A Study on the Improvement of the Safety Insurance for the Laboratory at the Korean Worker's Compensation Insurance - Focusing on Disability Benefit Pension Type Payment - (산재보험 수준의 연구실안전보험 보장성강화 방안 - 장해보험금 연금형태 지급을 중심으로 -)

  • Background: Due to the diversification and advancement of research, researchers have become to deal with a variety of chemical and biological harmful materials in the laboratories of universities and research institutes and the risk has increased as well. Therefore, it is necessary to strengthen the social safety net for laboratory accidents by strengthening the compensation to the level comparable to that of Korean Workers' Compensation & Welfare Service, when the researchers become physically disabled by laboratory accidents. The purpose of this study is to secure researchers' health rights and to create a research environment where researchers can work with confidence by strengthening the compensation to the level comparable to that of Korean Workers' Compensation & Welfare Service. Method: We analyzed the laboratory accidents by year, injury type, severity of accident and disability grade with the 6 year data from 2011 to 2016, provided by Laboratory Safety Insurance. Based on the analysis result, we predicted the financial impact on Laboratory Safety Insurance if we introduce a compensation annuity by disability grade which is similar to Injury-Disease Compensation Annuity of Korean Workers' Compensation & Welfare Service. Result :As of 2011, the insured number of Laboratory Safety Insurance was approximately 700,000. The Average premium per insured was KRW 3,339 and there were 158 claims. Total claim amount was KRW 130 million, whereas the premium was about KRW 2.3 billion. The loss ratio was very low at 5.75%. If we introduce a compensation annuity by disability grade similar to Injury-Disease Compensation Annuity of Korean Workers' Compensation & Welfare Service, the expected benefit amount for 1 case of disability grade 1 would be KRW 1.6 billion, assuming 2% of interest rate. Given current premium, the loss ratio, the ratio of premium income to claim payment, is expected 41.4% in 2017 and 151.6% in 2026. The increased loss ratio due to the introduce of the compensation annuity by disability grade is estimated to be 11.0% in 2017 and 40.4% in 2026. Conclusion: Currently, laboratories can purchase insurance companies' laboratory safety insurance that meets the standards prescribed by Act on the Establishment of Safe Laboratory Environment. However, if a compensation annuity is introduced, it would be difficult for insurance companies to operate the laboratory safety insurance due to financial losses from a large-scale accident. Therefore, it is desirable that one or designated entities operate laboratory safety insurance. We think that it is more desirable for laboratory safety insurance to be operated by a public entity rather than private entities.

Characteristics of Compensation for Distorted Optical Pulse with Initial Frequency Chirp in 3 X 40 Gbps WDM Systems Adopted Mid-Span Spectral Inversion

  • In this paper, we investigated the degree of compensation for distorted optical pulse of wavelength division multiplexed(WDM) channel with initial frequency chirp generated in optical transmitter. The WDM channel signal distortion is due to chromatic dispersion, self phase modulation(SPM) and cross phase modulation(XPM) in fiber. The considered system is 3 ${\times}$ 40 Gbps intensity modulation direct detection(IM/DD) WDM transmission systems, which adopted mid-span spectral inversion(MSSI) as compensation method. We confirmed that the effect of initial frequency chirp on compensation for signal distortion due to a SPM is gradually decreased as a dispersion coefficient of fiber becomes gradually small. But, in the aspect of a compensation for signal distortion due to both SPM and XPM, the effect of initial frequency chirp on compensation is gradually decreased as a dispersion coefficient of fiber becomes gradually large.

Segmentation of the Compensation Packages for Doctors by Mixture Regression Model (혼합회귀모델을 이용한 의사의 선호보상체계 분석)

  • The research objective is to empirically investigate the compensation packages maximizing the utilities of internal customers by applying the market segmentation theory. Data was collected from four Korean hospitals in Seoul, Busan and Gyunggi-do. The research is designed to seek the compensation package maximizing the utility of doctors by mixture regression model, which has been applied as latent structure and other type of finite mixture models from various academic fields since early 1980s. The mixture regression model shows the optimal segments number and fuzzy classification for each observation by EM(expectation-maximization algorism). The finite mixture regression model is to unmix the sample, to identify the groups, and to estimate the parameters of the density function underlying the observed data within each group. The doctors were segmented into 5 groups by their preference for the compensation package. The results of this study imply that the utility of doctors increases with differentiated compensation package segmented by their preference.

