  • Since the introduction of the converted accident rate in Pre-Qualification(PQ) process in 1992, the safety evaluation system has contributed to a reduction of construction accidents and development of the safety management system in public construction projects. As the comprehensive evaluation method the government plans to introduce includes the indicators 'accident rate' and 'death rate per 10,000 workers', the influences on the safety evaluation in the bidding process would be broader in public sector construction projects. However, the current safety evaluation system is operated by different estimating standards in the bidding process. At this point, a study of improvement on the safety evaluation index is required to review its current conditions and to propose its efficient operating method. Therefore, the purpose of this study is to analyze problems of the current safety evaluation system through the questionnaire survey on the qualified workers in construction safety management and to propose an improvement plan for the problems noticed. Our results suggest the standards of the unified process for the safety evaluation index, the size of construction firms needed for accident rate estimation, and the improvement plan for unreported accidents. The proposed improvement plan enables the reasonable estimation and efficient operation of the safety evaluation index, and further, it would contribute to reducing construction accidents through the activation of voluntary safety management by construction firms.

  • Recently, the Ministry of Employment and Labor Management is a trend to strengthen all men death rate than the accident rate. Points reduction in the accident rate change orders related to credit rating score to +2 points in his plans as part of +1 point. In addition, according to the fancy linger RISK treatment in the event of a disaster site and fiction treatment to achieve accident-free during processing the scene interspersed with equity issues have been raised. In general disaster for the problem in the first two cases occurs when abnormal process according to the disaster site manager positions dismissal policy, each division headquarters itself, interspersed disasters performance compared to processing in accordance with the refrain, processing expenses in accordance with the composition of untreated industrial accident, costs and burdens partners FTC, there is a possibility that the issues raised, such as the Ministry of Employment and Labor. In response to domestic social practices focused on the construction site practices and prevention measures should be evaluated with respect to what.

  • In order to prevent traffic accidents for children who are vulnerable to traffic around elementary schools, a school zone in the children's protection zone is designated, and parking and stopping are prohibited in this area as the vehicle speed is less than 30km/h. However, Korea has a disgrace that the death rate of children from traffic accidents is the No. 1 among OECD countries. Against this backdrop, this study aims to contribute to preventing traffic accidents and raising awareness of driver safety by establishing an illegal parking and stopping system in the child protection zone due to various road conditions in the child protection zone. As a research method, a plan to build a parking and stopping prevention system was presented based on major preceding studies and literature investigation and analysis. Through the construction plan, effects such as preventing traffic accidents, inducing smart drivers to drive safely, strengthening pedestrian safety awareness, and inducing driver's awareness of safety can be expected.

  • Recently, the rate of death and safety accidents at construction sites is the highest among all kinds of industries. In order to apply artificial intelligence technology to construction sites, it is essential to secure a dataset which can be used as a basic training data. In this paper, a number of image data were collected through actual construction site, for which major construction equipment objects mainly operated in civil engineering sites were defined. The optimal training dataset construction was completed by annotation process of about 90,000 image dataset. Reliability of the dataset was verified with the mAP of over 90 % in use of YOLO, a representative model in the field of object detection. The construction equipment training dataset built in this study has been released which is currently available on the public data portal of the Ministry of Public Administration and Security. This dataset is expected to be freely used for any application of object detection technology on construction sites especially in the field of construction safety in the future.

  • In this study, we analyze the current status of major disasters in distribution works and propose safety measures through the distribution live-line work method and electric shock risk assessment. The result of analyzing the ratio of electric shocks to the occurrence of industrial accidents in the recent 13 years shows that the death rate is higher than other industries, especially the construction industry occupying most of the disaster, and it is higher than the collapse disaster. We analyze statistic data of 101 victims selected as core words of live work, distribution line, pole and 22.9 kV in the investigation report of major accident of electric shock fatal from 2001 to 2014. The safety measure was established through the risk assessment of the distribution method using the standard model of the risk assessment based on the results of electric shock analysis on the distribution line. In order to prevent the electric shock accident which is recently being discussed, the risk assessment procedure were carried out in the above-mentioned 22.9kV special high voltage live-line operation method. We derived the risk reduction plan for the distribution line from the results of the major accidents statistic and demonstration of the line works.

  • Due to the development of technology, there is a considerable increase in the number of skyscrapers in the world. Accordingly, there are rapid growing requests about maintenances such as cleaning, painting, and inspection. However, it is extremely dangerous working the walls of buildings, and crashes from buildings have accounted for large proportion of constructional accidents. Especially, as the number of buildings with irregular shapes increases, the accident rate during the maintenance work increases each year, and most of the accidents lead to death. An alternative solution must be developed with the commercialization of automatic systems. In this research, a fundamental research has been conducted for drafting and commercializing an automation tool that is carried in the built-in guide system, which can perform cleaning.

  • According to the official letter of the Ministry of Employment and Labor (recent guidance on the status of deaths in the construction industry and thorough safety management, April 4, 2022), 17 deaths occurred in construction works worth more than 5 billion won until March 31, 2022. In terms of the size of the construction, 7 cases of 5 billion won to 12 billion won, 5 cases of 12 billion won to 80 billion won, and 5 cases of more than 80 billion won occurred. The causes of death accidents were found to be nine cases (50%), five cases (28%), two cases of collapse (11%), one case of entrapment (5%), and one case of drowning (5%). Safety facilities need to be strengthened to reduce deaths caused by falling, which accounts for most of the deaths, and if fall prevention nets, openings, and safety rails are completely installed, most falling accidents can be prevented. Therefore, this paper intends to present cases of development and use of patent technology through improvement of safety facilities in order to prevent accidents corresponding to the fall of new urban living housing sites, which are small apartment houses.
