While there were posed arguments that social treatment to older persons should be based on the perspective of human rights turning into the 21st century, policy efforts to protect and promote the rights of older persons in international community have slowly proceeded. In this situation existing studies on the rights of older persons in the international perspective have been fragmented in their contents, lacking systematic overview of policy efforts to strengthen the rights of older persons in international community. This study aims to be the one that could be such a systematic study to overview international policy efforts to strengthen the rights of older persons through analyzing the background of posing the problem of the rights of older persons, problems in existing international norms for human rights applicable to older persons, and measures to strengthen the rights of older persons and controversial issues. Existing international norms on human rights that are Universal Declaration of Human Rights, international conventions on the rights in terms of area of rights and target population, and policy recommendations, are narrow in the scope of rights to be protected, and also lack legal force in their implementation. The international community has generally reached a consensus on strengthening the rights of older persons. However, there have been two different positions: strengthening existing norms on human rights versus creating a new convention on the rights of older persons. And also there have appeared many controversial points in both positions. Conclusively this study, arguing the creation of a new convention, suggests implications for Korean society and research studies.
This study aims to analyze multiculturalism policy of Canada, where is praised for not only systematic multiculturalism policy but also one of the leading countries for successful managing of it, and is to explore the implications for Korea through analysis. The meaning, history, policy changes of multiculturalism of Canada, and the ways to maintain and generate for this by reviewing relating literature to achieve this goal. This study particularly focuses on the civic multiculturalism policy, which established not only the systematic foundation but also a social consensus regarding multiculturalism policy changes. Moreover, finally some suggestions of development strategies for Korea were provided. Developing and conducting of various programs for understanding and recognizing cultural and ethnic diversity, establishing a powerful law regulation and applying the rules rigorously, supporting for network formation of immigrants based on community organizations, providing information made by various languages, and developing and using a tool such as a racial impact analyzes were suggested.
Objectives : It focuses on what the consumers expected Korean medicine to improve on, and analyzes patients' impressions. Methods : This research is based on the Ministry of Health and Welfare's Survey on Usage of Korean Medicine (2008, 2011, and 2014) and was new analysis for our research objective. Results : The general consensus among the consumers was uncertainty of effectiveness, expensive costs, side effects, need for expertise, lack of scientific evidence, expansion of diseases treated, and improvement of equipment. Consumers distrusted Korean medicine due to its uncertainty of its effectiveness, expensive costs, side effects, and lack of scientific evidence for its effectiveness, and avoided using Korean medicine. Conclusions : These results seem to be a combination of the Korean medicinal doctors treating patients not based on evidence but on their individual experiences, lack of health insurance for Korean medicine resulting in expensive costs, lack of research on toxicity and safety of Korean medicine, and lack of scientific and clinical studies for evidence-based research. To solve these problems, the Korean medicine community needs to standardize treatments based on evidence, and look to Chinese medicine for possible solutions.
Background: The overall cervical cancer incidence rate is low in Iran; however, because of a higher risk of death for cervical cancer, a disease that kills women in middle age, a cervical cancer control program is needed. The aim of this study was to provide consensus recommendation for cervical cancer prevention in Iran and other Muslim societies with low incidences of cervical cancer. Materials and Methods: Through a practical guideline development cycle, we developed six questions that were relevant to produce the recommendation. We reviewed 190 full text records of cervical cancer in Iran (1971 to 2013) of which 13 articles were related to the data needed to answer the recommendation questions. We also reviewed World Health Organization, IARC, GLOBOCAN report, Iran Ministry of Health cancer registry report and 8 available foreign countries guidelines. Lastly, we also evaluated the Pap smear results of 825 women who participated in the Iranian HPV survey, of whom 328 were followed-up after a 5-year interval. Results: The obtained data highlighted the burden of HPV and cervical cancer situation in Iran. Experts emphasized the necessity of a cervical cancer screening program for Iranian women, and recommended an organized screening program with a cytological evaluation (Pap smear) that would start at the age of 30 years, repeated every 5 years, and end at the age of 69 years. Meanwhile, there is no need for screening among women with a hysterectomy, and screening should be postponed to post-partum among pregnant women. Conclusions: An organized cervical cancer screening is a necessity for Iran as more than 500-900 women in middle age diagnosed with an invasive cervical cancer every year cannot be ignored. This recommendation should be taken into account by the National Health System of Iran and Muslim countries with shared culture and behavior patterns. CUBA HPV test could be consideration in countries Muslim country with appropriate budget, resources and facility.
