A Study on Information Resources Recognition for Collection Development Policy of Gwangju Representative Library (광주대표도서관 장서개발정책 수립을 위한 정보자원 인식 연구)

  • The Study is to investigate information resources recognition of collection development policy that is a key element of Gwangju representative library. 68 Librarians, 98 library users and 20 libraries responded the questions of information resources. The fields of the questions are media, subjects and levels of information resources. The results of the research are as follows. First, the correlation coefficients between librarian group's preference and need is lower than that of the user group. Second, information resources for the knowledge-disadvantaged has low preference and need but the actual usage rate was high. Third, Librarians need to transfer historical paper and books, historical objects, technical reports and journal articles to the representative library. Fourth, information resources about philosophy have middle preference, low need and the resources have low need for transfer to representative library. Fifth, local historical resources and administrative policy resources has low usage rate high need for transfer to representative library. Sixth, the level of public library in Gwangju is 1.837 and the expectative level of Gwangju representative library is 3.325.

  • This paper strives to illustrate the selection processes in public libraries. It specifically attempts to survey the budget allocation, collection development policy, usage of selection criteria, and priority of selection decision in collection development units in public libraries. Staff structure, committee activities, methods of selection, usage of selection tools and librarians' recognitions about selection process are also investigated. Data are drawn from a survey with 315 public libraries in the country. Specific statistics to be analyzed via literature, although not detailed in nature, are scrutinized as well. As a conclusion, the paper discusses such an issue as current situation in selection of materials public libraries and possible impetus toward a better collection development process.

  • This study aims at suggesting mid- and long-term development plan (vision, core values, strategic goals and functional performances, major tasks and detailed action plans for each strategy, organizational and human resources management, shared responsibility with the National Library of Korea which is main library in collection and services of policy information, and cooperation and collaborative exchange programs) for the National Library of Korea, Sejong. This study is based on the appropriateness that the library should enhance its visibility through focusing on the role as the specialized library in charge of public policy information services if it wished to ensure the identity of a branch of the National library of Korea for the comprehensive collection, preservation, and nationwide services of public policy information.

  • Public Libraries in Seoul have been steadily increasing their numbers from 4 libraries in 2004 to 15 libraries in 2009. On the contrary, the size of recently established public libraries have been reduced compared to the previous ones. Because of their limited space, which cannot manage increasing collection, public libraries started collection disposal. This research investigated public libraries' disposal standards and present conditions of collection items. Based on this investigation, enhance way of the collection disposal was suggested.

  • In line with the establishment of the National Sejong Library, the main objective of this study is to construct a basic management plan to enable smooth operations of the library from its opening. To follow through with this goal, this paper analyzes the environment surrounding the National Sejong Library, puts forth new strategies to reinforce the policy information service, and suggests new development plans for the library's collection. This study examines the internal and external environment of the library through face-to-face interviews with library staff, while conducting surveys on public officials transferred to the city for suggestions on how to reinforce the policy information service. The vision of the National Sejong Library is to become a specialized resource institution in administrative policy, while also fulfilling the day-to-day needs of the community and serving as a supplementary record storage facility to the National Library. In order to reinforce the policy information service, it is crucial to digitize all policy-related theses, reports, and trend research, while establishing a firm network with other libraries in Korea and abroad to provide a wider range of policy files, local government policy documents, and other resources.

  • RI-Biomics is the new radiation fusion technology of which, such as the characteristics of radioisotope, is applied to the biomics. In order to sharing and overall analysis of data between the institutions through total management of information in the field of RI-Biomics, RI-Biomics Information portal 'RIBio-Info' was constructed by KARA (Korean Association for Radiation Application) in February 2015. For systematic operation of this 'RIBio-Info' system, it is required to develop system of collection-analysis-application of information. So, in this paper, we summarized development of document forms at each processes of collection-analysis-application of information and systematization of collection methods of information, establishment of characteristically analysis methods of reports such as issue paper, policy report, global market report and watch report. Therefore, these are expected to improving the practical applicability in this field through the vitalization of technology development of users by achieving the circular structure of collectionanalysis-application of information.

