Interest on ocean environment has increased with the development of industrialized activities. Public marine resorces are defined broadly to include fish stocks, beaches, marine waters, recreational fishing, biota, waterfowls, shorebirds, seabirds and marine mammals But, it is not easy to analyze compensation for injury to publicly owned marine resources because the claimants do not exist clearly and the economic methodology of damage on public goods is not developed fully. This paper introduces basic idea of welfare economic theory and environmental legislation to the research question : How the economics and law can be applied to the case of damage on publicly owned marine resource. The paper discusses the concepts of willingness to pay (WTP) and willingness to accept (WTA). It is accepted generally that WTA is correct concept of welfare change in the case of damaged public goods. Four methods (compensating variation, equivalent variation, compensating surplus, equivalent surplus of measuring welfare changes are compared. Compensating variation(CV) is the best measure of welfare changes are compared. Compensating variation(CV) is the best measure of welfare changes caused by environmental damage. Vartia (1983) showed CV could be measured from the ordinary demand function using the differential equations. This paper also provides an overview of the emerging U.S. and Korea legal system for compensation for natural resource damages, with particular emphasis on U.S. legal system under Comprehensive Environmen-tal Response Compensation and Liability Act (CERCLA). These regulations are to include two different types of standardized procedures for assessing natural resources injury : Type A or simplified assessment techniques for small releases ; and Type B protocols that would include detailed and extensive assessment methodologies for major releases. Type A procedures are specified by Natural Resources Damage Assessment Model for Coastal and Marine Environment (NRDAM/CME) of the U.S. CERCLA provides a legal 'legitimization for the use of economic-based nonmarket valuation in the courts and have introduced appropriate and accurate nonmarket valuation methods based on willingness to-pay for damage assessment. By briefly reviewing economic theory and environmental legislation, we hope to help provide a better understanding of the compensation process and the economics of publicly owned marine resources in the U.S. and to integrate the economics and law of natural resources valuation into a single comprehensive package in Korea.
본 논문에서는 고조파전류 보상기능을 갖는 전압 보상기에 관한 연구를 수행하고 그 보상 특성을 해석하였다. 제안된 보상시스템은 하이브리드형 능동전력필터에서와 같이 LC로 구성되어 전력선에 병렬로 연결되는 수동필터와 직렬 변압기를 사용하여 전력선에 직렬로 연결되는 PWM 컨버터를 동시에 사용하는 회로구조를 갖는다. 제안된 보상시스템을 통해 다이오드 정류기와 같은 비선형 부하로 인해 발생되는 고조파 전류의 보상 및 전원 이상 현상으로 발생되는 전원측 이상 전압의 보상을 모두 수행한다. 단상 등가회로를 통해 보상시스템의 동작 원리를 설명하고 d-q 동기좌표계 축 상에서 보상시스템의 모든 제어를 수행하는 제어 알고리즘의 개발을 수행하였으며 실험을 통해 제안된 보상시스템의 보상특성을 확인하였다.
This paper presents a study on a small scale single-phase UPFC preliminary researches on power quality compensating schemes of electrical railway. As the UPFC is very complicated power-electronic system consisting of grid-connected transformers, four single phase inverters interconnected with dc-link capacitors and various electrical apparatuses, multiple controllers and control algorithms are needed, and entire UPFC has been modelled in the form of block diagrams and simulated by using Simulink. The main purpose of the compensating system is to manage reactive and active powers with the four single phase inverters, so, the control effort has been focused on the power flow control and has been realized through the hysteresis current control of the single phase inverters. And transport-delayed PLL with additional delay-time compensating term has been used to synchronize a grid voltage and the simulation results have shown that the compensating term could improve PLL performance under some frequency variation of the voltage.
Technological advance in information technology has sparked the necessity of small form factor (SFF) optical disk for mobile devices. Small form factor optical disk is highly anticipated to be a next generation storage device because it can be used for a cost-effective way compared with solid state memory. For the application to the 5 mm height small-form-factor optical disk drive, we have presented an optical flying head and swing arm actuator. In this study, we propose a small 1-axis actuator for compensating ficus error and SA due to the variation of cover-layer thickness in the cover-layered small optical disk. The main design issues of the 1-axis actuator are the realization of compact structure and the new support structure of the actuator: Finally, the compensating principle and performance of the 1-axis actuator will be explained.
