Nowadays, as IT environment is changing rapidly, traditional infra system such as hardware, software, and development methodology are changing as well. Legacy system has been filled with Intellectual property such as invested budget and development period for the time of IT is developing. Many countries around the world are having troubles with how to manage the legacy system. It is time to study on a development method and the implementation of supporting tool to reuse or process the legacy system. In this paper, it proves the definition, concept and also background of legacy system by showing real market and technology trend. Developed to handle the concrete development methodology, procedure and reference. We can get more profitability and productivity advance by reuse of legacy system and maintenance cost-saving through legacy migration.

To satisfy with the increased requirements of cost reduction, labor saving, and rapid construction, the purpose of this study is to investigate the structural behavior of PSC monolithic and spliced girders. Three tests were conducted on small-scale girder specimens. This paper presents the result of experimental studies in terms of the load-deflection behavior. Different joint type and tendon amount were investigated as major variables. The monolithic girder was arranged with three tendons. The spliced girder consisted of five segments connected by three tendons. In addition, five-segmented girders connected by more than three tendons were built to examine the effect of the tendon amount. The experimental results show the difference of behavior between monolithic and spliced girders. Moreover, nonlinear finite element method analysis was utilized to verify the experimental result.
Compared to the ambient vibration test mainly identifying the structural modal parameters, such as frequency, damping and mode shapes, the impact testing, which benefits from measuring both impacting forces and structural responses, has the merit to identify not only the structural modal parameters but also more detailed structural parameters, in particular flexibility. However, in traditional impact tests, an impacting hammer or artificial excitation device is employed, which restricts the efficiency of tests on various bridge structures. To resolve this problem, we propose a new method whereby a moving vehicle is taken as a continuous exciter and develop a corresponding flexibility identification theory, in which the continuous wheel forces induced by the moving vehicle is considered as structural input and the acceleration response of the bridge as the output, thus a structural flexibility matrix can be identified and then structural deflections of the bridge under arbitrary static loads can be predicted. The proposed method is more convenient, time-saving and cost-effective compared with traditional impact tests. However, because the proposed test produces a spatially continuous force while classical impact forces are spatially discrete, a new flexibility identification theory is required, and a novel structural identification method involving with equivalent load distribution, the enhanced Frequency Response Function (eFRFs) construction and modal scaling factor identification is proposed to make use of the continuous excitation force to identify the basic modal parameters as well as the structural flexibility. Laboratory and numerical examples are given, which validate the effectiveness of the proposed method. Furthermore, parametric analysis including road roughness, vehicle speed, vehicle weight, vehicle's stiffness and damping are conducted and the results obtained demonstrate that the developed method has strong robustness except that the relative error increases with the increase of measurement noise.

