A Study on the Improvement of Aviation Safety in Jeju Southern Air Corridor(AKARA-FUKUE Corridor) (제주남단 항공회랑(AKARA-FUKUE Corridor)의 항공안전 개선에 관한 연구)

  • ICAO recommended that airspace monitoring and periodic safety assessments in each Contracting State ensure the stability of the airspace, since reducing the aircraft lateral and vertical separation intervals would rather increase the risk of collision. The target level of safety of the AKARA-FUKUE Corridor at the southern end of Jeju was 247×10-9. In simple comparison, this means that the risk of an aircraft collision in this area (international safety standards, 5.0×10-9) is about 50 times higher. The scope of this study is to organize the concept of terms, analyze the air traffic volume, the current status of navigational safety facility usage fees, and investigations of an aircraft collision risk in Jeju southern air corridor. Analyzing government policies and overseas evaluations, revising some of the existing contents, presenting some of the additional contents of new routes, and changing the instrument procedure for Korean-Chinese routes, change of arrive/departure route between Incheon Airport and Shanghai Airport, reduce the risk of aircraft collisions. We hope to restore airspace sovereignty, contribute to policies for the government to take the lead in solving this problem, and expect stability and operational efficiency in air traffic.

Study on Computational Simulation of a Metro Collision Accident and Improvement of Passive Safety (도시철도 충돌사고 시뮬레이션 및 충돌안전도 개선방안 연구)

  • In this study, we simulate the railway crash accident that occurred at the Sangwangsimni station on the Seoul Metro Line #2, and we propose a solution to minimize the damage. We use LS-DYNA, which is the commercial software employed for collision analysis to perform 1-D and 3-D simulations for the recurrence of accidents. By performing 1-D simulations, we analyze the load, displacement, absorbed energy of the couplers, and acceleration of vehicles, and we evaluate the safety in accidental collisions. By performing 3-D simulations, we analyze the deformation of the car and over-ridding. We propose methods to improve the safety in collisions involving railway vehicles, and we perform collision accident simulations to determine improvements when applying a high-performance energy absorber to the front car.

Methodology for Evaluating Real-time Rear-end Collision Risks based on Vehicle Trajectory Data Extracted from Video Image Tracking (영상기반 실시간 후미추돌 위험도 분석기법 개발)

  • An innovative feature of this study is to propose a methodology for evaluating safety performance in real time based on vehicle trajectory data extracted from video images. The essence of evaluating safety performance is to capture unsafe car-following events between individual vehicles traveling surveillance area. The proposed methodology applied two indices including real-time safety index (RSI) based on the concept of safe stopping distance and time-to-collision (TTC) to the evaluation of safety performance. It is believed that outcomes would be greatly utilized in developing a new generation of video images processing (VIP) based traffic detection systems capable of producing safety performance measurements. Relevant technical challenges for such detection systems are also discussed.

  • This paper deals with the traffic factors related to the collisions of circular intersections. The purpose of this study is to develop traffic accident models by type of collision based on land use. In pursuing the above, the traffic accident data from 2010 to 2014 were collected from the "Traffic Accident Analysis System (TAAS)" data set of the Road Traffic Authority. A multiple regression model was utilized in this study to develop the traffic accident models by type of collision. 17 explanatory variables such as geometry and traffic volume factors were used. The main results are as follows. First, the null hypothesis that the type of land use does not affect the number of accidents by type of collision is rejected. Second, 10 accident models by type of collision based on land use are developed, which are all statistically significant. Finally, the ADT, inscribed circle diameter, bicycle lane, area of central island, number of speed hump, circulatory roadway width, splitter island, area of circulatory roadway, mean number of entry lane and mean width of entry lane are analyzed to see how they affect accident by type of accident based on land use.

