Aeroelastic model test of a 610 m-high TV tower with complex shape and structure

  • In view of the importance of the wind-structure interaction for tall and slender structures, an aeroelastic model test of the 610m-high TV tower with a complex and unique structural configuration and appearance carried out successfully. The assembled aeroelastic model of the TV tower with complex shape and structure was designed and made to ensure the similarities of the major natural frequencies and the corresponding mode shapes. The simulation of the atmospheric boundary layer with higher turbulent intensity is presented. Since the displacement and acceleration responses at several measurement sections were directly measured in the wind tunnel test, a multi-mode approach was presented to indirectly estimate the displacement and acceleration responses at arbitrary structural floors based on the measured ones. It can be seen that it is remarkable for the displacement and acceleration responses of the TV tower in the two horizontal directions under wind loads and is small for the dynamic response of the torsional displacement and acceleration.

  • Some fifty survivors participated in the narrative therapy sessions from March 2003 to December 2004, and thirty cases were analyzed using the transcripts. Each participant's surviving story was summarized, and then interpreted and reinterpreted by the survivors themselves in collaboration with the researcher. The two main principles in narrative analysis were hermeneutical distanciation and hermeneutical circulation. Result and Conclusion: First, nursing involvement should play active roles from the early stages of disaster incidents. Specifically, emergency nursing and flexible coping plans are to be available according to the specific properties of each case. Secondly, it is necessary to try to understand the extreme emotional experiences of disaster survival. The horror and pain people feel at an incident cannot simply be generalized, and it requires that each case be approached individually to help stop social alienation. Thirdly, more constant and long-term studies are required to set up nursing strategies for disaster survivors. Forming a trusting relationship with survivors is basic, and formally registering as participants is necessary for continuous interventions. Fourthly, we should deeply appreciate the danger and complexity of modern society and understand the complex nature of disaster. Fifthly, interdisciplinary activities and studies are necessary in combination with various other fields to establish a framework of total nursing care for disaster incidents. Lastly, it is urgently necessary to educate families and friends of the survivors and the society as a whole about life after a disaster.

  • In this paper, various units of industrial disaster safety threats as well as local and national facilities unit real-time detection and prevention refer to the corresponding system goes into disaster management preparedness, prevention, response recovery of phase I systematic ICT skills that can be managed more efficiently. Analyzing Impacts of Regional Characteristics to Industrial Complex Employment in South Korea (우리나라 산업단지 고용에 미치는 지역적 특성 분석)

  • Purpose: The objective of this research is to analyze the effects of industrial complex sites to manufacturing business of South Korea. Method: This research first investigates previous relative studies for employment factors of industrial complex sites. Second, this research identifies employment decision factors of industrial complex sites by applying the two-stage ordinary least squares method to the Korea Industrial Complex Directory and the census data on establishments published by the Statistics Korea. Third, this research provides findings and policy recommendations based on study results. Results: The number of major companies, production quantity, and diversity of manufacturing have positive impacts to employment of industrial complex. The ratio of foreign workers, the number of universities and colleges, and the fiscal self-reliance ratio are also important to employment of industrial complex. Conclusion: The employment enhancement policy of industrial complex should consider regional characteristics as well as infrastructure of industrial complex.

Radiological Assessment of Environmental Impact of the IF-System Facility of the RAON

  • Background: The evaluation of skyshine distribution, release of airborne radioactive nuclides, and soil activation and groundwater migration were required for radiological assessment of the impact on the environment surrounding In-Flight (IF)-system facility of the RAON (Rare isotope Accelerator complex for ON-line experiment) accelerator complex. Materials and Methods: Monte Carlo simulation by MCNPX code was used for evaluation of skyshine and activation analysis for air and soil. The concentration model was applied in the estimation of the groundwater migration of radionuclides in soil. Results and Discussion: The skyshine dose rates at 1 km from the facility were evaluated as 1.62 × 10-3 μSv·hr-1. The annual releases of 3H and 14C were calculated as 9.62 × 10-5 mg and 1.19 × 10-1 mg, respectively. The concentrations of 3H and 22Na in drinking water were estimated as 1.22 × 10-1 Bq·cm-3 and 8.25 × 10-3 Bq·cm-3, respectively. Conclusion: Radiological assessment of environmental impact on the IF-facility of RAON was performed through evaluation of skyshine dose distribution, evaluation of annual emission of long-lived radionuclides in the air and estimation of soil activation and groundwater migration of radionuclides. As a result, much lower exposure than the limit value for the public, 1 mSv·yr-1, is expected during operation of the IF-facility.

