  • Due to the downturn in the local construction business, entry into the overseas markets has been regarded as one of the core tasks of the building sector and the government. Thus, entry into overseas markets, not only by large and middle-standing enterprises, but also by small and medium sized enterprises, has recently become a major construction policy. Therefore, this study identified and evaluated overseas construction support policies in the field of construction engineering, ranked them as the policies for developing market development funds, fostering and educating expert workers, and supporting the provision of information on winning orders. Through these policy assessment results, the study proposed improvement measures from the government and from the business side. As for the government viewpoint, a measure of providing information suited to engineers in design companies, project manager (PM), construction manager (CM), a measure of producing skillful workers through the expansion of education support policies, and the promotion of specialized overseas workforce in the construction engineering sector were proposed. In the construction engineering industry, this study suggested measures for securing global expert manpower, sharing performance of overseas construction market development project, strengthening construction project management capacity, and strengthening risk management.

  • The purpose of the current study was to investigate the level of market size and market share of domestic research equipments for analyzing the difference of the number and amount of construction by the manufacturing countries in the basic and analytical science fields based on the information of the research equipment invested by the Korean government for the past 14 years. As of January 1 2019, from 2005 to 2018, 20,687 research facilities & equipments (main equipment with a construction cost of 30 million won or more) built in the basic and analytical science fields were selected for this study and their components, standard classification, number of construction, and amount of construction by country of manufacture were analyzed. Differences of the number and amount of construction among manufacturing countries were tested using a single sample chi-square test and one-way analysis of variance, followed by Bonferroni's post-hoc test. As a result of this study, the number of construction (p<.001) and construction amount (p<.05) were statistically different for each manufacturing country. The level of market size and market share was significantly different according to the equipment standard classification (p<.05). Therefore, differentiated strategies of the government and policy research projects will be required for each type of equipment and amount in order to support the policy for the localization of research equipment.

  • This study derived big issues in overseas construction through big data analysis. To derive big issues in overseas construction, candidate groups of big issues were identified through big data analysis targeting 53,759 issues including 39,436 issues from major portal sites, 10,387 issues from daily newspapers, and 336 issues in construction magazines from Oct. 1, 2016 to Sep. 30, 2017. The main results are as follows: First, the main issues of overseas construction for the past one year showed that markets were concentrated in Middle East Asia and most of them were low-price order plant projects, which revealed the limitations. Although orders of overseas construction were slightly upward in the first half of 2017 compared to previous year, overseas construction orders are still unstable due to uncertainties in the international affairs and drops in oil prices. Second, the interest topics based on the 8th core keywords of overseas construction among the overseas construction issues for the past one year showed that region (29.9%), corporation environment (22.0%), profitability (17.0%), organizations (15.1%), projects (5.2%), market environment (3.6%), policy and system (3.6%), and education (3.5%) in the order of interest. Third, 10 core issues that have expandability and persistence of discourse were extracted out of 30 issue candidates with regard to eight keywords. Based on the extracted issues, detailed analysis on each of the core issues in overseas construction and correlation analysis between 10 core issues were conducted.

Analysis of Factors for Improvement of Economic Feasibility of Construction Cost to Spread Application of OSC Construction Method for Apartment Housing (공동주택 OSC공법 적용 확산을 위한 공사비 분야 경제성 개선 요인 분석 - PC 부재 설계, 제작, 운송, 시공을 중심으로 -)

  • Recently, as the problem of the traditional on-site labor-intensive construction production method has been raised due to changes in construction work labor and site conditions, the OSC method is gradually spreading as an alternative to this. Even in apartment houses, the application of the PC method is expanding centered on the underground parking lot, but the high cost structure is a problem compared to the conventional formwork method. In this study, factors affecting the calculation of construction cost in the economic evaluation, which are the core of determining the construction method for apartment buildings, are derived through domestic and foreign literature review and expert advice, the importance was analyzed through an opinion survey targeting industry experts. The measures to reduce construction cost were mainly derived from the improvement of the design and manufacturing process. It is expected that the factors affecting the construction cost and improvement measures of the PC method derived from this study will serve as a direction for technology development to spread the application of the PC method for apartment houses in the future.

  • It takes a relatively long time for construction companies that lack the ability to finance to adapt to construction policy in the construction industry. However, financial institutions rarely provide financial products to construction companies, particularly small and medium-sized construction companies, because their security capacity and credit rating are low. This study investigates the financial products needed for small and medium construction companies to adapt to policy changes. The demand of small and medium construction companies for financial products is analyzed by experts' advise and survey. And, when the investigated financial products for the construction industry are introduced, the legal systems in need of revision are analyzed. Based on the analyzed demand and the number of legal systems needing revision, the priority for the introduction of financial products to the construction industry is analyzed. Among the financial products investigated, the priority of "Expert consultation, such as accountant, tax accountant, lawyer, etc." is the highest. In future studies, the criteria and method of financial product development for high-priority financial products could be researched.
