A Study on the Establishment of the Cooperative Shared Storage for Public Libraries in Seoul Metro Area (공공도서관 공동보존서고 건립 방안 연구 - 서울특별시 공공도서관을 중심으로 -)

  • Efforts to establish a joint preservation facility for library collection are being discussed by some of regional representative libraries recently. In order for the efficient management and preservation of public library materials and to secure the space necessary for applying new services, there is a high demand for a cooperative shared storage for public libraries. The construction of a cooperative shared storage for public libraries is to minimize the cost of expanding the preservation space for each public library and to provide a pleasant service environment by separating the low-use materials stored in the library. Accordingly, discussions on the construction of a cooperative shared storage for public libraries are being initiated by some representative libraries. This study, in this regard, tried to propose a plan to build a cooperative shared storage for public libraries by a Seoul Metropolitan Library. To this end, it surveyed the estimate size of the collections of public libraries in Seoul and, based on this, proposed the size and strategies for the facility.

A Study on the Construction of New Towns and the Establishment of Public Libraries: Focusing on Milton Keynes in the U.K. (신도시 건설과 공공도서관 건립에 관한 연구 - 영국의 밀턴킨즈를 중심으로 -)

  • It was considered that the construction of new towns between the late 1940s and the early 1990s affected the increase of the number of public libraries in the U.K. Many new towns are being built in Korea. This is a very good chance to build more public libraries in Korea. This study selected and examined Milton Keynes which is one of the best new towns in the U.K. to see how the public libraries were built in the new town. It was revealed that the plan of building public libraries was included in the new town plan and public libraries were built according to these plans.

Study on the Spatial Standard for Data Reading Rooms in Public Libraries (공공도서관 자료열람실 공간기준에 관한 연구)

  • This study investigated the ratios of area, according to the domains and functions, of a public library. To this end, 20 public libraries were selected as samples from the 2012 Public Library Construction Casebook and from cases of consulting on the construction and operation of public libraries. The domains of a public library were categorized into data reading, cultural education, operation, common use, and others. There was a large difference in the area ratios between public libraries that were built with the aid of consulting (Group B) and those without consulting (Group A). In functional terms, the data(bookshelf) space and reading space had similar ratios within a data reading room, while the ratio of the library information space was smaller. Within a general data reading room, the ratio of the library information space was 12%, while the ratios of the data space and seating space were 44%, respectively. Moreover, within a data reading room for children, the ratios of the library information space and children's space were adjusted to 14%, respectively, while the data space and seating space each accounted for 36%, with either 3- or 5-decker bookshelves installed. This study has identified how to calculate the area for each domain, capacity of books, and seating capacity by applying area ratios through functions in the data storage domain, along with numbers of books and seats per unit space. This study has also succeeded in calculating the required area and seats for each type of data storage room by applying the number of books that exist. However, this study has its limitation in that the regional characteristics(Metropolis, Small & medium size cities, Rural areas) were not considered because the number of samples was only 20 libraries.

A Study on the History and General Situation of Public Libraries in Taiwan (대만 공공도서관의 역사와 현황에 관한 연구)

  • This study is to review the history and general condition of Taiwanese public libraries. The first Taiwanese public library was established in 1901 by Japanese resident and the Japanese government. After Independence and moving the seat of government to Taiwan, public libraries was depressed. But since 1979 public libraries have been increased quantitatively because of the construction of culture center and qualitatively because of growth of publications in 1987. Then Taiwan public libraries was developed very rapidly. There are several advantage, including government library's leadership, professional chief librarian, tradition of field research by librarian, inter-library cooperation system, green library building, and so on.

  • This study considers that the establishment of a public library within multi-use complex is one of the most effective ways to expand infrastructure of public libraries in Korea. A survey on the complexation rates of public libraries in Seoul was made through on-the-spot visits and telephone interviews. It turned out that out of all 112 public libraries in Seoul, 55 of them are in multi complex buildings. In order to efficiently establish public libraries to multi-use complex, absolute consideration on the size, location, and space should be made. Moreover, if necessary, additional complexation with commercial facilities, schools, and local government buildings should be made.

  • For the public library reading revitalization in this study it is to review program development examples which is differentiated by own library from the existing reading education and reading program. Based on the specialized program examples it intended suggesting a method of reading revitalization, after reviewing enlarged specialized function in the existing public library function, and analyzing related the reading activity status concerning with Seoul city public library, 'One Library One Book Reading' activity and U. S. A public library. Also, this study suggested future public library reading revitalization through the specialized quality service program development and construction related reading.

  • Article 31(1) of the Libraries Act(Act No. 18547), which was completely revised on December 7, 2021, stipulates that "the head of a local government or the superintendent of a city/provincial office of education must formulate a plan for the establishment and operation of a public library in advance and obtain the pre-evaluation of the feasibility of establishing a public library from the Minister of Culture, Sports and Tourism." Through the preliminary feasibility evaluation at the construction stage of the public library, it is possible to adjust distribution to improve the adequacy of scale and resolve regional imbalances and gaps. In addition, it is expected to increase service satisfaction and operational enhancement by inducing faithful securing of core infrastructure (librarians, collection, facilities, systems, etc.) in terms of balanced regional development and public library construction. The purpose of this study is to develop and present the basic direction and feasibility evaluation model for establishment of public libraries. The proposed evaluation model is expected to secure the legal basis and institutional legitimacy of the pre-evaluation system for public library establishment and to prevent waste of tax due to poor construction and operation of public libraries.

A Study on the Development of the Founding Collection in Public Libraries (공공도서관 개관장서 구축 방안 연구)

  • This study illustrates the process of the development of founding collection in public libraries. Specifically, this study surveys such cases of ten public libraries recently opened. It also analyzes current laws and standards about library collection and compares the criteria with the ones in various manuals and reports. For the study, supplementary data were also collected through qualitative interviews and brain-storming discussions with public librarians and other regional government officials who were in charge of the library construction project. For the suggestion to improve the quality of such founding collection, the researcher put the emphasis on the construction of collection development policy for the library, on the official collection plan, on the adequate volume of founding collection, and on the strategies for collection programs about regional studies.

  • The study aims at illustrating the current state of public libraries in Busan metro area and to suggest strategies for the development of public libraries system in Busan. For this, the study collected data through the statistics and interviews with librarians and administrators. As a result, five goals have been suggested. Followings are the suggestions to improve the current state of the public libraries in Busan area. 1) New programs on lifetime information needs; 2) Initiatives for multicultural services in public libraries; 3) Continuous construction of new public libraries and renovation in older facilities; 4) Improvement of public library service environment, especially in personnel and collection development, and; 5) Support for the regional main library system.

A Study on the Construction of a Cooperative Network for Public Libraries (공공도서관 협력 네트워크 구축 방안)

  • Public libraries in Korea have increased dramatically in number through the last 45 years.However, compared to the public libraries of the United States of America, United Kingdom of Britain, and Japan, public libraries in Korea tended to have a higher rate of capita visits per a public library, so public libraries' infrastructure in Korea is very inadequate. This research analyzed cooperative network cases for public libraries of London Borough of Camden, Ootaku in Janpan, and Bucheon City in Korea to deduct a plan to broaden the service area and to make management more efficient by managing based on the single-administrative district area as a regional library system. With these results this research excogitated a cooperative network model and a plan to make the management more efficient. As a conclusion, as public libraries increase in numbers we need to examine the proper scale, and we need to construct a central-concentrated system to enhance management efficiency between a central library and branch lib aries or small libraries.
