  • Stochastic convexity(concvity) of a stochastic process is a very useful concept for various stochastic optimization problems. In this study we first establish stochastic convexity of a certain class of Markov additive processes through the probabilistic construction based on the sample path approach. A Markov additive process is obtained by integrating a functional of the underlying Markov process with respect to time, and its stochastic convexity can be utilized to provide efficient methods for optimal design or for optimal operation schedule of a wide range of stochastic systems. We also clarify the conditions for stochatic monotonicity of the Markov process, which is required for stochatic convexity of the Markov additive process. This result shows that stochastic convexity can be used for the analysis of probabilistic models based on birth and death processes, which have very wide application area. Finally we demonstrate the validity and usefulness of the theoretical results by developing efficient methods for the optimal replacement scheduling based on the stochastic convexity property.

  • A railway is a complex system integrated with a lot of technical elements such as rolling stock, power, signal control, communications, tracks, stations, operation control systems, and so on. As a mass transportation system, a railway could contain potential risks that may result in a high death rate and property losses. Accordingly, Railroad Safety Technology R&D Corps. is adopting the plan of the construction of Railway Safety Test Facilities as a part of the Railway Total Safety Project to enhance the railway safety, and carrying out researches on effective project management methods with Systems Engineering techniques. To support that, we propose the more effectual management method of constructing the Railway Safety Test Facilities applying the model-based systems engineering tool to the research.

우리나라 야생동물의 도로치사에 관한 연구 -중앙고속도로의 동물치사 사례를 중심으로- (A Study of Wildlife Roadkill in Joongang Highway)

  • Construction of highway would influence wildlife habitat being fragmented and deteriorated. It is inevitable to observe the death of animals that are killed by vehicles. Nonetheless the cause and status of animal roadkill have not been studied, and this study first attempted to analyze the roadkill in major highway in Korea. We collected 860 individuals of dead animals in Joongang Highway during 1996-2003. Among them Korean hare(Lepus sinensis) was totaled in 165 individuals(19.2%) with the highest figure; Korean racoon dog(Nyctereutes procyonoides) was 146(17.0%); Korean squirrel(Sciurus vulgaris) 56(6.5%); Korean roe deer(Capreolus capreolus) 26(3.0%). Domestic animals was totaled in 232 individuals(27.0%); domestic dog(Canis familiairis) 25, and domestic cat(Catus felis) 207. This study also categorized habitat as mountain-mountain, mountain-plain, mountain-river, plain-plain, plain-river, river-river in each side of the road. Habitat of mountain-plain was the heightest with 296(38.9%) individuals followed by mountain-mountain with 263(34.6%). This indicates that wild animals associated with mountain habitat was most influenced by the construction of roads. This study implied that we should mitigate the roadkill by designing artificial construction such as eco-bridge, fences along the sideway, and boxes under the highway, underdrain structure, etc. The monitoring and cause of habitat fragmentation with GIS approach should be followed to reduce the roadkill.

  • The Xiaolan channel super large bridge is unique in style and with greatest span in the world with a total length of 7686.57 m. The main bridge with spans arranged as 100m+220m+100m is a combined structure composed of prestressed concrete V-shape rigid frame and concrete-filled steel tubular flexible arch. First of all, the author compiles APDL command flow program by using the unit birth-death technique and establishes simulation calculation model in the whole construction process. The creep characteristics of concrete are also taken into account. The force ratio of the suspender, arch and beam is discussed. The authors conduct studies on the three-plate webs's rule of shear stress distribution, the box girder's longitudinal bending normal stress on every construction stage, meanwhile the distribution law of longitudinal bending normal stress and transverse bending normal stress of completed bridge's box girder. Results show that, as a new combined bridge, it is featured by: Girder and arch resist forces together; Moment effects of the structure are mainly presented as compressed arch and tensioned girder; The bridge type brings the girder and arch on resisting forces into full play; Great in vertical stiffness and slender in appearance.

고령 근로자의 안전의식 수준과 안전교육 개선에 관한 연구 (A Study on the Improvement of Safety Awareness Level and Safety Education of Elderly Workers)

  • 고용노동부의 산업재해 사고사망 통계에 따르면 건설업의 사고 사망자는 458명으로 사고사망자의 77.3% 가 50세 이상이며, 41.9% 가 60세 이상 고령층인 것으로 나타났다. 본 연구는 건설현장에서 근무중인 고령근로자 68명을 대상으로 안전교육, 보호구, 안전의식에 대해 파악하고자 설문조사를 진행하고 분석하였다. 그 결과 고령 근로자들이 가지고 있는 모순적인 안전의식을 재고하기 위해 시각자료를 활용한 안전 교육의 다양화의 필요성에 대해 확인하였다. 또한, 보호구에 대한 높은 필요성 인식과 현장 착용에도 불구하고 보호구 착용에 소극적인 근로자를 위한 개인 신체에 맞는 보호구 지급과 주기적인 교체 등의 보호구의 개선의 필요성에 대해서 확인하였다.

  • 본 연구 목적은 산업재해로 인한 사망자와 부상자가 너무 많다는 비판이 오랫동안 지속되어 온 부분과 근로자의 죽음은 한사람의 죽음뿐만 아니라 그와 연결된 많은 사람들과 사회 전체에 악영향을 미친다는 문제임은 분명히 인식하고 엄중한 '중대재해처벌법'의 필요성은 공감을 하고 있다. 그러나 현행 중대재해처벌법은 노사 양측에서 애매하다는 논란의 여지가 있어 환영받지 못하고 있는 점과 안전보건 확보 의무를 위반한 경영책임자는 처벌과 입법 내용이 추상적이며 처벌 수위가 지나치다는점을 제언한다. 그리고 경영책임자의 해석과 중대산업재해의 애매한 부분으로 대부분의 기업들이 법률해석과 자문을 받고자 대형 로펌을 기용하므로 로펌만 배불리는 양상을 만들고, 기업은 CEO를 보호하기 위해 투입하는 비용은 정작 안전사고 예방비용으로 들어가야 하므로 모호성을 갖고 있는 지금의 시행령은 개정되어야 할 필요성이 있다는 것을 제언한다.

