A Study on the Effectiveness of the Risk Assessment Regulations for Construction Works (건설공사 유해위험방지계획서제도의 효과분석에 관한 연구)

  • The Risk assessment regulation(RAR) is one of the essential articles of the Occupational safety and health law for the construction industry along with safety and health management expense and safety organization regulation. However, arguments regarding the working time of the safety assessment documents, the person in charge of documentation, weakness in legislative enforcement etc. are ongoing. Thus this study aims to analyze the effectiveness of RAR for the guidance of enhancing the effectiveness of RAR. The findings are; 1) the effectiveness of RAR is recognized, however the indirect effectiveness ie, enforcement of safety activities, previewing of drawings etc. are bigger than the direct effectiveness of accident prevention, 2) to enhance the effectiveness of RAR site inspection procedure has to be utilized, 3) further research for identifying and getting rid of negative factors in RAR is recommended.

  • Construction industry has been participated in the effort for the reduction of environmental pollution such as introduction of green building certification, enactment of environment related regulation. However these efforts are focused on the design and maintenance phases of entire life cycle, construction phase that can occur intensive environmental impact in a short period is insufficient. Therefore this study aim to derive environmental management factors in construction phase and assess them using reliability analysis and factor analysis. As a results, the 20 factors was classified into 4 superordinate such as 'plan and supervision', 'environmental factor management', 'licensing management', 'surrounding environment management'.Based on result of this study, further study should be developed the checklist for effective environmental management in construction phase.

  • Domestic construction industry is facing big difficulties by a worldwide financial crisis. Especially the deterioration of liquidity by the reject of banks for project financing and unsold housing project made a big problem on financing for the ongoing and new projects. To solve this, it is critical for construction companies. banking facilities and public organizations to cooperate and support each other. In this study, the methods which each part can do are investigated. Construction companies can do a price reduction, finance condition improvement for deposit and down payment, asset sale and cost reduction. And Public organizations can buy the assets of construction companies with proper price and ease the regulation to activate transactions of real estate. In the case of Banking facilities, they can support arrangement and liquidation of insolvent projects and so on.

  • Particulate Matter(PM) is one of the most critical pollutant which can cause a fatal disease if the human body inhales. Construction is the business that emits the most fugitive dust. It is therefore necessary to manage construction site. South korea government focuses on the fugitive dust control measures defined in regulation being implemented properly. However the number of civil complaints related to fugitive dust emitted from construction site is the most in korea. So it is necessary to check from the management system aspect. This paper compares and analyzes the fugitive dust management system which applied to the construction site of major cities in three countries, and finds out what needs to be supplemented by the domestic management system.

  • In recent years, the bid-rigging in public construction markets has been treated as a critical issue in Fair Trade Commission. The investigation revealed that the collusion was implemented extensively in every area from the material supply to the construction service of general contractors. This study reviewed the causes of the bid-rigging in public construction projects, and proposed the improvement plan to eradicate bad practices. Firstly, the causes and purposes of bid-rigging were categorized into two types of internal factors from construction companies and external environment factors influencing business activities. Secondly, the system development method was explained to detect the signs of bid-rigging based on the technical proposal documents in open tender. The detection systems of repetitive public owner also provide the function of sharing data on the companies and cases to violate the fair trade regulation. In addition, the problems and improvement direction of public procurement policies were discussed.

  • The construction market condition is getting worse because of global constructions slow down, low profit, market contraction and so on. For these reason, most construction companies depend on public construction projects which possible to protect construction fee, known as progress payment, by laws. Despite this law, problems of progress payment are constantly occurring and it has been main factors that hinder the construction cost's cash-flow in construction project. To solve this problem, many researchers suggested various solutions but most of solutions were focused on specific target as owner, general contractor, and subcontractor. So, most of solutions were insufficient consider about interaction between contractors. Because of these reasons, it was hard to reflected policy. This research aimed to use system dynamics to develop the model for the application and payment based on the regulations and papers. Also, performed a developed model's verification based on progress payment regulation's basic objectives.

  • The Study overviews the development process throughout the foundation procedure of the records centres of the urban Construction. The other purpose of the study is to look over the managing process of urban construction records in the Shanghai Municipal Urnan Construction Archives. As the late of 1950s in China, the principle was set up as the special work in every stage of the urban construction, differently general public records. so records centres is established at the agency where is in charge of the records of urban-construction that has managed the records of the urban-construction intensively and unitarily. During the Great Culture Revolution, while Records Management has ceased. after Revolution, Records management for urban construction developed unprecedentedly. As the 1980s in China, urban construction archives instead of records centres existing started to manage records of urban construction. urban construction archives was established at the 332 of 467 urban the whole country in the 1990s. Shanghai Municipal Urban Construction Archives founded in 1987 where has preserved urban construction records of 230,000 files by abiding by the Provisional Regulation of Management of Urban Construction Archives in Shanghai and other regulations. recently urban construction records management looks forward to new aspect. at first, Managing system setting up for affordable new environment (market economy, modernization of information disclosure)is core stage. second, developing the contents as well as managing records is important. finally making a profit is priority for records management.

A Study on the Estimation of Exhaust Emission by Nonroad Construction Equipments (비도로용 건설기계의 오염물질 배출량 산정에 관한 연구)

  • The demand of diesel engine on the construction equipment has been rapidly increased because of high thermal efficiency and fuel economy. The exhaust emission from nonroad vehicles equipped with diesel engine such as construction equipment, ship, and agricultural equipment, etc. Which are known to be harmful to human health and environment, has not been regulated in our country. But the regulation for nonroad vehicle has been already progressed in advanced country. So we investigated the contribution ratio of air pollution by construction equipment in order to establish the exhaust emission management strategy for nonroad vehicle. Based on the statistical data for construction equipment, 5 kinds of equipment are selected and tested in the engine dynamometer to determine the emission factor. And the amount of air pollutant from construction equipment are calculated by using of the emission factor and recommended exhaust emission standard for construction equipment.

  • In the construction industry, construction process includes a variety of design stages with cooperation and regulation by many related disciplines. In addition, the construction market is growing and becoming more complex. With this characteristic, design information has become more and more complicated and difficult to manage by the simple and traditional data management methodology. In the practical field, although CAD has been widely available for the last ten years, related disciplines have not shared digital information efficiently. This paper suggests a construction CAD data exchange model that has been developed through investigation and analysis of Korean construction CAD practices and foreign CAD standards. Moreover, this paper investigates a CAD data exchange model using STEP to improve information availability and overcome the limit of CAD systems.

  • The purpose of this study is to research the regulation of durability standard of underground structures monitoring sensors. The durability criteria for construction monitoring sensors of domestic construction companies, the standard years of contents such as buildings on the income tax implementation regulations, and the standards of the Public Procurement Service for construction monitoring and construction machinery were analyzed. The durability criterion on products such as the inclination meter and the strain gauge, which are purchased from the Public Procurement Service prior to installation on the underground structure, is 8 to 10 years. It is considered that the monitoring sensor installed in the paperboard and the concrete structure at the time of construction will have considerably shortened service life rather than the useful life of the product itself due to various adverse factors such as groundwater influence and compaction.
