Enabling Effective Implementation of Occupational Safety and Health Interventions

  • Background: The design, implementation, and evaluation are three important stages of occupational safety and health (OSH) interventions. Historically, there has been a tendency to prioritize implementation, often neglecting detailed design and rigorous outcome evaluation. Currently, much has changed, and contemporary approaches recognize the interdependence of these stages, considering them integral to the success of any intervention. This work presents a comprehensive procedure for implementing interventions, not only to ensure short-term effectiveness but also their long-term sustainability through continuous monitoring. The focus is on a national OSH project introducing a near-miss management system (NMS) in Italy. Methods: Initial meetings were convened among project partners, complemented by interviews with diverse stakeholders, to plan implementation steps and test the NMS. Tailored questionnaires were designed for diverse stakeholder groups - initial promoters, company managers and employers, and employees - facilitating targeted implementation, and three case studies were started in Italian regions to assess the structured implementation, involving intervention promoters and collaborating companies. Results: The primary outcome is the development of practical tools, specifically three questionnaires, which are considered valuable for establishing an effective human-centered implementation strategy, meticulously designed to facilitate ongoing monitoring of processes and continual enhancement of instruments intended for NMS integration within companies. Conclusions: This work lays the foundation for successful NMS implementation in Italy and, although the outlined procedure had specific objectives, it also provides valuable insights applicable in enhancing the effectiveness and sustainability of interventions across diverse contexts. It underscores the importance of comprehensive planning, stakeholder engagement, and continuous evaluation in achieving lasting OSH interventions.

  • This article is based on the findings of problems and limits in implementing integrated coastal management strategy in Shihwa Lake area to develop management framework, mechanisms and processes that insure the participation of various stakeholders in making decisions for sustainable development of reclaimed land. The project performance of the Shihwa Comprehensive Management Plan for Water Quality and Environment Restoration formulated in 2001 was evaluated and reviewed to give some valuable guidance for reducing the wide gap between integrated planning and implementation. Managing inter-sectoral conflicts among future land uses in Shihwa reclaimed area is one of the most important issues to make progress in integrated coastal management. There is a urgent need of developing scientific decision-supporting tools for evaluating the alternative scenarios as well as capacity building programs for local stakeholders.

  • Recently there are sharp increase in number of studies related with facilitation of Inward-FDI or Multinational Enterprises invested in Korea region. The most of studies are mainly purposing to survey - 1)how Korea Government makes counter plan and assistance policy to make foreign capital and Inward-FDI more attractively and aggressively, 2)what is the new framework or system for Inward-FDI policy, 3)what is economic effect of Inward-FDI, 4)what are determinants or conclusive factors of FDI in Korea. Under this situation, the goal of this report is to find out the new way for Multinational Enterprises to reinvest continuously thru getting their better investment performances on several factors including Marketing Competence, Management Ability, Localization Management Skill, Business Management Strategy, and R&D Competitiveness which would be much more important determinants influencing re-investment of Multinational Enterprises in Kora. This report based on the empirical result and comprehensive analysis will eventually help policy makers to implement the appropriate strategy and support Multinational Enterprises to proceed positive circle's re-investment activity in the end.

A study on the improvement measures of livestock manure management and organic fertilizer use in Nonsan area (가축분뇨 관리 및 퇴비·액비 이용에 대한 개선방안 고찰 - 논산지역을 중심으로 -)

  • The Ministry of Environment established a plan for advancement of livestock manure management in July 2011 and finalized the "Comprehensive Measures for Advancement of Livestock Manure Management" in May 2012 complementing and strengthening the plan. In this process, it was necessary to investigate the status of discharge of livestock manure and its environmental impact, for example on rivers, groundwater, arable outflow water and soil. We investigated types of livestock husbandry, discharge of livestock manure, and production and use of organic fertilizers and presented the improvement measures of livestock manure management and organic fertilizer use. First, it is necessary to come up with measures to calculate appropriate density and numbers of livestock animals and prevent overcrowded breeding. Second, as many of the private livestock manure treatment facilities are out-dated and their long-term aerated reaction tanks are not regularly managed, it is necessary to find ways to improve those facilities through inspection and diagnosis. In addition, since existing public treatment facilities are designed to add clean water to belt filter press, additional water is needed. Therefore, it is necessary to improve belt filter press in order to decrease the extra water. Finally, although large-scale organic fertilizer plants and resources recycling centers produce good organic (liquid) fertilizers with proper components, it is necessary to establish standards for maturity of liquid fertilizers in order to facilitate efforts to turn livestock manure into resources.

A Study on the Preservation and Management Technique of Urban Skylines (도시 스카이라인 보존.관리 기법에 관한 연구(II))

  • The major purpose of this study is to suggest a comprehensive and systematic process for the preservation and management of urban skylines. The city of Seoul has been selected as a case study for this process. The results of this study are summarized as follows; 1) An urban landscape masterplan needs to be established before the preparation of the preservation and management plan for urban skylines. 2) Preservation and management plans for urban skylines are suggested in the case Mt. Nam, Han River, Mt. Kwanak in Seoul city. In the case of Mt. Nam and Mt. Kwanak, the control of building heights and guidelines for building height have been studied. For the Han River, various alternatives in building height and disposition have been investigated for the enhancement of the visual quality. 3) Two major steps are suggested for the effective preservation and management of urban skylines. The first step is to prepare an urban landscape masterplan for the whole city, to delineate the skyline preservation area, and to fix controls on building heights in the area. The second step is to divide the whole city into landscape units, to make detailed landscape masterplan for each the units, and to fix controls on building heights in the units. However, only the first step will be necessary in a small city.

