공동체복합지원시설의 시설현황 및 복합유형 분석 (The analysis of Complex Type and the Facility Status of Community Mixed-support Facility)

  • 경제적 수준의 향상과 급속한 사회적 변화에 따라 국민들의 복지욕구가 다양화되면서 문화, 의료, 정신과 정보 차원으로 확대된 국민들의 종합적인 서비스에 대한 욕구가 변화하고 있다. 따라서 미래에는 작은 단위의 지역사회를 중심으로 주민의 행정, 복지, 여가, 문화, 정보화 요구를 수용하는 공간인 통합적 공동체복합지원시설의 구축이 필요하다. 공동체 복합지원시설은 지역주민들이 가장 손쉽게 접할 수 있는 만남의 장으로서 정보 교환을 비롯한 다양한 기초적인 서비스를 제공, 궁극적으로 주민들의 공동체 생활의 활성화에 기여하여 기존 도심의 재생과 활성화를 이루는데 이바지하여야 한다. 이에 본 연구는 공동체복합지원시설의 일반적 현황과 물리적 복합 형태를 파악하고 복합유형을 도출, 공간특성을 분석하였다. 현재 공급되고 있는 시설들은 이용자들 모두가 참여 할 수 있는 프로그램과 복합기능을 수용 수 있는 시설이 대체적으로 부족하다. 앞으로 계획되어질 공동체복합지원시설은 프로그램과 복합기능을 모두 수용 할 수 있는 시설을 우선하여 공공행정시설이나 장애자 시설, 노인시설을 같이 배치하여 혐오시설로 느껴지지 않도록 배려하여, 서로 교류하는 공동체 삶을 추구하도록 시설의 설계단계부터 방법 또한 필요하다고 보여 진다. 창의적인 복합개념이 도입되어 이동에 소요되는 시간과 비용을 이용자들에게 돌려줌으로써 여러 가지 기회를 부가적으로 제공받음과 동시에 다양한 삶이 확보 되어야 할 것이다. 지역의 고유한 특성이 반영이 되고, 이용자의 다양성을 고려하고, 사회적 변화에 순응과 변화를 동시에 기능할 수 있는 복합화가 되어야 할 것이다. 본 연구는 한계로는 조사 분석만으로 도출된 결과로 보편성에서 다소 미흡하다 할 수 있지만 공동체복합지원시설이 지역주민의 생활여건이나 현실적인 요구에 대응할 수 있는 공동체복합지원시설 복합화 계획을 위한 기초연구자료로서 활용 될 수 있을 것이라 판단된다.

  • The significance of complexation facilities in Japan is to recognize the problems resulting from social/economic changes such as rapid informatization, globalization, low rates of birth, and aging population, and to strengthen the national competitiveness and urban advantages. Likewise, there have been increasing demands for community facilities that can meet the new requirements in terms of efficient administration and resident-centered administrative service system in line with changes in the society and administrative conditions. Thus, analyzed are cases concerning complex community facilities in Japan that have coped with changes in consciousness in the community earlier than in Korea. Specifically, the concept of modernday complex community facility is investigated, and the complexation of Korea Japan complex community facilities is divided to physical complexation and functional complexation to grasp the types. The complex community facilities are compared, and the characteristics in terms of spatial composition are also examined. The result of analyzing complex community facility cases is comprehensively analyzed to find out new possibilities in this regard.

서울시 주민자치센터의 시설 유형과 특성에 관한 연구 (A Study on the Facility Types and Characteristics of Community Center)

  • The aim of the research is to find out facility types and chracteristics of the community center in Seoul. To do so, we picked up 40 examples of a densely populated and low resident district in Seoul and then analyzed to find out the typical types and characteristics. The result of this study can be summarized as follows : By classifying community center complexs largely into a complex type with similar facilities and a complex type with different facilities, 8 types were derived. Depending on 4 characteristics, such as spatial composition, entrance type, circulation form, and complex facility type, 12 types of community center complexes were derived, and the characteristics of each type are presented.

