A Study on the Scheme of Information System Audit for Institute of Knowledge Information (지식정보 관리기관을 위한 정보시스템 감리 추진방안에 관한 연구)

  • With the growth and maturation of IT industry, the necessity of audit about development, maintenance and management of high-quality information system is gradually increasing. In addition, the necessity of inner auditing system, which could totally verify and evaluate the effectiveness of project according to the characteristics of organization conducting information-oriented business, also being proposed. Government offices including Korea Institute of Science and Technology(KISTI) collectively controlling nationwide science-technology related information have no guiding principle or organization within themselves even though performing information-oriented businesses are becoming more bigger and complicated. In this paper, we propose scheme for devising framework, which can audit construction and operation of knowledge information, check list and guideline. In addition, we present concrete ways for adapting these schemes to institutes which manage science-technology knowledge information. Audit framework consists of points of time in audit, audit domain and audit criterion. Points of time in audit are defined as three phases as followings: pre-audit, in-progress audit and post-audit. Audit domain includes 16 detail audit domains and especially we set 11 check items and 40 detail investigation items for database implementation business. We expect that management level of science-technology implementation business of organizations using this research result will increase and they could offer high-quality information service.

A Study on Comprehensive Environmental Information System for Livestock Manure Management in Korea (가축분뇨 관리를 위한 통합환경정보시스템 발전방안)

  • The Ministry of Environment, Ministry of Agriculture, Fishery and Forestry, and Ministry of Construction, Transportation and Maritime Affairs are in charge of livestock manure management. There are national statistics regarding the livestock industry such as the National Pollution Source Survey, Livestock Statistic Survey, and Livestock-breeding Trend Survey. The current statistical data are focused on the scale of livestock breeding and the production of livestock manure using these data, but it is difficult to establish database due to lack of information. In order to plan relevant policies including management of livestock manure, the government established database systems such as the integrated information system of livestock manure, the integrated system of national infectious animal-disease prevention, and the Sae-ol public administrative system. We have tried to suggest improvements for the comprehensive environmental information system of livestock manure management by detecting problems in each level of the livestock manure life-cycle, making use of the existing systems, and considering the electronic transfer system of livestock manure. The services and functions of this comprehensive system include information of livestock farmers, the production, collection, transportation, and treatment of livestock manure, the area of agricultural land used for livestock manure, the report of approval and results on livestock manure products, management of statistical information, management of civil affairs, and relevant mobile application services. The system is made up of three processes: first, establishment of GIS-based management database of livestock manure; second, establishment of a history management system for livestock manure transactions; and third, development of a water quality assessment system.

An Analysis of the Duration of the Construction Document Phase of Large Public Building Projects Delivered by the Total Solution Service from 2009 to 2014 (공공기관 발주 대형건축공사 실시설계 기간에 대한 분석 및 개선방안 -2009년부터 2014년까지 공공발주 맞춤형 서비스 프로젝트를 중심으로 -)

  • This paper analyzes the duration of the construction document (CD) phase of 42 large public building projects delivered by the total solution service of Public Procurement Services in Korea from 2009 to 2014. The quality of construction documents significantly affects the quality of construction and facility management. Thus, securing appropriate time for the CD phase during project planning is important for the quality of a project. Currently, the duration of the CD phase is planned based on the construction costs of a project following a notice of the Ministry of Land, Infrastructure and Transport. However, our analysis results showed that the correlation between the actual duration of the CD phase and construction costs is very weak. The actual CD phase takes 1.33-1.79 times longer than the planned duration. The practitioners who were interviewed, were already aware that the correlation between the duration of the CD phase and the construction costs is weak. They identified the complexity of the project, the extent of the design changes, project type, client characteristics, and others as more influential factors on the CD phase than the construction costs. To improve the quality of CDs, a new guideline for determining an adequate CD phase duration should be studied and developed.

How to build an AI Safety Management Chatbot Service based on IoT Construction Health Monitoring (IoT 건축시공 건전성 모니터링 기반 AI 안전관리 챗봇서비스 구축방안)

  • Purpose: This paper conducts IoT and CCTV-based safety monitoring to analyze accidents and potential risks occurring at construction sites, and detect and analyze risks such as falls and collisions or abnormalities and to establish a system for early warning using devices like a walkie-talkie and chatbot service. Method: A safety management service model is presented through smart construction technology case studies at the construction site and review a relevant literature analysis. Result: According to 'Construction Accident Statistics,' in 2021, there were 26,888 casualties in the construction industry, accounting for 26.3% of all reported accidents. Fatalities in construction-related accidents amounted to 417 individuals, representing 50.5% of all industrial accident-related deaths. This study suggests implementing AI chatbot services for construction site safety management utilizing IoT-based health monitoring technologies in smart construction practices. Construction sites where stakeholders such as workers participate were demonstrated by implementing an artificial intelligence chatbot system by selecting major risk areas within the workplace, such as scaffolding processes, openings, and access to hazardous machinery. Conclusion: The possibility of commercialization was confirmed by receiving more than 90 points in the satisfaction survey of participating workers regarding the empirical results of the artificial intelligence chatbot service at construction sites.

