An Analysis on the Problems of the Serious Disaster Punishment Act from the Construction Industry's Perspective and Proposed Improvement Measures (건설업계 관점에서의 중대재해처벌법 시행에 따른 문제점 분석 및 개선방안)

  • The objective of this study was to analyze the awareness, necessity, and challenges of the Serious Disaster Punishment Act within the domestic construction industry, which is subject to the legislation implemented by the government. The research aimed to propose future improvement measures. According to the findings, safety officials consider securing more young and competent domestic skilled workers, as well as improving safety management standards and workers' safety awareness, to be the most crucial factors in preventing and reducing safety accidents. Furthermore, the primary improvement plan for the Serious Disaster Punishment Act involves clarifying ambiguous provisions in the current law. Government policy support is necessary to enhance the effectiveness of the Serious Disaster Punishment Act, and revisions should focus on preventive measures that contribute to the establishment of a safe working environment.

A study on effects of resting facility on the Reduction of Disasters in Construction Projects (건설 사업장 휴게시설이 재해감소에 미치는 영향에 관한 연구)

  • This researcher selected basic variable to investigate the effective relations of establishment and management of resting facility on reduction of constructional disasters and safety accidents and improvement of working efficiency for construction workers. Based on the measured variables, this researcher investigated phenomenon, recognition and satisfaction for using and demanding resting facility by long-term construction in construction site for workers of huge construction site in Seoul, conducted survey of total 219 questionnaires so as to grasp implications of workers' resting facility demanded in long-term huge construction site and effects on reduction of disasters and conducted structural equation analysis. As a result, resting faciity factor, management factor, and hygienic service factor were significant and resting and food factors were not significant. Therefore, it's expected to reduce personal disaster by improving quality of constructional resting facility, hygienic service, and resting facility management and especially, resting facility management factor makes lots of effects on prevention of personal disasters, so it was a strongly main factor. By suggesting the guideline of establishment and management service of proper resting facility through this research, positive recognition and constructional disaster reduction can be expected in construction site.

Occurrence and Influence of acid Leachate by Pyrite in Underground Rocks of Road Construction Field in the Miryang Area (밀양지역 도로건설 현장 지반암석내 분포하는 황철석에 의한 산성침출수 발생과 영향)

  • The acid leachate derived from the sulfide mineral such as pyrite can cause problems such as aging of infrastructure and environment contamination around the civil construction site. The purpose of this study is to assess the environmental effect of an acid leachate derived from pyrite in the Miryang area under road construction. In this study, 13 samples of situ core were used for the net acid generation (NAG) experiment. The chemical composition including pH, oxidation and reduction potential (ORP) and electrical conductance of water samples produced from the NAG test was analyzed. In additional, five polished thin sections of rock cores were made for electro microprobe analyses. In the results of the NAG tests, 7 samples showed lower values than pH 3.5. It strongly indicated that these areas are under the environmental and infrastructure damage by the acid leachate. The chemical type of the 7 samples was classified as the $Fe(Ca)-SO_4$ type, which is totally a different type compared to general groundwater. The concentration of total sulfur ranges from 0.004% to 12.5%. 6 rock samples are plotted on a potentially acid forming zone in the relation diagram between the total sulfide and NAG-pH. In conclusion, it is suggested that a protection method against an environmental demage and an infrastructure corrosions by the acid leachate should be prepared in all of areas under a road construction.

A Study on the Safety Measures for Thermal Diseases, Focusing on the Cases of Disaster by Construction Industry

  • Purpose: Construction sites are currently facing a socialization problem as the incidence of thermal disease-related disasters increases due to summer heat waves, exacerbated by factors like the concentration of middle-aged and older workers and global warming. The reason why construction sites are particularly vulnerable to heat waves is that there are many outdoor work, which is the peculiarity of the construction industry, and most of the construction workers are elderly. This study analyzes disaster statistics of workers at construction sites for five years to investigate the occurrence of thermal diseases and analyze factors through disaster cases to provide basic data for future disasters to be reduced. Research design, data, and methodology: According to the Construction Workers' Mutual Aid Association, as of June, more than 60% of the construction workers working in the field were in their 50s and 60s. More than 24% are in their 60s and older. Thermal diseases caused by heat waves occur when exposed to high heat or strong sunlight for a long time, accompanied by headaches and dizziness. The problem is that many elderly people have underlying diseases, so if they lose consciousness, they cannot easily recover and are likely to die. Results: According to industrial accident statistics, 182 people were injured by heat-related diseases in the summer from 2016 to 2021, of which 29 died. In particular, in the construction industry, which has a lot of outdoor work, 87 people were injured and 20 people died. Conclusions: In order to prevent heat diseases caused by outdoor work, it is emphasized that exposure time is controlled, and sufficient rest and hydration are essential. Rest, water, and shade are in line with the three principles.

