General aviation and air transport are two wings of the civil aviation industry. Chinese air transport is developing rapidly, and has become the world second air transport system only second to US since 2005. However, Chinese civil aviation is far behind the world average level, and cannot meet requirements of economic construction and social development. The transition and structural adjustment of Chinese economy provide the general aviation with a unprecedented broad market. The prospect of general aviation is promising and anticipated. The development of general aviation industry needs the legislative supports, and the current legislative conditions of Chinese general aviation are undoubtedly far behind the realistic requirements. Accelerating the legislation in Chinese general aviation industry requires scientific legislation concept. First, Legislation must promote development of general aviation industry. The general aviation will serves as a Chinese emerging industry that boosts domestic demand, promotes employment and expedite domestic economic development. We should, based on both the concept of promoting the industrial development of general aviation and national industrial planning, enact and rectify relative laws and regulations. And we should also straighten out the relationship between aviation security and industrial development and promote the revolution of low-altitude airspace management in an all-round way, in order to improve the utilization rate of airspace resources, classify and establish airspace, simplify examination and approval procedure and intensify operation management. In addition, what we should do is to expedite the infrastructure layout construction, guide the differentiated but coordinated development of general aviation industries in various areas, establish a united supervision mechanism of general aviation, redistrict the responsibilities of Chinese Air Control Agency and set up legislation, law enforcement and judicial systems with clarified institutions, clear positioning and classified responsibilities, so as to usher in a new era of the legislative management of Chinese general aviation industry. Second, shift the focus from regulations to both regulations and services. Considering the particularity of the general aviation, we should use American practices for reference and take into account both regulation and service functions when enacting general aviation laws. For example, we should reduce administrative licensing and market supervision, and adopt "criteria" and "approval" management systems for non-commercial and commercial aviation. Furthermore, pay attention to social benefits. Complete social rescuing mechanism through legislation. It should be clarified in legislation that general aviation operators should take the responsibilities of, and ensure to realize social benefits of environmental protection and ecological balance .Finally, rise in line with international standards. Modify Chinese regulations which is inconsistent with international ones to remove barriers to international cooperation. Specify basic legislative principles. One is the principle of coordination. Realize coordination between the civil aviation and general aviation, between military aviation and civil aviation, and among departments. Two is the principle of pertinence. The general aviation has its own rules and specialties, needing to be standardized using specialized laws and regulations. Three is the principle of efficiency. To realize time and space values of general aviation, we should complete rules in aerospace openness, general aviation airport construction, general aviation operations, and regulation enforcement. Four is the principle of security. Balance the maximum use of resources of Chinese airspace and the according potential threats to Chinese national interests and social security, and establish a complete insurance system which functions as security defense and indemnificatory measure. Establish a unified legal system. Currently, the system of Chinese general aviation laws consists of national legislation, administrative laws and regulations and civil aviation regulations (CAR). Some problems exist in three components of the system, including too general content, unclear guarantee measures, incomplete implementation details, and lacking corresponding pertinence and flexibility required by general aviation regulations, stringency of operation management and standards, and uniformity of standards. A law and regulation system, centered on laws and consisting of administrative laws regulations, industrial regulations, implementation details, industrial policies and local laws and regulations, should be established. It is suggested to modify the Civil Aviation Law to make general aviation laws complete, enact the Regulations of General Aviation Development, and accelerate the establishment, modification and abolition of Chinese general aviation laws to intensify the coordination and uniformity of regulations.

Fields of domestic construction supervision are divided into architecture, electricity, information and communication and fire by the individual laws. Between each supervision are lack of relationship. So it bring about performance degradation, supervision fee increasing and dispute. The purpose of this basic research is to suggest the integration method of each supervision.

Wall construction apartment built before 1988 years need internal examination reinforcement according to existing laws ans regulations at remodeling because do not earthquake resistant design. Established newly wall to interest paid back at the same time a the principal direction for wall construction apartment internal examination reinforcement, and satisfied internal examination standard because uses width displacement between floor. This study analyzes displacement value such as latitude and presented position of efficient reinforcement wall and wall quantity at earthquake resistant design of wall construction apartment.

