New Public Health and National Public Health System (신 공중보건과 국가공중보건체계)

  • The New Public Health(NPH) is a comprehensive approach to protecting and promoting the health status of each individual member and society as a whole. NHP is not so much a philosophy to broaden the understanding of public health as it is an action plan to address current public health system. This paper's objectives include increasing public and professional awareness of the significant changes in the national public health systems of developed countries and contributing to more effective delivery of public health services in Korea. This paper reviews articles and documents concerning NPH and the public health system, and outlines of the achievements in developed countries since NPH movement began. These include the change in the definition and function of public health, expansion of public health networks, strengthening of public health policy, reorientation of public health delivery systems, promotion of workforce capacity, and the implementation of evidence-based management. To overcome the challenges facing the public health system of Korea, we must prioritize the value of population-based approach, expand the notion of a public health system to encompass all sectors that can influence health, promote a "Health in All Policies" approach, focus on an evidence-based health policy and program, develop core competencies for public health workers, and establish performance standards for public health organizations based on the core functions of public health.

Study on Localization of Korean Food in Paraguay through In-depth Interviews with Korean Restaurant Owners and Foodies in Asuncion, Paraguay (파라과이 아순시온의 한식당 경영주 및 푸디스 심층면접을 통한 한식 현지화 연구)

  • The purpose of this study was to develop an efficient method for Korean food to make inroads into Paraguay. In-depth interviews with 15 Korean restaurant owners in Asuncion, Paraguay and foodies (food experts) who had experiences with Korean food were conducted. The results are as follows: Paraguay wants to establish economic ties with Korea currently, and economic development is ongoing in Paraguay. The food service industry for the middle class in Paraguay is now in the development stage. There are not many Korean restaurants (currently 15) in Asuncion. First and second generation Korean immigrants are operating these restaurants. It is necessary to provide support for a comprehensive food culture system by developing a menu composition system to meet local tastes, a strategy for improving distribution of Korean food materials, and a plan for sanitary management and operations.

Analysis of Fine Needle Aspiration Cytology and Ultrasonography of Metastatic Tumors to the Thyroid (갑상샘 전이종양에 대한 세침흡인 세포 소견과 초음파 소견의 분석)

  • Cytologic diagnosis of the metastatic tumors to the thyroid is important in the management of the patients. There have been rare reports analyzing fine-needle aspiration (FNA) cytology of metastatic tumors to the thyroid. This study examines comprehensive cytologic findings of metastatic tumors to the thyroid with radiologic findings. The FNA cytology slides obtained from 12 cases with metastatic tumors of the thyroid; lung cancer (n=5), tongue and tonsil cancer (n=3), esophageal cancer (n=2), and breast cancer (n=2) were reviewed. Radiological study showed single mass with heterogeneous texture or multiple masses without calcification. Metastatic tumor was easily considered in a differential diagnosis of FNA cytology because they had peculiar cytological features which were not seen in primary thyroid tumor. The smear background varied from predominantly necrotic, bloody, and inflammatory to colloid. The aspirates exhibited a mixture of benign follicular cells and malignant cells in 6 cases. The characteristic cytoplasmic features of the tumor cells, such as keratin, mucin and melanin, were found in 9 cases. Although some cases mimic primary thyroid neoplasm, a careful examination of the cytological characteristics may help cytopathologists to recognize a metastatic tumor in the thyroid by FNA, and may help the clinicians to establish a proper treatment plan.

