수요자 니즈분석을 통한 건설기술자 교육프로그램 개발방향에 관한 기초연구 (A preliminary study on development direction of training program for construction engineers through needs analysis of educational training consumer)

  • Korean government is carrying out educational training program for the competencies of the construction engineers. However, this training program is insufficient to take advantage of the practice. Therefore, the purpose of this study is to investigate and analyze the satisfaction and problems of educational programs at training graduates. And we have suggested the improvement directions of educational program. The results of this study, satisfaction of training programs for construction engineers generally was investigated highly. However, this has been underestimated in terms of capacity-building abroad. And there are operational problems including lack of educational programs using in construction site, lack of training program courses in few work sector and lack of graded training program. Therefore, we have proposed the development direction of training program for construction engineers to solve this problem.

  • In 2006, Korean Government decided to relocate the several Government bodies and public institutes. They include total of 49 central Government agencies, semi-government agencies, and 17 national research institutes. The completion of the relocation program has been set to be final in 2030. The target population for the city plan is set to be 500,000. The goal of MAC is first to complete the first phase of the program by 2014 within the budget. In order to achieve the goal, considerable time has been spent to properly establish the program management system. The success of MAC's Multi-function Program Administration System is too early to determine as it is still in progressive. The success depends on the operations not the development.

  • Nowadays, the construction sites are growing in city every year, so complaints for construction noise have increased more and more. To analyze this noise scientifically, construction noise prediction program was developed in 1998 and 2005 but it is too difficult to apply program in field because there is few soundproof facilities and it can't understand the coordinate system and so on. The aim of this study is to develop noise prediction program to apply in construction sites. For this, the problems of existing program was analyzed and survey was performed to get requestion of field overseer and upgraded program. To get reliability of program, it was compared with sound measurement value in field. As a result, construction sound prediction program have various soundproof facilities data than existing program. It can also analyze multi receiver point at the same time for several construction machinery. Most of all, it is more powerful to set receiver or source in the axis of X, Y, Z. so program user can make use of it easily. An average of difference is -0.9$\sim$1.8dB.

  • Design changes are inevitable areas of work for construction engineers as they occur frequently in the construction site, and are becoming a technical measure of the technical person to the design change. In this study, the purpose is to analyze by comparing the availability of excel and the enscised program during design changes through the case, and to present the efficiency of the the Cost-of-construction Program.

  • 최근 건설공사는 초대형화로 단일 공사규모가 복잡해지고 천문학적인 공사비가 소요되는 프로그램 관리 형태의 성격을 지니는 사업이 등장하고 있다. 특히, 대규모 건설사업과 같이 프로그램 수준에서 관리가 절대적으로 필요한 사업은 계획된 일정 및 비용에 대한 전제적인 관리가 필요하다. 하지만 국내의 경우 구체적인 공사지연에 관한 관리기준이 부재한 현실이다. 이에 본 연구에서는 대규모, 장기간 진행되는 프로그램 수준의 대규모 건설사업을 성공적으로 수행하고 공정지연 및 부진사업을 사전에 방지하기 위한 지연관리지수(Delay Management Index, DMI)를 개발하였다. 이를 통해 대규모 복합건설 프로젝트를 대상으로 사례연구를 수행하였으며, 프로그램 수준 건설사업을 위한 지연예방체계를 구축하였다.

  • 정부는 건설 CALS를 통해 건설업을 지식기반 정보산업으로 변화시켜 건설산업의 선진화 및 국제 경쟁력을 확보하기 위해 노력하고 있다. 그러나 제도적 저해요소와 경기침체로 인한 투자위축으로 민간건설업체의 건설 CALS사업 참여가 저조한 실정이다. 본 연구의 목적은 건설 CALS 체제의 조기구축 및 기반 확산을 위해 민간건설업체의 참여를 유도할 수 있는 혜택방안을 마련하는 것이다. 이를 위해 건설업체 정보화 기초현황 조사를 수행하여 국내 건설산업의 정보화수준을 파악하였다. 혜택의 차등적 적용을 위한 평가 카테고리를 정하고 파악된 정보화 수준과 현행법상의 혜택부여 가능성을 점검하여 경제적 혜택방안을 도출하였다.