It is saving material cost and construction cost by replacing conventional building materials, and It has advantages for aesthetic value. In the Europe, the United States, Japan and other country research about BIPV is actively being carried out and marketability is also being infinity expanding. Arch type PV systems efficiency characteristics is different depending on PV array's directly connection, parallel connection and arches angle, but is a lack of analysis on this nowadays. When the arch type PV system design up, they consider about aesthetic value and they didn't consider about generation efficiency. In this paper, we try to improve the efficiency through optimization of arch type PV system and estimation of the efficiency parameters of the arch type PV system, such as latitude, longitude, temperature, insolation, arch angle and each kind loss from system organization. For improving Arched PV system efficiency, proposed multiple control inverter system, and using simulation tool of Arched PV system "Solar pro", flat-plate type and many arch type PV system configuration the driving characteristics were compared and analyzed.
The incentive and reasons to publish FIDIC Conditions of Contract for Design, Build and Operate Projects(DBO Form) are manifold. It is partly a response to the increasing need for sophisticated project delivery methods in both the public and private sectors and the already widespread use of the FIDIC Yellow Book with operation and maintenance obligations and partly a response to the challenge to decrease maintenance cost to a minimum by means of a new procurement route. As a result, FIDIC has developed a new model form to meet this market place requirement. On the other hand, FIDIC did not simply adapt the Yellow Book but has developed a new form from it, whilst preserving the style of the already known FIDIC Forms and maintaining the wording where it was not necessary to change it for the purposes of a DBO Form. Moreover DBO Form fills up supposed gaps in other FIDIC Forms and ameliorates the claim management and dispute management framework. FIDIC DBO approach may be shortly summarized as follows. First, DBO Form provides for single project responsibility. Second, DBO Form has the clear objective of ensuring the use of a most reliable and efficient technology at the lowest life-cycle cost. Third, DBO Form is intended to operate as an effective quality increase in the design and construction of projects. Fourth, DBO Form is intended to provide significant benefits with regard to system integration and reduction of risks. Fifth, DBO Form accelerates and enhances completion schedule compliance. Sixth, DBO takes care of all three supporting pillars of sustainability(including economical, environmental and social elements). DBO Form is obviously a good starting point for negotiations and the preparation of calls for tenders, thus saving the parties time and money. However, existing cultural and legal differences, particular local conditions and the particular needs of some branches of the industry may require the form to be adapted according to the particular needs of a project. And Civil law practitioners are strongly recommended to verify carefully the underlying legal concepts and background of each clause of the General Conditions in order to avoid unnecessary and sometimes unnatural changes and amendments being made. Note that when preparing the Particular Conditions ensure that terminology is consistent and that existing inherent concepts should not be ignored.

Steel pipe piles have been used as various deep foundation materials for a long time. Recent increase in steel material cost has made engineers reluctant in using it even with its good quality and ease of construction. Therefore when constructing with steel pipe pile, the decision to reuse the excessive pile length that is cut off from the designed pile head elevation after pile driving can be cost saving. This has caused many constructors to reuse the pile leftovers with new piles, but the absence of quantitative structural capacity behaviors of steel pipe pile after pile driving or appropriate countermeasures and standards in reusing steel pipe pile has resulted in wrong applications, pile structural integrity problems, inappropriate limitation of reusable pile length, etc. The structural performance analysis between a new pile and a pile that has undergone working state and ultimate state stress level during pile driving was performed in this research by means of comparing the results between the dynamic pile load test, tensile load test, charpy energy test and fatigue test for high strength steel of $440N/mm^2$ yield strength. Test results show that under working load conditions the yield strength variation is less than 2% and for ultimate load conditions the variation is less than 5% for maximum total blow count of 3000. The results have been statistically analyzed to check the sensitivity of each factors involved. From the test results, reusability of steel pipe pile lies not in the main pipe yield strength deviation but in the reduction of absorb energy, strength changes and quality control at the welded section, shape deformation and local buckling during pile driving.
This study was conducted for engineering optimization for the gasification process which is the key factor for success of Taean IGCC gasification plant which has been driven forward under the government support in order to expand to supply new and renewable energy and diminish the burden of the responsibility for the reduction of the green house gas emission. The gasification process consists of coal milling and drying, pressurization and feeding, gasification, quenching and HP syngas cooling, slag removal system, dry flyash removal system, wet scrubbing system, and primary water treatment system. The configuration optimization is essential for the high efficiency and the cost saving. For this purpose, it was designed to have syngas cooler to recover the sensible heat as much as possible from the hot syngas produced from the gasifier which is the dry-feeding and entrained bed slagging type and also applied with the oxygen combustion and the first stage cylindrical upward gas flow. The pressure condition inside of the gasifier is around 40~45Mpg and the temperature condition is up to $1500{\sim}1700^{\circ}C$. It was designed for about 70% out of fly ash to be drained out throughout the quenching water in the bottom part of the gasifier as a type of molten slag flowing down on the membrane wall and finally become a byproduct over the slag removal system. The flyash removal system to capture solid particulates is applied with HPHT ceramic candle filter to stand up against the high pressure and temperature. When it comes to the residual tiny particles after the flyash removal system, wet scurbbing system is applied to finally clean up the solids. The washed-up syngas through the wet scrubber will keep around $130{\sim}135^{\circ}C$, 40~42Mpg and 250 ppmv of hydrochloric acid(HCl) and hydrofluoric acid(HF) at maximum and it is turned over to the gas treatment system for removing toxic gases out of the syngas to comply with the conditions requested from the gas turbine. The result of this study will be utilized to the detailed engineering, procurement and manufacturing of equipments, and construction for the Taean IGCC plant and furthermore it is the baseline technology applicable for the poly-generation such as coal gasification(SNG) and liquefaction(CTL) to reinforce national energy security and create new business models.

