인터넷 서비스가 차별화 되어야 한다는 논의는 인터넷이 본격적으로 상용화된 1990넌대 중반부터 꾸준하게 제기되어 왔다. Tragedy of commons 라고 불리는 인터넷 혼잡현상은 지속적인 기술발전으로 인해서 상당부분 해결되었으나, 최근 들어서는, Web 2.0의 등장을 통해 동영상 파일이 차지하는 비중이 늘어나면서 P2P를 통한 파일교환이 전체 인터넷 트래픽의 상당 부분을 차지하면서, 또한 실시간 미디어, VoIP 등의 인터넷 응용 프로그램 등에서 전송상의 지연을 포함한 QoS 보장을 요구하게 되면서, 또한 통신사업자의 망중립성에 관한 논의가 진행되면서, 인터넷 서비스를 차별화하고, 통제하려는 연구의 중요성이 증대되고 있다. 본 연구는 인터넷 서비스를 차별화하기 위한 수단으로 기존에 제시되어온 자격과 우선순위라는 2개의 차원에서 그리고 가격제도로서 종가제와 종량제의 차원에서 배경을 검토해본 다음, 우선 대기열 이론과 혼잡성 제어 이론을 통해서 차별화된 서비스가 전체 시스템에어떤 구체적으로 효익을 가져오는 지를 검토하며, 우선순위와 사용시간에 따라 차별화되는 종량제가 현실에서 발견되지 않는 이유에 대한 이론적인 근거를 제시하고, 종량제를 채택했을 경우에 발생하는 문제점과 종량제 사용에서 발생하는 한계들을 논의하면서, 현실적으로 종량제와 차별가격을 도입할 때 발생할 수 있는 문제점들을 밝혀본다.

In the wheel tracking test to evaluate abrasion resistance for concrete surface coating materials applied parking lot, weight of the wheel, test temperature, scattered sand amount, wheel speed, etc. various test condition is used for reliable evaluating the abrasion resistance performance of surface coating materials and the results depends on the test condition. In this paper, we carried experimental study as following on abrasion resistance with 2kinds of different environmental conditions. - Commons : real car tire with 300kg of load, 5km/h of speed, 80,000 cycle. - Control A : no other deterioration condition - Control B : scattering 1.0g of sand per every 30rounds from 1m height.

Recent structural approach of the House of Commons has been an increase in demand for dry wall light due to a change in load bearing composite structure of a flat plate type structure under the name of long-life housing, attach the attachment to the wall as the needs of the residents of reserved space increases things that are on the rise. However, depending on the strength of collapse accidents is shown wall and recent wall deposits are required, a load resistance evaluation method of the deposit of the need is the situation. Therefore, in this study, for the evaluation of the evaluation of dry lightweight wall as widely used gypsum board and ALC lightweight wall of two types of laboratory the wall through the previous studies to be installed in direct co-housing to the target and field experiments I want to evaluate the different points.

In this paper, We shed light on radio spectrum policy and strategic planning of the United States of America and draw some conclusions. First of all, as the radio technology evolves with time, paradigm shift from command & control to market-based approach and spectrum commons is reviewed. Strategic spectrum planning of USA is also analyzed and some suggestions are drawn. In particular, USA plan for developing dynamic spectrum access(DSA) technologies and implementation of the test-bed for the DSA spectrum sharing is discussed, which improves the spectral utilization. Finally We deal with spectrum re-farming issue for mobile broadband and implicative points based on the National Broadband Plan.

비용 효율적인 소프트웨어 유지보수 방안에 대한 기대가 높다. 본 논문에서는 유지보수 비용을 감소시키기 위해 회귀 테스트에 사용되는 테스트케이스를 효과적으로 우선순위화하는 방안을 제안한다. 테스트케이스를 우선순위화하는 방법으로는 코드의 커버리지를 이용해 테스트케이스의 우선순위를 높이는 방법과 모델 기반 테스트케이스 우선순위화 방법 등 여러 가지 방법이 제안되어 왔다. 본 논문에서는 소스코드, 커밋 로그와 버그리포트의 정보를 이용해 정보검색 기반의 테스트케이스 우선순위화 기법을 제안한다. 변경된 소스코드 이력은 새로운 기능의 업데이트 유무를 확인 할 수 있으며, 결함으로 수정된 파일을 추측할 수 있다. 버그 리포트는 소스코드의 결함에 대한 정보를 담고 있다. 제안한 방법의 유효성을 확인하기 위해 오픈소스 프로젝트(Joda-Time, Commons-Lang)를 이용해 실험을 진행하였다. 실험을 통해 소스코드, 커밋 로그와 버그리포트로 테스트케이스 우선순위화 방법의 유효성을 확인했으며, 버그리포트를 적용해 테스트케이스 우선순위화 기법을 이전 연구에 비해 최대 8% 향상된 결과를 확인 할 수 있었다.

