, a graphical tool developed by a consulting firm, Gartner, is one of the most widely used models for the purpose and it is recognised as a practical one. However, more research is needed on theoretical frames, relations and empirical practices of the model. In this study, hype cycle comparisons in Korean and global search websites were performed by means of web-search traffic which is proposed as an empirical measurement of public expectation, analysed in a specific product or country in previous researches. First, search traffic and market share for new cars were compared in Korea and the U.S. with a view to identifying differences between the hype cycles in the two countries about the same product. The results show the similarity between the two countries with the statistical significance. Next, comparative analysis between search traffic and supply rate for several products in Korea was conducted to check out their patterns. According to the analysis, all the products seem to be at the "Peak of inflated expectations" in the hype cycles and they are similar to one another in the hype cycle. This study is of significance in aspects of expanding the scope of hype cycle analysis with web-search traffic because it introduced domestic web-search traffic analysis from Naver to analyse consumers' expectations in Korea by comparison with that from Google in other countries. In addition, this research can help to explain social phenomina more persuasively with search traffic and to give scientific objectivity to the hype cycle model. Furthermore, it can contribute to developing strategies of companies, such as marketing strategy.

It is usual that their business activities and viability are dependent upon localized resources in terms of a labor market, raw material procurement and sales market. Also, the characteristics and viability of social enterprises based on local resources within the framework of social economy policy. The social economic policy in Korea is generally treated as means of local developments. This paper aims to examine the localness and socio-economic foundation of social enterprises which are located in the west of Gyeongnam province in Korea and to provide policy recommendations for promoting local resource-based social enterprises. The selection of the case study firms was chosen by considering various factors such as the viability of the firm, location of a company and the types of organization. The research result shows that most of local social enterprises had a viability and profitability to effectively utilize local resources. But it is claimed that the government policy for promoting local social enterprises reveals some limitations to promoting effectively local social enterprises. First, it is necessary to limit the qualification of applying to the government support program. Second, financial support should be changed from hardware-centered programs to software-centered programs such as training and education for human resource development and the business consulting. Finally, it is necessary for the government policy to focus on follow-up programs for firms which are no more capable of receiving the government financial support. For these firms, the government policy needs to focus on facilitating activities of cooperation between local universities and local social enterprise.

  • Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

  • Cloud Computing has drawn attention as one of 10 IT strategic technology trends and has various advantages such as cost reduction and enhancing business flexibility. However, corporations hesitate to adopt the service because of unexpected risks. Especially compared to large firm, medium and small ones use public cloud that security risk is high. Meanwhile, real option strategy has drawn attention as the method to hedge uncertainty in IT projects. Therefore, in this study causal relationships among technical, security, relational, and economic risks of cloud service will be investigated. Eventually, this study investigates how those risks influence the intention to choose the real option about the cloud service. For this study, five hypotheses is drawn, and a survey is conducted about the medium and small firms which are currently using cloud service to examine hypotheses. Since the study is at organizational level, 287 questionnaire replies are recalculated to 120 firms. For statistical analysis, Smart PLS and SPSS Statistics18 are used. As a result, technical risk of cloud service has significantly positive influence on security risk. Second, security risk and relational risk of cloud service has significantly positive influence on economic risk. Third, economic risk of cloud service has significantly positive influence on the intention to purchase the delay option or abandon option. Based on this result, this research discussed practical and academic implications and the limitations.
