In this paper, local public archives is referred to the public archives of provincial governments and metropolitan city governments as defined in the public Records Management Act. Under the Act, as professional archives, the local public archives preserves records designated as permanent preservation which the local government and its sub-agencies created or received to conduct public business. The Act also allows local public archives to establish an appropriate basic plan to manage its holdings as well as to oversight its sub-agencies. The Act stipulates that the local public archives are to be established in all provinces and metropolitan cities. The local public archives shall preserve archival heritage safely and utilize use of the recorded information as defined in the Article one of the Act. The local archives shall respect the principle of provenance. It is expected that the local archives shall strengthen local archival promotion campaigns which necessarily reflect unique local circumstances. However, as the Act just recommended the establishment of local public archives not to force as a mandatory procedure, it resulted in a flow of some confusions and misinterpretations. Despite the act was proclaimed two years ago, the local public archives are not yet established, not to mention that no preparatory works are on the way. To establish the local public archives effectively which meet local residents needs and demands, provincial governments and metropolitan city governments should proceed a well-prepared preparatory works plan considering the steps to transform them into the local public archives when they establish agency records centers. The first step in this process is to reach at a common consensus on the functions and roles of the local public archives which accommodates local residents needs and demands. Secondly, by analyzing the functions of archives to be established, an estimation of needed human resources, facilities, equipments, organization, budget appropriation, and local rules should be performed. Otherwise, the establishment of decent local archives is a far remote future. One of the methods to proceed this project systematically is to establish a local research institute for the local archives and cultural studies which would be put under the local university authority while consulting with local governments, local civil organizations, local historical and cultural societies. It is very undesirable to stress too much upon administrative efficiency when concerned parties discuss the functions and roles of the local public archives. They must keep in mind that when the functions to collect and use historically valuable records are active then administrative efficiency can be raised as well as accountability. Collecting and arranging historically valuable records is a short-cut way to promote accountability and develop local political culture. The local public archives is a valuable community historical center and an effective medium to facilitate historical speaking and writing among local people, something more than a simple public archives. Then our campaign for the establishment of local public archives can be a meaningful political cultural movement.

Neutinamu Library in Suji, Yongin, has been serving as a hub for local communities since its opening in 2000. In 2003, Neutinamu Library Foundation was established for the development of library culture, continuing the wave of the library movement in the third sector and carrying out cooperative projects with various institutions. Through these exchanges and activities, numerous records and materials were produced and collected at the library. In 2012 and 2013, Neutinamu Library Archive was built so that the records that have been collected could be utilized. As such, this article will introduce and discuss the processes in the creation and management of Neutinamu Library Archive.

The purpose of this study is to improve the records classification system of the Korean Province of the Daughters of St. Paul for the systematic management and usage of records that they produced and collected. First, the ideology of the foundation of the Congregation and the history of the Korean Province were investigated, and the structure of the community and the present condition of records management were surveyed. The classification methods were chosen according to function, organization, and type for categorization of records. Afterward, the classification system of the General House Historical Archives was analyzed, and some parts set to be improved from the current system were examined. Finally, a revised classification system was suggested. The result of this study can be used to update the system and become a useful material for developing systems of other Catholic Congregations.
We see that the Interactive Entertainment Industry on the internet has a great potential to grow in the 21st century. There will be many kinds of internet content. Internet contents can be classified with six categories such as identity, entertainment, learning, shopping, community. However, we see that shopping and community have a higher market share among the six. Recently, community has become more important in making an internet business sucessful, because it is valuable in creating virtual society in cyber space. A chatting program has been an effective means to form community. So we developed the animation graphic chatting program that functions to express an emotion effectively compared to the text chatting.
It is the responsibility of the government organization in the field of history and archives to control preproduction of records and their production sphere. Moreover, it should also manage all kinds of archives and presidential records as its function is to manage and share public information, and carry out compilations of historical records. With this, this study explains how having all these functions would make the ideal reorganization of the government. It should correspond to principle of Government's reorganization such as transparency, responsibility, communication. A plan for reformation needs two-track approach. I would like to propose the establishment of the 'Ministry of National Archives' or the 'National Memory Committee' at the organization that is in charge of national records and memory management. It means that the National memory isn't limited to public sphere. In terms of Total archives, the organizations should contain the whole community's memory. This organization should be formed independently.
Maul is a rural community with common culture and self-government system and generally consists of tens of houses living together in Korea. Maul is different from a village in the West. Maul archive is a community archive of a maul. It is not only the space to record the life of residents, history and culture of a maul but also the space to realize democracy by the participation of maul residents and to satisfy the cultural life of current residents. Nowadays, it is very important to establish maul archives to connect mauls and to communicate with the outside world, to reinforce the orignal form in maul culture and revive the alienated maul culture. To establish the maul archives, it is necessary to draw the recognition and continuous interest of the central and local government and scientifical study of scholars. The first step to found maul archives is to organize a committee. Then the committee will benchmark the preceding practices, collect, record and manage the maul archives. The maul archives is recommended to be housed in an existent traditional house with some remodeling for spaces of display and education, preservation and management. I believe that the maul archive is culturally meaningful for the resident. They will enjoy and develop their lives better, connected to outside world. The co-operation of the scholar, the resident, and the government will foster the maul archive to a success.
The purpose of this study is to develop an online community construct, which proposes an inclusive illustration of the structure of online communities, for online community designers. This study reviewed researches from psychology, sociology, management engineering, and practical reports to understand the characteristics and dynamics of online communities. The proposed online community construct visualizes the cognitive, affective, and behavioral aspects of online community. As the notion of community originates from geographical groups, and with the assumption that geographical community shares identical characteristics with online community, this study reviewed researches about geographical communities as a starting-point. Then the study went through three main perspectives (1) online community attributes, (2) sense of online community and (3) challenges of online community. Then this study proposed an online community construct that encompasses the reviewed frameworks. The online community can be seen as a congregation of members from two sources. One is from the 'Shared Goal' that meets the personal needs. Given the shared goal, members gather into the community without personal relationship and have more chances to feel the sense of belonging to their needs fulfillment or benefit. This befitting tendency leads to strengthening of membership. Public online forums fall under this classification. The other source is from the emotional connections that are already initiated by personal and casual contacts in the real world. The network of emotional connection can evolve into an online congregation of people under faint boundaries. Although there is no (or weak) shared goal, members are strongly bound to other members. Personal homepage or web log (blog) can be classified as an example of relationship-oriented community.