비상시 대피시설로 전환가능한 주민시설 디자인에 관한 연구 (A Study on the Community Facility Design Convertible to Refuge in case of Emergency)

  • 본 연구는 평상시에는 주민시설의 기능을 수행하며, 재난의 발생 시에 주민의 대피시설로 기능전환이 가능한 주민시설의 디자인 방법을 모색하는 것에 목표를 둔다. 이를 위하여, (1)재난 및 대피공간관련 용어의 정의, (2)관련 법령 및 기준의 현황, (3)기존의 건립된 주민시설(체육센터, 문화센터)의 수용기능 현황 및 특성 등을 연구하였으며, 기능전환형 주민시설의 디자인을 위한 (1)공간구성의 요구사항, (2)미래형 주민시설을 디자인하기 위한 방안 등에 대해서 문헌연구를 진행하였다. 시 군 구의 주민시설의 계획단계에서 설계지침의 작성 시, (1)대피관련 기능의 수직적 집적화, (2)프라이버시를 고려한 공간구획 및 건축적 장치, (3)화장실, 샤워시설 등의 배치와 출입구의 적절한 복수계획 및 배치, (4)단위공간의 적정규모 등이 기능전환형 주민시설의 디자인에서 중요한 요소로 파악되었다. 향후 기능전환형 주민시설 디자인의 가이드라인이 수립되어 이재민의 발생이라는 부득이한 상황이 발생했을 때 주민의 심리적 불안감을 최소화 하면서 대피공간의 기능을 수행한다면 바람직하다고 생각된다.

커뮤니티공간 활성화를 위한 임대아파트의 외부 커뮤니티시설 계획 특성에 관한 연구 (Evaluation of Outdoor Community Facility in Rental Apartment For Community Space Activation)

  • The purpose of this study is to provide basic data needed for planning and designing apartment community facilities in order to vitalize rental apartments. Outdoors community facilities of six rental apartments in Seoul were examined. The results are as follows. Firstly, the conditions of planning characteristics showed that the convenience is ranked as the highest priority of planning, compared to safety, friendliness and finally comfortableness. Community facilities are connected with the apartments and sidewalk providing convenient access for all apartment residents, there was little regard given to the features of comfortableness. Secondly, comfortableness of community facilities were shown to the lowest, compared to any characteristics. It is not easy to control noise and privacy in facility, and there are lack of near community facilities, for washing hands, drinking water and shielding from snow or rain, respectively. Thirdly, green facilities were shown to the highest applied friendliness more than other facilities. They were well outfitted with water space and gardening spaces, and robustly applied environment friendly materials and colors. Fourthly, resting facilities were shown to the lowest applied safety more than other facilities. Structure and material of facility are favorable but there is an absence of nonskid material and night-lightening system.

초고층 주상복합아파트 커뮤니티시설의 공간실태 및 평가에 관한 연구 (A Space Usage and User Evaluation of Community Facility in High rise Mixed-use Apartment)

  • The objective of this study is to analyze the space usage and user evaluation of community facility in High rise Mixed-use Apartment. This study was conducted case study and questionnaire survey. Four High rise Mixed-use Apartments built since 2000 were chosen for case study and 166 residents were collected for questionnaire survey. The frequency, percentage, mean, t-test and F-test were executed through SPSS for Win 12.0 statistics package program. The types of community facilities of High rise Mixed-use Apartments were consisted of sports, child care/study, information sharing, leisure/cultural facilities. The usage percentage of community facilities increased since the residents have moved to their current residence of High rise Mixed-use Apartments from their previous residence. The most satisfactory facility was sports facilities. The satisfaction of community facilities showed high in general. The satisfaction of community facilities was significant with gender and age.

  • This study examines the effectiveness of a new community facility operation and management system that were implemented by one of the major construction companies. This system was an unprecedented approach in a sense that it provided not only necessary facilities but also a specialized management staff, an operational manual, and a subsidy for various programs. According to POE conducted among the residents, it can be concluded that the residents' satisfaction will be increased under the following conditions; 1) when a program manual associated with the community facility is provided, 2) when there is a professional staff who can coordinate various programs effectively, 3) when the facilities are well designed in accordance with the program requirements, 4) when the users adhere to regulations and management standards, 5) when all three components- i.e. facility, people and programs- are well coordinated, and 6) when affordable user fees are charged. This research assures that professional management staff and well-planned management system play a significant role in the enhancement of the residents' satisfaction as well as vitalizations of the community.