An Integrated Expert Model for Delay Management in Construction Projects

  • Delay claim should actually be supported by a set of proper information so that the contractors could prove their validity. The so-called information should be able to clarify the relationship between delay events and how they impact on the whole project. Therefore, exploiting an integrated system by people who are involved in construction business would certainly prove helpful. In the present study, delay analysis methods have been investigated along with selecting a relatively comprehensive method which has been modified, and eventually, a novel model and its required modules have been proposed for evaluating delay claims. The suggested integrated model is formed to identify delayed events, to classify delays, to measure the impacts of delays on the project scheduling, and finally to estimate the damages which were caused by those so-called delays. A decision support system (DSS) model which is related to the integrated system is actually extracted from Iran's general contract conditions, that is, 4311 magazine (equivalent to red FIDIC book). It is then programmed and coded by C# program. This DSS model can be used as an input of Easy Plan program. In addition, at the end of this research, the coded DSS has been used along with the so-called program so that a modified and developed model could be generated.

Selection of Business Types for the Installation of Nonpoint Pollution Source Control Facilities

  • In 2004, the Korean government launched comprehensive measures for nonpoint pollution that were intended to reduce their amount by 34.3% over of those forecast by 2020. During the first and second stages of their implementation; from 2004 to 2011, nonpoint source (NPS) measures have focused on systemic improvements and project management, as well as the introduction of optimal management techniques; accordingly, reductions have been small. However, during the third stage in 2011, serious reductions will be pursued. Accordingly, the gradual expansion of sites subject to NPS measures has focused on the establishment of a basis for reduction measures in connection with model projects during the first half of the plan, with full scale enforcement due in the second half. For Korea, rather than commencing NPS management en masse, it has been more appropriate to gradate NPS management into stages tailored to the different needs of new and existing businesses, as well as to the needs of large and small-scale businesses, in consideration of their specific circumstances. This has allowed sufficient time for such businesses to become accustomed to the concept of NPS management.

A Study on the Adaptive Reuse Plan for 2013 Suncheon Bay Garden Expo Site (2013순천만국제정원박람회장 활용 계획 연구)

  • This study aimed to adaptive reuse plan a take advantage of Suncheon Bay Garden Expo 2013. Detailed objectives included: to identify and foster cultural and ecological resources in Suncheon Bay and Garden Expo Site; and to search and propose characterized program in the site for efficient utilization; and to revitalize a site for the vitalizations of the region where garden culture and garden industries for strengthening local competitiveness. The study was multi-phased. The first stage included basic surveys such as site status and environmental context analysis, and questionnaires and similar case studies, and the second stage was to review the direction of preliminary planning, develop associated industries and strategies for regional revitalization and review and incorporate project details. And the third stage aimed to develop a comprehensive plan from spatial plans and program plans and suggest plans to vitalize the operation of the site. The results of the study are as follows: First, the characterization strategy is 'healing experience tourism', 'healing garden', 'healing herbal care' are suitable for the site and regional revitalization. Second, the dimension of 2013 Suncheon Bay Garden Expo which was distinguished into four areas, in consideration of the characteristics and contents of the garden expo site for efficient operation and maintenance. Four area are as follows: the park oriented area, the experiential tourism oriented area, the existing conservation oriented area, and the area for associated industries. Third, the practice of private and public partnerships is needed in order to efficiently manage and operations. The significance of this study is that it is seeking to take advantage of the Garden Expo site and set the plan by existing resources and in consideration of local characteristics, in conjunction with area to envision and proposed management plan. Some problems are remained which have not been able to deal with details program and organization and financial planning programs for the operation of the site. This is for further study.

The Study on Improvement Plan of FTA Origin Information Management System (FTA 원산지정보 관리체계 개선방안에 관한 연구)

  • There has not been enough distribution of documentary evidence of origin at the stage of domestic transaction yet due to the exporter bias of interest in utilizing FTA and shortage of attracting their issues, etc. although about more ten years has passed since Korea-Chile FTA was running. Furthermore, in case of issued and distributed documentary evidence of origin, the accuracy was doubt, so it contains various problems like errors in the certificate of origin issued by the final exporter. Accordingly, this study was to find out the limitations of 'declaration of origin third party confirmation system' operated in order to solve problems of lacking the management ability of origin place of the domestic supplier and improve the accuracy of certificate of origin (comprehensive), and to investigate a method of improvement. To achieve this, this study was to suggest the institutional complementary plans for distribution activation and error prevention on the declaration of origin and introduction plan of loss prevention plan due to the errors in the certificate of origin that the final exporter did not intend in the domestic areas in order to support the use of FTA smoothly for our enterprises.

  • The purpose of the study is to analyse the management state of three education welfare policies such as education welfare priority support program, Dream Start and after school program, the main education welfare policy for children and adolescent of the low income group and to suggest the development plan for the establishment of the effective and efficient education welfare policy. The study examines the advanced research and uses literature review to meet the purpose. The study draws the problem of each program and suggests the development plan of the education welfare policy for the children and adolescent of the low income group on the basis of the result of the comprehensive analysis. First, the related projects run separately by each government department should be rearranged into an integrated system in order to control comprehensively and together. Second, the system should be established to improve the expertise personnel in charge and increase the employment stability of the private personnel. Third, the authorities should raise the awareness on education and welfare through the connection and the discussion between each institution and the experts. Fourth, a new service model should be invented.