Green building information used by the AEC industry is diverse and extensive), causing difficulties for personnel regarding the collection and utilization of information in the form of inaccurate searches about related laws, inefficient management of searched information and overlapping works. Therefore, this research aims to propose a law search system utilizing metadata for more accurate and efficient searches of green building information. The proposed system is expected to contribute to improve productivity of construction projects by reinforcing the accuracy and efficiency of searches for the collection and utilization of green building information.

This paper presents the possible effects and restrictions that may arise in the field of industrial construction due to compliance with relevant construction codes and regulations, as well as the ways they can be favorably handled in the design of industrial buildings. Designs should be based primarily on human design factors, while considering the human as the centre of the work environment. Design parameters should be described as a function of both the physical and psychosocial attributes of a person as well as the technical and economical aspects on the design of industrial construction. This paper is an examination of the connection that exists between design law (codes and regulations) and industrial construction. The relevant construction laws and regulations are described, including standards and codes of practice that designing and supervising engineers are obliged to observe. Possible solutions and consequences of development in the production, constructional, and ergonomic field of design are also discussed.

To deal with the water pollution arising from the construction site, this study raises the issues of management and laws and it suggest the efficient way to reduce water pollution by through the case studies. In order to study, seven cases were selected from "Construction Environmental Management Best Practice Competition" co - sponsored by Construction Association of Korea and Construction Environment Association. As a study result, there are problems that depending on the characteristic of the construction site environment simple alone settling facilities can not handle muddy and dirty water generated by the construction site. However, when the construction site applied improved water pollution control facilities with reflecting the characteristic of muddy and dirty water. The problem can be solved moreover it can achieve exceeded emission standard. Therefore new regulations and management with water pollution control facilities considering characteristic of environment is needed to cope with water pollution arising from the construction site.

The scale of construction industry recently tends to become bigger and larger in line with development of construction technologies and methods. Although increasing usage of construction machinery has led to improving productivity, reducing schedule and cost, constructions workers have been exposed to unstable work environment, causing more and more accidents. Construction machinery-related laws and regulations has not been enacted and reflected the conditions and circumstances of the construction industry in a timely manner. A various construction machinery and equipments produced and changed in structure randomly are so widely used that related-accidents may occure gradually. Propose a plan for accidents prevention through the analysis of characteristics and cases on construction machinery-related accidents over the past five years from 2009 to 2013.

Recently, the concern of the FTA (Free Trade Agreement) have shifted to the promotion of the professional service's trade via the bilateral and reciprocal agreement of its professional laws. In the construction industry, this policy has intended to make the standardization of the construction manager's profession in the world. The purpose of this paper is 1) first to define the general model of professions in the U.S., UK and Japan, 2) then to declare the construction manager's model of the profession in them to apply the general model of professions, and 3) finally to analyze the identity of Korean construction managers and acquirement of its construction manager's law comparing with construction manager's model of the profession in the U.S., UK and Japan.

Construction contract have great possibility of dispute between contract parties because of long term performance of contract, various participation of the person concerned, effect according to external environment, etc. It is needed correct comprehension and construction management because good reason of claims depends upon contract document or clauses of the related laws and regulations in cases. With the increasing use of tower cranes higher than free standing height, the importance of lateral support is also growing. Since the fall of 43 tower cranes hit by the last typhoon 'Mami' in 2003, regulations and concerns about safety of construction equipment have increased and construction laws regarding lateral support have been strengthened. In Korea, where there are many large-scale apartment housing construction works with the development of new towns, Rope Guying is a more economical construction method than Wall Brace which fixes building structure like building wall and slab. The safety of this Rope Guying is not verified and many construction works are still carried out based on the experience of site managers. There has been no case of construction work where frame and measurements are applied. The objective of this study is to examine the safety of Rope Guying method and ensure the effective implementation of equipment and prevention of disasters.
