DEVELOPMENT OF CONSTRUCTION PROCUREMENT INFORMATION EXCHANGE STANDARDS IN TAIWAN

  • The Taiwan government agencies have been promoting e-commerce for the construction industry with several initiatives since 2000. The development of standards for the procurement information exchange among government agencies, construction firms, and suppliers for the construction industry is one of the major initiatives and begins to produce tangible results. This paper reviews the effort for developing the information exchange standards and compares the development strategies used in different segments in the supply chain. Lessons learned during the development course are also discussed.

  • Noise and vibration generated at construction sites become serious issues because of bigger construction projects and growing use of heavy equipment. Especially in downtown construction, noise and vibration easily exceed the legal standards that can suffer the most of surrounding residents. The number of complaints by the residents who are exposed to the noise increases as their consciousness grows. However, the Korean regulations for the construction noise and vibration only present the overall limits for target areas and times zones, and this make it difficult to take effective measures. Also in rural area, disputes between construction sites and residents arise, but the dispute resolution or taking measures are difficult because clear standards concerning cause-and-effect, estimation of effective levels, calculation of damages, and future precautions and examples lack. This paper describes legal standards regarding the noise and vibration and presents judging standards for the physical damages. This paper also introduces example public complaints that happened at Daewoo construction sites to describe the problems in the existing law and further to enable smooth construction progresses by emphasizing the seriousness of public complaints.

건설CALS 표준화 체계 정립에 관한 기초적 연구 (A Study on Establishment of Construction CALS Standardization system)

  • This paper presents a fundamental study to establish a standardization system of the Construction Continuous Acquisition and Life-cycle Support(CALS). States of standardization in the Construction CALS were reviewed to find some defects in developing CALS system in construction industry. It is analyzed that three of major parts were needed to put up a standardization system for the Construction CALS. Firstly, the range of Construction CALS standardization is set up by identifying of Construction CALS and defining the standard and standardization. Secondly, the strategy to enable more effective implementation of Construction CALS standardization and the relationship of the concerned system presented can be used for establishing the Construction CALS standardization system. In addition, the spread and application device is proposed for using Construction CALS standards at public institutions and construction related companies. Conclusively, a classification system of the Construction CALS standards was proposed and some objects to be standardized were presented in the classification system. What were studied in this paper will provide the primary information and guidance to develop a guideline for standardization of the Construction CALS.

현장 및 실내 측정 탄성파 속도에 근거한 암반평가 기준에 대한 고찰 (On the Evaluation of Construction Standards Based on Seismic Velocities Obtained In-Situ and through Laboratory Rock Tests)

  • 이 연구에서는 국내 토목현장에서 수행된 하향식 탄성파탐사 및 굴절법 탄성파탐사 자료(177개)와 시추조사 시료(1,035개)에 대해 연암과 경암(보통암 포함)으로 분류한 후, 건설표준품셈과 지반조사표준품셈의 탄성파 속도에 의한 암반분류 기준을 비교하였다. 현장에서의 하향식 탄성파탐사 및 굴절법 탄성파탐사에 의한 탄성파 속도는 연암의 경우 1,400~2,900 m/s의 범위로 건설표준품셈 A그룹(1,200~1,900 m/s)과 지반조사표준품셈(1,200~2,500 m/s)의 기준보다 빠르게 나타났으며, 보통암과 경암의 경우 2,300~3,800 m/s의 범위로 기준범위와 유사하게 나타나는 것으로 나타났다. 실내암석시험에서 구해진 연암과 보통암~경암의 탄성파속도 또한 현장 탐사 결과와 유사한 경향을 보이는 것으로 나타났다. 암반 탄성파 속도와 품셈간의 상이점을 품셈이 절대적으로 옳다는 관점에서 본다면, 현장 탄성파 속도의 경우 하부지반의 영향을 받아 속도가 빨라지는 것과 실내암석시험의 경우에는 연암구간에서의 시료선별 시 무결암의 선별에 의한 것으로 여길 수 있다. 반대로 상이점의 원인을 품셈에 오류가 있는 것으로 본다면, 품셈상의 지층경계가 점이적이지 않은 뚜렷한 경계가 인위적으로 설정된 점, 지질 양상이 다른 외국의 기준을 그대로 차용하여 사용한다는 점, 품셈상 지층의 탄성파 속도에 대한 독립된 검증이 이루어지지 않은 점 등의 문제가 있음을 알 수 있다. 이 연구에서는 현장에서의 향후 이러한 검증 연구를 제안하며, 널리 쓰이는 품셈에 의한 지층분류에는 내포된 문제가 있음에 대한 인식이 중요하다.

