Novel Structure of 3-Phase Phase-Locked Loop with Stiffness against Disturbance (외란에 강인한 새로운 구조의 3상 Phase-Locked Loop)

  • PLL is a key item of power converter for power quality compensation and power flow control. This paper proposes a novel 3-phase PLL that is composed of ALC and PI controller. The operational principle was investigated through theoretical approach, and the performance was verified through computer simulations with MATLAB and experimental works with TMS320VC33 DSP board. The proposed 3-phase PLL shows accurate performance under the voltage disturbances such as sag, harmonics. phase-angle jump, and frequency change.

Algorithm for Detecting, Indentifying, Locating and Experience to Develop the Automate Faults Location in Radial Distribution System

  • This paper presents the design of an algorithm to detect, identify, and locate faults in radial distribution feeders of Provincial Electricity Authority (PEA). The algorithm consists of three major steps. First, the adaptive algorithm is applied to track/estimate the system electrical parameter, i.e. current phasor, voltage phasor, and impedance. Next process, the impedance rule base is used to detect and identify the type of fault. Finally, the current compensation technique and a geographic information system (GIS) are applied to evaluate a possible fault location. The paper also shows the results from field tests of the automate fault location and illustrates the effectiveness of the proposed fault location scheme.

  • This article deals with the relationship between arbitration and state court in each procedural stage. As most legal systems over the world respect arbitration agreement, the relationship between arbitration and state courts puts emphasis on party autonomy and provides the independent power of arbitration agreement tribunal (Kompetenz-Kompetenz). Most institutional arbitration rules the arbitral tribunal to rule on its own jurisdiction. Modern national laws have similar provisions based on Art. 16 UNCITRAL Model Law. In this regards the author throws a question in Chapter II, whether the doctrine of Kompetenz-Kompetenz, namely the ability of the tribunal to decide upon its own jurisdiction is worth while persisting, and whether the Kompetenz-Kompetenz-agreement should be regarded as valid, with the conclusion, that this doctrine should concede to the power of state court and that Kompetenz-Kompetenz-Klausel is invalid. In Chapter III the author discusses the issue of whether the breach of an arbitration agreement could lead to the compensation of damage. Although the author stands for the procedural character of arbitration agreement, he offers a proposal that the breach of an arbitration agreement bring about the compensation of damage. The issue of anti-suit injunction is discussed also in this Chapter. He is against the approval of anti-suit injunction based on an arbitration agreement resisting the other party from pursuing a lawsuit in a foreign country.

Nucleus Recognition of Uterine Cervical Pap-Smears using Fuzzy Reasoning Rule (퍼지 추론 규칙을 이용한 자궁 경부진 핵 인식)

  • In this paper, we apply a set of algorithms to classily normal and cancer nucleus from uterine cervical pap-smear images. First, we use lightening compensation algorithm to restore color images that have defamation through the process of obtaining $1{\times}400$ microscope magnification. Then, we remove the background from images with the histogram distributions of RGB regions. We extract nucleus areas from candidates by applying histogram brightness, Kapur method, and our own 8-direction contour tracing algorithm. Various binarization, cumulative entropy, masking algorithms are used in that process. Then, we are able to recognize normal and cancer nucleus from those areas by using three morphological features - directional information, the size of nucleus, and area ratio - with fuzzy membership functions and deciding rules we devised. The experimental result shows our method has low false recognition rate.

Rethinking the Records of the Japan's Korean Colonial Rule and the Post-War Compensation : Focusing on the Dual Decision Making System and the Sources of the Documents (제국의 식민지·점령지 지배와 '전후보상' 기록의 재인식 조선의 식민지지배·보상처리 결재구조와 원본출처를 중심으로)

  • This article aims to inquire into the decision making system and the sources of the original documents made by means of it in Imperial Japan, the colonial Chosun, GHQ, and the occupied Japan in terms of the post-war treatments of compensation on the Japanese colonial rules. It deals with them from 1910 to 1952 in the perspective of history and archivistics. This article attempts to establish the foundation on which the perception of the documents made in the Imperial Japan, its colony, and the occupied territory would be widened by placing the colonial rules and the compensation on them into a continuous line. The records of Japan's forced occupation of Korea during 1910-1945, and the original records documenting the decision making process of post-war compensation under GHQ, 1945-1952, have been dispersed in Korea, Japan and the United States. This dispersed preservation was mainly due to the complicated decision-making process among Governor-General of Chosun, the Japanese Imperial government, and the GHQ. It was the top-down styled, dual decision making system, in which the critical policies, personnel, and budget had been decided in Imperial homeland, while their implementations were made in the colonies. As a result, the records documenting the whole process of domination have been preserved dispersedly in Japan and its colonies. In particular, the accounts of not yet paid Korean workers that was forced to mobilize in Japan's colonial periods, which is emerging as the diplomatic conflict between Korea and Japan, had been dealt in the decrees of the Japanese government and policy-making of GHQ. It has already been changed to the problem as 'economic cooperation' from the 'debt'. Also, the critical records for post-war compensation were preserved dispersedly in the United States and Japan under the top-down decision making process of GHQ-Japan. Therefore, the dispersed records of 1910-1952 about the colonial rules by the Imperial Japan and the post-war compensation on them must be re-investigated for the adequate documentation in the context of time and space.