What Happens without Treating Chronic Lateral Ankle Instability (외측 발목 불안정성을 치료하지 않으면 어떻게 되는가)

  • The term chronic lateral ankle instability (CLAI) embraces a spectrum of conditions that involve functional and mechanical instability, both in athletes and lower-demand patients. The hallmarks of CLAI are recurrent sprains, persistent pain, and repeated episodes of the ankle giving way. CLAI is the main complication of acute ankle sprains, which can cause discomfort in daily and sports activity. Approximately 10% to 30% of patients with acute ligament ruptures will develop chronic instability over the course of a year from the index injury. An accurate diagnostic approach and successful treatment plan should be established based on a comprehensive understanding of the concept of functional and mechanical instability. Unfortunately, the optimal modality for the management of CLAI is unclear. Even after conservative treatment or surgical intervention, it could result in degenerative changes to the ankle joint in the long term. Thus far, the incidence of ligamentous posttraumatic ankle osteoarthritis was reported to be 13% to 78%. The mean latency time between injury and osteoarthritis was at least 10 to 34.3 years. CLAI is an important pathological condition that can cause discomfort or dysfunction in daily activity in the short term, resulting in joint destruction in the long term. Therefore, it is important to understand the various complications that can occur when CLAI is not treated properly.

Surgical outcomes of 14 consecutive bilateral cleft lip patients treated with a modified version of the Millard and Manchester methods

  • Background Bilateral cleft lip deformity is much more difficult to correct than unilateral cleft lip deformity. The complexity of the deformity and the sensitive relationships between the arrangement of the muscles and the characteristics of the external lip necessitate a comprehensive preoperative plan for management. The purpose of this study was to evaluate the repair of bilateral cleft lip using the Byrd modification of the traditional Millard and Manchester methods. A key component of this repair technique is focused on reconstruction of the central tubercle. Methods Fourteen patients with mean age of 5.7 months presented with bilateral cleft lip deformity and were operated on using a modification of the Millard and Manchester techniques. Patients with a very wide cleft lip and protruded or rotated premaxilla were excluded from this study. We analyzed 30 normal children for a comparison with our patients in terms of anthropometric measurements. Results By the end of the follow-up period (between 9 and 19 months), all our patients had obtained a full central segment with adequate white roll in the central segment and a deep gingivolabial sulcus, and we obtained nearly normal anthropometric measurements in comparison with age-matched normal children. Conclusions We recommend this modified technique for the treatment of bilateral cleft lip deformity.

A Study on the Establishment of the Inventory and Distribution Characteristics of Village Wetlands in Gongju-city, Korea (공주시 마을습지 인벤토리 구축 및 분포 특성 연구)

  • Despite its ecological importance of wetlands in our life, wetlands around cities and villages have been steadily disappearing. It is mainly due to either natural geological changes or man-made causes such as permitted land zone changes for the purpose to convert to agriculture land. This study aims to establish a comprehensive database of wetlands using GIS in a historic conservation city Gongju City. The systemic data management would enable to identify distribution of wetlands and their ecological attributes, and to estimate the conservation value of the wetlands. The data base will be able to use in strategic way to preserve the local ecological areas for local residents and tourists and manage the quality of wetlands in the historic and conservation city. For the purpose, it is suggested organising a wider network with not only local residents but local authorities and relevant stakeholders would be beneficial. This study also recommends that long-term strategic plan to preserve the existing wetlands. This study findings as a seminal case example can be used to apply to other geographical areas of the country and can contribute to create a national ecological nature map as well as evaluate the attributes and quality of natural ecosystem service of the region.

Safe clinical photography: best practice guidelines for risk management and mitigation

