User expectation and satisfaction toward public service facilities (공공서비스 시설에 대한 사용자 요구도 및 만족도 분석 -구민회관을 중심으로-)

  • Among various service characteristics, the physical environment is one of important contributors to service quality. In public service buildings, public community facilities serve as arena for education, social interaction, leisure, health activities for community districts. The purpose of this study is to investigate the physical state of public community facilities and expectations of users toward physical environment and service aspects. Site visits to four public community facilities and survey method were conducted for this study. One hundred ninety two questionnaires were analyzed. It is found that the majority of users are housewives and live near the community facilities. In order to provide more equal benefits and service to the public, it is suggested that smaller facilities should be provided in several sites instead of providing a large complex community facility to one area. Facility users indicated larger gaps between expectation and current state of the facilities regarding lack of storage, noise and ease to use. In general, physical characteristics should be more improved than employee's attitude and service behavior, which result in service quality.

The Cost-benefit Analysis of the Community Care Service Centers for the Elderly (재가노인복지사업의 비용편익 분석)

  • Government provides financial support to the 74 Home help service centers, 36 Day care service centers, and 18 Short stay service centers for the elderly. The number of service centers that receive financial support from the government is far less to meet the potential demand for the community care services. This paper applies cost-benefit analysis to evaluate the net social benefit of the services provided by the 3 types of the community care service centers sponsored by the government to justify the expansion of the government support. The benefit is calculated as community care services are provided privately in the market without financial support from the government. The potential market price is regarded as the benefit or value provided to the elderly. The price levels that potential users are willing to pay for these services are surveyed in the Census for the Elderly by the KIHASA, 1998. The market prices for the community services are generated by equating limited amount of service supply, as in number of users in one year in 3 types of community care service centers, and potential demand for the services. Market prices are multiplied to the number of users of 3 types of community centers to get the total benefit. Total operating cost of the community care service centers is regarded as cost. According to the cost-benefit analysis, Home-help service centers generated net social benefit of 137 billion Won, Day Care service centers generated 15 billion Won, and Short stay service centers generated 6 billion Won. Significant amount of net social benefit indicates that government should increase level of financial support to these service centers.

Characteristics of the Organizational Structures of Free Meal Service Centers and Cooperation with Community (노인 무료습식소 기관의 운영 현황 조사 및 지역 사회와의 협력 강도)

  • The purpose of this research was to observe the management system of 18 free meal service centers for the low-income homebound elderly in Chungcheongbuk-Do In order researchers interviewed staff members of the free meal service centers. Based on the results of interviews with staff members of the meal service organization. only two centers used a standard recipe. and most of the meal preparation was controlled under the experience of volunteers. Only two meal service centers employed dietitians due to the lak of budgets. The cost of a meal per day ranged from ₩ 556 to ₩2,750 and the number of attendants at meal service ranged from 35 to 350 persons. The budget for most of the meal service centers is not enough to provide meals for the elderly who want to participated in free meal service programs. Home delivery meal service was not considered due to the lake of manpower and areal dispersion in rural ares. Most meal service organizations did not cooperate with other community service organizations. Several improvement strategies are recommended for the effective running of the free meal service centers. First, a nutrition specialist should be included in the staff members of the service organization to provide nutritious meal service to the elderly Second, a joint control system might be introduced into the present system to reduced the cost and the recover the limitations of areal dispersion. Third, service, coordination should be considered to overcome the problem of lake resources.

Needs Assessment of Elderly for Community-based Long-Term Care (요양보호 대상노인의 서비스 요구도 평가)

  • Purpose: Needs of health-welfare-medical service for the elderly is rapidly increasing in Korea. The purpose of this study was to evaluate the needs of health-welfare-medical service for the long-term care elderly in the community and to compare differences by their characteristics. Method: Needs assessment was completed in the homes of 598 persons over 65 years by using the tool of needs assessment, between November and December, 2003. We examined all the health-welfare-medical service of elderly in the community. Data were analyzed using SAS program. Result: The needs of the long-term care elderly in community was largest 'home visiting service of visiting nurse(87.5%)', and then 'religious, psychological and emotional support(73.9%)', 'home visiting therapy of physician(58.5%)', 'social support service(55.7%)', 'health improvement program of public health center and social welfare center(51.8%)', 'health examination(48.8%)' followed. The difference of health-welfare-medical service needs among characteristics(age, medical security, caregiver existence, and regions) was statistically significant by service contents(p<0.05 or p<0.01). Conclusion: We can apply it in the distribution of community resource and the development of service providing programs by figure out the needs assessment for the long-term care elderly in the community, and consequently, through this, realizing the health maintenance and promotion of the long-term care elderly.

  • This study was designed to search for the direction to develop housing service which assists the older people to live independently in their community and provides the systematization of community care. The subjects of the research include 533 older people between the age of 60 to 79 residing in Seoul and 84 welfare officials at a dong(in)-office and 67 social workers working at comprehensive social welfare institutions. The results were as follows: Both demanders and deliverers recognized that housing service for older people was necessary for community care, and, in particular, the deliverers had higher degree of necessity as people charged in welfare service. The most needed service was community alarm service which currently is proceeded partially for low-income and living-alone olders. It needed to expand the scope of the people to be served. It appeared that the need for inside safety measures rather than for housing space or structural problems. It requires less effort and cost for those who need simple repair, such as safety grips or slippery protection, and safety checks. Among financial support services, the need for tax benefits appeared the most necessary service for the older people. It suggested that more 'direct' financial support service is needed for the elderly people.

