건설정책이 대구·경북지역 건설기업의 시장 진입과 퇴출에 준 영향에 관한 조사연구 (An Investigative Study on the Impact of Construction Policies on Market Entry and Exit of Construction Companies in Daegu and Gyeongbuk Province)

  • 본 연구는 정부의 건설산업 정책 중 업역제도, 입찰제도, 하도급제도, 시공관리 등 실제 건설업체들의 행태에 미친 영향이 클 것으로 판단되는 주요 정책들을 설문조사를 통해 분석하였다. 분석의 시작은 건설업법이 건설산업기본법으로 대치되고 건설업 면허가 면허제도에서 등록제도로 전환된 시점에서 시작하여 최근까지 시행된 주요 건설정책을 선정하여 그 효과를 조사·분석하였다. 조사결과, 중소건설업체가 대부분인 대구·경북지역 일반건설업체의 경우, 건설업 등록기준(자본금, 기술자 등)의 강화가 시장 진입 및 퇴출에 크게 영향을 미친다는 것을 의미한다. 따라서 중소 건설업체 등을 대상으로 등록기준 관련 정책을 합리적으로 시행한다면 건설시장 내의 부적격 건설업체 퇴출에 크게 기여할 것으로 판단된다. 그러나 반면 건설시장 내의 부적격업체 퇴출을 위해 시행된 상당수의 건설정책들이 오히려 부적격 건설업체의 증가에 영향을 미쳤다. 이는 건설수주기의 건설정책이 시행 목적 달성에 미흡하였다는 것을 시사한다.

  • Indonesian construction companies are currently facing high competition both among themselves and with global construction companies. In order to address this issue, the Government of Indonesia has enacted specific regulations and policies relating to the development and implementation of quality management systems (QMSs) ISO 9001 based in construction, acknowledging that the consistency of construction project quality requires a formal quality system as a guarantee to raise quality standards at all project stages. The research has been undertaken to examine the effectiveness of the regulations and policies against several key performance indicators (KPIs) of the ISO 9001 Indonesian construction companies. A comprehensive review of the relevant regulations and policies together with interviews with the Government and National Construction Services Development Board recommend possible additional guidelines and supporting quality system, which intends to measure contractors' project output against defined standards as well as to assess their performance among other similar service providers. The outcomes of the research contribute to the development of the Indonesian own construction industry quality measurement and assessment system.

Ontology for estimating excavation duration for smart construction of hard rock tunnel projects under resource constraint

  • Although stochastic programming and feedback control approaches could efficiently mitigate the overdue risks caused by inherent uncertainties in ground conditions, the lack of formal representations of planners' rationales for resource allocation still prevents planners from applying these approaches due to the inability to consider comprehensive resource allocation policies for hard rock tunnel projects. To overcome the limitations, the authors developed an ontology that represents the project duration estimation rationales, considering the impacts of ground conditions, excavation methods, project states, resources (i.e., given equipment fleet), and resource allocation policies (RAPs). This ontology consists of 5 main classes with 22 subclasses. It enables planners to explicitly and comprehensively represent the necessary information to rapidly and consistently estimate the excavation durations during construction. 10 rule sets (i.e., policies) are considered and categorized into two types: non-progress-related and progress-related policies. In order to provide simplified information about the remaining durations of phases for progress-related policies, the ontology also represents encoding principles. The estimation of excavation schedules is carried out based on a hypothetical example considering two types of policies. The estimation results reveal the feasibility, potential for flexibility, and comprehensiveness of the developed ontology. Further research to improve the duration estimation methodology is warranted.

  • 고령화로 인한 건설인력 감소에 대응하고 건설현장의 생산성 향상을 위해 일본에서는 2016년부터 정보통신기술을 활용한 자동화시공을 추진하고 있다. 일본 국토교통성은 ICT를 활용한 토공 자동화 시공을 뒷받침 할 새로운 비용 산정기준, 발주제도, 정부지원 정책을 마련하여 시행하고 있고 현장에서 활용할 수 있는 자동화 시공의 종류를 확대하고 있다. 우리나라도 ICT를 건설 현장에 원활하게 적용하기 위해서는 일본에서와 같이 우선적으로 ICT를 활용한 자동화 시공 관련 법과 제도, 정책 등을 정비해야 한다. 본 논문은 일본과 한국의 ICT를 활용한 자동화시공 관련 제도 및 정책을 비교·분석하여 벤치마킹하는 방법으로 연구하고 이로부터 시사점을 찾고자 했다. 연구 결과, 국내 건설현장에서 ICT기술을 활용하기 위해서는 한국 정부가 선도적으로 ICT기술 관련 비용 산정기준, 발주체계, 경제지원 정책 등을 마련해야 한다는 결론에 이르게 되었다.

CM정책에 대한 CM기업의 인식과 평가에 관한 연구 (Perception and Evaluation of Construction Management Firms toward Government Policies for Construction Management)

  • 정부정책은 시장과 기업에 많은 영향력을 행사하기 때문에 정부정책에 대한 평가는 중요한 현안이다. 현재 우리나라에서 CM정책을 제시하는 대표적인 자료는 건설산업기본계획과 건설기술진흥기본계획으로 이를 통해 정부의 CM정책을 이해할 수 있다. 본 연구의 목적은 제3차 건설산업기본계획과 제4차 건설기술진흥기본계획에 제시된 CM정책항목을 중심으로 CM정책에 대한 CM기업의 인식과 평가를 Gap 분석기법을 활용하여 중요도와 실행도의 관점에서 분석하고 주요 특징 및 시사점을 도출하는데 있다. 본 연구를 통해 나타난 주요 결과는 정부가 제시한 CM정책항목에 대해서는 전반적으로 중요하다고 CM기업이 인식하고 있는 반면 실행도에 대해서는 낮은 평가를 내리고 있다는 것이다. 향후 정부는 새로운 CM정책항목의 발굴보다는 이미 발굴되어 있는 CM정책항목의 이행전략과 성과점검에 보다 노력을 경주할 필요가 있는 것으로 나타났다.