The Korean DR market proposes suppression of peak demand under reliability crisis caused a natural disaster or unexpected power plant accidents as well as saving power plant construction costs and expanding amount of reserve as utility's perspective. End-user is notified a DR event signal DR execution before one hour, and executes DR based on requested amount of load reduction. This paper proposes a DR energy management algorithm that can be scheduled the optimal operations of chiller system and ESS in the next day considering the TOU tariff and DR scheme. In this DR algorithm is divided into two scheduling's; day-ahead operation scheduling with temperature forecasting error and operation rescheduling on DR operation. In day-ahead operation scheduling, the operations of DR resources are scheduled based on the finite number of ambient temperature scenarios, which have been generated based on the historical ambient temperature data. As well as, the uncertainties in DR event including requested amount of load reduction and specified DR duration are also considered as scenarios. Also, operation rescheduling on DR operation day is proposed to ensure thermal comfort and the benefit of a COB owner. The proposed method minimizes the expected energy cost by a mixed integer linear programming (MILP).

Since the "Special Law on Cadastral Resurvey" was enforced in 2012, the Cadastral Resurvey Project in South Korea has been promoted in earnest. However, it has been difficult to obtain the following items: a budget for the project, the establishment of land boundaries by increasing/decreasing the area of the parcels of land in the downtown area, the calculation of the adjustment fee, and the analysis of the relationship between the business owner and the landowner in regards to conflicts of opinion. The analysis of Japan's private-public boundary system, which is promoting the Cadastral Resurvey ahead of South Korea, should not attempt to determine complex interests, especially when they are pursuing consensus of the boundary setting portion of the Cadastral Resurvey Project. Therefore, this study shows that there is a need to reduce the number of stakeholders and promote them by using a step-by-step process. The introduction of cost-saving measures for the Cadastral Resurvey through a private-public boundary preliminary investigation is needed. This study suggested the following: link the precision road map construction business using MMS, introduce the preliminary research projects for the Cadastral Resurvey, and gather the important land survey information for the private-public boundary basic survey. In order to establish the utilization base, the researcher proposed linking the downtown area regeneration with the downtown area planning business.
A plant layout problem has a large impact on the overall construction cost of a plant. When determining a plant layout, various constraints associating with safety, environment, sufficient maintenance area, passages for workers, etc have to be considered together. In general plant layout problems, the main goal is to minimize the length of piping connecting equipments as satisfying various constraints. Since the process may suffer from the heat and friction loss, the piping length between equipments should be shorter. This problem can be represented by the mathematical formulation and the optimal solutions can be investigated by an optimization solver. General researches have overlooked many constraints such as maintenance spaces and safety distances between equipments. And, previous researches have tested benchmark processes. What the lack of general researches is that there is no realistic comparison. In this study, the plant layout of a real industrial C3MR (Propane precooling Mixed Refrigerant) process is studied. A MILP (Mixed Integer Linear Programming) including various constraints is developed. To avoid the violation of constraints, penalty functions are introduced. However, conventional optimization solvers handling the derivatives of an objective functions can not solve this problem due to the complexities of equations. Therefore, the PSO (Particle Swarm Optimization), which investigate an optimal solutions without differential equations, is selected to solve this problem. The results show that a proposed method contributes to saving the capital expenditures.