  • Cooperation between government agencies is important for disaster management, and a thorough and objective cause investigation is important to prevent the recurrence of similar disasters. In South Korea, individual laws are scattered by ministries according to the disaster type, and most are operated as non-permanent organizations that are employed when disasters occur. Although expertise is recognized for each disaster type, each government agency's operation method is different, so when a large-scale disaster involving multiple ministries occurs, there is a limit to the coordination of roles and integrated management between government agencies. In particular, whenever a large-scale complex disaster occurs, problems arise regarding the independence, professionalism, and fairness of the cause investigation. Therefore, to supplement this, reviewing the management methods and systems of disaster cause investigations in advanced countries is necessary. Thus, in this study, the organization status, manpower, organizational structure, and cause investigation work system of NTSB of the United States, JTSB of Japan, and SHK of Sweden are identified to improve the disaster cause investigation system in Korea and are compared and analyzed with Korea's GDCIG. Additionally, issues and problems for the advancement of Korea's disaster cause investigation system are considered and improvements are suggested.

Weibo Disaster Rumor Recognition Method Based on Adversarial Training and Stacked Structure

  • To solve the problems existing in the process of Weibo disaster rumor recognition, such as lack of corpus, poor text standardization, difficult to learn semantic information, and simple semantic features of disaster rumor text, this paper takes Sina Weibo as the data source, constructs a dataset for Weibo disaster rumor recognition, and proposes a deep learning model BERT_AT_Stacked LSTM for Weibo disaster rumor recognition. First, add adversarial disturbance to the embedding vector of each word to generate adversarial samples to enhance the features of rumor text, and carry out adversarial training to solve the problem that the text features of disaster rumors are relatively single. Second, the BERT part obtains the word-level semantic information of each Weibo text and generates a hidden vector containing sentence-level feature information. Finally, the hidden complex semantic information of poorly-regulated Weibo texts is learned using a Stacked Long Short-Term Memory (Stacked LSTM) structure. The experimental results show that, compared with other comparative models, the model in this paper has more advantages in recognizing disaster rumors on Weibo, with an F1_Socre of 97.48%, and has been tested on an open general domain dataset, with an F1_Score of 94.59%, indicating that the model has better generalization.

A Study on Information Linkage Service for Disaster Situation Management : Focusing on Earthquake (재난 상황관리를 위한 재난안전정보 연계 서비스 방안 연구 : 지진을 중심으로)

  • Researchers have increased their interest in effectively managing the disaster that appear in large scale and complex form. There are two types of disaster information, which are unstructured text data and structured data. Unstructured text data usually refers to text documents that have been referenced by disaster management personnel such as disaster manuals and related regulations, while structured data refers to various disaster information build in the disaster related organization system. This paper proposes a methodology of constructing a disaster information sharing system that enables joint use of disaster related organizations through the establishment of a mutual linkage system by utilizing both unstructured and structured form of disaster information. Especially, Based on the linkage information between structured earthquake information in earthquake related system and earthquake manuals and countermeasures against earthquake disaster, we propose a service that provides the necessary information for earthquake management. It is expected that the task manager will perform effective earthquake state management by acquiring the integrated structured and unstructured earthquake information of the ministries and related organizations.

  • In this study, we introduce a system for real-time monitoring of field conditions within an industrial complex using a 5G network UAV (: Unmanned Aerial Vehicle). When a monitoring event occurs in a sensor mounted on a UAV (detection of fire, harmful gas, or industrial disaster type human accident), key information from the sensor is transmitted to the UAS (: Unmanned Aerial System) application server. As a result of this information transmission and processing, managers or operators of the Industrial Complex Corporation were able to secure legal basis data for fatal accidents, fires, and detection of harmful gases at sites within the Industrial Complex Corporation through trigger processing for each accident risk situation.

  • The purpose of this study is to identify the problems of the earthquake disaster safety management in the national industrial complexes and to suggest improvement counter-measure. Literature review for the safety management system of the Korea Industrial Complex Corporation and interview with practitioners was conducted. and Seismic design application survey was conducted on 28 national industrial complexes. In order to improve Earthquake Disaster Safety Management, Counter-measures were suggested such as the reinforcement of laws and regulations related Seismic. It is expected that the improvement counter-measures presented in this study can be used as policy-making data for improving the seismic performance of the national industrial complexes in the future.