A variable flow-controlled boom sprayer was developed and evaluated. Field tests were conducted to evaluate the adoptability of the sprayerr with optimal conditions. Negative response time was obtained from the field test because pump and PTO were interlocked with the speed of sprayer. Another reason for the negative value was due to the definition of the response time. With constant on-time control, the system was unstable at the conditions of small tolerance and long control interval. The performances of the spray system were stable and accurate. The stable and synchronous responses were achieved with a variable on-time control. The flow control system with an optimal condition (1.0 sec of control interval, 2 of damping ratio, 1% of tolerance) provided the proper performance for uniform spraying. A standard operating procedure of the flow compensating boom sprayer for the ground speed variation was presented and recommended.
Over- and under-application of pesticides to crops have recently become main concerns regarding the environment conservation, product cost and firmer's safety. Thus, a uniform and optimal application method of pesticides was needed. The objective of study was to evaluate flow compensating characteristics of a variable flow control system for a boom sprayer using a laboratory setup. At the most variable conditions, the control system was acceptable with the flowrate control strategy. However, the sprayer control system became unstably fluctuating at the long execution time with small tolerance because of the constant valve on-time. This problem was solved by employing a variable on-time control. The optimal values for the damping ratio and the execution time were 2 and 1.0 sec, respectively, with the tolerances less than 3%. The performance of the control system at the optimal conditions were the response time of 3.8sec and the absolute steady-state error of 0.5% with the stable RCV and ROS ( < 1.0).
Switched reluctance motor(SRM) has simple magnetic structure, and needs simple power electronic driving circuit. It is very useful for wide range adjustable speed drive system. But, SRM drive generates large vibration and acoustic noise because it is commutated individually by step pulse m.m.f of each phase. In the vibration and acoustic noise characteristics. the considerable vibration and noise is induced by radial deforming of stator, so the frequency of dominant vibration and noise is coincident with the frequency of natural frequency of mechanical structure. This radial vibration force is generated by abrupt change of radial magnetic force in the phase commutation region. This paper studied about simple electromagnetic structure of SRM using auxiliary compensating winding for the reduction of noise and vibration. This auxiliary winding is coupled with all phase windings electromagnetically and absorb and transfer magnetic energy variation from phase to other phase. By this interaction of phase windings and compensating winding can reduce abrupt radial force change and vibration and acoustic noise. In this paper the improvement effect is examined by the test of prototype machine.
A new hardware temperature compensation method for hot-wire anemometer is investigated and an analog compensating circuit is proposed in this article. A photoconductive cell is introduced here as a variable resistor in the anemometer bridge and the linearized output of a thermistor is used to monitor the input of the photoconductive cell. In contrast with the conventional method, any type of temperature sensor can be used for compensation if once the output of thermometer varies linearly with temperature. So the present technique can diversify the compensating means from a conventional passive compensating resistance to currently available thermometers. Because the resistance of a photoconductive cell can be set precisely by adopting a stabilizing circuit whose operation is based on the integration function of the operational amplifier, the accuracy of compensation can be enhanced. As an example of linearized thermometer, thermistor sensor whose output is linearized by a series resistor was used to monitor the fluid temperature variation. Validation experiment is conducted in the temperature ranged from 30 deg. C to 60 deg. C and the velocity up to 40 m/s. It is found that the present technique can be adopted as a compensating circuit for anemometer and hot-wire type airflow meter.
For a pump or a compressor motor, a high periodic load torque variation is induced by the mechanical works, and it causes system vibration and noise. To minimize these problems, load torque compensation method, injecting periodic torque current, could be utilized. However, with the sensorless control method, which is usually utilized in the pump and compressor for low cost, the periodic torque current degrades the accuracy of the rotor position estimation owing to the inductance variation. This paper analyzes the rotor position and speed estimation error of sensorless control method with constant motor parameters under period loading. Assuming the constant speed by the accurate load torque compensation, the speed error equation is derived in frequency domain with inductance depending on the stator current. Further, it is also shown that the rotor position error could be minimized by compensating the inductance variation. The simulation and experimental results verify that the derived speed error model and the validity of the inductance compensation method.