Iksan city is planning to construct a waste incinerator on the site of about $110,000\textrm{m}^2$ in size that will be selected from a public bid(Oct.~Nov.2002)in the wake of expiration by June 2003 of use for Hamyeol fill-up ground. Science it has usually been difficult to find sites for filling-up or incinerating facilities owing to NIMBY phenomenon, it is badly requested to employ up-to-date technology for processing wastes without environmental pollution. The conflicts between the administrative authorities and community people with regard to construction of incineration facilities, fill-up ground and facilities for waste processing or recycling are not the matters of just today but are increasingly deepening and spreading countrywide. There seems to be no prospect for these conflicts to be amicably settled through dialogues. They rather become a social disease inflicting the whole country like an epidemic. It is therefore believed to be necessary to introduce measures to design and build environment-friendly facilities that may be accepted by residents as not abominable ones but be used as amusing place while they watch the daily operation of them as watchdogs. Iksan city's plan to construct environment-friendly waste incineration facilities of pyrolysis type without chimney has undergone the process of public hearings and explanatory gatherings from every class of Iksan citizens to get consensus but is still delayed due mainly to be the failure of inducing foreign investments. Pyrolysis technology has two advantages ; first, environment-friendly due to less emission of second pollutants ; second, production of by-products highly valuable as resources. It Is known that Germany has recently begun installation and operation of pyrolysis facility urban wastes, an evidence indicating that pyrolysis method will be widely applied to cope with the tightened regulation to preserve environment worldwide.
This short report introduces the general background why Brazil conference is being prepared and what topics would be undertaken and what goals are being taken into account. It overviews what differences from traditional telecommunication governance, internet governance has had in its historical development and how such differences had been formed from its technological differences and the regulatory policy shift from common carrier regulation to privatization. Moreover, the fact that open, voluntary, bottom-up, diverse stakeholder's participation had evolved throughout the historical development of the internet, had established the present multistakeholder governance model from technological standardization to addressing scheme policies. ICANN, which has governed internet addressing schemes since the earlier 2000s, had developed address policies including IANA function from Jon Postel and technical community's legacy management system into contract based formation between ICANN and gTLD, ccTLD registries. And it made dispute resolution policies responding to trademark disputes and resolved gTLD monopoly issue by introducing new TLD generation and the separation of registry and registar. However, there had been challenges on the legitimacy of ICANN due to its dependency on the Federal Government of the U.S. particularly in its oversight role over ICANN and IANA contract. WSIS raised up internet governance issues including addressing governance, and set up IGF as a discussion platform for multistakeholders to discuss and share all views on other internet related public policies. IGF's loose and non-binding discussion once frustrated governments and other stakeholders, but more focused discussion and visible outcomes have consolidated its unique role for internet governance discourses. Particularly, IGF addressed many emerging internet related issues like cybersecurity, privacy, net neuratlity, development related issues. WTPF of 2013, after WCIT debate on whether traditional telecommunication regulation could be applied to internet infrastructure, suggested other governance issues such as the transition to ipv6, IXP coordination etc. How to make sure the legitimacy of internet addressing governance and how and where other internet related public policies could be undertaken are fundamental tasks for internet governance. Brazil conference, which has been motivated by the breakdown of trust in internet governance from NSA mass surveillance revealed by Snowden, faces these questions and try to make consensus on principles, institutions and roadmap for internet governance in multistakeholder participation way.

The objective of this study is to suggest the developmental tasks for the successful fostering the Farmer's Study Group which have been guided by the agricultural extension work since 1994 in Korea. The 3,278 farmers study groups with 148,420 memberships have been organized in field of grains, cash crop, horticulture, livestock, improving living conditions, food processing and so on. Although the number of study groups have rapidly expanded, there also are tasks to be secured for their successful development in terms of (a) desirable phase of the study groups and goals of its fostering, (b) managements / administration of them, (c) long-term tasks to be reviewed. With regard to the desirable phase of the study groups and goals of its fostering, they should secure differential mission and the way of works compare to the other farmer's groups. Also, there should be consensus on the proper number of study groups to be fostered with a agricultural technical center at local level. With regard to the managements / administration of the study groups, there should be the different support, assistance and guidance according to the developmental level of the groups. For these, there should be evaluation works on the groups, and guidance manuals for the extension workers. Also extension works should facilitate the establishment of networks among groups over the counties. Finally, to establish the nationwide association in hierarchy and to make the cooperative works with similar farmer's group, doing the value-added activities rather than mere information exchange, and the introduction of capacity building programs for the extension workers are long-term tasks needed to review for the successful fostering study groups.

