Although the core of national competitiveness in the knowledge information society lies in IT, school education at the moment is failing to execute systematic and organized computer education. Recently, the 7th on-demand partial amendment of educational curriculum at national level is being executed in full-scale. Educational curriculum for elementary and middle class at national level is the systematic and organized program for cultivation of competent persons in order to foster the desired image of human kind for the future society pursued by the nation. For such reason, stabilization of program for cultivation of competent persons for establishment of true IT superpower is not irrelevant with the 7th amendment of the educational curriculum. Therefore, this thesis shall look into the 7th national level education curriculum at level of general outline as well as their particulars, and present means of amendment of computer subject educational curriculum through the means connecting the issues raised in general outline and their particulars regarding the direction of the amendment of the national level educational curriculum for establishment of true IT superpower.
The purpose of training science teachers is to bring up the ideality and the most excellent science teachers whom our society needs. So, teacher training college curriculums of science education should be the ones that will train competent and respectable science teachers who have the technical and practical theory and knowledge through the process of high level academic experiences and activities. Accordingly, the training system and improvement plan for the problems in employment of science teachers in secondary schools should be as follows: 1. The employment examination for teachers should be abolished instead, the system of an apprentice teacher should be brought in, or private schools as well as public schools should bring in employment examination system. 2. With the modification of science teacher training curriculums, the cooperative studies of science major subjects and science education subjects should be strengthened and the connection between real needs of secondary schools and curriculums of secondary school science teacher training should be embodied. 3. Bringing up excellent science teachers should be facilitated through the establishment of administrative and financial aiding system about teacher training college.
A chemical library comprising 2,354 drug-like compounds was screened using a transcription and replication-competent viruslike particle (trVLP) system implementing the whole Ebola virus (EBOV) life cycle. Dose-dependent inhibition of Ebola trVLP replication was induced by 15 hit compounds, which primarily target different types of G protein-coupled receptors (GPCRs). Based on the chemical structure, the compounds were divided into three groups, diphenylmethane derivatives, promazine derivatives and chemicals with no conserved skeletons. The third group included sertindole, raloxifene, and ibutamoren showing prominent antiviral effects in cells. They downregulated the expression of viral proteins, including the VP40 matrix protein and the envelope glycoprotein. They also reduced the amount of EBOV-derived tetracistronic minigenome RNA incorporated into progeny trVLPs in the culture supernatant. Particularly, ibutamoren, which is a known agonist of growth hormone secretagogue receptor (GHSR), showed the most promising antiviral activity with a 50% effective concentration of 0.2 μM, a 50% cytotoxic concentration of 42.4 μM, and a selectivity index of 222.8. Here, we suggest a strategy for development of anti-EBOV therapeutics by adopting GHSR agonists as hit compounds.
Under the co-sponsorship of UNIDROIT and I.C.A.O., a preliminary draft Convention on International Interests in Mobile Equipment and a preliminary draft Protocol on Matters Specific to Aircraft Equipment has been prepared. The purpose of the Convention is to provide for the creation and effect of a new international interest in mobile equipment. The Convention's approach is quite novel in that it purports to create an international interest based upon the convention itself. The Convention is intended to be supplemented by Protocols, each of is intended to provide equipment-specific rules necessary to adapt the rules of the Convention to fit the special pattern of financing for different categories of equipment. To date, two sessions of governmental experts were held in Rome and Montreal. Korean delegations attended the two sessions. One of the members of the Korean delegation published a report on the first session. He expressed his objection to the so called self-help remedy contemplated by the current preliminary draft of the Convention which enables the holder of a security interest to repossess and dispose of the subject of the security interest by private sale rather than public auction on the occurrence of an event of default of the debtor. His view is based upon his understanding that under Korean law, the only remedy available to the holder of a security interest in mobile equipment, such as an airplane, is to apply to the competent court for a public auction. In my view, his understanding is not quite correct and is inconsistent with the current practice in Korea. Under Korean law, the parties' agreement for private sale is in principle valid unless there is an interested party who has acquired a security interest after the creation of the prior security interest or a creditor who has caused the subject of the security interest to be attached by a competent court. In this article, I discuss the current Korean law and practice relating to the enforcement of security interests by private sale in more detail.