The purpose of this study is to understand the experience how children are receptive to their parents' imprisonment, adaptation from their painful experience and crisis. In order to achieve the purpose of the study, six youth participants were selected. We carried out in-depth individual interviews and the collected data from the interviews and the case study were analyzed. The commons subjects are like 'Sudden separation and shock', 'Glad to be unhappy', 'Wretched my life', 'The way of the far-away meeting', 'The one who gave me hope', 'Live my life'and so on. Based on the result of this study, policy and practical guideline were discussed and suggested to help children of the incarcerated in addition to the limitations of the study and the recommendations for further study.

The policy regime of ocean is changed from ocean liberty paradigm to ocean management paradigm. Ocean resources have the characteristics of weak excludability and strong rivalry. Therefore, they need rational ocean management so as to curb the tragedy of commons. The important ocean issues and policy regimes today is ocean pollution, coastal management, sea-level rise, fishery, whaling, ocean jurisdictions, deep seabed resources, military security, piracy, ecological environmental security and so on. This paper aims at reviewing these major international ocean issues, the policy regimes for them, and the desirable tasks of ocean policy regimes in the future from the macro perspective of international ocean politics or policy-making.

This study analyzes the content of YouTube channel "Cream Heroes" dealing pet(cat) produced in South Korea currently. Due to the advance of science and technology in the 21 century, the commons are able to independently upload their own content after filming videos, and it is called One Person Media. Unlike existing One Person Media that contains provocative and violent factors, "Cream Heroes" is sound content that shows various features of cats. Specifically, this study explores how and why "Cream Heroes" is popular via content analysis. Throughout this, it studies not only the trait of popular YouTube channel, but also proposes the proper environment of One Person Media.

It is a commons sense that the Republic of Korea is a maritime state that depends its survival on International Trade and International Economy. Korea was a peninsula and do it can be both maritime and continental state by its choice. However, after the national division in 1945, South Korea had became a virtual island and pursue a maritime way for national development in the past 60 plus years. Now, South Korea is becoming a world's 12 th largest major trading and maritime state. South Korea has far more ships per capita than any other nations in the world and its economy is heavily depend upon the imports and exports with other nations in the world that pass through the oceans. Therefore, the Koreans regard the security of the sea lanes of communication as vital to the survival of the nation. The SLOC is the life line for Republic of Korea. Since the early 1990s, immediately after the Cold War was over, South Koreans began to recognize the importance of Sea Routes and thus began to build a navy that can handle with the new problems of the post Cold War era. However, the maritime security environments of the Republic of Korea today is shaky and dangerous. Almost every water near the Korean peninsula, some kind of international confrontations are going on. Territorial disputes on Dok do, Senkaku, Scarbrough, Shisha, Nansha and Eodo between and among Korea, Japan, China, Taiwan, Phillipines, Indonesia and Vietnam are the examples. In this essay, the author argues that the S. Korean efforts and capabilities to deal with these challenges are not enough and exhorts more efforts and more powerful navy for the Korean people.

Many universities are searching for educational methods to cultivate problem-solving ability and cooperative learning ability or already trying to implement them. Problem Based Learning(PBL) and Action Learning(AL) are effective teaching and learning methods to cultivate men of talent qualified for problem-solving and cooperative learning abilities that universities are seeking after. PBL and AL have something in common in that learning is accomplished while learners are solving the authentic problem. But, in spite of this similarity, PBL and AL have differences. However, most literatures and cases on these two models introduce only the outline of commons and differences and do not provide teachers with actual helping aids to select a model appropriate for the actual design or operation of classes. Accordingly, many teachers usually select and utilize a familiar model rather than select a proper model to the nature of a subject and the educational goal. Teaching and learning methods or learning environment should be selected appropriately to the educational goal. This study indicates the characteristics of PBL and AL that are being introduced and utilized as a principal teaching and learning method of college education and then shows how this method can be realized in the university by comparing the cases of classes applied in two methods.