  • In many developed countries, social infrastructure asset management has become an important issue for the effective operation and management, performance improvement, and providing better quality services. This paper describes infrastructure asset management practices in Korea and in the developed countries. Learning lessons from those countries and improve the asset management practices in Korea is the main theme of this paper. Considering the definition and basic structure of infrastructure asset management, authors have analyzed main concerns regarding infrastructure management, techniques, organizations (systems), and processes. The requirements and considerations are presented to overcome the limitations of current maintenance system. This paper will assist adopting infrastructure asset management in Korea and provide guide for the infrastructure maintenance.

  • In South Korea, small photovoltaic equipment is increasingly adopted in more detached houses on the constant basis. With this broader use of small photovoltaic equipment, its systematic maintenance becomes all the more necessary. However, photovoltaic facility maintenance has been concentrated solely on large-scale solar energy generation plants in the country while hardly covering smaller facilities. In this research, the JEM rule and extant maintenance company services were analyzed to develop a proper maintenance model for small photovoltaic equipment. The maintenance service procedures designed herein are as follows: A small photovoltaic equipment user chooses a maintenance company and signs a contract. Once a contract is made, the Korea Energy Management Corporation provides a certain kind of incentive to the company. The company provides maintenance service to the user and receives a service fee. If such a maintenance service model is in place, small photovoltaic equipment efficiency is expected to increase and users could receive systematic maintenance services. Also the new creation of small photovoltaic equipment maintenance service would form a new market to generate more jobs for the society.

  • Particles or deposit formed by corrosion of the pipe material bring about bad influences on the heating systems with inconvenience, energy loss and so on. In order to obtain the non-corrosive environments, the circulation hot water should properly be treated in several ways to satisfy one or more conditions of the followings: suitable pH-level, low hardness, low oxygen content, low conductivity, low level of chlorides and sulphur compounds and low level of solid particles. This experimental study was carried out to develope the new guidelines on the optimal water quality and directions for water quality management in heating systems. As results, it was recommended that the heating water be maintained pH-level not less than 8, hardness contents as $CaCO_3$ no more than 50 mg/L, turbidity no more than 10 NTU and T-Fe contents 1 mg/L below.

Hierarchical Service Binding and Resource Allocation Design for Context-based IoT Service in MEC Networks (상황인지 기반 IoT-MEC 서비스를 위한 계층적 서비스 바인딩 및 자원관리 구조 설계)

  • In this paper, we presents a new service binding and resource management model for context based services in mobile edge computing (MEC) networks. The proposed control is composed of two layers: MEC service bindng control layer (MCL) and user context control layer (UCL). The MCL manages service binding construction, resource allocation, and service policy construction from a system point of view; and the UCL manages real-time service adaptation using meta-objects. Through simulations, we confirmed that the proposed control offers enhanced throughput and content transfer time when it is compared to the legacy computing and control models. The proposed control model can be employed as a key component for the context based various internet-of-things (IoT) services in MEC environments.

  • The Japanese elderly welfare policy has focused on facility policy for the aged and preventive care service for healthy elderly people. This paper has conducted a comparative analysis on Geriatric Gealth Services Facility and Special Nursing Home for the Elderly. For this, each service function has been divided into six categories; daily life / nursing and caring / medical service / management / supply / miscellaneous. Then the change in real structure by category has been analyzed through a plan analysis on case facilities. In the Geriatric Health Services Facility, the biggest change was observed in 'livelihood' among six categories. In the Special Nursing Home for the Elderly, 'the nursing and care parts' and 'medical service part' are decreased since 1999. At that time, the facilities started to be individualized and divided into a unit. To pursue home-like care instead of unit care, there was a change in construction planning to help the aged with dementia live a self-sufficient life.

A Study For An Improved BTL Project Delivery Method (BTL 사업주체별 문제분석과 해결방안에 관한 연구)

  • Since 2005, the government began to introduce and promote a new project delivery system, BTL(Build, Transfer, and Lease), in order to provide high level of public services for the upgraded quality of life and to boost the domestic and local construction economy. However, the lack of experiences in the new system by the constituents from diverse economic sectors brought a number of drawbacks from each constituent's perspective such as improperly low earning rate, excessive expenses for preparation of the project proposal, imbalanced regulations, heavy cost and procedures to establish SPC, the ineffective structure of the consortium, the short-term oriented evaluation criteria for the selection and so forth. These drawbacks turned out to be obstacles for the successful BTL projects. Hence, this paper analyzes the above issues and conducts the interviews with the professionals from the diverse sectors in order to propose the changes to resolve those for the improvement and finally to deliver the successful BTL projects for the diverse public owners.