  • Recently, OSC (off-site construction) construction has been revitalized as a response to the decline in building quality and productivity due to lack of skilled manpower at construction sites, and PC (precast concrete) construction, a representative OSC construction, is insufficiently applied to public housing.This is the situation.In addition, in the case of general contents appearing in standard specifications, the construction standards for quality assurance remain in the 1990s and do not correspond to the current construction environment.In order to improve the quality of PC member joints, we compared and analyzed Korean and Japanese specifications to establish appropriate standards for PC construction quality control, focusing on the quality of grout used in joints.

Revisions on the payline for overbreak in Tunnel

  • Drill and blast method has been most widely used in tunnel excavation, after NATM (New Austrian Tunneling Method) was introduced in 1983. The NATM method utilized mass of shotcrete to secure the bearing capacity of tunnels. Overbreak defined how much larger the actual excavation was than the planned. When it became larger, more shotcrete was required to fill in it Here, payline fixed allowable overbreak, referring to payable amounts of shotcrete. Since owner was not responsible for shotcrete exceeding payline, it was important to properly establish the standards for payline. Although the standards were provided in 'Poom-sam'(standardized quantity per unit), they did not properly reflect the actual conditions for excavation. Thus, this study reviewed existing domestic and foreign standards for overbreak, and estimated overbreak for each type of support using survey data, and finally provided the improvements on the current standards.

  • System scaffolding and shoring are temporary structures in which vertical members, horizontal members, bracing members and trusses are assembled and installed. In order to ensure quality and safety, the quality test shall be carried out in accordance with the Guidelines for Quality Management of Construction Works (MOLIT Notice No. 2020-750). The quality test method (national standard) for Components for tied post system scaffolding and shoring is based on the Korean standards (KS F 8021) and the Safety certification standards (MOEL Notice No. 2021-22). However, the two standards differ in some aspects such as performance standards and etc, so cause confusion when applying them on-site. In addition, the standard for truss are applied only to trusses for shoring and cannot be applied to trusses for scaffolding. Therefore, this study aims to unify the two national standards and establish realistic standards.

  • Aiming at reducing deaths and injuries involving construction crane operations, OSHA has recently updated its 40-year-old crane safety standards with new rules addressing the use of cranes and derricks in construction. The goal of this change in rule is to deal with the leading causes of fatalities related to crane and derrick operations. Employers in the construction industry are mandated to ensure that employees in the work zone are trained to recognize hazards associated with the use of the equipment and any related duties that they are assigned to perform. However, those responsible at construction sites for the supervision and management of safe crane operations often lack the integrated knowledge of the standards, regulations and best practices for conducting or supervising daily, monthly, or quarterly inspection of cranes. As such, proper planning, management and implementation of crane operations, including inspections are just as paramount to reducing accidents on the construction site. It is important that engineers responsible for the management and planning of crane operations understand the latest OSHA crane and hoisting standards to ensure a safer work environment is maintained. Many on site engineers overseeing crane operations do not have adequate training, experience, and knowledge of the inspection requirements to assess safe crane operation and too often rely on the crane operator's judgement. This paper highlights recent research effort in defining significant changes in new crane and hoisting standards and provides basis for safety construction operations.

  • The standard for the cost calculation in the field of domestic construction engineering can be largely divided into the construction cost ratio method and the actual cost addition method. However, the standard for calculating the cost of the construction cost ratio method is a trend to switch to the actual cost addition method due to limitations such as not reflecting the characteristics of the construction. Therefore, this study aims to derive implications by investigating and analyzing examples of cost standards in the field of overseas construction engineering, such as the United States, and deriving directions for improvement in domestic cost standards in the future.

기술 표준 제정과 거버넌스 접근법: 전기공사 마스터 스펙 사례 (A Study of Technical Standard Making from Governance Perspective: The Case of Master Spec. in Electrical Construction)

  • For a few recent years, KECA(Korea Electrical Contractor Association) has promoted a project to establish an electrical construction specification called Master Spec. This paper analyses the characteristics of standards-making process of the Master Spec. as an umbrella technical standard in electrical construction industry in Korea. This paper argues that even if the Master Spec. is recognized to be technical standards, the standards-making process involves both technical and social practices when viewed from social construction theory and governance perspective. This aspect of social practices in technical standards making should be well understood because various stakeholders in terms of interests, resources, and motives try to influence the process positively and negatively. KECA in responsible for enactment of the Mater Spec. should be very thoughtful in building consensus first of all among electrical contractors, managing relationship with concerned government officials, and dealing with potential deviant groups as well as in pooling expertises and developing technical knowledge needed for designing technical specification.