  • The research is an objective which prevents a construction noise by developing prediction program on utility, helps comprehension of construction noise by case study. The program developed with Visual Basic of the Excel Logic. The standard noise is a data with report of the construction machine (National Institute of Environmental Research), construction noise of sound pressure level applied the distance decrease of the point source. The decrease effect of the barrier noise wall used the data of 5, 10, 15, 20dB where the diffraction is reflected. used a program, case study is suggested Prevention method to prevent noise of construction site.

글로벌 건설 엔지니어링 고급인력 양성사업의 교육프로그램 개선방안 (Improvement of Global Construction Engineer Training Program : An Importance-Satisfaction Analysis)

  • 본 논문은 S대학교 대학원에서 수행하고 있는 '글로벌 건설 엔지지어링 고급인력 양성 사업'에 대한 중요도-만족도 분석을 실시하고 이를 토대로 교육프로그램의 효과성을 제고하는 방안을 제안하는 것을 목적으로 한다. 최근 해외건설시장은 매년 증가 추세를 보이고 있으며, 특히 사업타당성 분석 등과 같이 부가가치가 높은 사업의 기획단계에서의 역량강화가 강조되고 있다. 하지만 국내 시공 및 엔지니어링사들의 고부가가치분야의 역량은 여전히 부족한 것으로 평가되고 있다. 이를 극복하기 위해 국토교통부는 해외 건설시장에 필요한 역량인 기획, 관리, 금융, 설계 등 고부가가치분야 역량을 갖춘 전문가 양성을 목적으로 '글로벌 건설 엔지니어링 고급인력 양성' 사업을 시작하였다. 이에 2014년 특성화 대학원 2곳(S대학교, C대학교)을 선정하여 인력양성을 사업을 수행하고 있다. 위 사업의 목적인 해외건설 시장에서 글로벌 경쟁력을 갖추고 질적으로 우수한 고부가가치분야 전문가를 양성하기 위해서, 지속적으로 교육프로그램의 만족도 분석이 실시되어야 한다. 본 논문에서는 중요도-만족도 분석(Importance Satisfaction Analysis, ISA)을 통하여 인력양성 프로그램 대상자들의 소요를 효과적으로 파악하고, 도출된 개선안을 통해 '글로벌 건설 엔지니어링 고급인력 양성 프로그램'의 만족도를 제고할 수 있을 것으로 기대된다.

Lessons learned from Multinational Parties Involved Program Management Consortiums in Korea

  • This study explores the issue of program management consortia involving multinational participants. The aim of this research was to leverage advantages in program management (PM) skills and PM model improvement in product line construction in mega scale construction programs, typically funded by public funds. Such ventures involve multinational parties using dedicated partnering based on a program management consortium (PMC) to reduce confrontation between parties in complex circumstances, allowing an open and non-adversarial approach to project management. This research also seeks to implement an ongoing feedback program of best practices and lessons learned to minimize the repetition of mistakes and to reduce costs in sequenced construction. Recently, the Korean government has planned to undertake three large new projects: the Korean Peninsula major river maintenance, the reclamation of Se-Mangum, and the Science/Business City. This paper starts by providing a framework for the cost-reduction strategy for the United States Forces Korea (USFK) Relocation Program, which will be funded with public funds and a private fund investment (PFI) that combines programs executed by two governments as owners and multinational stakeholders, joined in the PMC. The establishment of project-oriented consortia is an innovative and non-adversarial approach to massive international construction projects. Such projects have used various tools effectively and skillfully. This experience may offer an opportunity to practice new and advanced program management delivery methods, and it is expected that Korea will gain a competitive advantage in the international construction market.