The study aims to investigate research trends in the UK records management field and compare the results with domestic research by analyzing research articles published in Archives and Records for the UK's research trends and The Korean Journal of Archival Studies (KJAS) for domestic ones. The study analyzed 318 articles published in KJAS and 142 articles published in Archives and Records since 2013, when the journal changed its title from Journal of the Society of Archivists, to investigate the distribution of authors, including the ratio of coauthorship and authors' affiliations. A set of 1,251 unique terms were extracted from KJAS, and 508 unique terms were extracted from Archives and Records for keyword co-occurrence network analyses. The result shows that the main research topics for KJAS include studies on (1) records management in general, such as archives, records, records management, and archival information service, (2) public records management, (3) personal or private records management, and (4) the techniques for records management, such as archival appraisal, selection, and disposition. In Archives and Records, (1) there are several case studies related to community and local archives, and (2) studies related to records management techniques, such as records description, appraisal, access, preservation, and service, have been performed continuously; furthermore, (3) studies on the digitization of oral history and audiovisual records are also one of the most researched areas.
The Records Management System in Japan has been developed to a comprehensive and unitary records management system based on the records life-cycle principle from the enactment of 'the Public Records and Archives Management Act' in 2009 and its implementation in April, 2011. The scope of objects has also been extended to documents of independent administrative institutions and specific confidential documents on diplomacy and defense. In addition, a series of Electronic Documents Management Systems have been built for the transfer of electronic records to the National Archives of Japan, which is called the Electronic Records Archives of Japan, in connection with the records and archives management systems covering creation, management, transfer, preservation, and use of electronic records. This paper deals with the core contents and characteristics of the records management system of Japan, focusing on the operational structure of the records and archives management law and electronic documents management. Firstly, The Cabinet Office and professional groups in records and archives management started to work on reformation of the records management system from 2003 and resulted in enactment of the Public Records and Archives Management Act in 2009. In that sense, the Public Records and Archives Management Act can be evaluated as a result of constant activities of the records management community in Japan for realization of accountabilities of government agencies to the general public. Secondly, the Public Records Management Act of Japan has a coherent multi-layer structure from the law, enforcement ordinances, guidelines, and to institutional documents management regulations in the operational system. This is a systematic structure for providing practical business units of each administrative agency with detailed standards on the basis of guidelines and making them to prepare their own specific application standards related to their unique businesses. Unlike the past, the National Archives of Japan became to be able to identify specific historial documents which should be transferred to the archives by selecting important historical records as early as possible after creating and receiving them in each institution through the retention schedule. Thirdly, Japan started to operate a system in regard to electronic records transfer and preservation in 2011. In order to prepare for it, each administrative agency has used EDMS in creation and management of electronic records. A Guideline for the Standard Format and Media released by the Cabinet Office in 2010 is also for the transfer of electronic records to the Electronic Records Archives of Japan. In future, it is necessary to conduct further studies on activities of the records and archives management community in Japan, relating to long-term preservation and use of electronic records.

This article attempts to examine the definition and categories of research records in order to include ethnographic data into research records by comparing the laboratory records with the ethnographic data produced in the field work. And it discusses the records management task of ethnogrpahic data using the field work data collected in the research project of 'Cultural History of Kitchen' which was carried out by one of the authors from 2002 to 2005. The authors draw out the classification of laboratory records from the previous studies on research records, apply it to the ethnographic data and illustrate the new classification and description of research records reflecting the features of ethnographic data. Doing so, the authors expand the concept of research records and provide a case study of research records management based on the collaboration between the researcher and the archivist. Ultimately this study will be a footstep toward construction of community archives and everyday life archives since the records for those archives may be as diverse as the research records based on the ethnographic data from the research project of 'Cultural History of Kitchen'.