  • 정부정책 수립자들은 일반적으로 정책들의 종합적이고 전체적인 영향을 제대로 고려하지 못하고 개개의 정책목표만을 달성하려는 경향이 있다. 또한 전형적인 정책결정 관행은 산업참여자들의 다양한 요구와 그들의 공공정책에 대한 반응을 제대로 고려하지 못하고 있다. 본 연구는 이 쟁점을 검토하기 위해 시뮬레이션 모델 베이스 접근법의 하나인 시스템 다이내믹스 모델을 이용하여 공공정책의 효과성윤 체계적으로 평가한 수 있는 방법을 제안하였으며, 건설 생산성을 강화하기 위한 싱가포르 정부의 정책들을 사례로 적용하였다. 이러한 시뮬레이션 모델을 이용하여 싱가포르 정부의 정책을 분석하였다. 모델 구조와 시뮬레이션 결과로부터 얻은 정책의 함축적 의미와 인과관계들을 토대로 정부 정책 수립을 보다 효과적으로 만들 수 있는 제안과 고려사항들을 제시하였다. 이러한 연구결과를 바탕으로, 시뮬레이션 모델 기반의 접근 방법이 건설정책 수립과 분석에 유용하게 활용될 수 있음을 파악하였다.

  • The construction wastes have been enormously increased after 90's, but construction wastes have depended on reclamation, therefore the environmental disruption and contamination are getting in the hot issue of society and in controversy with residents. With the consequence that indicates a substitute about an application of construction waste units is the most important thing for studying construction wates of quantity when the construction units are demolished. Nowadays, the area under the housing environment amelioration policies is getting rapidly old, then it is beyond anticipating reconstruction. Likewise, it is common when the process of construction wastes make progress to investigate uneconomically in point of facts, therefore to derive economical effects using construction wastes units should be urgent as soon as possible. In conclusion, the purpose of this study offers the variety of construction wastes and process of treatments, comparison of which the construction is demolished and economical effects of application of construction units.

Estimation of the Demand Function of the Information and Communication Construction Business

  • The smart convergence environment, in which all industries are converged around ICT infrastructure -- with the eventual inclusion of both industry and culture -- looms. With the emergence of new convergence industries such as smart medicine, smart cities, and smart automobiles, the ICT infrastructure is recognized as the foundation of the overall economy. As such, the importance of the next generation of information and communication construction businesses, which constructs the ICT infrastructure, is highlighted under the smart convergence paradigm environment; various multilateral policies to foster the information and communication construction business -- led by the Ministry of Science, ICT, and Future Planning -- are being implemented. Like other infrastructure industries, however, the estimation of the demand function of the information and communication construction business overall is essential for effectively establishing promotional policies for information and communication construction businesses. However, there has been no study which theoretically estimates the market demand function in the information and communication construction business thus far. The pursuit of a creative economy is a national agenda, as the significance of accelerating the ICT infrastructure is emphasized. Therefore, this paper seeks to estimate quantitatively the demand function in the information and communication construction business using empirical data and a statistical model and then to present policy implications which will aid the development of the information and communication construction business.

  • Currently, Korean real estate market has experienced cooling down of the business because of the global economic crisis which resulted from the subprime mortgage lending practice. In response, the Korean government has enforced various policies at the base of deregulating real estate speculation, such as increasing Loan to value ratio (LTV) in order to stimulate housing demand and supply. However, these policies seemed to result in deep confusion in the Korean housing market. Furthermore, analysis for housing market forecasting, especially international financial crisis on Korean real estate market, has been partial and fragmentary, therefore comprehensive solution and systematical approach is required to analyze the real estate and real estate financial market including causal nexus between market determining factors. In an integrated point of view, applying the system dynamics modeling, the paper aims at proposing Korean Real Estate and Mortgage market dynamics models based on fundamental principles of housing market determined by supply and demand. We also find the impact of deregulation policies focusing on mortgage loan which is the main factors of policies.

  • Construction industry is an important key industry and many measures to revitalize it as local economy has been stagnant. However, construction industry works combined with governmental policies, global and local economies, populations, construction companies and many other related factors, and it is very hard for those counter-plans to meet every need and goal of the related. In this study, interviews and questionnaires of the professionals of the construction industry in Busan, were carried out, to find the cause of the inactivity of the construction market, the problems of the policies and regulations, and the problems of the construction companies in Busan and the solutions were suggested. The realistic master-plans and the reduction of the cost price for the problems of the redevelopment business having no feasibility, the reasonable relaxation of the restrictions for the problems of the governmental policies, the professional training and education for the lack of the high-quality human resources and the working system changes for the problems of the local construction companies turned out as results. The results of the study will be a chance to understand the different ideas of the professionals, and help with the plans to improve and to revitalize the local construction industry.