  • This paper presents a novel cylindrical capacitive sensor (CCS) for both radial and axial motion measurements. Although the new CCS has almost the same geometric configuration as the conventional CCS, the unused axial area of the CCS is utilized to measure the axial motion of the rotor, which can affords more compact design and reduction of the system complexity. First, a theoretical model of the proposed CCS is derived. Based on the derived theoretical model, compensation methods to decouple the radial and axial motion measurements are proposed. In addition, error analysis is performed and a design rule is proposed to guarantee the same accuracy in measuring both radial and axial motions. Finally, a test rig and electronics for the proposed CCS are built and the effectiveness of the proposed CCS is verified with experiments and simulations.

Design of Dispersion Managed Optical Link for Wideband WDM Transmission (대용량 WDM 전송을 위한 분산 제어 광 링크 구조 설계)

  • Design rule of optical transmission link consisted of dispersion management (DM) controlling accumulated dispersion in total fiber length by precompensation and postcompensation, and optical phase conjugator (OPC) positioned at mid-way are proposed. DM schemes investigated in this paper are 2 types depending on the position of precompensation and postcompensation; bi-end type and concentration type. It is confirmed that effective residual dispersion ranges, as a design parameter of optical link, of transmission section from transmitter to OPC and transmission section from OPC to receiver are independence on the positions of dispersion compensating fiber (DCF) accomplishing precompensation and postcompensation, if both DCF position is symmetry with respect to OPC.

Increase of Transmission Distance in 1 Tbps WDM Transmission System (1 Tbps WDM 전송 시스템의 전송 거리 신장)

  • The implementation possibility and increasement of transmission distance of 1 Tbps WDM transmission systems through the applying optical link configuration with inline dispersion management (DM) and optical phase conjugator (OPC) is investigated. When the considered optical link configuration is applied into $26{\times}40$ Gbps WDM transmission system and the optimal net residual dispersions (NRDs) depending on transmission length are decided, the effective transmission distanceis highly increased than that resulted in same system with fixed 0 ps/nm NRD in all transmission length. And, design rule of inline DM optical link is also shown through inducing the effective range of precompensation and postcompensation depending on transmission distance and launching power of WDM channel.

  • In this paper, we describe the PTP notion of robot manipulators by neural networks. The PTP motion requires the inverse kinematic redline and the joint trajectory generation algorithm. We use the multi-layered Perceptron neural networks and the Error Back Propagation(EBP) learning rule for inverse kinematic problems. Varying the number of hidden layers and the neurons of each hidden layer, we investigate the performance of the neural networks. Increasing the number of learning sweeps, we also discuss the performance of the neural networks. We propose a method for solving the inverse kinematic problems by adding the error compensation neural networks(ECNN). And, we implement the neural networks proposed by Grossberg et al. for automatic trajectory generation and discuss the problems in detail. Applying the neural networks to the current trajectory generation problems, we can refute the computation time for trajectory generation.

A Legal Study on the Environmental Liability of Financial Institutions and its Responses (금융기관의 환경책임과 대응방안에 대한 법적 고찰)

  • The role of the financial institution to promote corporate sustainability may be reviewed in two angles, as a commercial lender and an investor. As a commercial lender, financial institutions should minimize the legal risks and the political risks. Financial institutions began to recognize environmental risks as legal risks that directly affect their lending practices since the legislation of the Comprehensive Environmental Response, Compensation, and Liability Act("Superfund") of the U.S.A. The so-called lender liability rule has a detailed guideline where the financial institutions may be exempted from the Superfund Liability. Similar attempts are noticed in the recent EU White Paper on Environmental Liability. In Korea, comprehensive environmental liability laws are yet to be developed. The Soil Environment Preservation Act now includes a far-reaching environmental liability provisions, where the owners and operators as well as receivers of the facility bear responsibility. However, whether the financial institutions may be captured as a potential responsible party is not very clear. Until the relevant legislation is developed and court decisions accumulate, Korean financial institutions are well advised to raise awareness on this issue, to develop environmental policies and to train personnels.