Factors Affecting Potential Disaster Damage and Perceptible Stress Influencing Evacuation Behavior (재난피해가능성불안 및 지각된 스트레스가 대피행동에 영향을 미치는 요인)

  • Purpose: The purpose of the present study was to identify factors affecting anxiety about disaster damage potential in Gyonggi-do and evacuation behavior that influences evacuation behavior. Method: Multiple regression analysis was performed to test the hypothesis and to analyze the influence of anxiety about disaster damage potential and perceived stress, and analyzed similarity in correspondence between age and anxiety about disaster damage potential. Results: The anxiety about disaster damage potential of a group vulnerable to safety and anxiety about disaster damage potential of disaster system collapse were perceived in close proximity. Disaster system collapse, evacuation life, and natural disasters were found to be factors affecting perceived stress. Stress and natural disasters were found to be influencing factors on evacuation behavior. Conclusion: The necessity of managing stress was confirmed since anxiety about natural disaster damage potential and stress affect evacuation behavior. The recent experiences of heavy rain disasters indicate that the anxiety about disaster damage potential is expected to increase. The findings also indicate the importance of preventive planning and psychological management to manage the anxiety about disaster damage potential.

  • KICT has been carrying out inventory research on the cut slopes of national roads. Inventory research results are basic data used in cut slope management system. Inventory data are classified by general status, cut slope characteristics and inspector opinion. Cut slope inventory data are utilized to figure out dangerous slopes and decide survey ranking of detailed safety diagnostication. This paper drew the distribution of dangerous cut slopes using inventory data in Chungcheongdo, then verified an efficiency on distribution of dangerous cut slopes by comparing occurrence frequency of real collapsed cut slopes.

  • How to safely and economically dispose mining tailings is a challenge to mine operators. This paper presents an alternative upstream method for tailings dam construction, termed as the template construction method (TCM), which has been successfully implemented at Zhelamuqing tailings impoundment since 2004. By the beginning of 2015, the tailings dam wall had reached 95 m in height for the 46 upstream raises, with the total height of the dam including the starter dyke being 128 m. The proposed TCM is relatively simple and cost-effective and provides a good way for constructing rapidly raising tailings dam based on this case.

  • In addition to improving economic growth and development of advanced production technology brings many benefits to our society, but if the growth of this still has the shadow of accidents exists. In particular, the construction site has seen a significantly higher accident rate figures despite efforts on disaster prevention. Among the various methods of reducing the need for disaster safety education industry it has become very stressed its importance through many studies. When a disaster causes significant share of the construction industry due to the lack of educational causes, including technical causes, managerial causes, classification and educational causes of this ateumyeo safety awareness and knowledge account for large proportion. In the health and safety education, centered on the subjects of education supervisors will be able to reduce the real and effective industrial disaster education should be run.

  • The employment of risk management theory in Urban Disaster Management System (UDMS) has become an important trend in recent years. The viewpoint of risk management is mainly a comprehensive risk assessment of various internal and external factors, and a subsequent handling of risks. Through continuous and systematic accumulation and analysis of risk information, disaster prevention and rescue system is established. Taking risk management theory as the foundation, Organization for Economic Cooperation and Development (OECD) has developed a series of UDMS in the mega-cities all over the world. With this system as a common platform, OECD cooperates with different cities to develop disaster prevention and rescue system consisting of vulnerability assessment methods, risk assessment and countermeasures. The paper refers to the urban disaster vulnerability assessment and risk management of OECD and the mega-cities of different advanced and developed countries in the world, and then constructs a preliminarily drafted structure for the vulnerability assessment methods and risk management mechanism in the metropolitan districts of Taiwan.