Salinity Effects on the Survival of the Metazooplankton in the Coastal Waters off the Seamankeum Areas

  • A huge freshwater reservoir (ca. 12,000 ha) will be created when the construction of a 33­km dike on a huge mud flat of the Saemankeum areas is established. A large quantity of freshwater will emerge to the adjacent sea from the reservoir through two big gates. Marine organisms outside the dike are expected to frequently experience low salinity waters. To investigate the salinity effects on the dominant metazooplankton in the coastal waters off Saemankeum areas, we measured the survival (Survival 1H and Survival 24H) of 11 different taxa (the copepods Acartia omorii, A. pacifica, Calanus sinicus, Centropages abdominalis, Paracalanus indicus, Pseudodiaptomus inopinus, Tortanus forcipatus, and a hydromedusa, and barnacle nauplius, polychaeta larva, and a chaetognath Sagitta sp.) at salinities of 0, 5, 10, 15, 20, 25, 30, 35, and 40 psu when the organisms were exposed for 1 and 24 h, respectively. Survival 1Hs of P. inopinus and barnacle nauplius were 100% between 5 and 35 psu, while they were 0% at salinities of 0 and 40 psu. Survival 1Hs of A. omorii and A. pacifica, P. indicus, T. forcipatus, and polychaeta larva were 100% at $salinities\;\geq\;10$ psu, while they were 0% at lower salinities. Survival 1Hs of a hydromedusa and Sagitta sp. were 100% at $salinities\;\geq\;15$ psu, while they were 0% at lower salinities. Survival 1H of C. abdominalis and C. sinicus was 100% at $salinities\;\geq\;20$ psu, while they were 0% at lower salinities. Survival 24Hs of A. omorii, A. pacifica, C. abdominalis, barnacle nauplius, and polychaeta larva were the same as Survival 1 Hs at the same salinity, while those of the other metazooplankton were lower than Survival 1Hs. The results of the present study suggest that low salinity water emerging from big gates may cause the death of the metazooplankton, but the salinities at which death of the metazooplankton occurs may differ by species.

연도별, 업종별 업무상 사고사망자 특성 (Characteristics of Industrial Accident Deaths by Year and Industry)

  • Purpose: The current status and rationale of industrial accidents needs to be examined to develop scientific and systemic preventive measures. Methods: The aim of this study is to analyze the current data on industrial accidents provided by the Ministry of Employment and Labor and categorize work-related deaths by types of industries and annual report. Results: First, the highest number of deaths occurred in industries that had less than 50 people. Second, in the manufacturing industry, the highest death rate was found in workers in the age group 50-59 years. In the construction industry, workers aged 50 and above had the highest number of deaths. In other industries, workers aged 60 and above had the highest number of deaths. Third, the highest number of deaths occurred in workers with less than one year of experience in any industry Fourth, in most industries, the highest work-related deaths occurred during weekdays (Monday~Friday). In 2015, the warehouse delivery industry had 33% higher work-related deaths on the weekends (Saturday and Sunday) as compared to other industries. Fifth, in most industries, the highest work-related deaths occurred from 8 AM to 6 PM. The warehouse delivery industry had higher work-related deaths from 10 PM to 8 AM as compared to other industries. Conclusion: In order to increase the efficacy of industrial accident prevention, it is necessary to establish an effective health management system and apply strict safety management activities.

죄형법정주의에 입각한 건설기술 진흥법 제85조(벌칙) 고찰 (Analyzing Article 85(Penalty) in the Construction Technology Promotion Act based on the Principle of Legality)

  • 최근 (구)건설기술관리법이 전면개정되어 2014년 5월 23일부터 건설기술 진흥법으로 새롭게 발효되었다. 동 법의 전면개정에도 불구하고, 기존 법률의 벌칙 조항 대부분은 변경이 없이 존치되었다. 특히 동 법 제85조 제1항에는 건설기술용역업자와 건설기술자가 성실, 정당 업무 의무를 위배하여 구조물의 주요 부분을 손괴하여 그 결과로 사람의 신체를 상하게 하거나 생명을 잃게 하였을 경우, 무기 혹은 3년 이상의 징역에 처하는 중한 형벌을 규정하고 있다. 본 조항의 경우 그 명확성 및 형벌의 경중의 적정성에 대하여 논란이 계속되어 왔다. 본 연구는 해당 조항의 특징과 그 적용범위를 명확히 하고, 본 조의 죄형법정주의 위반 여부 등에 대하여 분석을 가함으로써 본 조항의 개선점 등을 토론할 수 있는 이론적 배경 제시를 그 목적으로 한다. 이를 위해, 건설기술 진흥법 해당 조항을 행정법, 형법 등 상위 기본법에 비추어 분석하였고, 관련 판례, 헌법례 등 연관 사례를 수집하였으며, 기타 국내의 법률 중 유사한 사항을 규율하는 법률과의 비교를 수행하였다. 본 연구를 통해, 향후 우리나라의 건설용역업 및 건설산업 전체를 규율하는 법률 내의 각 세부조항에 대한 논의가 더욱 활성화되기를 기대하며, 향후 기타 벌칙 규정 및 관련 법률의 체계화, 선진화 등을 위한 중장기적이고 통합적인 연구가 지속되어야 할 것으로 판단된다