A Study on the Service Support Program for the Work-Family Balance in the Community (일-가정 균형을 위한 지역사회의 지원에 대한 고찰)

  • The purpose of this study was to investigate service support programs for the work-family balance in the community. Service support programs in the community are at beginning stages of development, because it has taken about 10 years to put a self-governing system into practice in Korea. This study concentrates on service support programs developed by various service organizations in the city and does not include any rural districts. First, the developmental process of the work-family balance model and type of the service support program in the community were studied. Next, the situation of care service support was examined based on written articles. Finally, a few suggestions were made f3r work-family balance in the community. The developmental situation of work-flmily balance in Korea is in a stage which is shifting from the company-leading model to a family-company-community model. The most common type of service support program offered in the community until now has been the informal sector through relatives, neighbors or friends. However, service support programs, in the public sector by the government and in the voluntary sector by nonprofit organizations and corporations, has rapidly been growing and the number of services from each sector has also increased. Profit organizations in the private sector, such as medical and care service centers, are also now rapidly increasing. It appears that service support programs contributing to the work-family balance in the community come from a number of sectors, including public, voluntary, private and informal sectors, to suit consumer needs.

A Study on Change in Perception of Community Service and Demand Prediction based on Big Data

  • The Community Social Service Investment project started as a state subsidy project in 2007 and has grown very rapidly in quantitative terms in a short period of time. It is a bottom-up project that discovers the welfare needs of people and plans and provides services suitable for them. The purpose of this study is to analyze using big data to determine the social response to local community service investment projects. For this, data was collected and analyzed by crawling with a specific keyword of community service investment project on Google and Naver sites. As for the analysis contents, monthly search volume, related keywords, monthly search volume, search rate by age, and gender search rate were conducted. As a result, 10 items were found as related keywords in Google, and 3 items were found in Naver. The overall results of Google and Naver sites were slightly different, but they increased and decreased at almost the same time. Therefore, it can be seen that the community service investment project continues to attract users' interest.

  • New internet trend, such as Web 2.0, has brought about new roles of users and changes in the web ecosystem. In the age of information overload like nowadays, activities in the brand community sites help to make more reasonable decisions in choosing certain brands and products. In order to examine organizational strategic aspects of brand community, this study examine (1) what difference exists in user satisfaction according to the brand community types (the user-initiated type and the corporate-established type), and (2) which dimensions of service quality affect brand community users' satisfaction. Research findings show that types of brand community influence perceived user satisfaction, and tangibility, reliability, interactivity, and stability dimensions of service quality make a positive influence on user satisfaction as well. Practical implications for managing brand community sites in marketing perspectives are further discussed.

Food Service Status at Community Child Care Centers in Busan (부산지역 지역아동센터의 운영주체별 급식 실태)

  • The purpose of this study was to investigate the food service status of community child care centers in Busan. A survey was conducted from November 1, 2012 to November 30, 2012 using questionnaires. Overall, 66.7% of the community child care centers had a separate dining room. The satisfaction score of the kitchen facility was 4.32 and the satisfaction degree of the dining place was 3.95. Most of the community child care centers were not managed by professionals and the food service was in a relatively poor status. In 61.3% of the community child care centers, the director of the center purchased the foodstuffs. In addition, approximately 72% of the child care centers directly purchased foodstuffs. When preparing meals, nutrition (73.0%), cost (13.5%), and preference (4.5%) were considered as the important factors for respondents. Overall, there were demands for increasing meal costs and improving the food service facilities. In addition, a higher degree of hygiene management resulted in a higher degree of satisfaction from children. Therefore, to improve food service performance at community child care centers, food services should be assisted by professionals and the person in charge of foodservices should be educated food service management.

A Study on Food Service Environments for the Elderly in Community - Focused on Community Senior Lunch Service (커뮤니티 거주 고령자를 위한 식사서비스 환경에 관한 연구 - 국외의 고령자 식사지원서비스를 중심으로)

  • Purpose: Healthy and balanced meal is very important for the elderly to maintain the quality of life in community. Senior meal delivery system and congregate meal services have been played an important role to prevent premature institutionalization of the elderly. Food delivery system and lunch service spaces for the Korean elderly were mostly focused and limited on low-income family. The purpose of this study is to analyze community food services environments for the elderly in the UK, the U.S. and Japan for the possibility of applying those service spaces to Korean community. Methods: Lunch service spaces of these three countries were investigated by literature research and visiting of venues. Pilot study of the elderly meal services in Seoul was done for comparing environments and future research. Results: Lunch service spaces in three countries were mostly community based for accessibility and the types of management were various for the elderly to choose the most suitable services for them. The group dining spaces are usually small and designed to give de-institutional atmosphere. Implications: Food service environments for the elderly in Korea should develop more community based model of food delivery and congregate meal service spaces as well as more de-institutionalized design of those spaces.