This study was conducted to provide implications so that teachers' voices are heard in the social consensus for future schools by exploring teachers' needs for future school spaces. A qualitative study was performed to listen to teachers' voices directly, and 10 teachers from "A" Elementary School (tentative name) participated in the study. The study 1) recognized the emergence of learning that transcends time and space, and emphasized the importance of an ICT-based informatization environment that can support such learning, 2) confirmed the characteristics of futuristic school spaces centered on "tradition" and "technology," 3) recognized the importance of learning community spaces, 4) emphasized "variable" classrooms for flexible teaching and learning activities, and 5) confirmed the need to introduce eco-friendly elements and provide support for those who may be vulnerable in high-tech learning environments. Finally, the study concluded that teachers need systematic education and experiences that contain sufficient important discourses related to future schools such as "eco-friendliness" and "connection with local communities".
This study is a basic research for the development of 'Marginal Village Policy' in response to the hollowing-out of rural areas. For this purpose, the viewpoint of "Regeneration" & "Reconstruction" of the "Marginal Village Theory" and the recent "Rural Planning Theory of Evacuation" in Japan were reviewed. The background and trends of Marginal Village policy in Japan were also investigated. And based on this, the implications and future tasks for Korea were summarized as follows; (1)It is necessary to be interested in the disappearance of villages and marginal villages and to form positive discussions and social consensus. (2)Continuous field investigation and management of changes in population and village functions at regional and village level are required. (3)In addition to increasing the importance of depopulation problems, it is necessary to establish 'marginal villages' as a public policy target. (4)It is necessary to review and consider the viewpoint of reconstruction along with regeneration. (5)It is necessary to pay attention that the software project is expanded, and the regeneration & reconstruction policies of the rural villages are aimed at revitalizing the rural community. (6)It is necessary to consider the possibility of applying 'spacial construction' along with the expansion of the academic debate on the 'rural planning theory of evacuation'. On the basis of this, in this study, rural villages were classified into 'continuous villages', 'semi-marginal villages' and 'marginal villages' according to the degree of marginalization, and the basic framework of 'Marginal Village Policy' was proposed, which is to encourage the differentiated policies of 'continuous villages' by 'rural village policy', 'semi-marginal villages' and 'marginal villages' by 'marginal village policy'.

The object of this study is to provide a framework of increasing the effectiveness of the R&D planning of experts in fisheries and the education of students with the theoretical background and analytical skills through the adoption of technology roadmapping process in the marine production industry. The study was conducted by fact-finding surveys and the response content for surveys obtained from each expert advisor in the field of fisheries and maritime affairs such as fishery industries, some government organizations and research institutes including the Ministry of Maritime Affairs and Fisheries (MOMAF), National Fisheries Research and Development Institute (NFRDI) and fisheries-related universities was analyzed. The major implementation tasks to effectively achieve the basic goals of technology roadmap for short and middle-term research and development in the fisheries production field are as follows: 1. Research in order to achieve the realization of community-based resource management fisheries or fishermen-oriented co-management fisheries with paradigm shift in fisheries management. 2. Research in order to derive the construction of cost reducing and manpower saving systems in fishery-related science, technology and engineering. 3. Research in order to create the high value-added fisheries products with a focus on the upgrading of processing, freezing and refrigerating facilities, the reduction of logistics costs and the minimization of distribution steps. 4. Research in order to achieve the realization and development of environmental-friendly fisheries and internationally competitive fisheries through restructuring the entire fishing industries, in particular, small-scale fisheries. 5. Research in order to achieve the effective utilization of fisheries resources with a new creation of clean and living marine environment by fisherman under the balanced management and protection of marine living resources and fishing grounds.