Collision Avoidance Algorithm of an Intelligent Wheelchair Considering the User's Safety with a Moving Obstacle (탑승자의 안전을 고려한 지능형 휠체어의 단일 이동 장애물 충돌회피 알고리즘)

  • As the ageing population grows around the world, the demand for electric wheelchairs, an important mobility assistance device for the disabled and elderly, is gradually increasing. Therefore, a number of studies related to intelligent wheelchairs are actively underway to improve safety and comfort for wheelchair users. However, previous collision avoidance studies for intelligent wheelchairs have concentrated on collision avoidance methods with the shortest distance and by only changing either velocity or heading angle, rather than considering the forces exerted on the user. If a collision avoidance algorithm that does not consider these forces is applied to an intelligent wheelchair, there is a possibility of an accident due to falling as wheelchair users are generally disabled and elderly people. In this paper, we propose a collision avoidance algorithm which minimizes the forces exerted on a wheelchair user by minimizing the variation of the wheelchair's velocity and heading angle when the sizes, positions, velocities, and heading angles of a wheelchair and a moving obstacle are known.

  • Collision avoidance algorithm of vessels have been studied to avoid collision and grounding of a vessel due to human error. In this paper, We propose a collision avoidance algorithm using bayesian estimation theory for safety sailing and reduced risk of collision accident. We calculate collision risk for efficient collision avoidance using bayesian algorithm and determined the safest and most effective collision risk is predicted by using re-planned with re-evaluated collision risk in the future(t=t'). Others ship position is assumed to be informed from AIS. Experimental results show that we estimate the safest and most effective collision risk.

  • According to the statistics provided by Korean Maritime Safety Tribunal for the year 2018, the majority of marine accidents in the past four years have occurred in fishing boats and small-sized boats. Negligent behavior resulting from not looking outside and non-compliance with navigation laws are the primary reasons behind ship collisions. Although safety education and training are reinforced to prevent such accidents, they still occur frequently. Hence, technical methods are continuously being developed to reduce ship collisions caused by human cause. The objective of this study is to reduce ship collisions by employing the WAVE communication system, which has short transmitting and receiving periods that can be incorporated for high-speed small-sized vessels. In this study, the suitability of the communication range was examined, and the appropriate range and timing for avoidance motion were accordingly selected, and a control algorithm based on the same was thereby designed. Consequently normal operation of the collision avoidance system was verified by connecting and simulating the proposed WAVE communication router-controller-steering equipment.

A Study on Development of Crash Cushion (도로 충격흡수시설의 개발에 관한 연구)

  • The crash cushion has drawn a great attention because of its versatility, efficiency and simplicity in reducing the mortality and damages from traffic accidents. However, the existing cushion systems are high priced or have limited functions. The purpose of the study was to devise an improved crash cushion which can offer higher safety compared to the available ones at present. In addition, the conformity of the cushion with the facility standards was assessed through computer simulation for collision with vehicles. The novel cushion system adopts the used tires as shock absorber, which can not only secure cushioning effect but also reduce the production cost. Moreover, it is highly durable and easy to maintain and repair the damaged parts. According to the simulation using BARRIER VII program, the novel cushion system showed PHD of 17.4 g and 10.1 g for a frontal collision and a side collision, respectively. Based on the results, it could be concluded that the novel cushion system met the test standards in the guideline for road safety facility installation and management.

  • Recently, the offshore wind power generator market is expected to grow significantly because of increased energy demand, reduced dependence on fossil fuel-based power generation, and environmental regulations. Consequently, wind power generation is increasing worldwide, and several attempts have been made to utilize offshore wind power. Norway's Petroleum Safety Authority (PSA) requires a leg-structure design with a collision energy of 35 MJ owing to the event of a collision under operation conditions. In this study, the results of the numerical analysis of a wind turbine installation vessel subjected to ship collision were set such that the maximum collision energy that the leg could sustain was calculated and compared with the PSA requirements. The current leg design plan does not satisfy the required value of 35 MJ, and it is necessary to increase the section modulus by more than 200 % to satisfy the regulations, which is unfeasible in realistic leg design. Therefore, a collision energy standard based on a reasonable collision scenario should be established.