  • Clinical photography is an essential component of patient care in plastic surgery. The use of unsecured smartphone cameras, digital cameras, social media, instant messaging, and commercially available cloud-based storage devices threatens patients' data safety. This paper Identifies potential risks of clinical photography and heightens awareness of safe clinical photography. Specifically, we evaluated existing risk-mitigation strategies globally, comparing them to industry standards in similar settings, and formulated a framework for developing a risk-mitigation plan for avoiding data breaches by identifying the safest methods of picture taking, transfer to storage, retrieval, and use, both within and outside the organization. Since threats evolve constantly, the framework must evolve too. Based on a literature search of both PubMed and the web (via Google) with key phrases and child terms (for PubMed), the risks and consequences of data breaches in individual processes in clinical photography are identified. Current clinical-photography practices are described. Lastly, we evaluate current risk mitigation strategies for clinical photography by examining guidelines from professional organizations, governmental agencies, and non-healthcare industries. Combining lessons learned from the steps above into a comprehensive framework that could contribute to national/international guidelines on safe clinical photography, we provide recommendations for best practice guidelines. It is imperative that best practice guidelines for the simple, safe, and secure capture, transfer, storage, and retrieval of clinical photographs be co-developed through cooperative efforts between providers, hospital administrators, clinical informaticians, IT governance structures, and national professional organizations. This would significantly safeguard patient data security and provide the privacy that patients deserve and expect.

  • Purpose - The research is aimed at investigating the dynamics of economic cooperation among countries which share historical and genetic affinity. Research design, data, and methodology - The study analyzed historical and genetic affinity after reviewing related thesis data on countries with historical relations studied by domestic historians. After that, it was applied to the method of designating the counterparts for economic cooperation and suggesting economic cooperation measures within a comprehensive range. Results - Economic cooperation with the counterparts should complement the ongoing economic cooperation with each country among their planned national strategies. Korea proposes such matters in a way that cooperates and develops to obtain mutual economic benefits. Among the associated countries, Mongolia is for the underground resource processing industry, Turkey for the investment of companies advancing into neighboring countries, Kazakhstan for the diversification of business centered on the manufacturing industry, Uzbekistan for the modernization and diversification of industrial production, Turkmenistan for the localization of resource-based industries and Export promotion, Hungary for the increase in investment in line with the East-ward policy, Finland is for the cooperation in the knowledge-based industry. Conclusion - This economic cooperation can raise Korea's international status to the next level and further strengthen our voice right in the international community.

  • Vascular anomalies encompass a variety of malformations and tumors that can result in severe morbidity and mortality in both adults and children. Advances have been made in the classification and diagnosis of these anomalies, with the International Society for the Study of Vascular Anomalies establishing a widely recognized classification system. In recent years, notable progress has been made in genetic testing and imaging techniques, enhancing our ability to diagnose these conditions. The increasing sophistication of genetic testing has facilitated the identification of specific genetic mutations that help treatment decisions. Furthermore, imaging techniques such as magnetic resonance imaging and computed tomography have greatly improved our capacity to visualize and detect vascular abnormalities, enabling more accurate diagnoses. When considering reconstructive surgery for facial vascular anomalies, it is important to consider both functional and cosmetic results of the procedure. Therefore, a comprehensive multidisciplinary approach involving specialists from dermatology, radiology, and genetics is often required to ensure effective management of these conditions. Overall, the treatment approach for facial vascular anomalies depends on the type, size, location, and severity of the anomaly. A thorough evaluation by a team of specialists can determine the most appropriate and effective treatment plan.

  • Purpose: This study delves into research on the core marketing plans for Modern Art Gallery. It begins with a review of existing literature to purposely get other researchers' contributions and views on the topic. Importantly and pertinent to this research, the review would enable the researcher to identify the existing gaps and how to address them to achieve the research objectives. Data and methodology: The researcher systematically reviewed the sources that met the inclusion criteria. The objective was to get the correct insights about other scholars' contributions and perspectives. The comprehensive outline of all the methods and methodologies is to promote the replicability of this study by other scholars or researchers. Results: The following four solutions are the critical findings vis-a-vis the marketing plan of Modern Art Gallery, its application, and its benefits to it. (1) Marketing Penetration Approach, (2) Product Innovation/ Development Approach, (3)Market Betterment and Development Strategy, and (4) Diversifying Approach. Conclusions: The findings give a direction in the future of the practitioners and stakeholders in the field. It is sufficient to state that this research's findings are helpful and valuable to Modern Art Gallery and other pertinent stakeholders such as learners, cultural departments, and researchers.