Objectives: Hazard classification is a controversial issue in the new MSDS system in which chemical companies have to prepare and submit MSDS for chemicals that they manufacture or import to the competent authorities according to the amended Occupational Safety and Health Act. The aim of this study is to suggest how to apply and manage harmonized hazard classification criteria and results by investigating current hazard classification systems and trends. Methods: The domestic issues about different hazard classification criteria and results were investigated by reviewing the literature and business outcomes regarding KOSHA. We also checked official and unofficial reports from the UN to understand international discussion about the topic. Chemical hazard classification results from agencies providing chemical information were analyzed to compare a harmonized rate between classifications. Furthermore, a field survey of a few chemical companies was conducted. Results: Under the related competent authorities, an integrated standard proposal was developed to harmonize the domestic hazard classification criteria. Although harmonized chemical information is strongly needed, we recognized the uncertainty and difficulty of harmonized hazard classification from the UN global list project review. In practice the harmonization rate of the classification was generally low between the classification in KOSHA, MoE, and EU CLP. Among hazard classes, health hazards largely led the disharmony. The field survey revealed a change of perception that the main body of chemical information production is manufacturers. Approaches and solutions about hazard classification issues differed depending on business size, types of chemical handling, and other factors. Conclusions: We proposed reasonable ways by time and step to apply hazard classification in the new MSDS system. Chemical manufacturers should make and offer chemical information including responsible hazard classifications. The government should primarily accept these classifications, evaluate them by priority, and support or supervise workplaces in order to communicate reliable chemical information.
The Korean fashion industry is composed of originality, technique and business management. It is going to be the main role in the living and cultural industry in 21th century as a strategic advanced industry. On the other hand, more than 15,000 persons who majored in correlated fashion are graduated from universities, colleges, and fashion schools every year. But professional and competent persons specialized in clothings are very insufficient. So cultivation of the talented for fashion industry must be suitablely and differentially carried out, according to regional distinction or characteristics of each university, college level, institute and so on. At same time, it is for the subdivided professional educations in fashion field, also. Education institutions related fashion have to practice not only theory but also field-oriented education of fashion industry. The fashion enterprise must invest resolutely in reeducations for incoming and reading employees, too. Briefing the program of cultivating the competent as follows : (1) The execution of certification programes based on professional job series. (2) Cultivation of the talent by cooperation of industry and educational field. (3) Upbringing the specialists who have both abilities of foreign language and living cultural profession. (4) Establishment of a base oriented north-east Asia as the central fashion business. (5) Efficient using of multi-media. (6) Innovation of technology. (7) Preferential treatment of skilled labors apparel industry field. (8) Establishment of the Korean Society of Fashion Business for a bridge of industrial-educational complex and government, for cultivation of the talent. The programs of 'cultivation of the talent' must be differed from to whom', 'what', 'how long'. But the commonness in all is to need the stimulative education and creativity. Through it, 'what and how think' and 'how application' to all directions is acquired.
Since the 1970s, international construction employers have commonly requested first demand guarantees upon their contractors as a form of security for due performance of their works. Contractors prefer the greater protection offered by more traditional forms of security requiring presentation of an arbitral award or other evidence of the caller's entitlement to compensation. Many contractors nonetheless feel that they have no alternative but to provide these unconditional guarantees in order to compete. However, these unconditional first demand guarantees are controversial and have given rise to numerous disputes both in arbitration and litigation. Disputes arising from first demand guarantees can be broken down into a) applications to prevent a perceived fraudulent or otherwise unfair or improper calling of a guarantee, b) claims arising from such abusive calls and c) claims relating to the consequences of such calls even if the call itself may not be abusive as such. The contractors should carefully assess the risk of an abusive call being made bearing in mind the difficulties he may face in seeking to prevent such a call. He should also bear in mind the difficulties, delays and cost he is likely to encounter in seeking to recover any monies wrongfully called. One option would be to provide that the call can only be made once and to the extent that the employer's damages have been assessed or even incurred or even for the default to have been established by an arbitral tribunal or court. Another option would be to provide that any call be accompanied by a decision of a competent and impartial third party stating that the contractor is in breach. For example, such a requirement could be incorporated into a construction contract based on the FIDIC Conditions by submitting this decision to a Dispute Adjudication Board. Another option would be to provide for the "ICC Counter-Guarantee Scheme". In sum, there would appear to be room for compromise between the employer and the contractor in respect of first demand guarantees by conditioning the entitlement to call such guarantees to the determination of a competent and impartial third party.