A Study on the Job Development and Reorganization Strategy of the National Library of Korea, Sejong (국립세종도서관 직무개발 및 조직개편 전략 연구)

  • The National Library of Korea (Sejong), which was launched in December 2013, has been in the spotlight as a specialized library for Korean policy information and as a Sejong city complex cultural facility. Nevertheless, the essential identity, organizational status, division of affairs and core competencies, policy information collection, and services of the NLK (Sejong) are weak and inadequate. Therefore, this study developed a job model for establishing an essential identity and providing high-quality policy information services nationwide and suggested a strategic organizational reorganization plan. The job model was proposed as a total of 110 by adding 38 to the existing 72. Based on this job model, the short-term reorganization model (2023-2024) changed the grade of the library director from the current grade 4 (administrative officer) to Senior Executive, and the grade of the director by division from grade 5 (secretary) to grade 4. The sub-organization has expanded the current 3 divisions (planning management, policy information, and service use) to 4 divisions (planning administration, library collection and development, policy information service, and public service and culture, with a total of 51 personnel. In the mid-to-long-term model (2025-2032), the sub-organization was expanded to 4 divisions and 1 office (planning administration, library collection and development, policy information service, public service and culture, and policy information research), and presented a total of 61 personnel. To this end, it is necessary to persuade stakeholders with the argument of advocating the Korean policy information center, which is a macro-strategic goal, and focus all capabilities on strategic reorganization and revision of 「Decree on the Organization of the Ministry of Culture, Sports and Tourism」.

Electronic Theses and Dissertations' Development in University Libraries in Nigeria

  • The study was meant to examine electronic theses and dissertations' development in Nigerian federal university libraries. The study adopted descriptive survey research design. The study population comprised forty-eight institutional repository librarians in eighteen Nigerian federal university libraries. The sample consisted of forty three librarians. A questionnaire was used for data collection. The data collected were analyzed with mean and standard deviation. Findings reveal that the policies available for developing electronic theses and dissertations (ETDs) in the libraries require submission of electronic copies of theses and dissertations by students, participation of digital/IR librarians in ETD development and provision of free access to ETDs; the libraries comply with standards of Open Archives Initiative Protocol for Metadata Harvesting and Search/Retrieval via URL using DSpace for building ETDs and taking advantage of such available ICT facilities as computers, scanners, CD-ROM, LAN, internet connectivity and printer. The libraries achieve ETD through digitisation, mandating submission of electronic versions of TDs by students and creation of IR. However, the process is hindered by technological obsolescence, financial problems, absence of clearly-defined ETD development policy, required ICT facilities and trained staff, copyright, irregular power supply and unstable internet connectivity. This study represents a fresh empirical investigation into electronic theses and dissertations' development in federal university libraries in Nigeria.

Development and Evaluation of Core Collection Using Qualitative and Quantitative Trait Descriptor in Sesame (Sesamum indicum L.) Germplasm

  • Sesame (Sesamum indicum L.) is one of the most important oilseed crops with high oil contents and rich nutrient value. The development of a core collection could facilitate easier access to sesame genetic resources for their use in crop improvement programs and simplify the genebank management. The present study was initiated to the development and evaluation of a core collection of sesame based on 5 qualitative and 10 quantitative trait descriptors on 2,751 sesame accessions. The accessions were different countries of origin. About 10.1 percent of accessions were selected by using the power core program to constitute a core collection consisting of 278 accessions. Mean comparisons using t-test, Nei's diversity index of 10 morphological descriptors and correlation coefficients among traits indicated that the existing genetic variation for these traits in the entire collection has been preserved in the core collection. The results from this study will provide effective information for future germplasm conservation and improvement programs in sesame.

  • The purpose of this study is to develop detailed items and elements to be included in a national guideline for school library collection which can be used as a basis and standard for establishing collection management policies in individual school libraries. For this purpose, materials related to the collection management of school library were analyzed with the international and national level. As a result, the international materials emphasizes accessibility and resource sharing of digital materials besides quantitative standards of the library collection and deal with the process for the objection collection. In this study, items to be included in the national guidelines are divided into general principles of collection management and collection management guidelines, and elements of the each item are suggested. And proposed systematic bases for efficient application of the national guidelines to school libraries.