도시 국제화를 위한 플랫폼으로서 외국인 커뮤니티 시설의 역할에 관한 연구 - 서울시 글로벌센터를 중심으로 - (Roles of the Community Facilities for Foreigners as a Platform for Urban Globalization - Focused on the Seoul Global Centers -)

  • Globalization has diversified ethnic composition thus increased the risk of conflicts and socio-political instability in global cities. However, still the status of community facility in a global city is unclear despite its critical role to build sustainable community in global era. In Seoul, as a reaction of globalization, 19 community facilities known as the 'Seoul Global Center' have been established since 2007 by Seoul Metropolitan Government. These facilities have started to provide basic foreigner services but been transformed to foreigner service hub with multiple functions in terms of a living, a business, a labour, etc. This study explores the role of the community facility for foreigners by using the Seoul Global Center as a case study, conducting a site observation, an interview(13 staff) and a questionnaire(148 visitors). The findings are the community facility functions as a 'global platform' in forms of a policy tool for implementing the urban globalization strategy, a mediator connecting foreign migrants with local communities, an applicant for successful settlement of foreign residents, an incubator that grows human and social capital, and a base for collecting and aggregating information on foreign migrants and forming new local identities.

서울시 주민자치센터의 시설 형태와 특성에 관한 연구 - 저층 고밀도 지역의 사례 중심 - (A Research on Community Center Facility Types and the Characteristics in Seoul - Focused on the Areas of Low-rise and High-density -)

  • Community centers have been public facilities for the welfare and conveniences for the residents since 1999. Currently, the numbers of community centers meet the demands in quantity, but they do not satisfy the quality service needs for the improved life style of residents and the activation of local community. Therefore, the purposes of this research are to find out the current status, types and characters of facilities for the quality improvement of community centers. As the research methods, 'home pages of community centers', 'gujung backseo' were used, and '40 case studies' were completed. Case studies were done by observation and research on the actual conditions. The case works were done between July- September in 2008. Followings are the results of the study; 1. Area measurements of the community centers are being increased since 2000. 2. Complex facility types of community centers are mainly public administrative facilities (community center)+public administrative facilities of mixed type. 3. There are three architectural types of community centers: horizontal type, vertical type, mixed type. 4. There are three classified entrance types for the community centers. 5. There are twelve classified facility types for the community centers. Community centers are usually mixed with diverse facilities, especially welfare facilities and cultural facilities. Proper community center types which contain the functional characters and varieties of facilities should be developed, and these active centers should be used conveniently by residents, thus, further study is required in this regard.

지역시설복합 무료노인복지시설의 거주만족도 (Residential Satisfaction of No-Charge Welfare Facility for the Elderly Integrated with Community Facility)

  • The purpose of this study is to assess the residential satisfaction of no-charge welfare facility for the elderly, and to examine the effect of the integration with pay-training institute on residential satisfaction. The data were collected from staffs and fifty one residents of welfare facility by interview and questionnaire. The statistical analysis was conducted to identify the residential satisfaction. A half of the elderly were aged over seventy five years old, eighty four percents of them were female, and seventy seven percents of them were non-educated. Forty two percents of the elderly considered themselves to be unhealthy, but the ADL data reveals that they are relatively healthy. The most of residents are highly satisfied with whole welfare facility. But, the level of satisfaction on the bathroom, the storing space, the cooking table and the benches were relatively low. These dissatisfactions can be solved by the expanding of the storing space, setting up of a common washing room and electric cooking stove, and the increasing of the number of benches. Also, it was recommended for the elderly to set up the Ondol-style rest room with the western style rest room. The level of satisfaction on the attached training institute with no-charge welfare facility for the elderly were high. This has positive effect on residential satisfaction of the elderly. Therefore, the community integrated welfare facility can be the alternative plan for the enhancement of residential satisfaction and quality of elderly life.