  • This paper introduces a thermal compensation circuit with improved compensation characteristic for amplifiers to provide stable output power regardless environmental temperature. The proposed thermal compensation circuit is composed of two branchline couplers having two diodes between them. And, the thermistor whose resistance varies significantly with temperature inversely and a operational amplifiers, so called as OP-amp, control the diodes in the compensations circuit to realize more effective thermal compendation characteristic compared with conventional circuit.

  • Jeju coastal landscape has been changed from 1980's. Construction of coastal road, rearing fm, restaurant and condominium are main reasons of destroying the Jeju coastal area. Recently, the law for preserving coastal landscape is effective to prevent diverse construction activities, the land is comparatively restricted in the coastal landscape preservation districts. The resident's attitude toward restricted landlord has been carried out in Jeju province and compensation program has been developed for landlord in the coastal landscape preservation district.   • In this paper, a simple structured feedback compensation scheme for a electro-hydraulic servo system to keep the response characteristics unchanged regardless of the load variation is proposed. In electro-hydraulic servo system, servovalve is most important control element. But the relation between input corrent and output flowrate of the servovalve has properties as follows; firstly, in spite of constant input current, output flowrate decreases as load pressure increases, secondly, according to frequency response of typical servovalve, the characteristics of gain and phase shift is something like 2'nd order system. Load pressure feedback compensation method has been applied to eliminate the first influence, the second influence has been improved by phase lead compensation method. As a result of above compensation methods, regardless of variation load condition, spring and inertia load, the compensation scheme has been verified to be effective within the range of frequency less than 25Hz by static response and dynamic response in time domain and frequency domain through experiments.

  • Licensing contracts between partners in International Joint Ventures(IJV) have not only aspects of relation contract, which is interdependent and long-term cooperative relationships in interpartner but also aspects of discrete contract which is exposed to opportunistic risk caused by IJV partners who maximize individual profit instead of joint payoff maximization. In this circumstance, appropriate compensation structures such as lump-sum and royalty can reduce conflicts and spur interpartner cooperation. In addition, compensation structures that stipulate each party's rights, duties, and responsibilities under various sets of environmental conditions have strong implications for transaction cost minimization and joint payoff maximization. On the other hands, compensation structures such as lump-sum and royalty in IJV licensing contract have benefits and costs depending on IJV partners uncertainty, partner dependency, and environment uncertainty. Therefore, the purpose of this paper is to empirically show how partner uncertainty, partner dependence and environment uncertainty influence compensation structure chosen by licensor in IJV.

  • The purpose of this study is to measure the compression temperature in cylinder by using the fine thermocouple. As for using the thermocouple, it's response time delay should be regarded, even if it is a fine one. So, the output of thermocouple needs some compensation. The compensation circuit, which consists of a differential and an adding circuit is used for the compensate the time lag. And the time constant of the compensation circuit is determined the time between the TDC and the maximum point of the thermocouple output. Using this compensation circuit, the compression temperature is investigated of the cylinder in the diesel engine.

  • An approach to robot hybrid position/force control, which allows force manipulations to be realized without overshoot and overdamping while in the presence of unknown environment, is given in this paper. The manin idea is to used dynamic compensation for known robot parts and fuzzy compensation for unknown environment so as to improve system performance. The fuzzy compensation is implemented by using rule based fuzzy approach to identify the unknown environment. The establishment of proposed control system consists of following two stages. First, similar to the resovled acceleration control method, dynamic compensation and PD control based on known robot dynamics, kinematics and estimated environment stiffness is introduced. To avoid overshoot the whole control system is constructed with overdamping. In the second stage, the unknown environment stiffness is identified by using fuzzy reasoning, where the fuzzy compensation rules are obtained priori as the expression of the relationship betweenenvironment stiffness and system. Based on the simulation result, comparison between cases with or without fuzzy identifications are given, which illustrate the improvement achieced.

  • In this paper, the efficient motion estimation and compensation method for 3 dimensional wavelet transform is proposed. Recently, since the compression performance and scalable functionality are provided by wavelet transform, many researches have been carried out for applying to the video compression. For the temporal filtering, motion estimation and compensation techniques are used, but the unconnected pixels, which are produced by motion compensation result into the degradation of coding performance and quality of the picture. For the efficient motion compensated temporal filtering by reducing the number of these unconnected pixels, we propose the variable block size motion estimation and compensation method. Also we propose a method that determines the block size using rate-distortion optimization technique according to the local characteristics of the frame. The simulation results show the improved performances than the MPEG-4 scalable coding methods and the 3 dimensional wavelet coding methods using fixed block size motion estimation and compensation.