If one wants to file a lawsuit against the administrative office, he or she should decide whether to file a civil lawsuit or an administrative lawsuit. The type of lawsuit must be determined to determine which court to file the lawsuit with. Korea seems to have a clear distinction between administrative and judicial legal relationships, but it is not easy to distinguish between public and judicial cases unless the public and judicial discrimination are maintained. The practice or precedent of litigation is always difficult to distinguish because the litigation is based on the discrimination of whether the litigation belongs to a legal relationship in public law or judicial law. I believe that if the administrative litigation law establishes a provision related to the designation of a duty and stipulates that "if a litigation case is questioned whether it is an administrative or civil lawsuit, the Supreme Court-related court shall designate the competent court at the request of the parties," the lower court will be guaranteed the right to swift a trial, and the legal representatives will be freed from the exhaustive agony.
Purpose: The purpose of this study is to identify the compliance with the first standardization of the paramedic curriculum and suggest a second standardization to cultivate competent paramedics. Methods: This study was conducted by collecting 38 curricula, and responses to questionnaires, including those on the current status of prehospital field practice, from departments of emergency medical technology of 36 institutions. Data were collected between September 1 and November 30, 2019 via e-mail. Data were analyzed using SPSS v24.0 and NVivo 12.0. Results: Compliance with the first standardization of the paramedic curriculum was over 70% in only 11 on the 26 major subjects. The second standardization of the paramedic curriculum consists of 27 subjects requiring 76~79 credits for the 3-year course and 78~82 credits for the 4-year course. Conclusion: We suggested a minimum number of essential subjects to cultivate competent paramedics following the second standardization of the paramedic curriculum, and we hope colleges comply with this curriculum. Twenty to twenty-five percent of major subjects can be determined by the discretion of the college to maximize competency of paramedic students.
Background: This study investigated the distribution of valve incompetence in patients with chronic venous disease (CVD) and its correlation with the clinical category of the clinical, etiological, anatomical, and pathophysiological (CEAP) classification. Methods: In total, 1,386 limbs with clinically suspected CVD were categorized according to the CEAP classification and consecutively underwent duplex ultrasonography between April 2017 and December 2020. Results: There were 362 limbs in male patients and 1,024 limbs in female patients. The limbs were classified as C0s-C1 (608 limbs, 43.8%), C2 (727 limbs, 52.5%), or C3-C6 (51 limbs, 3.7%). The prevalence of saphenous vein incompetence in CEAP C0s-C1 limbs was 43.6%. The saphenofemoral junction (SFJ) was competent in 37% of CEAP C2-C6 limbs. The CEAP C3-C6 category was not correlated with reflux patterns of the saphenous vein system (Cramer's V=0.07), incompetent SFJ (Cramer's V=0.07), deep vein reflux (Cramer's V=0.03), or the distribution of incompetent segments in the great saphenous vein (GSV) (Cramer's V=0.11). Conclusion: Duplex ultrasonography is necessary to formulate a proper treatment plan for limbs categorized as CEAP C0s-C1. The SFJ was competent in more than one-third of CEAP C2-C6 limbs with GSV reflux; as such, flush ligation of the GSV may be unnecessary in these patients. The CEAP C3-C6 category showed no correlations with reflux patterns of the saphenous vein system, SFJ reflux, deep vein reflux, or the distribution of incompetent segments in the GSV.
